2020 Virtual Compliance Conference: Bio

In January 2019, Governor Mike DeWine appointed Laurie A. Stevenson as director of the Ohio Environmental Protection Agency.

Prior to her appointment, Director Stevenson served as Deputy Director for Business Relations as the primary contact to help regulated entities coordinate permitting activities within the Agency, particularly for complex projects requiring multiple permits. She also served as chief of Ohio EPA’s Division of Environmental and Financial Assistance, which provides financial and technical assistance to businesses and communities to help achieve compliance with the environmental regulations.

A public servant of 29 years, she previously served as the industrial liaison in the Director’s Office and managed Ohio EPA's Small Business Assistance Office. She also held positions in Ohio EPA's Division of Hazardous Waste Management, starting in the Southeast District Office as a hazardous waste field inspector.

Laurie earned a bachelor’s degree in environmental health from Bowling Green State University and a master’s in Public Health from The Ohio State University.

Frank Zingales is an Environmental Specialist III at Ohio EPA’s Northeast District Office in Twinsburg, OH. He has worked for Ohio EPA for more than 20 years in the Division of Environmental Response and Revitalization, Hazardous Waste Program.

Mr. Zingales inspects hazardous waste handling facilities for compliance with Ohio’s hazardous waste, universal waste, and used oil regulations.

Frank has a bachelor’s degree in environmental engineering technology from the University of Dayton.

Olen Ackman has 23 years of experience at Ohio EPA. Since 2008, Olen has been senior environmental specialist with Central District Office, Division of Air Pollution Control. His responsibilities include permit review, technical assistance with best available technology evaluation, and training staff on permit development and compliance-related items such as report review, facility inspections, and stack testing.

Additionally, Olen develops permits with complex issues and critical timeframes. Prior to his current position, Olen worked in Ohio EPA’s Southeast District Office in the divisions of solid waste and remedial response.

John has been with Ohio EPA for 24 years, serving as a reviewing engineer and inspector in Ohio EPA’s Division of Materials and Waste Management (14 years) and Division of Surface Water (6.5 years), and as a compliance assistance specialist with the Office of Compliance Assistance and Pollution Prevention (3.5 years).

In the private sector, John worked more than eight years as a project engineer for ms consultants, Inc. of Youngstown, OH. John has a bachelor’s in civil engineering from The Ohio State University, a master’s in public health from the University of Akron and Northeast Ohio Medical University, and a master’s in public administration from Kent State University.

John is a licensed professional engineer in Ohio and Montana, a registered sanitarian in Ohio, and a licensed class II wastewater treatment plant operator.

Tim Fischer has been with the Agency since 1998 and is currently the manager of Ohio EPA’s Northeast District Office Division of Air Pollution Control. As manager, Tim provides oversight of all programs within the division, including permitting, inspections, enforcement, ambient air monitoring, asbestos, and complaint investigations.

Before serving as the program manager, Tim was a supervisor in the air division for eight years, with duties that included review of air pollution permits, inspection reports, enforcement documents, and general air pollution planning activities. Prior to that, he was an environmental specialist in the air division from 2000 to 2008 with duties that included drafting permits, performing inspections, and enforcement activities.

From 1998 to 2000 he was an environmental specialist in the air division at Ohio EPA’s Central Office where he conducted enforcement actions and reviewed permits. Tim earned a bachelor’s in agricultural and biological engineering with an environmental option from Purdue University in 1998.

Jana Gannon has been with Ohio EPA since March 2002. She is currently an environmental specialist at the Northeast District Office.

Jana’s duties include writing and reviewing permit recommendations, performing compliance inspections, providing technical guidance to facilities, and mentoring new staff. She has worked in the air pollution control field since 2000.

Prior to this assignment, Jana was a compliance specialist for a hazardous waste treatment facility. Her duties included supervising laboratory and field sampling staff and working with regulatory personnel to ensure compliance.

Jana earned a bachelor’s in environmental biology from Ohio University in 1996, and a master’s in environmental health and safety management from the University of Findlay in 2008.

Mark Johnson is the Deputy Director of Business and Regulatory Affairs for Ohio EPA. As deputy director, Mark is the primary contact for regulated entities to help coordinate permitting activities within the Agency, particularly for complex projects requiring multiple permits.

Mark joined Ohio EPA in 2012 and has worked in the Division of Surface Water, Division of Drinking and Ground Waters, and Division of Environmental Response and Revitalization.

Mark has years of experience in staff oversight, environmental regulations, environmental enforcement, environmental remediation, brownfield redevelopment, and ecological restoration.

Johnson graduated from Kent State University with a bachelor’s degree in conservation biology.

Jodi Billman-Kotsko is a manager in Ohio EPA’s Office of Emergency Response (OER). OER’s on-scene coordinators respond to environmental releases, including semi-truck accidents that spill diesel fuel to waterways, manure releases, unknown substances to creeks/rivers, train accidents, home heating oil releases, and more.

Jodi has been the emergency response manager for more than five years. Previously, during her 20-year tenure as the Agency’s orphan drum coordinator, Jodi responded to thousands of reports of abandoned containers. Once on scene, she sampled, characterized, and coordinated the proper disposal of the containers and any contents, including manifesting and profiling the wastes.

Jodi has a degree in chemistry from the University of North Carolina at Wilmington.

Since joining the Agency in October 2000, Tammy has held multiple positions within the hazardous waste program, including annual report coordinator, enforcement case coordinator, and hazardous waste inspector.

Tammy also has experience providing regulatory assistance to the regulated community and Ohio EPA staff. Prior to joining Ohio EPA, she worked in environmental consulting conducting Phase I and Phase II investigations.

Michael Harris is currently serving as U.S. EPA, Region 5 director of the Enforcement and Compliance Assurance Division. Michael has more than 20 years of experience working for U.S. EPA, Region 5. Since February 2011, he has served as the deputy director of the Land and Chemicals Division where he provides leadership and oversight of clean-up activities at RCRA hazardous sites and leaking underground storage tanks; the use of toxic chemicals; and material conservation. Prior to this role, Michael served as branch chief of the Enforcement and Compliance Branch in the Superfund Division where he led the reorganization and, ultimate creation, of the branch. He also served as section chief for the Emergency Response program where he served as the Emergency Support Function 10 (ESF 10) Representative for the region with FEMA. Michael provided leadership in building a partnership among the states of Illinois and Indiana and between U.S. EPA and FEMA, to respond to the Midwest floods in Illinois and Indiana in 2008. He started his career in the Superfund Division’s Emergency Response Program as an on- scene coordinator. Michael has a Bachelor of Science degree in environmental science from Northern Illinois University and has a Master of Science degree with an emphasis on environmental management from the Illinois Institute of Technology.

Bob Hodanbosi became chief of Ohio EPA’s Division of Air Pollution Control (DAPC) in September 1992. As chief, he is responsible for Ohio’s air pollution control program and development of the programs needed to comply with the Clean Air Act Amendments. Prior to that time, Bob held various positions in the Division of Air Pollution Control.

Bob is a member of the American Institute of Chemical Engineers and Air & Waste Management Association and is registered as a professional engineer in the State of Ohio.

Bob received his master’s degree in chemical engineering at the Cleveland State University in 1977, and his bachelor’s in chemical engineering at the Cleveland State University in 1973. In addition, he completed post-graduate courses in fluid mechanics and turbulence at the Ohio State University, from 1978 to 1982.

Amy has served as chief of Ohio EPA’s Division of Drinking and Ground Waters since 2018 and has been with the Agency for more than 20 years.

As chief, Amy is responsible for oversight of the division programs, characterizing and protecting Ohio’s ground water resources and ensuring Ohio’s citizens have access to adequate supplies of safe drinking water. Previous positions at the Agency include manager of the harmful algal bloom section, Lake Erie coordinator, environmental specialist and geologist positions in source water protection, SDWA-CWA coordination, and underground injection control programs.

Tiffani has been the chief of the Division of Surface Water, which ensures compliance with the federal Clean Water Act, since 2015. Surface water issues permits to regulate wastewater treatment plants, factories, and storm water to reduce the impact of pollutants. The division also develops comprehensive watershed plans aimed at improving polluted streams. They also sample streams, lakes, and wetlands, including fish, aquatic insects and plants, to determine the health of Ohio’s surface waters.

Tiffani started with Ohio EPA in 1995 and spent most of her time in the Division of Environmental Response and Revitalization (DERR) overseeing the site assessment, enforcement, federal facilities, natural resource damages, and voluntary action programs.

Tiffani graduated from Indiana University’s School of Public and Environmental Affairs with a bachelor’s in environmental science and public policy. She also has several master’s credits from the University of Findlay’s environmental management program.

Vladimir Cica is the chief of Ohio EPA’s Division of Materials and Waste Management. The division works with a diverse regulated customer base that includes solid waste and construction and demolition debris industries, composting and scrap tire industries, infectious waste generators and treatment facilities, solid waste planning and recycling organizations. The division also manages the beneficial use of certain materials.

Previously, Vlad managed the grant and loan administration programs at the Division of Environmental Financial Assistance. Prior to that, Vlad worked with Ohio EPA’s brownfield program and solid waste program.

Vlad has a civil engineering degree from Youngstown State University and is a certified professional engineer.

Mike Hopkins has been with the Ohio EPA since 1980. Since 2003, he has served as assistant chief for permitting. His duties include the review and final approval of all air pollution permit-to-install, permit-to-install and operate, and Title V permitting in the State, the development of technical support for air pollution control regulations, litigation support, MACT program support, tax program support and general air pollution planning activities.

Prior to becoming assistant chief, Mike oversaw the air quality modeling and planning section for 10 years as well as the engineering section of Ohio EPA’s Central District Office air program.

Mike earned his bachelor’s degree in environmental engineering from the Pennsylvania State University. He is a licensed professional engineer in the State of Ohio. He is a member of the Air and Waste Management Association, the National Society of Professional Engineers, and the Ohio Society of Professional Engineers.

Kim Churchill, with the U.S. EPA’s emergency response branch is stationed in Ann Arbor, MI. Ms. Churchill fills many roles for U.S. EPA including the role of Region 5 SPCC Coordinator, Contingency Planner, and Chair of the Planning Subcommittee for the Regional Response Team 5 (RRT5). Prior to this position Ms. Churchill was an on-scene coordinator (OSC) with U.S. EPA for more than three years. She has been working professionally in the environmental field in various capacities for more than a decade, including service with the Michigan Department of Environmental Quality in Southeast Michigan, and environmental consulting firms Weston Solutions in Michigan and Geolex in Montana. Before transitioning to environmental remediation of oil and hazardous substances and emergency response work, her background included geophysical surveying, research, and data analysis for the detection and removal of unexploded ordnance from former military training ranges in the state of Montana. Ms. Churchill holds a master’s in geophysical engineering from Montana Tech and a bachelor’s in geology from Lake Superior State University. She is a recipient of U.S. EPA’s 2016 National Honor Award Gold Medal for Exceptional Service for her work on a removal action and temporary relocation of several hundred residents at the USS Lead Site in East Chicago, Indiana.

Prior to this role, Ms. McNerney served as a contractor for U.S EPA Region 2 in Edison, NJ, conducting SPCC and Facility Response Plan inspections for facilities in New York, New Jersey, and Puerto Rico. Earlier in her career, she worked in Environmental Health and Safety for various industry sectors in New Jersey. Her environmental background includes not only oil pollution prevention, but also air permitting, hazardous waste management, chemical safety, toxicology, and wastewater treatment.

Ms. McNerney received her bachelor’s degree in Environmental Science from Rutgers University in 2014. As a native of Cincinnati, Ohio, she is proud to bring her environmental career back to the Midwest and her home state.

2020 Virtual Compliance Conference: Bio

Jennifer Shrider is the marketing coordinator at Stirling Ultracold. She is based in Athens and has worked in various creative roles for 15 years. As a member of Stirling Ultracold’s Zero Waste team, she helps to promote the principles of the Zero Waste International Alliance within the company.

She is passionate about environmentally sustainable practices, energy-efficiency and waste reduction/recycling.

Jennifer holds an MBA from Webster University and a BFA from Columbus College of Art & Design. She enjoys yoga, raising chickens, traveling, and spending time with her family.

2020 Virtual Compliance Conference: Bio

Aparna Dial has a distinguished public service record with more than 20 years of administrative, strategic, and operational experience. As the senior director for Sustainability and Strategic Services, she currently leads sustainability initiatives, refuse and recycling services, landscaping, roads and grounds services at The Ohio State University and The Wexner Medical Center (OSUWMC). Prior to this position, she was the deputy director of public service and the Smart Columbus program manager for the City of Columbus. Prior to her work at the city she served as the director of energy services and sustainability at The Ohio State University and as the University Energy and Sustainability Engineer. She has also worked for the Arizona Department of Environmental Quality in the Division of Surface Water (Enforcement Unit) and Ohio EPA’s Division of Air Pollution Control.

She has an undergraduate degree in civil engineering from Osmania University, India, a master’s in civil and environmental engineering from Utah State University and an MBA with a focus in finance from The Fisher College of Business at The Ohio State University.

2020 Virtual Compliance Conference: Bio

Since 1998, Kevin Bruin has worked at Ford Motor Company, Lima Engine Plant as the plant environmental engineer. In the 1990s, Kevin led the plant to be the first North American Ford Plant to become ISO 14001 certified and the first Ford Plant in North America to successfully implement a fully integrated EOS (Environmental Operating System). As lead environmental engineer for the Ford North American PTO Plants (Powertrain Operations), Kevin is responsible for the ongoing coaching and counseling of fellow environmental professionals to help them effectively manage their plant environmental responsibilities and requirements. Also, he helps coordinate and host ongoing Powertrain idea sharing, and environmental measurable status meetings, with all Powertrain Environmental Engineers & Senior Powertrain Management.

Prior to working at Ford, Kevin worked at Sheldon Engineering and Associates and General Dynamics, Land Systems Division.

Kevin enlisted in the Army and attended West Point Prep School at Fort Monmouth, New Jersey and was appointed to the U.S. Military Academy at West Point, New York. In 1978 Kevin went on to finish his Civil Engineering degree at the University of Toledo.
