TWO years after the Metropolitan Redevelopment Authority moved 83-year-old Bob Mainstone out of his Beaufort Street shop the place remains empty

Fed up with waiting to move back in hersquos now planning to shift into a Cleaver Street shop in West Perth a quiet locale speckled with old light industrial shops

Mr Mainstone ran a leadlight glass business out of the corner shop near Weld Square for 30 years and employed three retirement-age workers part-time when forced to close

The MRA owned the building and ended his lease ldquoto allow us to fully investigate the building determine its condition and scope any improvement worksrdquo says CEO Kieran Kinsella

The MRArsquos ambit includes ldquourban renewalrdquo ldquoplacemakingrdquo and ldquourban developmentrdquo It boasts the Twitter tag ldquoVitalPerthrdquo

In other parts of town the M A has sought to fill empty buildings like this with new businesses and pop-up shops even offering subsidised rent to get a tenant in place

The Beaufort Street Network has lodged a submission with Vincent city council to hold a monthly art market in the carpark at the corner of Barlee and Beaufort Streets

ldquoArts on Beaufortrdquo would have around 18 stalls and be held on the first unday of every month from 8am to 2pm

Local artists will be able to hire stalls for $50 to sell ldquohigh-endrdquo WA art pieces including paintings and sculptures

Artists who donrsquot want a stall can hang works for $10 per item rising to $20 after the markets is established

VINCENT VISION 2024 is a

planning scheme was designed to

allow Vincent residents to shape

the future of their own city

But Mr Chester who

from 1999 to 2007 says new

mayor Alannah MacTiernan has

effectively torn-up the 2004 policy

by backing a series of high-density

developments across the city

He cites the councilrsquos approval

of a controversial seven-unit

block in Angove Street a six-unit

Anderson Street development

and the planned demolition of a

former heritage-listed house in

Palmerston Street

At the core of the issue was

Vincent councilrsquos internal views on

Vincent Vision as opposed to the

position it presented to the public

no intention of delivering what

Time to choose your sideYOUR front page headline said ldquoKids targetedrdquo (August 2 2014) In view of news reports of the e traordinary number of Palestinian children killed by Israelrsquos relentless bombardment of Gaza I assumed the article would cover some aspect of this tragic massacre of innocents

The first sentence made it clear the article actually referred to a very different sort of offence

It said ldquo hildren at a ewish school have been labelled lsquoZionist scumrsquordquo ifferent offences but with some similarities both deplorable both outrageous though carrying dramatically different scales of damage to children Brick walls can be cleansed of derogatory insults to students but ethnically-cleansed dead Palestinian children cannot be brought back to life

Increasingly the public mood is turning against Israelrsquos policies Its delaying tactics slick e cuses endless dead-end investigations and blatant lies smoothly uttered by a well-oiled P machine are sounding hollow Itrsquos all propaganda The brutality is unacceptable Anger and resentment are rising

tirling My email to him brought an immediate positive response

Within four days Irsquod received a detailed email from a Stirling employee concisely answering my queries and requesting me to contact him if the response was not satisfactory

Two weeks ago I wrote a letter to the ity of Bayswater The contents were similar in nature and very precise Of course I also cc-ed the letter to the three Bayswater ward councillors Response from councillors to my letter ero eply from the ity of Bayswater till waiting patiently

What I have found is Bayswaterat both staff and elected ward councillor levels actively discourages communications with elected ward members while Stirling councillors welcome questions from ratepayers with tirling employees responding in a positive manner

The re-aligning of boundaries will create a larger ity of Morley out of Bayswater at the e pense of tirling If my e periences with the two local government bodies is a reflection of what is to come I hope those in the ity of tirling who will be swallowed up by Morley will fight to prevent it

As an aside I have also approached two state MPs (one each from both sides) for assistance on this matter relating to Bayswater and both have been anything but helpful

WEAK leadership at Bayswater city council has led to uncertainty over the future of the Maylands Hawkers Markets says local Labor MP Lisa Baker

The MP says ever since the council voted to delay approval pending a tra c management report she has been inundated with calls from residents ldquooutraged the council is dragging its feetrdquo

ldquoIt seems that some members of council have chosen to postpone a decision on the proposal in an effort to stymie the marketsrdquo she says

ldquoI understand the mayor used his casting vote to delay the markets when another councillor abstained from the vote due to a conflict of interest

ldquoIt seems that a lack of strong leadership in council on this issue has led to a decision to postpone consideration of the proposalrdquo

Mayor Sylvan Albertmdash Ms Bakerrsquos Liberal opponent at last yearrsquos state electionmdashsays he is fully supportive of the markets and Ms Bakerrsquos attack ldquolooks like a case of a local MLA trying to build her profilerdquo

ldquo ouncil deferral was to ensure that the tra c management and parking arrangements met the needs of all the parties concerned to ensure longevity of the markets

ldquoThis way the city can look after the interests of the markets and other businesses in the area who have expressed their concern about parking

ldquoAs Irsquove previously advised therersquos a lot of goodwill towards this community initiative amongst myself and my colleaguesrdquo

Meanwhile ocal Arts and ommunity Events the not-for-profit group behind the markets has been busy formulating a Plan B and has held talks with incent mayor ohn arey about hosting the event on his patch

ldquoThe talks with ohn arey went well and we are meeting up with a local group in incent next week to progress the planldquo says LACE chairperson Catherine Ehrhardt

ldquoWe are also looking at a site in the City of Swan as well

ldquoThese markets would be on different nights and not conflict with the aturday Maylands market if that eventually gets approvedrdquo

The market completed a successful si -month trial next to The Rise but the council voted to put it on ice pending a tra c report

Ms Ehrhardt says the delay leaves her no time to attract sponsors or ready the markets for lucrative pre- hristmas trading

HAVING chaired during many rowdy meetings in her time former Vincent mayor Alannah MacTiernan says councils need powers to ban people who are consistently disruptive and abusive

The federal Perth Labor MP says criticism is welcome but councils need more authority to stop continual interjections and abusive remarks aimed at staff

She says a restraining order-style system for repeat offenders may be necessary

ldquoI do think it gets to the point where the behaviour of particular individuals can totally interrupt the ability of the council to do its jobrdquo she says

ldquoIf you do get someone with a kangaroo loose in the top paddock you can totally disrupt the councilrsquos ability to discharge their responsibilities

ldquoThe ability to disrupt the procedures and prevent council from getting on and dealing with all of the city is quite profound and I do think we need to have a look at what powers local government hasrdquo

As mayor she challenged council critics Debbie Saunders and Stuart Lofthouse to run for council (they didnrsquot)

ldquoI donrsquot think there was a thing we did that he didnrsquot opposerdquo Ms MacTiernan recalls ldquoHe and his friend have been so vitriolic at councilrdquo

Ms Saunders says ratepayers donrsquot swear to abide by standing orders when entering the council building and in any case it should be seen as the peoplersquos property

Mr Lofthousersquos enmity with council stretches back at least as far as the Nick Catania days when the council produced visioning documents for the Leederville masterplan

In the artistrsquos depiction of Oxford Street Mr Lofthousersquos cafe Greens and Co is bulldozed replaced by an arcade

Mr Lofthouse has also long opposed

A FORMAL police complaint has been lodged by Vincent city council over a scuffle at a recent meeting

Grainy CCTV footage of the incident which occurred when rangers attempted to evict Stuart Lofthouse has now been posted online by fellow trader Debbie Saunders

The council had previously said ldquothe matter escalated after Mr Lofthouse put

one of our officers in a headlock and threw a number of punchesrdquo

After the Voice asked then-acting CEO Rick Lotznicker to pinpoint where on the video this had happened he said the matter was under investigation and the council was standing by its comments

Mr Lofthouse and Ms Saunders have contacted police with plans to lodge their own complaint

what he describes as favourable treatment the council offers to the eederville Hotel He and fellow cafe owner Debbie Saunders have frequently complained about patrons running amok at closing time and piddling in doorways

Back in 2011 Mr Catania threatened to sic the rangers onto the pair after Mr Lofthouse used mildly salty language to describe inconsistencies in a council report

In 2013 ex-CEO John Giorgi threatened to call the police on them for continually interrupting a meeting and labelling senior staff as liars

Together theyrsquove opposed the bike plan the name-and-shame list for street prostitution convictions aspects of the Oxford Park upgrades drinking fountains on the street and the number of confidential items being heard behind closed doors without public scrutiny

Ms Saunders says they just want transparency and answers from the council

Mayor John Carey says the council has tried to work with the pair and recently installed Ms Saunders on the Leederville Enhancement Committee

ldquoTherersquos no doubt that wersquove tried to be inclusiverdquo he says He says ldquoto a certain level we tolerate itrdquo when therersquos been a bit of rowdiness but two weeks ago saw repeated interjections and refusals to withdraw remarks and sit down

Ms Saunders says she fully intends to

attend the next council meeting despite Mr Lofthousersquos physical ejection from the previous one

Mr Carey says they have the right to attend but interruptions will be cut short

ldquoIf they denigrate staff if they swear then I will take the same action that Irsquove taken beforerdquo

To support his argument that abusive emails had been escalating in the lead-up to the meeting then-acting CEO Mike Rootsey made available recent correspondence from Ms Saunders

On July 16 shersquod told council members the agenda was ldquoa load of bullshit and liesrdquo

ldquoYou donrsquot listen to the residents you do whatever the mayor says and he takes his orders from the Labor party

ldquoYou should all be dismissed as councillors as you do not do the job you were elected to dordquo

Mr Lofthouse sent an email the next day saying information in the report about the bike plan was ldquomisleading and particularly bias in its reporting

ldquoAre you following directives from the mayor or are really that stupidrdquo

On the Vincent Facebook page (from which Ms Saunders has been banned after posting comments under various noms de plume) she said ldquoVincent is a corrupt council and Mayor Carey is covering up these investigationsrdquo Her username ldquoBabs Gcrdquo has since been banned

In western comedy itrsquos often a race to the bottom among comedians to find the newest edgiest most perverted jokes but in hina itrsquos a different story

Rather than coming up with novel jokes hinese comedians will sometimes re-enact funny historic tales of old

ldquoWersquore still performing jokes from 00 years agordquo Mr Gannon says ldquo oursquore not going to get into any trouble itrsquos lightrdquo

While making fun of ohn Howardrsquos eyebrows has provided fully half the material of all Australian comics in the past decade in hina itrsquos safer to retread classic tales than tell a joke at the e pense of government o cials

But hina fascinated him at least more than doing another set at the Elephant and Wheelbarrow while a rowdy drunk who ldquolooks like a shrivelled Willy elsonrdquo interjected with ldquohilariousrdquo heckling

Working in Beijing now hersquos done some comedy in e -pat bars in hina and thatrsquos generally where most foreign comedians stay In bars and clubs that look like they could be in downtown

But performing to local audiences is a whole other deal Itrsquos hard to perform comedy in English to crowds that speak it as a second language A lot of the subtlety and emphasis can be lost if just a couple of words arenrsquot understood

specific and they just donrsquot get the social cuesrdquo Mr Gannon says ldquo aughter is international but humour is notrdquo

o hersquos also done parts of his performance in Mandarin

ocals love to hear even short jokes told in their own language appreciating that hersquos gone to the effort to learn the tongue

ometimes though a crowd might be quietly chuckling away

but itrsquos not because the jokes are funny Itrsquos because the oawai is trying to speak hinese badly

For now hersquos heading back to Beijing to brush up on his Mandarin before embarking on the tour
