Peña Nieto: dos añosde reformasque muevena México

Aun año de la presentación de la Re-forma Fiscal ocurrida en septiem-bre de 2013, y en el marco del Se-

gundo Informe de Gobierno del presidente Enrique Peña Nieto, vastas han sido las ac-ciones que el mandatario nacional ha pues-to en marcha para dejar claro el por qué del retorno del priismo al cargo más importante del país, bajo la premisa de transformar a la nación y “mover a México”.

Aunque contrastantes como los diver-sos escenarios que existen a lo largo y an-cho de la República mexicana, lo cierto es que las 11 reformas estructurales empren-didas por el Gobierno Federal han dado un giro de 180 grados a distintas aristas de nuestra sociedad. Basta recordar que los primeros pasos se dieron a tan sólo cien días de la gestión peñista, con proyectos determinantes que desde su primer tri-mestre gubernamental mostraron el rum-bo que daría a la nación.

A year after the presentation of the tax reform in September 2013, and within the framework of the second

government report of the President En-rique Peña Nieto, many actions have been launched to explain why the PRI is back to the most important office in the country under the premise of transforming the na-tion and “move Mexico.”

Although contrasting like the several scenarios that exist throughout the Mexican Republic, the truth is that the 11 structural reforms undertaken by the Federal Govern-ment have caused a 180 degree turn to dif-ferent political edges of our society. Just re-member that the first steps were made only a hundred days after President Peña Nieto´s term with decisive projects that since his first government quarter showed the course of the nation.


Above controversial and/or confrontations that invariably seek to devalue the actions of an incoming government team, the first big win for his administra-tion was translated into signing the Pact for Mexico, a conclusive demonstration of his ability to integrate the opposition parties under the firm conviction that dialogue should be promoted and partisan divisions should be set aside.

The National Campaign against Hunger and Pov-erty, one of the most important campaign promises of the current president, was another initiative that be-gan just a month after taking office -in January 2011- from the municipality of Las Margaritas, Chiapas

This campaign provides a high- priority attention to the states with high rates of poverty such as the territory of Chiapas, Guerrero, Mexico, Oaxaca and Veracruz, nearly two years after its implementation and coordinated today by the Ministry of Social De-velopment, the crusade against hunger provides food assistance to more than 3 million people.

In the economic context, the Tax Reform -focused on reactivating the sector, reinforcing the develop-ment and creating better conditions for society- has been questioned for not giving immediate results; however, the President accepted the long-term ef-fects of it meaning that we will start to see them in the next administration. Although he may not take the credit for that, the truth is that he has laid the foun-dations for a reform that promises a new stage of na-tional development.

The political arena is another sector that was strongly impacted by another of its enactments: the Political and Electoral Reform that brought the re-newal of the regulatory body of the electoral process, by transforming the defunct IFE in the Instituto Na-cional Electoral (INE). In contrast, one of the sections that caused a great commotion was the possibility of reelection of legislators and mayors, this change have its first test in the 2015 intermediate elections.

But beyond opinions to the contrary -congratu-lations and disapproving verdicts- derived from the package of structural reforms, it is worth noting that the approval of all of them should have been under full consensus of all political forces converging in the Congress of the Union, so that they are seen as a great achievement, and a clear demonstration of the ability of the parties to reach agreements in favor of legisla-tions necessary for Mexico.

In this context, and after two years of the arrival of President Peña Nieto at Los Pinos, we summarize each of the reforms: Energy, Economic Competition, Telecommunications and Broadcasting, Fiscal, Finan-cial, Education, Electoral Politics, the new Appeal Law, the Code of Criminal Procedure, Transparency and Labor, intended to mobilize our nation and promote democratic life in various development.

Por encima de polémicas y/o confronta-ciones que invariablemente buscan demeri-tar el accionar de un equipo gubernamental entrante, el primer gran triunfo para su ad-ministración se vio traducido en la firma del Pacto por México, una contundente demos-tración de su capacidad para integrar a los partidos opositores, bajo la firme convicción de privilegiar el diálogo y dejar de lado las di-visiones partidistas.

La Cruzada Nacional contra el Hambre y la Pobreza, una de las promesas de campa-ña más relevantes del actual mandatario, fue otra de las iniciativas que vio la luz desde los albores de su gestión, misma que dio inicio sólo un mes después de haber tomado pro-testa en el cargo -en enero de 2011- desde el municipio de las margaritas, en chiapas.

con atención prioritaria en estados con al-tos índices de pobreza como son el territorio chiapaneco, Guerrero, méxico, oaxaca y ve-racruz, a casi dos años de su implementación y coordinada hoy en día a través de la secre-taría de Desarrollo social, la cruzada contra el hambre brinda atención alimentaria a más de 3 millones de personas.

en el contexto económico, la reforma Fiscal -enfocada a reactivar el sector, poten-cializar el desarrollo y generar mejores condi-ciones para la sociedad- ha sido cuestionada al no dar resultados inmediatos; no obstante, el Presidente ha aceptado que los efectos de este rubro serán a largo plazo, e incluso co-menzarán a verse hasta el siguiente sexenio. Pese a que quizá no se lleve el crédito de ello, lo cierto es que ha sentado las bases de una reforma que augura una nueva etapa de desa-rrollo nacional.

el ámbito político es otro de los sectores que sufrió un fuerte embate con otra de sus promulgaciones: la reforma Político-electo-ral, misma que de entrada trajo consigo la re-novación del órgano regulador de los proce-sos electorales, al transformar el hoy extinto iFe en el instituto Nacional electoral (iNe). en contraste, uno de sus apartados que más re-vuelo causó fue la posibilidad de reelección de puestos de designación popular como legisladores y alcaldes, cambio que verá su primera prueba de fuego en los comicios in-termedios de 2015.

Pero más allá de las opiniones contrarias -felicitaciones y veredictos reprobatorios- derivadas la promulgación de este paquete de reformas estructurales, vale la pena destacar que la aprobación de todas ellas debió dar-se bajo pleno consenso de todas las fuerzas políticas que convergen en el congreso de la unión, por lo que éstas son vistas como un gran logro, además de una clara demostración de la capacidad de los partidos para construir acuerdos en favor de legislaciones necesarias para méxico.

en este contexto, y a dos años de la llegada del presidente Peña Nieto a los Pinos, resumi-mos cada una de las reformas: energética; de competencia económica; de telecomunica-ciones y radiodifusión; Hacendaria; Financiera; educativa; Político-electoral; la nueva ley de amparo; el código de Procedimientos Pena-les; de transparencia y la laboral, destinadas a movilizar a nuestra nación e impulsar la vida democrática en varios sectores de desarrollo.

el monumento a la independencia –ubicado en la Ciudad de méxico- fue inaugurado el 16 de septiembre de 1910 por porfirio díaz y es un símbolo emblemático del país.

Concebido por el arquitecto antonio rivas mercado, está colocado sobre el remate de una columna que descansa en un pedestal con temas alusivos a la independencia de méxico y, aunque en realidad la figura es una Victoria alada, la obra es conocida como el Ángel y es el punto de encuentro ante cualquier hecho que los mexicanos consideran que deba celebrarse.
