MINUTES OF THE REGULAR CITY OF CRESCENT COUNCIL MEETING June 2nd, 2014...THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:00pm pursuant to the law. Mayor Protem Bob Anderson called the meeting to order. The following Council members were present: Morgan, Jacobsen, and Anderson. Mayor Shea, Hildreth, absent. MOTION BY JACOBSEN, seconded by Morgan to accept consent agenda. Anderson, Jacobsen, Morgan, all ayes. Motion carried. Mayor Protem Anderson reported that Councilman Clark has resigned his position as councilman. Jim Beck is in attendance and has agreed to fill out Clark’s term. MOTION BY ANDERSON, seconded by Morgan to approve Beck’s appointment to city council. Anderson, Jacobsen, Morgan, all ayes. Motion carried. Jim Beck took Oath of Office and will fill out Clark’s term. CASEY’S cigarette license submitted for approval. MOTION BY JACOBSEN, seconded by Morgan to approve cigarette license. Morgan, Beck, Anderson, Jacobsen, all ayes. Motion carried. ANNUAL URBAN RENEWAL REPORT (AURR) amended report submitted for approval. MOTION BY JACOBSEN, seconded by Anderson to approve amended AURR. Clerk instructed to set aside appropriate amount for the semi-annual payments. MOTION BY ANDERSON, seconded by Beck to approve set aside payments to meet the semi-annual payments. Anderson, Jacobsen, Morgan, Beck, all ayes. Motion carried. NOTICE TO CRESCENT WATER USERS: HYDRANT FLUSHING WILL BE THE WEEK OF June 16-20th. SMITH/PARK DIRECTOR reported that there are 3 teams. Coolers are not working, need to find someone to fix them. FIRE CHIEF report given by Clerk. Total as of end of May is 141 calls. Three probationary members have finished their probation and are now full members. PLANNING COMMISSION reported that building application 1125 Old Lincoln Hwy. was approved. Variance application for same address was approved by the Board of Adjustments, but homeowner is aware that there is only 6” from footprint of house to property line on south side. If house movers do not place the structure correctly, they will be told to resolve the situation. POOL IS OPEN FROM NOON – 6 EVERY DAY. Optimists gave the Crescent School children books to take home. MOTION BY Anderson, seconded by Jacobsen to adjourn the meeting. Meeting adjourned @ 7:29PM MINUTES OF THE SPECIAL CITY OF CRESCENT COUNCIL MEETING June 13, 2014...THE CRESCENT CITY COUNCIL met in special session in the Crescent Community Hall at 7:11am pursuant to the law. Mayor Brian Shea called the meeting to order. The following Council members were present: Hildreth, Jacobsen, Anderson, Morgan, and Beck. CRAIG REINSCH/OLSSON & ASSOC. reported to Council that bid opening was June 11, 2014 and three (3) bids were received. Prior to meeting Mayor, Craig, and Clerk had conference call with City Atty. Olsson’s’ recommendation was to not hold off until spring. There is the benefit of working through the summer. The contract calls for a tight schedule, many unknowns such as soil condition, IDNR discharge dates. Bids came in at Lessard Contracting: $1,816,628.00, JJ Westhoff Const.: $2,106,565.80 and Pruss Excavation: $3,030,558.90. MOTION BY ANDERSON, seconded by Jacobsen to award Lessard Contracting the sewer lagoon repair contract @ $1,816,628.00 contingent on FEMA approval. Hildreth, Jacobsen, Beck, Anderson, Morgan, all ayes. Motion carried. CRAIG REINSCH reported to Council that there were 190 invitations to bid sent out, bid advertisement ran twice (2) in Omaha World Herald and four (4) times in the Nonpareil. Only three (3) bids were received. PRE-CONSTRUCTION MTG. set for 6-23-14 @ 3:00pm followed by a council meeting @ 4:30pm to progress the work ahead and authorize Notice to Proceed to Lessard Contracting. Mayor’s Corner June was a very exciting month! We were pelted by hail in our area and we just narrowly missed another flood. There were reports that said the water would be over I-680. Tornados were everywhere. It sure is exciting living in the midwest! The city is repairing some streets and working to clean storm damage. We also received hail damage to all structures in the city. We are planning on paving in front of the post office area. Every time it rains or snows, mud is dragged onto main street and it takes a day or two to dry it up and we have dust everywhere. If we keep doing a little repair and improvements every year, who knows we may just clean our city up! The new Casey’s is going up fast, it is going to be very inconvenient when it shuts down for up to 2 months, but the new store and fuel islands will be great once it opens. Our new sign is going up at the 3 way intersection. Many people missed that sign. Ron Olson has spent many hours installing messages and I would like to thank him for his time and efforts. Crescent elementary has its new sign up. It’s nice to go by and read what is going on in our school. The school had trees taken out and a fence installed around the playground. It looks nice and clean. We had some trees removed from the ball park. We hope this helps clean the park and walking path. We are planning on doing some repair and sealing the path, it is surprising how many people use it. These are our city parks, please use them! Have a great summer. —Brian Shea

The Christiansen’s have been in the animal business for years. They live on an acreage six miles north of Crescent and raised Arabian horses to show and sell for many years. They needed lots of horse feed which they used and also sold to other horse owners. “We’ve had horses all our lives,” Doni said. “But the market for the Arabians dwindled. So we quit raising them to sell. Then I was needed to take care of my aging parents for several years. After they passed away, I knew I needed something to keep me busy. We had thought, for some time, about a feed store in Crescent. So we approached Todd Meyer about renting a space in his ‘strip mall’.” Meyer was enthusiastic, and they rented one of the small spaces. “There is nowhere to buy animal feed for ten miles in any direction,” Doni explained. “And a lot of people have animals out here. So we thought we could make a go of it. A lot of other businesses have rented bays here and eventually left. But we felt that we had a product people needed on a regular basis.” Crescent Feed Store opened on Mar. 1, 2012. The Christiansen’s started out stocking feed for all kinds of animals; pets, farm animals and birds. Sales were good. So good, it turns out, that they eventually ran out of storage room. So when the bays north of theirs became available, they rented the rest of them. “Then we had extra room,” Doni said. “So we decided to expand our product line and added the words ‘and More’ to our name.” It would take a page to list all the items they now sell. Much of it is animal related. They sell horse tack and supplies and have saddles on consignment. There are wallets, purses, belts and other western accessories. They have added bird feeders and houses. They also sell baby chicks, turkeys and other poultry. “We’ve been interested in poultry as long as the horses,” Doni said. “It started out as a 4-H project for our kids and grew. We joined the United Poultry Fanciers group and traveled all over the country for shows and state fairs. It was fun, and we made so many friends.” Now they will special order poultry for customers, and if there are left-over chicks, they sell them in the store. This spring they decided to add a garden center, and it, too, has been a success. “We’d always thought about selling plants. So we started with vegetables, some annuals and seeds. We buy most of our stock from a nursery in Red Oak, so it is locally grown, not shipped in on huge trucks from the South somewhere. People have been so good about checking with us before going to the huge chain stores. We feel we offer “fresher” plants. It has brought in a lot of

customers that hadn’t been in before. We’ve even had some folks come across the street while they were waiting for pizza at Denny’s.” Doni explained. “We hope to expand what we carry next spring.” They also carry, what might be described as, lawn and garden decorations; wind chimes, solar lights, colored glass panels and other items. “I look through the catalogs, and if I see something I like, I’ll order one or two to see if others like them. We’ve sold a fair amount of them, I’m pleased to say,” she said. Doni says probably their best seller is shelled corn because people feed it to a variety of animals; deer, birds, farm animals. “But if I had to say what brings in the most people, I’d have to say the bulletin board. We had a small one on the wall, but so many people want to put something on it, we had to put up a bigger one. It has sale flyers, baby-sitting offers, meeting announcements, all kinds of things. It seems to be becoming a community board. The other “non profit” thing that brings kids in is our pop machine. We know when school has let out because kids on bikes stop in to grab a pop on their way home.” Sutton works full time for an orthopedic company, so Doni is the one you’ll meet if you stop in most of the time. “It’s long hours and lots of heavy lifting,” she said. “But I enjoy meeting all the people in the area. It was slow during the road construction, but now I’m usually busy. And with the weather lately, I spend a fair amount of time moving things into and back out of our building. We haven’t lost anything to hail...so far.” And July is a busy time for them separate from the store. “For the last ten years or so, we have made about 200 award plaques that are given out at Westfair for the 4-H class winners. They are sponsored by various businesses and individuals, but we engrave and assemble them to be ready for the fair. We got involved because about 15 years ago the Crescent Innovators club was about to die. It was down to four families and no leaders. We gave it a try, not knowing anything about running a 4-H club, but with the help of the few remaining families, it is now one of the largest 4-H clubs in western Pottawattamie County. It still thrives today under the leadership of some great local women. We find 4-H is a great mix of interest with our store. So, if you’ve seen the “shop local” ads and wanted to do that in Crescent, you now can if you’re in the market for anything from water softener salt to purses. Last Saturday my family and I were planning a day at the lake. We stopped at the Casey’s in Crescent to get ice for our coolers. I got the ice all poured into the coolers and we set off for a day of fun at the lake. Got down to Lake Manawa in Council Bluffs, Iowa and when we went to load ourselves and our possessions into the boat I realized that I didn’t have my wallet. I had set my wallet down on the back bumper of our truck after I had paid for the ice and was filling the coolers!! Ughhh....we immediately drove back to Crescent but no wallet was there. We combed the roadside thinking that the wallet would have fallen off somewhere between Casey’s and the interstate. No luck, still couldn’t find the wallet. I was frantic, my husband walked from the clover leaf at the interstate back to Crescent thinking it must have slid off onto the shoulder but no luck, I called the credit card companies and had the cards cancelled in case the wallet fell into the hands of “not so nice” people. However, this story has a happy ending. Elvis and Val Jacobsen, Crescent residents, spotted my wallet alongside the road at the 25th Street Exit (couldn’t believe it could ride so far on a back bumper). The contents were scattered around on the grass and the two of them took the time to pick up everything they could see and gather it for return. They had my address since my drivers license was still with the wallet. They drove to my home in Honey Creek to deliver it to me, however, I was not home as I was still searching for the lost wallet with my family. A neighbor was out and Elvis and Val asked them if they knew me and if they had any idea of where I might be. He suggested my parents who live in Crescent so Elvis and Val drove back to Crescent to see if I was there. This is where I need to say ‘Thank You’ to Elvis and Val. No only did they find my wallet and return it, they went above and beyond the call of being a Good Neighbor!! They picked up the contents from the roadside, they drove to my house, they then drove to another residence just to get the wallet reunited with me. It was a miracle in my life that I won’t forget and I just think it is news worthy to share good news about some of the good residents that we have in the town of Crescent. Thanks again to Elvis and Val Jacobsen for turning a horrible moment into a life changing event - the Stuart family will never forget that kind gesture you shown to us all that day!! —Amy Stuart, Honey Creek, IA

A Big Thank You!

Words can not express the heaviness in the hearts of Crescent and Honey Creek residents after hearing of another tragic loss to the West family. Adam Michael, age 22, passed away June 27th after he was ejected from his truck on 185th St. Adam was born, November 1, 1991, in Council Bluffs, PeeWee and Fonda West. He graduated from Missouri Valley High School in 2010. Adam worked in farming and trucking. He is preceded in death by his father George C. “PeeWee” West on April 19th grandparents, Richard and Janice Ogren. Survivors include his mother, Fonda West; brother, Michael West, all of Honey Creek; sisters, Katie West and fiance’, Keto Stegeman, of Crescent; Ashley Joons and husband, Rick, of Mo.
