    When a man is denied the right to live the life he believes in, he has no choice but to become an

    outlaw.These words said by Nelson Mandela almost half a century back are true as true today as they

    were at any time in the human history. They also signify how important it is for a people to live in

    conditions which promote the way they want to spend their lives.

    In democracies the socio-economic conditions are determined by the laws which prevail there. Theselaws in turn are a derivative of what the leaders over there think & how they act. It is the power (as well

    as a challenge) for a democracy to elect responsible and responsive leaders. For if a democracy falters

    criminals will be created, outlaws will thrive. It is in this premise that we wish to present the argument in

    favor of the topic.

    Consider the statementOne would be called an outlaw if he acts outside the law.The greater question

    which comes to my mind is that 1) Why cant the law be made inclusive? 2) Who is making the law and

    more importantly in whose interest?World over, every nation faces some or the other kind of internal

    extremism, in our country it is called Naxalism. At the start of it the issue was nothing more than a

    bunch of natives fighting for their own land. But as the laws were not in their favor, they became

    outlaws. They are put behind bars and all their rights are snatched away. Even the right to choose what

    laws should be created is taken away. Should this happen? Isnt there a need for a total revival of how

    we look at Outlaws?

    World over there is a string wave in favor of democracy. It is reaching the shores of nations which never

    heard of itThe Arab spring, closer home in Nepal and Bhutan. To crush the efforts Prodemocracy

    supporters are sent behind bars. Shouldnt these people be allowed to vote in democratic elections or

    should the elections be just a proxy exercise to setup the Autocratic in a different form? Everyone

    should have a right to vote, even the prisoners convicted of the most heinous crimes should have a say,

    in formation of a system which will determine how their children will spend their lives so that they too

    do not have a similar fate.

    Going by pure statistical logicFor best estimates the sample size should be as large a fraction of the

    population as possible. So to say - It should be as representative as possible. Whether one agrees or not

    convicts, felons, prisoners and outlaws are also a product of the prevailing democratic system. To this

    effect - Each and everyone who is affected by laws (in any which way) should have a say in framing

    them and in turn have a right to choose people who will frame them.
