This is an excellent case study for all practisingprofessionals including architects, structuralengineers, PMC, etc. This case of ethics inengineering demonstrated by Structuralengineering consultant was taught as a model casestudy at the Harvard Business School.

Topic 2 : Innovations in Structural Engineering.

The above course will be conducted from 10 a.m.to 6 p.m. at our Centre’s premises. On the last day,there will be a written examination of minimum 2hours. Those who secure 70% & above marks willbe certified under IRCA recognised Lead AuditorCertification of ISO 9001 : 2008.

The Committee of the Maharashtra State Centreof the Institution of Engineers (India) is pleasedto present this Annual Report and Audited Ac-counts for the period 1-4-2008 to 31-3-2009. Thereport gives an outline of activities organised bythe Centre during the period. This was one of themost eventful and successful years.

1. Membership :

Maharashtra State Centre continues to be thelargest State Centre of IEI. Its membership regis-tered annual growth. However, due to formationof Goa State Centre on 01.12.2008, the totalstrength of corporate members of the earlier com-posite Maharashtra State Centre got divided andnow the current strength of the Maharashtra StateCentre is as under :

2. Committee :

The Committee was elected and installed in theAnnual General Meeting held on 19.10.2008 andthe following members, viz., Mr. S. H. Jain, asChairman, Mr. P. N. Patil, as Hon. Secretary andMs. M. M. Nandgaonkar, Mr. D. V. Pachchigar,Mr. K. L. Vidurashwatha and Mr. S. V. Dahakeas Hon. Joint Secretaries adorn the Committee.

Almost all Centres have been represented on theCommittee of the State Centre. Committee heldmost of its meetings at various Local Centres.This helped the IEI in spreading the awarenessabout activities and also helped the Local Centresin increasing their activities.

3. Technical activities :

Technical activities of the Centre showed substan-tial growth in the number of programmes heldduring the year under report. The activities aresummarised as follows.

5. The Summer and Winter 2008 examinations ofSection A & B were conducted smoothly at theCentre’s premises.

6. Publication of Newsletter :

The Centre publishes its newsletter monthly. TheCentre published 12 such newsletters during thereporting period. Approximately 18,000 copies ofthis newsletter are sent to all corporate membersattached to the Centre and all engineering collegesand polytechnics in Maharashtra.

7. Library :

The library has been renovated with unique facilityof Reading Room for student members and remainsopen from 1000 to 1900 hrs. It is kept open even onSundays for the benefit of students. Book Bankscheme has been started for students. New booksof various authors are purchased every year. Oldquestion paper-sets have been kept in the library forreference purpose. Solutions to papers of previousexaminations are available on sale to students.

8. Students’ Activities :

The Centre has started coaching AMIE students atconcessional rates at its premises on Sundays, underthe guidance of experienced professors. Manystudents regularly attend and take advantage of thesame. Due to overwhelming response, the Centrehas decided to start additional batches for thebenefit of students.

9. Technicians’ Chapter :

Our Centre has established “MaharashtraTechnicians’ Chapter” for the benefit of students.

Many student members are actively participating inthe activities of this Chapter’s lecture/technicaldemonstration, seminar/paper presentation, short-term course, model/poster competition, groupdiscussion, quiz competition, industrial visit, filmshow, get-together, display of technical informationand campus interview, etc. which are organised by

the students.

10. eNews :

After receiving overwhelming response from themembers in its existing e-group – MahaEngineers,our Centre has started a new eGroup — IEI-MaharashtraStateCentre through which memberscan get the latest information, schedules, remindersabout IEI activities etc. Monthly newsletter is alsobeing sent electronically to all the members whohave joined this group. Approximately 15000members have already joined this group and haveattended the activities in large numbers.

11. Web-site

Our Centre has its own web-site,www.ieimaharashtra.org, through which memberscan get the latest information about forthcomingactivities and students can get informationregarding examinations, etc. Our website is alsobeing upgraded for providing better facilities tomembers such as online payments, etc.

12. Land and Building sub-committee tookinitiative and started renovation of thepremises. The Centre has been given a newlook. The Amphi-Theatre has been made fullyair-conditioned. Separate classrooms have beencreated for conducting courses, exams, etc.

The 32nd Annual General Meeting of theMaharashtra State Centre of the Institution ofEngineers (India) was held on Sunday, 19th October2008 at 1230 hrs. at the Institution of Engineers(India), Maharashtra State Centre premises atMumbai.

25 members were present.

Mr. D. S. Pradhan, Chairman, IEI, MSC, chaired themeeting and called the meeting to order.

1) To confirm the minutes of the 31st AGM heldon 27th October, 2007 :

Chairman stated that the agenda for the meeting,containing minutes along with the Annual Reportand statement of accounts for the year 2007-2008,had already been circulated and no comments hadbeen received from Corporate Members. He calledupon members present for comments, if any. Therewere no comments and the following Resolutionwas unanimously adopted.

“Resolved that the minutes of 31st AGM of theMaharashtra State Centre of the Institution ofEngineers (India) as circulated, have been correctlyrecorded and they be and are hereby unanimouslyadopted”.

Proposed by Mr. Amol Bora and seconded by Mr.S. G. Bahaley.

2) To Receive the Audited Accounts for the yearending 31st March, 2008 :

The chairman stated that the report and accountsfor the year ending 31st March 2008 have alreadybeen circulated to all corporate members. He statedthat no queries had been received on the AuditedStatement of Accounts till date and requested themembers for their comments and observations, ifany. There was detailed delibera-tion on variousissues. It was felt that a separate energy metershould be installed at various places to monitor theenergy consumption. Members felt that the excessof income over expenditure is creditableachievement by the Centre. Members also discussed

about the loan given to Belapur Local Centre andfelt that the same should be written off. However,the Chairman felt that it would set a precedent toall local Centres and requested Belapur LocalCentre to repay the loan in small instalments as andwhen possible.

The following resolution was adopted unani-mously.

“Resolved that the Audited Statement of Receiptsand Payments, Income and Expenditure Accountsand Balance Sheet for the year ending 31st March2008 be adopted”.

3) To appoint Auditors for the year 2008–2009and to fix their remuneration :

Hon. Secretary informed the Committee that ourpresent auditor Mr. Ashish Ranade had resigneddue to personal reasons and informed thecommittee that new auditors have to be appointed.After detailed deliberations on the matter, thefollowing resolution was passed.

“Resolved that M/s. S. G. Rege & Co., CharteredAccountants, be appointed as auditors for thefinancial year 2008–2009, for a remuneration ofRs.7,500/-.

4) To receive the Annual Report of theCommittee of the Maharashtra State Centre :

Members appreciated the increase in the number oftechnical activities during the year 2007-2008 butalso felt that only the civil engineering division hadorganised more number of activities as comparedto other divisions and felt that other divisionsshould also try and organise more activities. Afterdeliberations the following resolution was adopted.

We report that we have audited the annexed Balance Sheet of the Institution ofEngineers (India), Maharashtra State Centre, as at 31st March 2009 signed by us underreference to this report and the relative Income & Expenditure Account for the yearended on that date, which are in agreement with the books of accounts maintainedat the Institution of Engineers (India), Maharashtra State Centre.

We have conducted our audit in accordance with the auditing standards generallyaccepted in India. Those Standards require that we plan and perform the audit toobtain reasonable assurance about whether the financial statements are free ofmaterial misstatement. An audit includes examining, on a test basis evidencesupporting the amounts and disclosers in the financial statements. An audit alsoincludes assessing the accounting principles used and significant estimate made bythe management, as well as evaluating the overall financial statement. We believethat our audit provides a reasonable basis for our opinion.

In our opinion and to the best of our information and according to the explanationsgiven to us, the Balance Sheet and the relative Income & Expenditure Accounttogether with the notes thereon and subject to the comments in Annexure II, givea true and fair view of the state of affairs of the Institution of Engineers (India),Maharashtra State Centre as on 31st March 2009 and the excess of its income overexpenditure for the year ended on that date.

A) Significant Accounting Policies

i) All incomes i.e. course fees, income by way of seminar/symposium, sale proceeds ofpublications, advertisements, etc. and expenses have been accounted on cash basis, exceptinterest on fixed deposit which is accounted on accrual basis.

ii) Fixed Assets have been stated at cost and no depreciation has been charged at Centre level.

iii) The income and expenses attributable to educational and research & development activities havebeen shared in the ratio of 77:23 and the rest are stated based on the activity; as per H. O. letterdated 7th April 2009.

i) Previous year’s figures have been regrouped, wherever necessary.
