Pemco Technologies Products and Services

Funds Management Funds Management is Visa’s requirement for the daily settlement of interchange. Each business day your financial institution provides funds to Pemco for settlement.

Settlement Processing Incoming Settlement Processing is the process of receiving items that post directly to cardholder accounts. These items are primarily cardholder transactions completed at merchant locations or ATMs throughout the world. The reverse process is "outgoing settlement processing." These items are initiated by your institution for settlement (i.e., cash advances, chargebacks, etc).

Authorization Processing Providing balance records by account number to Pemco allows us to respond to authorization requests that begin at the point of sale. Card/PIN Issuance and Processing Pemco assists you with all phases of card and PIN issuance, including card embossing, PIN generation, and mailing. Automated 24-Hour Lost/Stolen Card Service We employ a 24-hour phone service to assist you and your cardholders with the reporting of lost and stolen cards.

Chargeback Processing You have the choice of performing your own chargebacks, or having Pemco perform them for you. In either case, we support you through the entire chargeback process.

Fraud Deterrence and Reporting We employ the following fraud deterrence features: • • Web-based fraud/risk reports • Verified by Visa • Secure card activation • CVV and CVV2 (Card Verification Value) • PRISM (Proactive Risk Manager software, plus 24 hour monitoring) • CRIS (Cardholder Risk Identification Service by Visa) • Expiration date matching • ICS (Issuer’s Clearinghouse Service) • Visa Advanced Authorization

Pemco Technologies Card Processing Agreement

This procedure manual is part of your processing agreement with ‘ Technology Services, Inc. You shall assume full responsibility for all transactions that occur on lost or stolen cards, provided that Pemco shall assume liability for any transactions that were requested to be blocked and were approved after Pemco had been properly notified as per procedures outlined in this manual. You shall also have all liability for transactions requiring authorization if you, the merchant, and/or any third party fails to notify Pemco as required by this manual and/or Visa Operating Regulations. It is your responsibility to review all reports, make sure all maintenance is performed properly, and advise Pemco of any possible errors. All errors and/or omissions should be brought to Pemco's attention by telephone, within ten business days of the report. Noncompliance with any procedure or policy contained in this manual may be treated as a breach of the processing agreement.

Chapter 2 Funds Management and Settlement Processing Overview Financial institutions are responsible for the funding and settlement of interchange on a daily basis. This is accomplished by transfer of funds and interchange files. A large part of funds management is Visa's requirement to settle each day’s interchange. Financial institutions are responsible for the timely delivery of funds each day.

Funds Management

Funding Methods Two funding options are available: 1. Account Transfer: Establish a corporate account at US Bank. 2. Wire Transfer: Wire funds directly to the Pemco settlement account. Funding Method Time-Frame Procedures Pemco sends a wire request at approximately 5:30 a.m. Pacific Time to financial institutions. Regardless of method, funds must be transferred to or collected by Pemco before 10:30 am Pacific Time.

Settlement Processing Incoming and Outgoing Items Procedures Incoming Items received from Visa are distributed to issuing financial institutions in a settlement file. The settlement file is available in three formats; transmission, tape, or hard copy. Visa transmits the settlement information to Pemco by 6 a.m. Pacific Time each business day. The file is available shortly thereafter. Most settlement items post directly to cardholder accounts, all exception items must be researched and hand posted to the proper account or returned to the acquiring institution. It is important to verify all transactions are accounted for after posting. Verify the monetary totals from the settlement file to the posting journal to ensure you balance. Outgoing Outgoing items are all transactions entered on a daily basis on the Pemco Processing System (i.e., chargebacks, cash advances, fee collections, funds disbursements, etc). The outgoing items are submitted to Visa at 5 pm Pacific Time each business day. Most items entered on the Pemco Processing System are net-settled in that day's batch and will be seen on the next day's reports. Due to the Visa Chargeback Reduction Service, all dispute related items are settled in two days.

General Ledger

Financial Institutions should establish a variety of internal General Ledger (GL) Accounts. This develops an audit trail for Visa related transactions. Daily Balancing Each business day you receive the Pemco Daily Settlement Report (Figure 2.1) via PTSI Mail. This report lists the total dollar amount needed for daily settlement. Balancing Hints The typical daily balancing procedure is the comparison between the total debits and credits to member accounts and the totals received on the Pemco Daily Settlement Report. Chapter 3 Card and PIN Issuance

Overview

Pemco Technologies supports all phases of card/PIN issuance including card design, card stock manufacturing, embossing, encoding, card-mailer match and insert, mailer-envelope stuffing, PIN mailer printing, mailing, and secure card stock storage. We can issue a variety of card types including Visa, MasterCard, and ATM. All services are performed under dual control in a physically secured area approved by Visa and MasterCard. This chapter provides information and procedures concerning the issuance and maintenance of cards and PINs. It also provides details concerning inventory, supplies, and mailing options. You currently have four options to submit a card/PIN issue request: • Transmission by FTP • Magnetic Tape • Online through the Pemco Processing System • Fax

Card/PIN Issuance Procedures

Data Transmission Car/PIN Issue files are transmitted to Pemco using FTP (file transfer protocol). The file is then passed to our card/PIN manufacturing vendors for production and issuance. Card/PIN files transmitted to Pemco must include a header record. Header records are then modified by Pemco’s programming staff prior to production. Magnetic Tape Magnetic Tape card/PIN issue requests are shipped to Pemco on magnetic tape media. These requests are processed and issued in the same manner as a transmitted request.

Online Card/PIN Issue Financial institutions have the ability to issue cards online by the Pemco Processing System as explained in Training Topic 3.1. This process is used by institutions with VPN or dial-up access that require additional cards/PINs not included in their transmitted card/PIN file, or for institutions without the capability to transmit files. Fax This enables financial institutions to issue cards/PINs by faxing the information to Pemco Customer Service. Since the data from paper documents are keyed manually, there is an additional charge. All embossing and encoding standards remain the same.

Card/PIN Maintenance Procedures for Card Base Customers

If a financial institution is a Card Base customer, their cardholder accounts will be maintained directly on our system. Our system also provides informational reports and automates the re-issue of expiring cards. Training Topic 3.2 at the end of this chapter explains the procedure for Card Base maintenance. Card Expiration Report/Card Issue Name and Address Report A monthly Card Expiration Report and Card Issue Name and Address Report are sent prior to the reissue of expiring cards (Figures 3.2 and 3.3). The Card Expiration Report is sent approximately 60 days in advance of a card’s expiration. For example, if a card expires on 10/31/07, you will receive notification via the Card Expiration Report on 9/1/07. This gives you 30 days to review and determine any changes you wish to make prior to the automated reissue beginning 10/1/07. The reissue begins on the first business

day of the month to insure cards are received in a timely manner. The Card Issue Name and Address Report is used to verify that cardholder data is accurate.

Card/PIN Maintenance Procedures for Non-Card Base Customers

If a financial institution uses their DP (Data Processor) to maintain cardholder data, maintenance to cardholder accounts will be performed on the DP’s system.

Reissue Expiration Date Procedures

When re-issuing a card you must determine if the new card should reflect the expiration date previously issued or a new expiration date. By advancing an expiration date you may be able to save the financial institution time and money in the future. For example, in July 2007, a cardholder asks for a new card to be sent since they have damaged their current card, which expires in November 2007. In this situation you may reissue the new card with the same November 2007 expiration date or push it out to November 2005 which will save time and expense. Reissues: Card Base Users Pemco Card Base customers automatically generate new cards on the automated reissue date. It is important to verify your cardholder data in the Pemco Card Base before the reissue occurs. The reports at the end of this chapter (Figures 3.2 and 3.3) will confirm if the information in the database is current and reliable. Non-Card Base Users Non-Card Base customers need to send a card/PIN issue file well in advance (30 days) of a card’s expiration date to insure timely delivery. Always make sure your cardholder data is up-to-date prior to creating your card/PIN issue files.

Standard Card/PIN Issue Schedule

Every business day at 5:00 p.m. Pacific Time we send all card/PIN issue files received to our manufacturers. Any file received after 5 p.m. Pacific Time will be sent with the next days files.

Priority File Card/PIN Issuance Procedures

A Priority File is a request to generate and deliver a new card/PIN the next business day. This is only accomplished by calling Pemco Customer Service and requesting a Priority File by 11:00 a.m. Pacific Time

Rush Card/PIN Issuance Procedures

Begin with the standard card/PIN issue request. Then modify the request from a standard issue to a rush request. This can be done two ways; enter your request for a rush on the 7.9 screen the same day you order the card; or call Pemco Customer Service by 11:00 a.m. Pacific Time the following day.

Card/PIN Issue Request Form The Card/PIN Issue Request form is designed to accommodate faxed card/PIN rush orders. The form has a line for each embossing field and provides the allowable number of characters for the embossing format. It also includes address information for mailing purposes.

Inventories and Supplies Oberthur Card Systems for card/PIN production Financial Institutions receive a monthly inventory report detailing their card and insert inventory with Oberthur Systems.

Note: Pemco will assist you in monitoring your inventory, although the financial institution is ultimately responsible for maintaining a sufficient inventory supply. Inserts It is an option to have disclosures and/or other printed material inserted in the card envelope at the time the cards are issued. All inserts must conform to standards. Insert Specifications Size and Paper Weight: Inserts must be no larger than 8”X 3.5” (final folded size). Paperweight of folded documents must not exceed 24 pounds. Buck slips (one-panel documents) should be no less than 16 pounds.

Document Control: An Inventory Control Number (for institutions using Oberthur) must be present on card inserts, along with a revision date. Packaging: Shipments of supplies must be clearly marked with institution name, inventory control number (for institutions using Oberthur) and quantity. Shipments Inserts must be received one week prior to the intended date of use. Please notify Pemco Customer Service prior to the shipment. Envelopes, Cards, PIN Mailers We maintain stock of envelopes, cards, and PIN mailers, and can supply you with these items at no additional cost. If you would like to receive samples, or more information, please contact Pemco Customer Service, 1-800-881-7488. The envelopes are of standard dimensions and contain two windows for the cardholder address and the return address. Printed on the envelopes is a "Do Not Forward" message. The card mailers are standard Data Match stock with the cardholder account number, name, and address printed on the card mailer. There is space for a phone number if desired. The PIN mailers are a standard size and have both the cardholder’s address and the return address. The mailers are sealed with a perforation tear and include a "Do Not Forward" message printed on them. Financial institutions have the ability to customize their PIN mailers. Supply Shipments To arrange for shipments of plastics or paper goods, please call Pemco Customer Service, 1-800-881-7488.

Screen 7.1.1 - Pemco Visa Card/PIN Issue This screen provides you with several issuing options and can calculate the check digit when creating a new card. If you are a Card Base customer, the current cardholder database information will populate the fields. Non-Card Base customers must enter all required information. The F1 key is used to jump to the Card Base Screen (7.1.2). Complete the following to issue a card, PIN or both: 1. Card Number – Enter the account number. If the 16th digit is unknown, use a “?”, then press <Enter>. The 16th digit will automatically populate. 2. Card Issue Option - Select the issue option. 3. Send PIN Mailer - Select “Y” for Yes or “N” for No. 4. Expiration MMYY – Enter the month and year the card(s) are to expire. 5. Check Guarantee - No longer used. 6. Address Line 1, 2, 3 – Enter the cardholder’s address. 7. Primary Cardholder Info – Enter mother’s maiden name, customer number, phone number, SSN or DOB depending on

Screen 7.1.2 - Pemco Card Base Update/Inquiry This screen maintains your card database and stores the data used for the automatic reissue of expiring cards. Card Base customers must first update this screen before issuing a card, unless a new card number is being issued. The F1 Key is used to jump to the Card Issue Screen (7.1.1). To update or inquire on an account in the database, complete the following: 1. Function: “C” for Change or “I” for Inquiry. 2. Enter Account Number. Press <Enter>. 3. Complete any necessary maintenance. (Note: When adding a joint cardholder, enter the number of cards as zero. When the card is ordered using the 7.1.1 screen the system will update the number of cards in the database to 1.) 4. Press <Enter>, then <F12> to file the record.

Card/PIN Issuance Audit

All financial institutions are responsible for card/pin issue report auditing. All card/pin issue reports must be compared to financial institution records to verify correctness. Any and all discrepancies must be brought to the attention of Pemco’s customer service manager so we can then investigate the discrepancy.

Chapter 4 Authorizations

Overview

This chapter provides an overview of procedures related to authorization processing on the Pemco Processing System as well as the different authorization options.

Authorization Processing

Pemco offers three different authorization processing options: • Positive File § Negative File (only used in emergency situations) § Online Authorization. Each method has different features, controls, and parameters that you select to best suit your financial institutions needs. Positive File The positive file contains a member’s 16-digit card number, balance, expiration date, and status code(s). When a member uses a card, the authorization request is passed from Visa to Pemco. Pemco then queries the positive balance file for the sufficient funds and account status to determine the authorization response. Transmitting your Positive File to Pemco is the same as sending your card issue files. The Positive File is created using your in-house data processor. Once the file is created you will transmit it to Pemco using FTP. If a transmission fails, a Pemco customer service representative will contact you immediately. The failed file will be discarded. Negative File The authorization function for the Negative File is created using status code information such as blocked cards. This file type also uses daily spending parameters for dollar amounts and number of transactions that are individually tailored to meet each institution's needs. Actual cardholder balances are not used. Institutions using Negative Balance File do not transmit a file to Pemco on a daily basis. This method is only used on an emergency basis. Online Authorization (VPN) Virtual Private Network (VPN) is used to connect your network to Pemco. With online authorizations your financial institution is authorizing or declining the authorizations on a real-time basis. This eliminates the need to provide a Positive File on a daily basis (although updating your Positive File is recommended as a backup in the event of a lost connection). The advantage of the Online Authorization method is the ability to immediately recognize payments, deposits, and withdrawals made by the member. Contact Pemco Customer Service for more information concerning all of the available authorization methods.

Action Codes

Action codes (block codes) identify the status of each account to the authorization network. Most action codes place a predetermined decline response on a card. Appendix A - Pemco/Visa Fields and Values lists all Visa action codes. The Pemco Authorization System uses the Visa action codes, which eliminate the need to convert and translate between Visa action codes and your system’s action codes. The use of Visa action codes provide a more efficient operation through simplification and consistency between your institution, Pemco, and Visa.

Pemco Products and Services

The VisaNet Exception file contains all blocked accounts. The exception file resides at Visa and is updated automatically by the Pemco system anytime you block a cardholder’s account. This insures the most up to date response to authorization requests in the event Pemco is unavailable.

Authorization File Maintenance

Positive File Block requests, such as lost or stolen cards, should be updated immediately. The status may be updated online using the Pemco Processing System or by calling Pemco Customer Service. Your in-house data processing system must also be updated with the block code. Failure to update the account in your positive file may result in the block code being removed from the Pemco system. If you have access to the Pemco Processing System, you will be able to perform the following maintenance procedures: View Authorizations - Training Topic 4.1 Update an Available Balance - Training Topic 4.2 Block Account via Pemco - Training Topic 4.2 Perform an Authorization or Reversal - Training Topic 4.3 Negative File Negative File users can use to the Pemco Processing System or call Pemco Customer Service for account updates.

Online Authorizations The Online Authorization method relies on your data processing system to provide authorization responses. Consequently, cardholder accounts must be maintained on your system to insure that members receive appropriate responses. You must also update the Pemco Processing System with any changes to cardholder accounts in the event that Pemco needs to provide stand-in processing.

Maintaining your system and the Pemco Processing System in a parallel manner prevents the exposure of erroneous authorization approvals when your system or connection is down and Pemco or Visa is standing in.

If the online authorization connection goes down Pemco uses the Positive Balance File for stand-in processing. If Pemco stands in for authorizations when you are unavailable, we will store and forward any approved authorizations when connection is restored. Pemco also stands in for any authorizations your data processor doesn’t respond to within five seconds.

Chapter 5 Lost and Stolen Cards

Overview This chapter explains the procedures and responsibilities that exist in handling lost and stolen cards.

Blocking a Card To prevent your financial institution from potential fraud it is necessary to block all lost or stolen cards immediately. The card should remain blocked until the card expires. When a card is blocked with Pemco, the VisaNet Exception File is automatically updated. This provides Visa with the information needed when performing stand-in processing. Additionally, cards may be blocked in the Card Recovery Bulletin (CRB). The CRB covers different geographical areas outside the United States. Listing a card number in a CRB region gives you chargeback rights on transactions below a merchant’s floor limit. CRB Region codes can be found in Appendix A. Cards can be blocked by either entering the block code on the Pemco system or by calling our Customer Service Department. Our Customer Service Department can be reached by calling, (206) 352-3500 or (800) 881-7488. The Customer Service Department is available from 5:00 a.m. to 6:00 p.m. Pacific Time. Training Topics 5.1 and 5.2 at the end of this chapter explain the procedures for blocking cards on the Pemco system.

Using the Automated Lost/Stolen Service

Lost and stolen cards can always be reported using our Automated Lost/Stolen Service by calling (800) 682-6075. This service is available 24 hours a day, seven days a week. The Automated Lost/Stolen Reporting Service will block the account, update the VisaNet Exception File, and e-mail notification to your institution.

Automated Lost/Stolen System Menu 1. Enter your 16-digit card number followed by the pound (#) sign. If the card number is unknown, press star (*) at any time to be transferred to a representative. 2. If the card number entered is not on file you will hear the following message: The card number you entered is not on file. Please reenter your card number or press the star (*) key to be transferred to a representative. (This will repeat three times then automatically default to a representative.) If the card number is on file they will hear the following options: If your card has been lost, press 1. If your card has been stolen, press 2. 3. After successfully reporting the card lost or stolen they will hear the following message: Your card number is now blocked. All cards with this number are blocked at this time. Please call your financial institution to request a replacement card. Thank you for calling. If the system is unavailable, they will hear the following message: Our automated system is unavailable; please stay on the line for a representative.

Updating the VisaNet Exception File The VisaNet Exception File is Visa’s electronic listing of all blocked cards. It is updated every time a card is blocked on the Pemco system and is used to prevent authorizations.

Updating the Card Recovery Bulletin (CRB) The Card Recovery Bulletin lists all cards blocked in a particular region. The bulletin is produced from the accounts contained in the VisaNet Exception File marked with a CRB Region code. CRB Regions are geographical areas outside the United States that are divided into various regions. To list a card number in the bulletin you must enter the appropriate CRB Region code(s) on the Pemco system. CRB Region codes are listed in Appendix A.

Additional Lost/Stolen Information

Merchant Rewards Cash rewards are given to merchants who retain a card when an authorization attempt results in a pick-up response. The reward is paid by your financial institution and collected via transaction code 10 (T/C 10) through the normal Visa settlement. Report Retention It is your responsibility to retain and store all reports and forms relating to lost, stolen, and fraudulently used cards. Pemco retains records for you on a limited basis; consider them only a backup to your retention responsibilities.

Maintenance History Screen The Account Maintenance History Screen (1.5) allows you to view detailed information concerning account block history. Training Topic 5.4 explains the procedures for utilizing the Pemco Account Maintenance History Screen.

Chapter 6 Back-Office Functions

Overview

The procedures in this chapter explain the work flow for the following functions: • Draft Copy Request Procedures • Visa Chargeback Procedures • Transaction Reversal Procedures • Fee Collection/Fund Disbursement Procedures • Cash Advance Procedures • Accessing the Pemco Processing System • Visa Draft-Retrieval Procedures

Requesting a Draft Copy

Financial institutions are able to request draft copies from Visa using the Visa Settlement Retrieval Request Screen (1.2.3). Training Topic 6.1 explains this procedure. If you are requesting a copy for a transaction that was processed through a previous processor you will need a copy of the transaction detail report to manually enter the request. Financial institutions that don’t use the Pemco Processing System must contact Customer Service, 1-800-881-7488, and ask a representative to order a draft copy on their behalf. Entry Rejects If Visa rejects the draft copy retrieval request for any reason, the Visa edit package will produce a report (Figure 6.8) detailing all errors. This report is sent by PTSI Mail and is also available through OnDemand. Visa Draft-Retrieval Time Frames Refer to the Visa Operating Regulations Volume I and II for the most current draft copy time frames. Receipt of Copy Requests All draft copies are received at Pemco on the Visa Copy Request Fulfillment Station (VCRFS) located at Pemco each morning. Once received we automatically fax them to your financial institution.

When Pemco Processes your Chargeback

If Pemco processes your chargebacks you will be assigned a chargeback representative who will work directly with you on each chargeback. Each time a member disputes a transaction you just need to fax all cardholder dispute information to your chargeback representative. Your representative will review all of the information and proceed accordingly.

Financial Institution Processes Chargebacks

When processing your own chargebacks complete the following steps: • Ask the cardholder if they have attempted to resolve the dispute with the merchant. • Have the cardholder write a detailed letter describing the dispute. • Inform the cardholder that they will receive a provisional credit on their account. • Research the dispute and decide if there is a chargeback right. • Enter the chargeback on the Pemco Processing System (Training Topic 6.2). • Notify cardholder of disputes outcome.

Chargeback Process

Second Presentment As the issuer, you may receive a second presentment resulting from a chargeback you sent to an acquirer. The second presentment is listed on the exception items report as a representment. You will receive supporting documentation electronically from the acquirer, if applicable. You then need to read all documentation and decide if you can proceed with the dispute. You are responsible for making any cardholder account adjustments. Pre-Arbitration If the representment is invalid or more information has become available the issuer may send a pre-arbitration letter requesting the acquirer to return the money. You must give the acquirer 30-days before proceeding further. Arbitration As the Issuer you have the right to take the dispute to arbitration if you are not satisfied with the outcome of the chargeback. Arbitration is when both sides (Issuer and Acquirer) send all of their supporting documentation to Visa where an arbitration team w ill decide the outcome. Please see Visa Operating Regulation Volume I and II for arbitration time frames and fees. Chargeback Time Frames Refer to the Visa Operating Regulations Volume I and II for the current chargeback time frame information. Supporting Documentation Refer to the Visa Operating Regulations Volume I for details of what each reason code requires for supporting documentation. Additional Chargeback Information Pemco provides dispute tracking reports that detail all chargebacks and copy requests as well as when each is time frame is expired. If you receive a representment, do not adjust the member’s account until you have reviewed the representment with a Pemco representative.

Transaction Reversal Procedures

Financial institutions have the ability to reverse any transaction that you or someone on your behalf generates. The same screen used to initiate the transaction is used to reverse the transaction. The reason codes used for reversals differ from those used for chargebacks. Training Topic 6.2 explains the procedure for performing transaction reversals on the Pemco Processing System. Appendix A - Pemco/Visa Fields and Values provides the appropriate reversal reason codes.

Fee Collection/Funds Disbursement Procedures

As an issuer, you can collect fees or disburse funds to and from other institutions. Refer to the Visa Operating Regulations for a list of the fee collection and funds disbursement items, reason codes, dollar amounts, and documentation requirements. If you don’t have access to the Pemco Processing System, please contact customer service to complete your fee collections and funds disbursements. Training Topic 6.3 explains the procedure for performing fee collections/funds disbursements on the Pemco System.

Cash Advance Procedures

Teller: When a cardholder requests a cash advance (manual-cash disbursement), the teller must ask to see one piece of photo identification to ensure the recipient is the cardholder. The ID must be a current official government identification document (i.e., passport or driver’s license) that bears the cardholder’s signature. Compare the signature on the cash disbursement draft with the signature on the ID. A description of the identification must be included on the cash disbursement draft. Printed Four-Digit BIN: When a cardholder presents a Visa card, you must compare the first four digits of the embossed card number to the four digits printed below on the card. These numbers must match. Before continuing with the cash advance, write the printed four digits on the draft in the space provided. If the printed four digits don’t match the embossed four digits, retain the card if possible and call Pemco Customer Service for further instructions. Expiration Date: The presented card must have a valid expiration date. If the card has an embossed “valid from” date and the transaction date is prior to the “valid from” date, do not complete the transaction. When the card is embossed with the “valid from” date in a month and year format, the card is valid on the first day of the embossed month and year. When a card is embossed with a “valid from” date in a month, day, and year format, the card is considered to be valid on the embossed date. Completing the Cash Advance: After validating the card, get an authorization for the transaction amount, an imprint of the card, and the cardholder’s signature. Dispense the cash along with the card and receipt. If your cash advance terminal doesn’t automatically settle at the end of the business day you must remember to settle the transaction on the Pemco system (See Training Topic 6.4) or call Customer Service to have a representative settle it. The outgoing cash advance will post as a credit in the next days’ daily interchange. Authorization Options 1. Electronic Point of Sale Terminal. 2. Voice Authorization from Pemco Customer Service. 3. Authorization from the Pemco System screens (See Training Topic 6.4). 4. If Pemco Customer Service is unavailable, get a voice authorization from Visa at 1-800-688-2777. Record the authorization number if approved. If the authorization is declined, give the card back to the cardholder and inform them of the decision. If the cardholder wants to know the reason for the decline, instruct them to contact their issuing institution. If the decline response is related to fraudulent activity or you’re suspicious of the transaction, call our Customer Service Department for further instructions. In the metropolitan Seattle area, call 206-352-3500. From all other areas in the continental United States, call 1-800-881-7488, press 2. Suspicious Transactions (Code 10): If you should become suspicious for any reason, call our Customer Service Department and request a “Code 10” authorization. A “Code 10” identifies a suspicious concern to our Customer Service Department without alarming the cardholder. We will guide you through the authorization process. Cash Advance Supplies: Electronic POS terminals, manual imprint machines, and cash disbursement draft forms can be purchased directly from Pemco. Please contact customer service for availability and pricing. Visa Signs and Decals: Visa signs and decals can be displayed in any of your locations to advertise your Visa program. Typically, they are displayed at the teller windows, ATMs, drive-through, or wherever cash advance transactions are performed. Tent signs measure 3 1/4” by 2 3/8”. The cost for each tent sign is $0.90. Visa decals are measure 2 5/8” by 4 3/4.” The cost of each decal is $0.70.

Chapter 7 Fraud Control and Reporting

Overview This chapter is specific to fraud control strategies and reporting responsibilities when fraud occurs.

Fraud Deterrence

Credit and debit card fraud continues to be a major concern for financial institutions. By taking the proper precautions and implementing a variety of safeguards it is possible to reduce the impact of fraud. This chapter will discuss in detail the following safeguards Pemco has available. § Card Activation § Card Verification Value § Card Verification Value Two § Proactive Risk Manager § Cardholder Risk Identification Service § Risk Reports § Issuer’s Clearinghouse Service § Expiration Date Mismatch Decline § BIN Limits Card Activation Card activation is when a cardholder is required to call Pemco’s Automated Card Activation System to activate their credit and/or debit card. A card activation sticker is on the front of every new card Pemco produces. This sticker has the card activation phone number and instructions. Once the cardholder activates the card, the card is available for immediate use. The Automated Card Activation System is an audio response unit that responds to touch-tones entered by cardholders. The member is prompted to enter his or her 16-digit card number and up to five selected data elements to activate the card. Data Elements Options: 1. Social Security Number 2. Last four of Social Security Number 3. Date of Birth 4. Home Telephone Number 5. Mother’s Maiden Name 6. Member Number 7. Password These elements are dependent on your data processing system. Pemco uses a combination of card issue file or Card Base and Positive Balance file information to create a card activation record and activate the card. For information on establishing a Card Activation Program, contact Pemco Customer Service. Activating a Card using the Pemco Screens If a cardholder is unable to activate his or her card using the automated system, you are able activate the card for them using the Pemco Processing System screens (Training Topic 7.1).

CVV The CVV (Card Verification Value) is a number encoded into the magnetic stripe of all cards issued through Pemco. The CVV value is verified on all full magnetic stripe read authorizations. CVV2 CVV2 (Card Verification Value 2) is a three digit number printed in the signature panel of all cards issued through Pemco. CVV2 is used for verification on non face-to-face transactions. This allows a merchant to manually enter the CVV2 number to verify a cards authenticity. PRISM Fraud patterns emerge rapidly and change quickly. Recognizing this, Pemco has implemented PRISM (Proactive Risk Manager), a tool to identify risk, monitor transactions from all over the globe, and combat fraud. PRISM is a neural network that learns cardholder spending habits, recognizes fraud patterns, distinguishes between low- and high-risk transactions, and creates alerts. The PRISM system is monitored 24/7 by our experienced fraud analysts. The analysts review each alert and follow the required course of action (i.e., block the card, contact the cardholder, contact the financial institution). CRIS CRIS (Cardholder Risk Identification Service) is Visa’s fraud detection product. This product is available through Pemco. Please contact customer service for more information. Risk Reports Pemco provides a variety of Risk Reports used to detect fraudulent card use. These reports are produced seven days a week allowing institutions to respond immediately. Please see the Reports section of this chapter for a description of the Risk Reports available. ICS ICS (Issuer’s Clearinghouse Service) is a centralized, national database that contains information on Visa and MasterCard credit card applicants, incidents of fraud, unauthorized use, and bankruptcy filings. This database was jointly developed by Visa U.S.A. and MasterCard International, Inc. with guidance from U.S. issuers to reduce the member losses from excessive credit applications and unauthorized use. ICS compares cardholder social security numbers, addresses, and telephone numbers with information contained in its files and issues one of the following: 1. Confirmation 2. Invalid data 3. Alert Included with ICS is the Bankruptcy Notification Service (BNS). Using information gathered by bankruptcy retrieval services, issuers receive notice of applicant and cardholder bankruptcy filings. These notices include account numbers, as well as updates on cardholder bankruptcy dismissals, discharges, chapter conversions, and creditors’ hearing dates. How ICS Works Information from credit card applications and fraud reports submitted by all ICS users is compiled in a database. Third-party sources such as authorized vendors, the Social Security Administration, and credit-reporting agencies provide data on: 1. Social Security Numbers (SSN) 2. Valid addresses and home phone numbers 3. Credit card account numbers 4. Bankruptcy filings

Accessing the ICS Database Your institution can access the database on the Pemco Processing System. Refer to Chapter 8 - Pemco Screens and Field Definitions for more information on ICS screens. Fraud Reporting Issuer’s must report all fraud activity to Visa U.S.A., as specified in the appropriate Visa User's Manual, within seven calendar days of verification of the fraudulent activity. If further investigation determines that the transaction or occurrence is of a different fraud activity type than previously reported, the issuer must correct the activity. If fraud activity has occurred on an account, the issuer must list the account number on the exception file with a pick-up response for 90 calendar days, until the card expires, or is recovered, whichever comes first. A member must report all cardholder and issuer mailing information on “Not received as Issued” cards, whether or not fraud activity has occurred. Visa U.S.A. defines the following fraud activity reporting categories: 1. Lost Card 2. Stolen Card 3. Card Not Received 4. Fraudulent Application 5. Counterfeit 6. Account Takeover/Miscellaneous 7. Fraudulent Use of an Account Number (Mail/Phone Order Fraud) 8. Fraudulent Application Detected Before Loss Incurred 9. Suspicious Application Detected Before Loss Incurred If Pemco performs your chargebacks and the chargeback is fraud related, the fraud advice will automatically be filed as part of the chargeback process. If you perform your own chargebacks, you enter the fraud advice to Visa as a standard procedure during the chargeback filing process. Training Topic 7.2 details the Fraud Reporting procedure using the Pemco Processing System. Expiration Date Matching Expiration date mismatch is the practice of declining all authorization attempts when the expiration date in the authorization data doesn’t match the authorization date on the Positive Balance File. BIN Limits BIN limits allow you to put a maximum transaction amount and/or count on your cardholder’s daily spending. These limits can be set by merchant type and/or a total daily limit.

Pemco Fraud Reports

Overview

Visa ICS Report (Figure 7.1): This activity based report lists all outgoing ICS information sent by your institution. It also includes alerts from Visa concerning card applicants entered by your institution. Invalid Expiration Date, Declined Authorizations, and Authorizations over $1000 Report (Figure 7.2): This daily combination report shows all authorizations declined for mismatch expiration date, all declined authorizations, and any authorization attempt over $1,000. Excessive Usage 5 or More Transactions Report (Figure 7.3): This daily report shows all accounts with five or more transactions. Track-1/Positive Balance Name Mismatch (Figure 7.4): This activity based report shows any authorizations in which the name in Track 1 of the magnetic stripe does not match the name being sent in the Positive Balance File. Authorizations for $1.00 or Less Report (Figure 7.5): This daily report shows all accounts with authorizations for a $1 or less. Transactions with invalid CVV Report (Figure 7.6): This daily report shows all transactions with a CVV failure.
