CIDCO was appoint-ed as special planning authority for develop-ment of Navi Mumbai International Airport In-fluenced Notified Area (NAINA) on 10th Janu-ary, 2013. The Develop-ment Plan of NAINA prepared by CIDCO was sanctioned by the state government on 16th September 2019. This plan consists mainly de-velopment zones (resi-dential and mixed use), low development zone,

recreation zone and in-dustrial and warehous-ing zones.

Considering the di-rectives, in low prior-ity areas, it is necessary for the special planning authority to intervene in such matter and land acquisition for access where affordable hous-ing through private ini-tiative are developed without any cost to the planning authority or government. Accord-ingly, it is decided that CIDCO should act as the facilitator for pro-viding the infrastructure including DP and ITP for acquisition. Under section 126 of the MR & TP ACT, 1996, the land acquisition is possible through various modes such as transferrable

development rights; by consent award; mon-etary compensation by direct purchase by di-rect negotiation and by monetary compensation as per Land acquisition, rehabilitation and reset-tlement Act, 2013. For acquisition, the project proponent should ap-ply to CIDCO followed by the execution of an agreement, binding the proponent.

After land acquisi-tion, all the lands will vest with CIDCO and the proponent shall ex-ecute the access road as per the specifications and supervision of En-gineering department, CIDCO. In case CIDCO has to execute the road, then the project propo-nent shall deposit the

cost as worked out by CIDCO and the same shall be paid in advance at the time of issuing tender and any enhance-ment or reduction due to final tender value shall be on actual basis. For this, CIDCO shall levy 14% supervision charg-es on the project propo-nent. The project propo-nent has to maintain the road for 10 years or till the taking over by the local authority.

was complete. The thief, identified as Moham-mad Azam Israel Shah alias Munna, 22, was de-ported by the Dadar Rail-way Police in Septem-ber 2019 from Mumbai, Navi Mumbai, Thane

and Raigad districts for two years.

An unidentified after hacking the entire data of an electronic com-

pany in Mahape MIDC, demanded a ransom of USD 3 lakh from the com-pany management. The hacker has also threatened to sell all the company's data in the black market.

A complaint has been lodged by the company management at Rabale MIDC police under IT Act.

As all the 500 workers of the com-pany are currently working from home due to Corona, an unknown hacker, taking advantage of this, hacked the entire important data of this company. As a result, on the afternoon of May 17, the company's server system crashed and their entire data was encrypted. When the IT engineer shut down the entire server system of the company and checked it, a message was sent to

them from the cyber-criminal group on the company's computer. The message said that all the files of the company had been locked and a demand of 3 lakh US dollars (Rs. 2 crore 19 lakh) was asked to be transferred to the bank account mentioned if the company wanted their data to remain secure. The hacker also threatened to sell all the company's data in the black market otherwise.

The company management then realized that the entire data of the com-pany had been hacked by an unknown hacker. So, the company's senior tech-nology officer rushed to the Rabale MIDC police station and lodged a com-plaint against the unidentified hacker. Police have registered a case against the unidentified hacker under the Theft and IT Act along with ransom and started an investigation into the matter.

Covid infected patient flees Covid Centre in APMC

A 42-year-old corona patient, who was

admitted in the Dedi-cated Covid Centre at Export House in APMC Market, escaped without telling anyone, despite knowing that others my get infected. Doctors tried to locate the patient everywhere, but were unable to trace him. A case was then registered against him at the APMC police station.

The 42-year-old Corona-infected patient, who escaped from the incident, is from Satara Phaltan area and had

come to APMC Market on May 14. During Covid test he was found posi-tive and was admitted to the Dedicated Covid Centre at Export House in APMC Market for treatment. The next day, at 7 am, the doctor gave him a dose of pills and left. The patient took the opportunity and escaped from the Covid centre.

When the doctor went to give him the sec-ond dose of pills at 8.30 am, they found that the patient was not at the spot. Doctors and secu-rity guards then searched for him everywhere.

However, as he was not found, so doctors tried to contact him and his brother on their mobiles. However, it was found that both their mobiles were switched off. After realizing that the patient had escaped, the doc-tors went to the APMC police station and filed a case against him. APMC police have registered a case against the corona-infected patient for de-liberately escaping from the hospital without tell-ing anyone, even though he was aware that other people could be infected with the corona.

Police further interrogated the accused Mohammad Azam Israel Shah alias Munna in the case and found that he had been deported by the Dadar Railway Police for two years and his deportation period had not yet ex-pired. He was later found to have robbed the mo-bile phones of passengers on the Harbour and Trans Harbour railway lines.

What shocked the city mangrove marshals was to see that the mangrove areas which were almost cleaned, have once again got covered with huge trash coming from the sea with heavy tidal water.

As soon as the cyclones and stormy wind subsided, on May 18th the volunteers from Environment Life clean up

group, went to the mangrove sites for inspection and found that most of the areas which they had cleaned during the clean-up drive are covered

with another round of trash coming from the sea.

Dharmesh Barai, the Man-grove Cleanup man from En-

vironment Life along with his team went to visit the prominent mangrove ar-eas near Sarsole jetty, behind Karave Gaon, behind TS Ch-anykya where they had con-

ducted clean up drive during the months of December to March.

Barai said, “When we reached there, we saw the mangrove areas were fully covered with trash, afresh. We

know the place where we con-ducted our drive and fetched al-most 10000 kgs of trash and had made the area completely clean. But we were as-tounded to see that almost the same amount of trash was spread

on those areas which are close to shore line. We realized that those trash came with the heavy tidal water which sub-merged the mangroves during the recent cyclone.”

He further added, “An in-teresting phenomenon that we noticed was that all trash had accumulated near shore line while the inside area looks clean. That might be the re-sult of our cleanup drive. We are deeply saddened by the thought that in spite of awareness created by sev-eral groups, as well as civic authorities, people have not changed their attitudes and continue to dump garbage in the sea.”

Dharmesh said that as soon as lockdown will be over, he will make one more round of clean up drive with full force.

Similar kind of dumping has also been noticed in the villages in Uran. The villagers found huge trash that came with the flow of tidal water during cyclone and got depos-ited near the shore line.

I agree that the senior citizens and the comorbid people are vul-nerable to this situation but the state needs to have a better game plan than just ignoring the younger generation. Why is that the government cannot vaccinate both sections simultaneously? If there is a proper system then more people can get vaccinated.

I think vaccination for 18+ should be continued as there is a huge population that falls under this age category. We all were waiting to get ourselves vaccinated before it’s too late. When the govern-ment announced the hold on vaccination for the 18+ age group, I was very disappointed, as I was trying every day to get a slot. I think the vaccination should be resumed as soon as possible.

A study by the World Economic

Forum shows that India has dropped 28 places in Global Gen-der Gap report 2021. It now ranks 140 out of 153 nations on various parameters used to measure gender par-ity. The index tracks gender-based dis-parities on economic, political, education and health criteria. India was ranked No. 98 in 2006, when the WEF’s first gender gap report was published. Since then, the other countries, including India’s neighbouring countries, have been performing better, while India is sliding down to become the third worst performer in South Asia. The latest report reveals that while the world has attained 68 percent gender parity, India's score is just over 62 percent.

Even in areas, where India had scored well earlier, there is a sharp fall. For instance, on political

empowerment, while India is still scoring nearly 28 percent, which is above the global average of 22 percent, in 2019, its score was over 41 percent. One main reason is decline in the number of women ministers across states and central govern-ment. In 2019, women ministers were just over 23 percent of all ministers. However, currently, the figure stands at just over 9 percent.

India also fares poorly on the eco-nomic participation of women. India's score has dropped by 3 percent to over 32 percent. This is well below the global average of 58 percent. India is ranked among the bottom 10 nations on income inequal-ity. Likewise, India is ranked in the bottom 5 in health and survival of women. Only in women’s education, India has fared slightly better than the global average. India has

scored over 96 percent, while global average stands 95 percent.

These facts have once again brought to the fore the harsh real-ity that despite women making progress in ev-ery sphere of life, gen-der gaps continue to prevail. Till date, wage inequality for equal work exists. Likewise, women continue to face discrimination and violence, both physi-cal and mental. While the nations across the globe have enacted and implemented many laws to improve the status of women in the workplace, in mar-riage, and safeguard them from violence, yet there is still a long way to go.

History is replete with examples of women fighting for their rights and serving on the front lines to save human lives and protect public health. It is time that we recog-nise their contribution and give them oppor-tunities that they truly deserve.

There have been cases of some fish deaths fol-lowing which NatCon-nect requested the com-missioner of the Navi Mumbai Municipal Cor-poration (NMMC), Ab-hijit Bangar to have the water quality checked. Bangar in turn asked the City Engineer Sanjay Desai to look into the issue.

Sunil Agrawal, who has been fighting to save the wetland, pointed out that the numbers of fla-mingos coming to Ta-lawe wetlands has been falling as compared to last year when the water

bodies were full with the pink birds. And the few birds which land here do not stay for long, “This clearly goes to prove that the birds are not liking the place,” Agrawal said.

One of the reasons could be that the inter-tidal water flow has been blocked by vested inter-ests, Agrawal said. This naturally blocks the flow of fish which attract the birds.

Kumar said the wa-ter could have been con-taminated which made it less attractive for the birds. The flamingos have now started to mi-grate to the neighbour-ing DPS lake, environ-mentalists observed.

CIDCO planned a golf course on Talawe wetland with the conten-tion that the place is not a wetland. The Bombay High Court has struck down the golf course project following which CIDCO moved the Su-preme Court.

“We have appealed to Chief Minister Ud-dhav Thackeray to ask CIDCO to withdraw the petition at the Supreme Court and facilitate the flamingo sanctuary,” Kumar said. The CMO responded by saying the mail has been sent to Bhushan Gagrani, Prin-cipal Secretary -Urban Development Depart-ment-1.

A major fire broke out in Pranav Society

in Koparkhairane Sec-tor-10 on Wednesday at around 3.30 pm due to gas leak from a domestic gas cylinder. In the fire, a woman sustained seri-ous burns and has been admitted to the National Burn Centre Hospital in Airoli for further treat-ment. The house was badly damaged in the blaze. Koparkhairane fire brigade personnel rushed to the spot and provided immediate re-lief.

The victim has been identified as Meera Ramesh Awhad, 43, of Pranav Society. On Wednesday morning,

Awhad faced a regula-tor issue and called a gas agency employee to install the regulator. The gas agency employee then fitted a regulator to the gas cylinder and left. However, gas kept leak-ing from the gas cylin-der.

Meanwhile, a large amount of gas remained trapped in the kitchen as the doors and windows of Awhad's house were locked from inside. When Meera Awhad went to work in the kitchen at around 3 pm, there was a loud explo-sion of gas in the kitch-en. Mira was seriously injured in the blaze. Her husband who was in the hall rescued her.

Upon learning of the incident, firefight-ers from Koparkhairane rushed to the spot and rushed Meera Awhad to a private hospital. From there she was admitted to the National Burn Centre Hospital in Airoli for further treatment. In the aftermath of the fire, Awhad's house was bad-ly damaged. The roof of their house was blown off.

Mira Awhad has suf-fered 50 to 60 per cent burns in the accident, informed Eknath Pawar, Assistant Central Offi-cer, Koparkhairane Fire Brigade. The incident has been registered at Koparkhairane police station.

The Panvel City Municipal Corpo-ration (PCMC) has instructed the

health department of the corporation to conduct tests in the macro and mi-cro containment zones of all the resi-dents with an aim to curb and control Covid 19 in its ju-risdiction.

“Even after undertaking vari-ous measures to curb the spread of Covid 19, there has been a surge and increase of cases especially in the containment zones in PCMC’s jurisdiction. Hence, it has become important to conduct more examinations as the number of patients is still high in the corpora-tion area. The health department of the civic body has been instructed to conduct tests in the macro and micro containment zones as there are chanc-es of more infection in these areas. Ev-

ery resident of the containment zones has been asked to conduct the RT-PCR test,” said the PCMC commissioner Sudhakar Deshmukh.

In case of obstruction in the imple-mentation of this order, action will be taken against them as per the provi-

sions of the In-fectious Diseases Act and Disaster M a n a g e m e n t Act, he added.

A resident of Panvel Suraj Jadhav said, “This step will

help the civic body to curb and con-trol the virus as there are chances of more infections in macro and micro containment zones. Early detection would certainly help in curbing the spread.” Mansi Worlikar, a Kharghar resident said, “Along with increasing testing, the civic body should also in-crease beds and other facilities if the residents are found infected.”

The Navi Mumbai Municipal Cor-

poration (NMMC) re-ceived an average rain-fall of 07.98 mm from Wednesday, 8:30 a.m. to Thursday, 8:30 a.m. The sky remained clear on Thursday.

As per the statis-tics from NMMC in 24 hours, CBD-Belapur reported 02.10 mm rain-fall, which was the low-est in the city. Kopar-hairane, with 20.00 mm rainfall experienced the

highest rainfall. Other parts of the city, like Vashi with 08.40 mm, Nerul- 04.00 and Airoli - 05.20 mm experienced rainfall.

“The rainfall was comparatively less than the past 2-3 days. It was cloudy though. The roads and gardens are still wet with small ponds of rainwater”, said Deepti Jadhav, a resident of Vashi.

The city has already seen rough times in the past 3-4 days after being

hit by cyclone Tauktae. The weather improved on Thursday with bright sunlight with minimal chances of rainfall. “The summer weather is final-ly back after 5 days of dark clouds. There was not much rain in my area though and no severe damage as well”, said Devleena Dash, a resi-dent of CBD-Belapur.

A total of 4 tress fell in the last 24 hours and the fire station received 3 emergency calls, it is learnt.

The residents of sector-9, Vashi are

highly piqued by the in-complete desilting work by civic contractors. It is alleged that piles of muck from gutters are left on the road, which is causing inconve-nience to the pedestri-ans and is also emanat-ing foul smell. It is said that the muck from the gutter has been left in

front of the playgrounds in sector-9 and near JN-II buildings and has not been picked up by the contractor.

Jay Tripathi, a resi-dent, said, “As these gutters are very close to each other, the piles of filth are lying adjacent to each gutter, mak-ing it difficult to walk on the road. The entire area is filled with piles of gutter residue which needs to be removed as soon as possible. The area looks tremendous-ly filthy and should be cleared soon. If there is no action, the strays might litter it further creating nuisance for the residents of the area.”

Pratiksha Khadpe, a resident of the area pointed out, “The civ-ic body has said that

the pre-monsoon work would be completed soon. But the way work is progressing, it does not look that it will be completed before the onset of monsoon. The whole walking area is filled with muck. Af-ter every 2 feet of dis-tance, there is a pile of filth, which is not only emanating foul stench, but is posing health risk. Malaria and Den-

gue cases are anyway higher during monsoon and keeping such filth exposed can lead to further issues.”

band, the chief Sanita-tion officer Rajendra Sonavane said, “We have extended our mon-soon clean up work by 10 days. The new dead-line given is 31st May. The work would have been completed before the deadline, but due to cyclone and heavy rains, the work was temporarily suspended. We are cleaning around 85 percent of gutters in

the area. We will ensure that the complaint has been looked after and will ask the sanitation workers to remove the filth within 24 hours.”

The fully air-condi-tioned vaccination cen-tre at Vishnudas Bhave Natyagriha is fully equipped with all the facilities. There are also chairs and fans. Accord-ing to the revised guide-lines of the government,

the second dose should be taken between 12 to 16 weeks (84 to 112 days) after the first dose of Covishield vaccine. While the second dose of Covaxin has to be taken between 4 to 6 weeks (between 28 to 42 days).

In Navi Mumbai Mu-nicipal Corporation’s ju-risdiction, so far 2 lakh 57 thousand 808 citizens have taken the first dose of the vaccine, out of which 92 thousand 736 citizens have completed both doses of vaccine. A

total of 3 lakh 50 thou-sand 544 vaccines have been given.

Considering the lim-ited availability of vac-cines at present, priority is being given to the citi-zens of Navi Mumbai Municipal Corporation area. Every evening, the second day vaccina-tion schedule is being announced by the cor-poration through social media like Facebook, Twitter, Instagram and WhatsApp along with the number of vaccines available at the centre.

Reacting to environ-mentalists’ serious

concern over rising bird-hit threats at upcom-ing Navi Mumbai, the Prime Minister’s Office asked the Civil Aviation Ministry to look into the issue.

NGO NatConnect Foundation has drawn the attention of Prime Minister Narendra Modi to the fact that the de-struction of wetlands in the 15 km to 20 km ra-dius of the airport proj-ect has been disturbing the bird flight pattern and chaos in the sky. The NGO, quoting 130-year-old research body BNHS, said that the 289-hectare Panje Wet-land in Uran alone at-tracts 10,000 to 200,000 birds land during the mi-gration seasons.

“Imagine, sir, 10,000 birds in the sky flying here and there in search of food and resting place when you have flights landing and taking off at the new airport,” the let-ter to PM said.

“We are happy that the PMO has referred the issue to the right au-thority – the civil avia-tion ministry,” said B N Kumar, director of Nat-Connect Foundation.

The status on Cen-tralized Public Griev-ance Redress and Moni-toring System shows

that Ajay Yadav, director civil aviation, is examin-ing the issue.

CIDCO targets to launch the first phase of the Rs 16,000 crore Navi Mumbai International

Airport (NMIA) within the next two years.

Time and again, en-vironment lovers have

been complaining about the destruction of the destination of migratory birds around the NMIA by various project pro-ponents such as Navi Mumbai SEZ, JNPT and

CIDCO.BNHS, which is

studying the bird flight pattern, has been re-

peatedly cautioning the government against de-stroying the wetlands in areas under the garb of infrastructure devel-opment. “The beautiful wetland of Panje has

to be protected at any cost,” BNHS director Dr Bivash Pandav said during the recent World

Migratory Bird Day event organised by Nat-Connect. Wetlands also act as urban sponges, a natural flood control mechanism, Dr Pandav pointed and warned against future flooding of the urban settlements if these wetlands are buried.

“Now we are even more concerned at the wetland destruction be-cause the Bombay High Court appointed Man-grove Committee orders to restore the destroyed wetlands have been ig-nored by the authori-ties,” said Nandakumar Pawar, head of Shri Ek-vira Aai Pratishtan, said.

No one seems to be taking these real threats to flights with the se-riousness that they de-serve, Pawar said.

CIDCO itself had commissioned a Base-line Study of the Wet-lands by BNHS in which it was clearly mentioned that the destruction of wetlands, the birds’ des-tinations, is dangerous for the NMIA flights since the displaced birds might find the airport area attractive for roost-ing and nesting.

This report is still available on CIDCO website and CIDCO has not disputed it, Kumar pointed out.

Recently, some birds tagged by BNHS three years ago have returned to Panje demonstrating the site fidelity – ten-dency to return to pre-viously occupied place - of the avian species. A BNHS team member studying the bird flight pattern in the vicinity of the airport project said the disturbance of their landing places is already leading to competition among the birds leading to chaos. The birds are flying all over the area in search of the right place.

bai Municipal Corpora-tion (NMMC), Abhijit Bangar has ordered the civic officials to com-plete the annual tree pruning work by May 31 during a meeting.

While the civic chief lauded the prompt work carried out by the staff of the civic body to remove the broken branches and uprooted trees during cyclone Tauktae, he said there is a need to gear up for the upcoming monsoon.

As per the records

from the civic body, 122 trees and large branches of trees were destroyed during the cyclone pe-

riod. “Prompt action to remove of trees and branches was carried out by the relief teams as well as through en-

gineering, Solid Waste Management and garden department to ensure that the traffic is not ob-

structed. Similarly, con-sidering the importance of pruning trees under pre-monsoon work, I held a meeting with the

Horticulture Department and directed that the pruning of tree branches in public places should

get completed by May 31st”, said Bangar.

The commissioner directed to submit the details of how much

work is being done on a daily basis, department wise. It was also sug-gested that the depart-

mental level permission for pruning of trees in the societies should be given within 24 hours after necessary inspec-

tion. The commissioner directed that the prun-ing application for tree pruning in the societies

currently pending at the departmental of-fice level should be disposed of within 24 hours.

The commissioner suggested that the trees should be pruned by the Horticulture Department during 6 am to 7 pm. The work

should be reviewed daily and the rest of the work should be planned and a report of daily work should be submitted.
