PALO, LEYTE (PNA) – Au-thorities confirmed on Mon-day (August 13) that the five large packs fished out of the waters off Biri, Northern Sa-mar recently contain shabu.

The five packs weighing 9.71 kilograms were discovered by a fisherman and a teenager in the shoreline of Pio del Pilar village of the island town on August 10 (Saturday).

Of the five packs with an estimated Php 64-million street value, three were found by the fisherman while two other packs were found by the teenager. The teenager reportedly hid the illegal drugs before informing others about what he found.

“We are still doing the inves-tigation and we have to find out why the teenager hid the shabu before telling others. There is a possibility that there are more packs of illegal drugs that are not yet recovered,” said Lt. Col. Fran-cisco Calumba Jr., Northern Samar police provincial operations and management section chief.

PNP Eastern Visayas Regional Director, Brig. Gen. Dionardo Car-los, ordered all police stations and units in Eastern Visayas to patrol along shorelines and ask residents to immediately report to authorities if they see any suspicious items.

Carlos believes that the packs of illegal drugs are intended for other regions and not for Eastern Visayas.

“In the past, we have recov-ered cocaine. This is the first time that villagers recover packs of shabu in a shoreline. We cannot conclude that drug lords’ op-eration in the region is back again with the recovery of these illegal drugs,” Carlos said.

“Discovering these illegal drugs along our shoreline is not

also conclusive that these are intended for the region. We still have to determine it in the inves-tigation,” Carlos added.

ORMOC CITY – The Philippine Councilors League (PCL) Ormoc Chapter on August 15 elected its new set officers for service year 2019; and it was newbie councilor Lalaine Marcos who was unani-mously elected as president of the PCL, having received 12 af-

firmative votes from fellow coun-cilors and ex-officio SP Members.

She was then ceremoniously proclaimed by DILG-City Director Jesus Jeremy D. Bagares, to be the chapter’s new president.

The annual PCL election was held at the SP Session Hall of the

BAYBAY CITY, Leyte did a successful hosting of the International Youth Day (IYD) 2019 celebration on August 12 at the RDE Hall, Visayas State Uni-versity, Visca, this city.

This year’s IYD celebra-tion, bearing the theme, “Transforming Education”, highlights good practices and efforts undertaken to ensure that “education is more relevant, equitable and inclusive for all youth”, as rooted in Goal 4 of the 2030 Agenda for Sustain-able Development of the United Nations, that is, to “ensure inclusive and equi-table quality education and promote lifelong learning opportunities for all.”

Accordingly, the Inter-national Youth Day 2019 celebration’s ultimate goal is to examine and assess how the local and national government, the youth, the youth-led organizations, and all other stakeholders, are transforming education.

Baybay’s hosting of this

big event was graced by no less than the National Youth Commission Visayas Representative ASec. Vic-tor del Rosario and Leyte Fifth District representative Cong. Carl Cari (one of the youngest congressmen in the Philippines). Some Bay-bay City councilors were also present that day.

On the side of the edu-cation sector, gracing the event were Prof. Manolo B. Loreto, Jr. (Dean of Stu-dents, VSU), Dr. Aleli Villo-cino (Dean, College of Edu-

cation, VSU), Dr. Gertrudis C. Mabutin (Department of Education – Regional Of-fice 8), and Queenie Rose Piandong (TESDA-RO8).

Attending as partici-pants are youth members coming from as far as Cebu and Ilo-ilo. Majority of the attendees are the youth and SK Federation presidents and members of Baybay City and neighboring municipalities.

“Today, we celebrate the future leaders of not just this country but also the world,” said Cong. Cari as he gave

his welcome address. He then pointed out that the leaders of tomorrow are not limited to those sitting in a 4-walled classroom, it also includes the out-of-school youth or the OSYs.

He then made mention of the 3.5 million OSYs, as reported by the Philippine Statistics Authority (PSA). Accordingly, this number of OSYs is due to either lack of personal interest or lack of financial support. “Sadly,

STA. RITA, SAMAR – A driver survived after his truck almost fell from the iconic San Juanico Bridge on Thursday, August 15.

PCapt. Adrian Rey Lo-zano, company commander of 805th Maneuver Com-pany of the Regional Mobile Force Battalion, identified the driver as Arnold Bado, 27 years old, with live-in partner, a resident of Brgy. 70, Tacloban City, who was driving an Isuzu canopy de-livery truck containing LPG gas tanks from Tacloban City to Samar area.

Initial investigation disclosed that the truck was traversing San Juanico Bridge, located in Brgy. San Juan here, particularly on

the descending curve area, when its steering wheel handle suddenly became detached from the vehicle.

PCapt. Lozano said the driver immediately stepped on the brake but lost control of the vehicle.

“The truck swerved right, and subsequently hit the bridge railings, while its front right tire fell on the bridge,” he narrated.

The truck incurred unde-termined amount of damages, while Bado was unharmed.

The responding team immediately coordinated with the Department of Pub-lic Works and Highways (DPWH) office to retrieve the vehicle from the bridge. By Marie Tonette Marticio

ORMOC CITY – The De-partment of Labor and Em-ployment Regional Office VIII (DOLE-RO8), through its Project Angel Tree, dis-tributed school supplies to about 50 children in this city, who are engaged in child labor, during the celebration of World Day Against Child Labor held on August 16, 2019, at Pon-gos Hotel.

The event, bearing the theme, “Children shouldn’t work in fields, but on dreams”, was made pos-sible in partnership with the Department of Social Welfare and Development (DSWD) through its Strate-gic Helpdesks for Informa-tion, Education, and other Developmental Interven-tions (SHIELD) Project, ECLIPSE, Inc., and the Lo-cal Government Unit of

Ormoc City (LGU-Ormoc).Accordingly, the cel-

ebration is in support to the International Labor Or-ganization (ILO), a United Nations (UN) agency whose mandate is to “advance so-cial justice and promote de-cent work by setting inter-national labor standards”. The event also addresses the problem of child labor in the Philippines.

School bags filled with complete school supplies and hygiene kits were given to the children.

The Pro jec t Angel Tree, accordingly, is one of DOLE’s programs to keep the children in school in-stead of in the workplace. This program also provides livelihood assistance to the parents of child laborers,

BAYBAY CITY – The use of classrooms in the differ-ent schools as evacuation spaces in time of disas-ters and calamities will be minimized now with the completion of the Baybay City Evacuation Center. The Php 33.8-million facil-ity constructed along the city’s Diversion Road in Brgy. Cogon was formally turned over on August 15.

During the ceremony, Mayor Jose Carlos “Boy-ing” L. Cari assured Director Nerie D. Bueno, DPWH-RO8, of his support and to provide the other things needed by the new evacuation center, especially the construction of a perimeter wall. The said building will not be a passive project, he added, because they will use it even without a calamity through a proactive approach, along with other partner agencies and depart-ments of the city government.

The features of the evacuation center, accord-ingly, were based on the latest design, as a result of past experiences during oc-currence of disasters where families are displaced and the burden of uplifting their lives depended on the ca-pacity of every Local Gov-ernment Unit. As such, this is now the facility built to alleviate the condition of af-fected families; at the same time, lessen their risks and ensuring their safety.

The building, aside f rom the ‘part i t ioned rooms’, is also equipped with a kitchen, comfort rooms and bathrooms.

According to DPWH-RO8, the Baybay City Evac-uation Center is one of nine others now being construct-ed in Eastern Visayas. On the other hand, Engr. Euse-bio T. Culas, DE Fifth LED, revealed that as for the Fifth Leyte Engineering District, another Evacuation Center would be constructed soon in the town of Abuyog.

Meanwhile, Fifth Dis-trict of Leyte Congressman Carl Nicolas C. Cari shared that he feels proud to be a Baybayanon because of the improvements in the City of Baybay that people even in Manila are able to recog-nize. Though it is a big chal-lenge for him, he further said, but he will do his best to lobby at the national level

so he can provide the needs of his constituents in the entire congressional district.

Chona Inghoy (School Head, Maglahug Elementary School) expressed her heartfelt gratitude to LGU-Ormoc head-ed by Mayor Richard I. Gomez. “These additional classrooms will provide a better learning environment for the [218] stu-dents of this school,” she said.

Mayor Richard I. Gomez, on the one hand, assured the teachers that there will be more classroom buildings to rise in the different barangays of Ormoc, to accommodate the growing number of learners, not just from Ormoc but also those from neighboring towns.

THE DEPARTMENT OF HEALTH aims to remind everyone to take care of our lungs this month of August as we observe the National Lung Month. It was declared National Lung Month by virtue of Presi-dential Proclamation No. 1761 series of 1978 by then President Marcos.

The lungs are an important organ in the body as it gets oxygen from the air we breathe, to be used in the body (metabo-lism). Four of the common causes of hos-pitalization and death among Filipinos are some diseases of the lungs. These are pneu-monia, tuberculosis, asthma and COPD.

Pneumonia is characterized by cough, fever and phleghm production. It is usu-ally caused by the bacteria Streptococcus pneumonia and is diagnosed by chest Xray. Bacterial pneumonia can be treated by an-tibiotics. Pneumonia severity depends on the virulence of the bacteria, the immune status of the patient or both. Low risk pneu-monias are treated as outpatient basis while moderate to high-risk pneumonias need to be treated in a hospital setting. There are a lot of causes of bacterial pneumonias but only one type of bacterial pneumonia has a vaccine. Pneumococcal vaccination (for the bacteria Pneumococcus) is advocated to those 50 years old and above. It can be given to younger patients who have other diseases such as HIV, lupus, COPD, asthma, diabetes or cardiac/vascular dis-eases. There are 2 types of Pneumococcal vaccines. The best way to prevent is is to be vaccinated with both. For the less com-mon fungal and viral pneumonias, a more targetted treatment is indicated.

Tuberculosis is still common in our country even if all Filipino babies are im-munized with BCG. It is manifested by cough more than 2 weeks, weight loss, loss of appetite, night chills, night sweating and even coughing out of blood. Vaccina-tion may not totally prevent tuberculosis infection but it can decrease its severity. Thus, BCG is part of the free vaccines given to newborns for free as part of the Fully Immunized Child Program of the DOH. Tuberculosis and its complications remain to be one of the causes of death in both the pediatric and adult populations. In the latest World Health Organization (WHO)

statistics, the Philippines ranks 4th among the top 7 countries in the world with the highest incidence of tuberculosis and according to the Department of Health, 70 Filipinos die of Tuberculosis and it’s complications every day! Thus, we need to improve the detection and treatment as well as prevention and education about tuberculosis in our country.

Asthma is a reversible condition of the lungs characterized by normal lung functions with episodes of attacks or ex-acerbations. It is manifested by cough, wheezing and shortness of breath. Asthma is predominantly inheritted. The most severe forms of asthma are (1) fatal asthma – a type of asthma requiring maximal care and mechanical ventilation (respirator) and the outcome is death ; (2) near-fatal asthma is the type of severe asthma, which also requires maximal care and mechanical ventilation, but the outcome is survival. Celebrities with asthma are Arnel Pineda and Kim Chiu.

COPD stands for Chronic Obstructive Pulmonary Disease. It became famous a few years back when comedy king Dol-phy died of severe pneumonia, which is one of its outcomes and complications. It is primarily caused by cigarette-smoking. But even passive exposure to cigarette smoke or smoke from firewood/charcoal can also cause COPD. A study in China on housewives using firewood shows high prevalence of obstructive lung defects in their lung function tests or spirometry. It is manifested by asthma like symptoms of cough, wheezing and shortness of breath. It is diagnosed by spirometry or lung function studies and treated with oral bronchodila-tors or inhaled medications. An important way to prevent it is avoid or quit smoking.

As we observe National Lung Month, Dr. Paul Teresa Sta. Maria, a pulmonolo-gist based in Tacloban City and the current President of INSPIRE – the Respiratory Group (pulmonologists/lung specialists) in Region 8 stated that: “let us remind our loved ones, specially those who smoke to quit smoking, not only for their own sake but for the whole family. And for those

I’M REFERRING TO the sacrament of the Holy Eucharist. That is where we get in di-rect contact with the living and redeeming Christ. We become contemporaries of his and join him in his redemptive work, sanc-tifying ourselves in the process and helping in the sanctification of everybody else.

In the Holy Mass, which makes present the culminating love of Christ for us by going through his passion, death and resurrection, we are invited to offer with him the supreme sacrifice to God our Father. It sacramentalizes the fullness of Christ’s redemptive work on us.

In so doing, we obtain forgiveness for all our sins and achieve our reconciliation with God from whom we come and to whom we belong. We cannot achieve this without Christ doing it for us and with us. He is the one who does it for us.

On our own, we cannot achieve that end because the creature cannot fully repay the debt he incurs from his Creator who is infinitely above our nature and capabilities. It can only be God who is also man who can perfectly mediate between God and man.

But our part is to act, in a manner of speaking, as laborers in the field. As St. Paul said in his First Letter to the Corinthians (3,6-9), we are “God’s fellow workers” and we ourselves are “God’s field.” Ours is to till the soil, water the plants, but it is “only God who gives the growth” to the plants.

Just the same, we need to do our part as best that we could because the effect of God’s mercy and grace in the Eucharist would depend on how we prepare ourselves to receive that divine mercy and grace.

Yes, it’s true that the objective effect of the Eucharist can still take place with our mere virtual intention to receive it, but it would be much better if we receive its effect with the best of our intentions and effort.

We need to realize more deeply what a tremendous reality we have in the Holy Eucharist! We have Christ himself in his real presence, he who is the Son of God who became man to save us. And we have him as the main food and sustenance in our ar-duous spiritual journey here on earth. And most of all, we have him in his supreme act of love for us by bearing all our sins and offering his life on the cross.

These truths about the sacrament should move us deeply to correspond to God’s love with our own generous love. We can do this by participating more actively in the Holy Mass and in going to Mass for often than just on Sundays.

By active participation in the Mass, we mean that we really should enter into the spirit of the Mass, realizing as vividly as possible the very sacrifice of Christ on the cross and his glorious resurrection, feeling the tremendous love Christ has for us, and making many acts of faith and love.

We should see to it that we are eager to receive Christ in Holy Communion as Christ himself has strongly invited his disciples to do so. He practically begs us to receive him in Communion.

Work and politics

HELLO, I’M BACK. I think it’s been 3 months since I wrote this column. It’s been hectic on my side, immersing myself in the role of politician cum public servant cum human resource manager, so much so that I have neglected the writer and reporter in me.

Anyway, it has been a voyage of discov-ery for me. Councilors, or politicians for that matter, are expected to be:

1. Fashionista. The first advise I heard from supporters and friends was that I should dress like a councilor. Uh, how does a councilor dress, I asked them? Basta, kay murag konsehal, I was told. I hope I am pleasing them now that I am almost in barong. That is the safest “style” that I can think of as dressing up like a councilor, unless I am expected to come in a Filipiniana terno everyday, but that’s very Imeldific.

2. Bi-, Tri-, even Quad-locate. I have also begun to learn that politicians are ex-pected to have the gift of bi-location. That means, we have to be in two places at one time. Actually, being in two places is even an understatement. Sometimes, we are expected to be in three or four places at one time. Okay, that may be an exaggeration but how do you deal with four or five fiesta invitations in one night, all of which actually starts at 11:00 PM, even if their invitations say 8:00 PM?

3. Almost zombies. No. 2 brings me to this state. Since we have to be in these fiesta affairs in the middle of the night, the earli-est we can go to sleep is 2:00 am. Then, we have to be ready by 8:00 AM for the string of committee meetings we have to attend, aside from appearances and speeches to make. The late nights make us attend the meetings in a zombie-like state, half-asleep and brain dead.

4. Elephants. Politicians are also ex-pected to have the appetite of elephants. Our people, ever so generous, always prepares food for us on occasions like turnovers, even if the mayor would always tell them not to. Anyway, it’s our culture. We love, we eat, we laugh. Thank you for all the lechon, the manok bisaya, and the roasted turkeys, etc.

5. Like God. God, as our priests tell us, is all knowing. People also expect politicians to be like God, and know their problems. They send photos of drainage canals, complaining about it, without even telling you where that drainage is. Or, they send you pictures of un-cemented roads that they want cemented, and forgets to tell you where it is. But somehow, just like prayers, some are answered, some are not.

Anyway, this is just an attempt at a hu-morous look at my voyage as a politician.

It’s actually nice to be in a position when you have the power to help people, especially the underprivileged. It is also a huge respon-sibility, which I do not take lightly.

I also like meeting people, being with them and talking to them. During the campaign, I knew there were people who would say that I am “murag istrikta and iyat”. Well, that’s just it, “murag”. But it also warms the heart that people who know me have come up to my defense.

Anyway, thank you to my ever loyal readers and supporters. As long as I am your councilor, I will work for you and with you.

WHEN JESUS WAS hanging on the cross and dying, the very first words that He ut-terred were: Father, forgive them for they know not what theye are doing.

Did we hear it right? These words may have reverberated around the world. For-give them? Forgive the insults, the jeers, the slaps, the kicks, the spitting, the flogging of 40 lashes, the walk to Calvary barefooted, the carrying of the cross with hands dried and preventing Him from softening the impact of each fall. How about the time when a criminal was released and Jesus did not commit any crime. How about the spear that pierced His heart? And when they were doing their worst, He did not whimper. Yet, He asked the Father to for-give them. The word THEM includes us even if we were far away from Jerusalem. All humanity took part in the crucifixion.

All of us took part in crucifying Jesus. The worst that they did is what we did. He was jeered, insulted, shouted invectives, spat on, humiliated, flogged with 40 lashes, crowned with a crown of thorns without measuring if it fitted. We know that any head wound is always bloody. In His case, they rammed it down as if it was alright. He was made to carry the cross by tying his hand to the cross and prevented Him from cushioning His fall each time He fell; three times. And he went on barefooted to Calvary. The road was full of stones. How could people be so unmoving to ever be like they were made of marble. At the ripe age of 33, Jesus may have the strength of most

people but He has never been exposed to the use of muscular strength.

After taking all these ignominies, after taking patience of man’s inhumanity to man, He asked the Father to forgive them because they did not know what they were doing. Wow he went the limit that mortals can endure but the Father can only oblige. In effect paid the ransom of all sinners in the world. The bill of particulars was also nailed on the cross. He forgave them all these because of Love. His love must have been so overpowering. His death on the cross was to be the fulfillment of His jour-ney here on earth.

To give you an idea of how much pain He endured, the Novena of Our Lord of Pardon, it says that if you pray 15 Our Fathers and Hail Mary’s each day for one whole year, it is the number of wounds He received from His captors. It is more them five thousand. If you kill a man, the most is one wound. After one is dead, even if you stab him more times, it is immaterial because he is already dead. Jesus was still alive up to the time he was nailed on the cross. He had 5,475 wounds. It was like He was wounded each day for 15 years. For example when the crown of thorns was pressed on his head, we cannot imagine the number of wounds he received. How about the time he was flogged by two burly soldiers with 40 lashes. He was like a sieve, a sponge.

No doubt about it, he was the Saviour of humanity.

WE ALL SWEAT BUT not very many people know that there is a science called eccrinology (study of sweat and other gland secretions). Sweat is a good carrier of the same biomarkers that the medical com-munity usually gets from our blood, urine, and saliva. It is also the least invasive—no needle, cup or swab needed.

The possibilities of sweat are clear. Fas-ten a sweat-detector patch on your arm and watch detailed data on your biochemistry appear on a tablet or smartphone, alerting you to a medical condition before illness or injury strikes. Dehydration, stress, muscle cramping, and depression, for example, are just four of numerous maladies that reveal their presence with chemical markers in blood, and now also in sweat.

While its potential is bright, sweat’s reality is cloudier. Significant scientific and engineering problems remain before it becomes a dependable and cost-effective source of biological data. Sweat is time-sensitive since it begins to degrade once secreted. It also presents very different concentration levels for each of its chemi-cal components, with many extremely low. This complicates biomarker sampling ef-forts, a job that has traditionally been done by large and expensive machines.

Sweat is often also a secondary indica-tor of actions occurring in the bloodstream, requiring some rapid detective work to follow a particular molecule or protein in sweat back to the original biochemical behavior in the body that caused it.

The Pentagon is interested in sweat. Air Force researchers want a reliable means to

get down to that molecular level and be-ing able to quantify what’s going on in the body, but not having to draw blood to do it. The goal is to make real-time analysis of sweat biomarkers a field capability. This analysis could mean preventing dehydra-tion among infantry.

Sweat could also provide insight into the physiological performance of pilots. Measuring a component of sweat called cortisol, a hormone that serves as a key stress marker, is also a focus. Dehydration and cortisol detection are among the first tasks for wearable sweat monitors that U.S. war fighters will probably see in the next two to four years.

Any substance in our blood that is water-soluble may be present in sweat—ranging from molecules to proteins, virus-es, metals, and toxins. For infants, testing chloride levels in sweat is the standard cystic fibrosis test.

This type of real-time monitoring is likely to progress across different fields. Transport companies that must demon-strate driver fitness for insurance carriers would be one potential market. Industrial operations that need to ensure that workers are at peak condition might also monitor sweat closely. Sports teams would most likely be interested.

Companies wanting to sell more health-and-wellness trackers could also be a potential market for the type of technol-ogy. Health and wellness monitoring is likely to become more common, as costs drop and the capabilities rise.

PHILIPPINE HEALTH Insurance Corpora-tion (PhilHealth) was defrauded of several billions of pesos by a Mafia of eight senior officials of PhilHealth in claiming ghost hospital bills aided by the named “Mind-anao Group”, said Dr. Roy Ferrer, former PhilHealth president and CEO, during the Senate hearing conducted this week.

Dr. Ferrer said the Mafia had orches-trated the ouster of his three predecessors and Health Secretary Paulyn Ubial after the Commission on Appointments rejected her appointment in October 2017. Ferrer claimed that the group was behind the fraudulent schemes that deflated the Phil-Health’s finances over several years.

Ferrer told Senate Minority Leader Frank-lin Drilon in answer to his questions that, “Actually they are being protected. This Mafia, I think is organized.” He then turned to Dr. Roberto Salvador, a PhilHealth board member, who resigned in June to identify the said Mafia members. Sensing that Salvador was hesitant in identifying the alleged Mafia members, Sen. Drilon and Sen. Panfilo Lacson requested Sen. Richard Gordon, presiding officer of the Senate committee, to provide legislative immunity to Ferrer and Salvador to protect them from legal liabilities due to their testimony.

Dr. Salvador named them as Khaliquzza-man Macabato, Regional Vice President (RVP)

in the Autonomous Region in Mindanao; Atty. Valerie Anne Hollero, Asst. Corporate Secretary; Datu Masiding Alonto Jr., RVP Northern Mindanao; William Chavez, RVP Central Visayas; Paolo Johann Perez, RVP Mimaropa; Dennis Adre, RVP Davao; Atty. Jelbert Galicto, RVP Caraga; and Dr. Miriam Grace Pamonag, RVP Central Mindanao.

Dr. Salvador added that the group’s ex-istence was open knowledge in PhilHealth and that its members had been always brag-ging that they were behind the removal of senior officials in PhilHealth and the Depart-ment of Health. He further commented that, “As regional vice presidents, they are aware of the payments they had authorized. They should have raised red flags on the hospitals that had been committing fraud.”

But Senator Panfilo Lacson the next day doubted the accusations hurled by the two former officials of PhilHealth against the so called Mafia members of PhilHealth, mostly composed of Regional Vice Presidents from Mindanao area. Lacson said that the cases brought against the eight were just adminis-trative cases, ranging from insubordination to grave misconduct. We will just see in the coming days after the next hearing of the Senate Blue Ribbon Committee of Senator Gordon on this issue.

KWF bares extensive program for native languages in report

AS THE FILIPINO lan-guage continues to ad-vance as national lingua franca and the official language of education and in technical and oth-er areas of knowledge, the sole government lan-guage agency, Komisyon sa Wikang Filipino (KWF), bared a wide-ranging four-pronged program furthering Filipino’s de-velopment while target-ing benefits for the other Filipino native languages.

In what amounted to a mid-year report of the language agency, KWF Chairman Virgilio S. Alma-rio, who is also a National Artist for Literature, outlined the four-pronged program as being composed of the both ongoing and new KWF strategic actions in the ar-eas of research, advocacy, translation, and intervention for endangered languages.

At the recent forum on a national agenda for en-dangered languages held in Quezon City, which is part of the mandate of KWF, full-time commissioner for the Ilocano language, Prof. Purificacion de Lima, elaborated on the four strategic areas. For research, De Lima said that the re-strengthening and reorientation of language research is currently being undertaken in five areas, first of which is the production of Atlas Filipinas, a language map of the country, showing the status and location of the various Philippine languages. The first edition of Atlas Fili-pinas has been printed and distributed to LGUs and its new edition is being prepared with revisions.

Secondly, KWF is un-dertaking and overseeing the conduct of ongoing researches in the relatively new field of Linguistic Eth-nography, which is a branch of linguistic anthropology and is the interdisciplin-ary study of how language influences social life. It is a branch of anthropology that originated from the endeav-or to document endangered languages, and has grown over the past century to encompass most aspects of language structure and use.

Third, and now in de-velopment, according to De Lima, is the Pambansang Gramatikang Filipino, or the New Filipino Gram-mar, which will update and expand on the old Balarila authored by Lope K. San-tos, which is the basis for the development of Filipino and founded on Dr. Jose P. Rizal’s Estudios sobre de la lengua tagala.

The fourth program under research integrates language studies into the larger area of the national

cultural heritage. In this activity, KWF is undertak-ing, together with the Na-tional Commission for Cul-ture and the Arts (NCCA) and the Registry of Intan-gible Cultural Heritage (ICH). The United Nations special ized agency for education, science, and culture (UNESCO) defines ICH as the practices, rep-resentations, expressions, as well as the knowledge and skills (including instru-ments, objects, artifacts, cultural spaces), that com-munities, groups and, in some cases, individuals recognize as part of their cultural heritage. Such a registry is crucial for safeguarding intangible cultural heritage including endangered languages.

The second prong of KWF’s strategic actions for native languages is an ad-vocacy program that targets young people and the new generation to encourage and provide them incentives to use and otherwise pro-mote their native languag-es. It includes three major projects: 1) the Timpalak Uswag Darepdep, which is an annual high-school level literary contest; 2) iKAW, a Young Ambassadors of Language program and competitions where young people try to outdo each in program proposals for language. The winner’s pro-gram is granted adequate funding by KWF.

The last advocacy program is the Bantayog-Wika, which involves the construction of unique, imposing, and symbolic language monuments de-signed by award-winning sculptor Junyee. The Ban-tayog-Wika completed in their respective localities include monuments for the languages of Kinaray-a, Mandaya, Kalingga, Pan-gasinan, Bikol-Sorsogon, mga Wika ng Mangyan, Tuwali, Ivatan, Tagalog Batangas, Ayta Magbu-kun, Binukid, Surigawnon, Ibaloy, Blaan, and Tiboli.

Translation is the third prong of KWF strategic ac-tions for native languages. De Lima mentioned KWF’s huge and long-running translation project termed Aklat ng Bayan, which con-sists of the translation into Filipino and compilation of a Library of Knowledge of important works in the various Filipino languag-es. Already completed are works in Bikol, Ilokano, Kapampangan, Sebwano, Mëranaw, Waray, Kinaray-a, Hiligaynon, and English. Ongoing are commissioned translations for folk epics such as Lam-ang, Ullalim, Agyu, and Darangën.

KWF’s final strategic action is most significant and timely for the year 2019 being declared by UNESCO as the Year of Endangered Languages. The language agency, un-der its program for the In-tervention for Endangered Languages initiated in 2017 its first Bahay-Wika proj-ect for the Aeta Language in Bataan. In 2018, KWF hosted the country’s first International Conference on Language Endanger-ment (ICLE) at the National Museum. It was attended by international language and language endangerment experts from Europe, USA, Mexico, South America, and Australia. Proceedings of the conference are sched-uled for release.

places, respectively, while the Regional Mobile Force Bat-talion was awarded as a hall of famer for winning the said competition for 4 years in a row.

Eastern Visayas Police Director PBGen. Dionardo Carlos said the event is part of their Community Relations Month, where he underscored the importance of the relation-ship between the community and uniformed personnel.

That due to inad-vertence, honest mistake and simple oversight, petitioner’s mother An-nabel Valderama failed to notice the incorrect entry in item No. 3, par-ticularly, the year of birth of the petitioner;

That petitioners older brother, Arvel A. Valderama was born on December 13, 1988. That is the cause of the prob-lem for the petitioner since her present date of birth would make them have one-month age gap which is absurd;

That in all of the dealings of petitioner Brenda A. Valderama, whether private or pub-lic, she would always indicate her year of birth as “1990” and not “1989” as shown in the attached copies of her Official Transcript of Records;

That this petition intended neither to es-cape from any adminis-trative, civil nor criminal liability nor prejudice any other persons but merely to straighten and correct the entries in the Certificate of Live birth of petitioner Brenda A. Valderama.

That petitioner re-spectfully prays unto this Honorable Court that af-ter due publication and hearing, an order be is-sued directing the Office of the National Statistics Office (NSO) and/or the Office of the Civil Reg-istrar of Abuyog, Leyte and the Philippine Sta-tistics Authority (PSA) to correct the entry as to the date of birth in the CERTIFICATE OF LIVE BIRTH of Brenda Abel-

For Sangguniang Panlungsod activities, we have the Ormoc Sanggu-niang Panlungsod FB page and for more of the City Mayor’s activities, the City Government of Ormoc FB page. The old FB page, which already had 80,000 plus following, was hacked and hijacked, so we had to open a new one.

COMES NOW, THE PLAINTIFFS by their un-dersigned counsel, unto this Honorable Court, most respectfully aver:

1.) That plaintiffs are Filipinos of legal ages: ROSARIO AGNILA ENCARNACION is the Mother, (widow) of co-plaintiffs DIOSDADO ENCARNACION, JR. AND VIRGINIA EN-CARNACION WINTER-SCHEIDT by full blood, residents of Barangay San Miguel, Palompon, Leyte, Philippines, where they may be served with court processes and or-ders;

2.) Plaintiff RO-SARIO AGNILA EN-CARNACION (widow) is the wife of DIOSDA-DO ENCARNACION, SR., who are the parents of plaintiffs VIRGINIA ENCARNACION WIN-TERSCHEIDT AND DI-OSDADO ENCARNA-CION, JR., VIRGINIA E. WINTERSCHEIDT got married to a Ger-man National who have a house in Dumaguete City, but plaintiffs can be contacted thru their attorney-in-fact DIOS-D A D O E N C A R N A -CION, JR., whose perma-nent residence is in Brgy. San Miguel, Palompon, Leyte;

3.) That defen-dant NENITA A OMEGA is the sister of defen-dant Felicidad Aunzo Sturgess , defendant Raymundo Aunzo is the father of Lilibeth Aunzo whie Marilou Aunzo is the cousin or relative of her co-defendants, all defendants are residing in Barangay San Miguel, Palompon, Leyte, Philip-pines, where they may be served with summons and court processes; Defendant Maria Luisa (Marilou) Aunzo is the sister of defendant Ne-nita Aunzo Omega:

Defendants Elsa P. Aunzo-Cron is a resident of 5566 SW Evans Dr. Stu-art, Florida 34997, USA; Mario P. Aunzo is resi-dent of Brgy. San Miguel, Palompon, Leyte; Nar-ciso P. Aunzo Jr., is a resi-dent of Brgy. San Isidro, Palompon, Leyte; Maria Linda Aunzo Barclay is a resident of 304 Saint Lucie Ln., Fort Pierce, Florida, USA 34946; Lu-cia Linda Aunzo Selidio is a resident of 302-2301 Victoria Park Avenue, Searborough, Ontario, MIRIW5, Canada; Feli-cidad Aunzo Sturgess is resident of 21 Wal-lara Rd., Werribee 3030, Victoria Australlia; Mar-ilou Aunzo- Lhotsky is a resident of 21 Wallara Road, Werribee, 3030 Victoria, Australlia and Nenita Aunzo-Omega is a resident of Brgy. San Miguel, Palompon, Leyte are Heirs of the late Narciso Aunzo Sr., who are all of legal ages, Filipinos and where they may be served summons and processes of this Honorable Court. The civil status of the afore-named defendants are not known to the Plain-tiff;

Plaintiffs and defen-dants have the capacity to sue and be sued:

4.) The plaintiffs upon the death of DI-OSDADO ENCARNA-CION, SR., Inherited a residential land which the latter had inherited the said land upon the death of ZACARIAS EN-CARNACION, deceased father of Diosdado En-carnacion, Sr., whose land is located in Baran-gay San Miguel, Palom-pon, Leyte, Philippines, described as follows:

“Residential Land under Tax Declaration NO. 08-31040-00174 which cancelled Tax Decl . No. 05-31040-00152 R12 both in the name of the late declared owner ZACARIAS EN-CARNACION, having the assessed value of P54,330.00; Cadastral Lot 4573; Bounded on the North, Provincial Road; South, 4512; East, 4570; West, Provincial Road”;

5.) That thru ma-licious conspiracy and concerted action, the

defendants made a wild claim of ownership and illegal possession of a portion about ONE HUNDRED SQUARE METERS (100 square meters) of the land de-scribed in paragraph 4 of the complaint, par-ticularly in Lot 4573-B re-flected in the Subdivision Plan, hereto attached and marked as ANNEX “A”

6.) That such wild claim by defendants over the portion of one hun-dred square meters (100 sq. m. ) more or less casts cloud which should be removed on the title and ownership of the land as described in the forego-ing paragraph 4, because Zacarias Encarnacion, Diosdado Encarnacion Sr., and the plaintiffs have not executed and signed a document to transfer possession and ownership of the portion of land in question to any of the defendants;

7.) T h e d e f e n -dants or any of them even their father who entered into the portion in question were merely TOLERATED out of their request or appeal to stay in the land to build a temporary house or shel-ter due to the nearness of the provincial road although they have land but not so near to the provincial road and there was not barangay road yet going to Binaguihan River clearly opened and maintained by the gov-ernment at the time of the request to stay by tolerance from the par-ents of the plaintiffs and the plaintiffs on the land in questions sans of any supporting document is tantamount to land grab-bing repulsive to human conscience subjecting them to damages liability due to mental anxieties suffered by the plaintiffs;

8.) That defen -dants maliciously started their wild claim without any supporting docu-ments of the portion in question last year but only this year they are pretending to repair the old abandoned dilapi-dated house build by the money of NARCISO AUNZO, Sr., and putting hollow blocks showing malicious semblance of spending for repair but the plaintiffs continued their vehement oppos-ing to such illegal acts of the defendants and their laborers. During the Barangay mediation defendants had not pre-sented any document to support their wild claim of ownership of the por-tion of land in question except words alone by telling that they have possess for sentimental reason. If ever defen-dants have documents to present during the pre-conference, pre-trial or trial, the same be de-

clared NULL AND VOID because they are all in derogation to the title and peaceful ownership of the land in question of the plaintiffs and suc-ceeding generations;

Plaintiffs have nev-er abandoned the land in question nor renounced their ownership and pos-session thereof to any of the defendants or other persons not heirs of the Encarnacion Family. The defendants have no tax declarations showing legal transfer of the name from declared owner ZACARIAS ENCAR-NACION;

9.) Plaintiffs pos-sessed tax declaration in the name of their lawful decedent Zacarias Encar-nacion, Tax Clearance, history of assessment showing tax declaration is existing revision 13, the latest revision in the name Zacarias Encarna-cion with an increased ASSESSED VALUE to P54,330 thousand pe-sos; COPIES OF TAX DECLARATION, TAX CLEARANCE AND HIS-TORY OF ASSESSMENT are hereto at tached marked as ANNEXES “B, C, and D”,;

10.) That plaintiffs and their predecessors-in-interest have been in open, uninterrupted, continuous, adverse, public, actual and peace-ful possession in the concept of owners for about FIFTY (5) YEARS except in the year 2009 when defendants put up wild claim on the owner-ship or tile of the land in question owned by the plaintiffs duly declared in the name of decedent ZACARIAS ENCAR-NACION, succeeded by his wife ROSARION AGNILA ENCARNA-CION, DIOSDADO EN-CARNACION, SR., then by DIOSDADO ENCAR-NACION, JR. and VIR-GINIA ENCARNACION WINTERSCHEIDT.

T h a t p l a i n t i f f s since the time ZACAR-IAS ENCARNACION are residing and staying the residential land de-scribed in paragraph 4 of the complaint, but with objection of the plain-tiffs, the possession of the 100 square meters of land in question has been disturbed by the defendants starting 2009 until now, hence plain-tiffs constrained to file the present complaints;

That plaintiffs in-formed Narciso Aunzo Sr. to remove the old dilapidated house after he and his family left the land in questions because plaintiffs will use the area. But plaintiffs were told only to wait so, they waited of the removal of the dilapidated house not fit anymore to live in. And to the big surprise of the plaintiffs, defendants

put their wild claim casting cloud to the title and ownership of the plaintiffs over the por-tion of land in question thereby forgetting the kindness and liberality heartily extended to the defendants and Narciso Aunzo Sr. Beginning the year 2009 when their wild claim of defendants artificially created;

11.) That due to illegal a baseless and malicious claim and pos-session over the portion owned by the plaintiffs about ONE HUNDRED SQUARE METERS of residential land in LOT 4573-B of ANNEX “A” by the defendants thru their concerted efforts, at-torney-in-fact Diosdado Encarnacion, Jr., armed with Special Power of At-torney until final resolu-tion of the case filed this present complaint after the parties summoned at the Barangay level of which the Barangay Chairman issued a certi-fication dated September 15, 2010 addressed to the Court that no settle-ment been reached, and certification to file action issued by the Barangay Pangkat dated October 6, 2010 which copies are hereto attached as AN-NEXES “E” and “F”;

12.) That due to illegal and baseless and malicious claim of pos-session, and occupa-tion by defendants of the ONE HUNDRED S Q U A R E M E T E R S PORTION of the land in question belonging to the plaintiffs, the latter contracted the services legal services of the un-dersigned and obligated to pay P20,000.00 and per appearance fee at P1,300.00 during hearing, and plaintiffs incurred l i t i g a t i o n e x p e n s e s P10,000.00;

13.) That plaintiffs suffered mental anxiet-ies, sleepless nights and humiliation because of the unlawful, baseless and malicious wild claim of ownership, posses-sion and occupation of the above mentioned one hundred square me-ters portion within the población of Barangay San Miguel, Palompon, Leyte, by the defendants, plaintiffs asked the Hon-orable Court to order defendants to pay jointly and solidarily P50,000 as moral damages and P20,000 by way of ex-emplary damages to the plaintiffs;

W H E R E F O R E FOREGOING ALLE-GATIONS OR AVER-MENTS CONSIDERED, it is prayed of this Honor-able Court that after trial, judgment be rendered;

1. D e c l a r i n g plaintiffs as rightful own-ers of the portions of land (ONE HUNDRED S Q U A R E M E T E R S )

above-mentioned; 2. Ordering de-

fendants, their agents, representatives and rela-tives to vacate the por-tion of land in question and enjoined them or their relatives or agents not to enter into the said portion;

3. Declaring null and void documents per-taining to the land in question that defendants will present during pre-trial or pre-conference or during trial which defendants documents cast cloud on the title of the land in question owned by the plaintiffs;

4. Ordering the defendants jointly and severally to pay the fol-lowing amounts:

a. P 5 0 , 0 0 0 . 0 0 moral damages;

b. P20 ,000 .00 at torney’s fee/ and P1,300.00 as appearance fee;

c. P20,000.00 ex-emplary damages;

d. P10,000.00 liti-gation expenses incurred by the plaintiffs;

e. P20,000.00 as land rentals from the year 2010 when the illegally possessed the land in question until the finality of the judgement;

f. A n d s u c h other reliefs just and eq-uitable in the premises are also payed for by the plaintiffs;

The “Bird of Prey” is an award winning 90-minute documentary on the Philippine Eagle produced by the Cornell Lab of Ornithology, in partnership with Emmy award-winning cinematographer Neil Rettig and the PEF.

Rettig, leading the team of wildlife cinematographers, spent six months in the wild, searching for a Philippine Eagle nest, and when they did so, documented an eagle from the day it got out from its egg until the time it was capable of flying. Not only that, the team also documented the Philippine Eagle’s parents – from hunting for food, feeding their baby eagle, to just joyfully playing in the skies.

The Philippine Eagle is the world’s largest and rarest eagle, found only in the Philippines. According to PEF, there are only about 400 pairs (800 individuals) of Philippine Eagle that remain today.

The film also presented how man, through logging, destroyed the only perfect habitat of the Filipinos’ national bird. It also featured the PEF’s ongoing initiatives and efforts in preserving the Philippine Eagle.

Accordingly, the film ultimately aims to raise awareness and give deeper under-standing on why there is a need to save the Philippine Eagle, hence, inspire and mobilize people, most especially the students and the young ones to advocate for the conservation and protection of the forests – being the natu-ral habitat of the Philippine Eagle.

this is not a new story to tell. Most of these Filipino youth dropped out of school to help their families. Some also chose to drop out of school for their vices,” shared Cong. Cari.

“It is important that we make educa-tion relevant, equitable and inclusive for all. Education should cater to the needs of the country. Education should be accessible to all, not only in terms of building schools but also providing school supplies, school uniforms, books, and quality teachers. Education should not discriminate gender and age,” added Cong. Cari.

He then pointed out that attaining this goal requires solid coordination between the government and NGOs. “By transforming education, Filipinos would be more equipped to serve the country. This will resolve pov-erty alleviation. Education is one of the vital aspects in developing a sustainable society. Quality education should be everyone’s right and no Filipino should ever be deprived of it,” said Cong. Cari as he ended his message.

Accordingly, making education more relevant, equitable and inclusive is a vital aspect to achieving sustainable develop-ment, and the youth engagement is crucial towards achieving this goal.

The day was filled with talks and discus-sions on the situation of the Filipino youth and the government and development partners’ initiatives in transforming education.

On the part of LGU-Ormoc, Councilor Lalaine Marcos, Chairman of the Com-mittee on Women, Family, and Children’s Welfare, said that the city now is really doing its best to break the cycle of poverty and child labor. “Ang makapush man gud niini [child labor] is ang ka-pobre nato,” said Councilor Lalaine.

She added that one of the interventions done by the city government is establish-ing strong partnership with the DSWD, ECLIPSE, Inc. and many other non-govern-ment organizations in the city, which focus on children’s welfare.

Another intervention done by the city government is offering scholarships to deserving children and students who come from poor families. Skills enhance-

RCO DONATES FACE MASKS FOR ORMOC FOGGING TEAM. On August 13, 2019 (Tuesday), right after LGU-Ormoc’s flag-raising ceremony, the Rotary Club of Ormoc (RCO) turned over 10 face masks to the City Government of Ormoc. Accordingly, these will be used by the Anti-Dengue Fogging Team of the City Health Department.

Ormoc screening of “Bird of Prey” gathers 7K viewers

THE “BIRD OF PREY” screen-ings held at the Ormoc City Superdome last August 13, 2019 was recorded to have over 7,000 viewers – the biggest crowd so far in all the screenings done, globally, as per the Philippine Eagle Foundation (PEF).

The first batch of screening started at 9:00 in the morning and was attended by students from the Eastern Visayas State University - Ormoc City Campus (EVSU-OCC). Meanwhile, in the afternoon session, students and teachers from seven different pub-lic schools in Ormoc, namely: New Ormoc City National High School (NOCNHS), Linao National High School (LNHS), Ormoc City Senior High School (OCSHS), Ormoc City Sports Senior High School (OC-SSHS), Cabintan National High School (CNHS), Gaas Integrated School (GIS), and from the Pedro

G. Bañez National High School, got the dome fully-packed.

“This is a very huge success. Globally, this is the biggest crowd so far for this film since its first screening. The top 2 did not even reach half the crowd here in Or-moc. This [crowd] just makes it even more exciting for us to show this powerful documentary to more Filipinos,” said PEF Execu-tive Director Dennis Salvador.

The “Bird of Prey” screening here in Ormoc was made possible not just by the PEF alone but also by its “conservation partners”, namely: USAID Philippines, Department of Environment and Natural Resourc-es (DENR), Local Government Unit of Ormoc City (LGU-Ormoc City), and its leading partner for Ormoc screening, the Energy Development Corporation (EDC).

BARANGAY DON Potenciano Larrazabal was declared as this year’s winner of the search for Barangay with Best Sanitation Practices (BBSP). The local awarding ceremony took place at Pongos Hotel, Ormoc City on August 15, 2019.

Barangay DPL stood out from the other six barangay participants, namely: Sto. Niño; Dolores; Milagro; Esperanza; Mahayag; and, Nueva Sociedad.

Accordingly, this is the second time for Barangay DPL to be hailed as such, since they were also the winner of the same search in 2018.

As winner, the barangay received a cash prize of Php 100,000.

Punong Barangay Maximo Narido, to-gether with SB members and Anna Fe V. Parrilla (Sanitation Inspector, Valencia District) received the certificate. They will also represent the city for the regional search of the same award.

Barangay Mahayag came in second place and received a cash prize of Php 80,000 while Barangay Milagro came in third place and received a cash prize of Php 60,000.

Barangays Esperanza and Dolores re-ceived the award as Best Sustained Barangay. Each received a cash prize of Php 50,000.

Meanwhile, barangays Nueva Sociedad and Sto. Niño received a consolation prize of Php 30,000 each.

The cash prize each barangay received will be used for the health and sanitation programs and projects of the barangay.

Ormoc City Mayor Richard I. Gomez graced the event to personally give the award-ees their certificates and awards.

MRG, in his message, emphasized the im-portance of strict implementation of sanitation practices in the barangays as this will help lessen the incidence of people getting sick and address the malnutrition problem in the barangay.

He also reminded the participants that Ormoc City is an agricultural city; hence plant-ing fruits and vegetables is highly encouraged.

He also pointed out that clean barangays also mean fewer incidences and less probabil-ity of having dengue cases. “Pag hugaw ang inyong barangay, hugaw ang inyong lugar, sigurado naay mga lamok,” said MRG.

He then encouraged everyone to not stop collecting water bottles and all containers that could collect stagnant water for these are the breeding sites of mosquitoes. “We need every-body’s help and support para ma-maintain ang atong kaayohan dinhi sa siyudad. With-out your help, maglisod. As your mayor, I’m asking for your continued help and support. Let us improve the cleanliness and sanitation practices of our barangays. We will continue and we will pursue this program,” said MRG as he ended his message. By Dailyn Cabarse
