General Information

Step 1: For wireless access, make sure you have selected the Omni Meeting network from

your laptop wireless signals. If using a wired connection, make sure the cable is plugged in

and you have disabled your wireless.

VHREF is authorized to award 5.75 hours of pre-approved ACHE Qualified Education credit

for this program toward advancement, or recertification, in the American College of

Speaker Bios

Mark R. Chassin, M.D., FACP, M.P.P., M.P.H. President of the Joint Commission Center for Transforming Healthcare. Established in 2009 under Dr. Chassin’s leadership, the Center works with the nation’s leading hospitals and health systems to address health care’s most critical safety and quality problems such as health care-associated infection (HAI), hand-off communications, wrong site surgery, surgical site infections, and preventing avoidable heart failure hospitalizations. The Center is developing solutions through the application of the same Robust Process Improvement™ (RPI) methods and tools that other industries rely on to improve quality, safety and efficiency.

The Honorable Thomas M. Davis, III

Director of Federal Government Affairs for Deloitte, Rector at George Mason

University. Davis graduated from Amherst College, where he earned his degree in

Political Science. He served as a field director for President Nixon’s 1972 campaign,

was elected as a representative for Mason District on the Fairfax County Board of Su-

pervisors in 1979, won a seat in the U.S. House of Representatives in 1994, and chaired

the National Republican Congressional Committee in 2000 and 2002. He is one of

America’s foremost experts on political demography and American elections.

Nathan S. Kaufman

Managing Director and founder of Kaufman Strategic Advisors, LLC. Mr. Kaufman has

more than 35 years of experience and is a renowned expert in the areas of peak

performing hospitals and physician groups, hospital strategy, physician

compensation, integrated delivery systems, managed care, joint ventures and

dispute resolution. Throughout his career, he has held executive positions in a wide

range of health care companies and currently serves on various boards. His

educational credentials include an M.S. in Health Systems from the Georgia Institute

of Technology and a B.S. in Psychology from Emory University.

Aaron Carroll, M.D.

Professor of Pediatrics, Associate Dean for Research Mentoring, Director of the

Center for Health Policy & Professionalism Research at the Indiana University. Dr.

Carroll earned a B.A. in chemistry from Amherst College, an M.D. from the Universi-

ty Of Pennsylvania, and an M.S. in health services research from the University of

Washington. His research focuses on health care financing reform; information

technology; & health policy. Dr. Carroll’s blog, The Incidental Economist, is one of

the most well-read health policy blogs in the world.

Eric A. Jordahl

Managing Director of Kaufman Hall & Associates. Mr. Jordahl directs the firm’s

Financial Advisory practice, which focuses on helping hospitals and health systems

with credit positioning, financial risk management, debt offerings, interest rate swaps,

structuring and execution of specific financial transactions, and monitoring and

managing capital structure performance. He has extensive experience working with

program honors individuals who make a real difference to Virginia’s hospitals and

health systems, and to health care in general, by being selfless,

Rear Admiral Alton L. Stocks, M.D. (Ret.) Rear Admiral Alton L. Stocks, M.D. is receiving the VHHA Meri-

torious Award. Dr. Stocks is a physician, a decorated naval officer,

an effective national policy maker and a decisive leader.

In 2015, Dr. Stocks began his career at Chesapeake Regional Medi-

cal Center (CRMC) after more than 40 years in the U.S. Navy. After

attending the U.S. Naval Academy, he trained in nuclear power,

went to submarine school, then joined the medical corps, eventual-

ly attending medical school at Georgetown University.

He began his tenure as a pediatric nephrologist, quickly moving up

the ranks to administrative roles. Throughout his career, Dr. Stocks

has had the opportunity to influence national policy and military

strategy, making a positive impact on the entire Commonwealth

while stationed on the eastern seaboard.

Prior to arriving in Virginia, Dr. Stocks served in leadership posi-

tions in Texas and as the Sixth Fleet Surgeon in Italy. After report-

ing to Fleet Forces Command as the surgeon in Norfolk, VA., he deployed as the Joint Task Force Hai-

ti surgeon following the devastating earthquake in 2010.

While at Fleet Forces Command, he initiated the process of bringing the U.S.N.S. Comfort to Virginia

from Maryland. The move reportedly saved the U.S. Navy $3 million in the first two years. From a

state perspective, the hospital ship’s move generated millions of dollars for the Commonwealth’s

economy. The ship which regularly employs about 80 people - more when deployed - produces

more than $30 million annually for its home port, according to the Baltimore Sun. The move of the ship

also required a pier overhaul in Norfolk, creating additional jobs beyond the onboard careers and

ship’s support services.

In addition to the economic boon and job growth, the ship put the state in the health care limelight.

Now home to both the Navy’s largest medical center and one of the two largest mobile hospitals, Vir-

ginia is in a position to impact national health care policy—particularly in the realm of Veteran’s af-

fairs.

In May 2010 Dr. Stocks transitioned to commander of the Navy Medicine East and Naval Medical Cen-

ter Portsmouth. As the country’s busiest hospital of its kind, Dr. Stocks developed a joint venture with

the military hospitals at Joint Base Langley-Eustis and worked to integrate health services with the

Hampton Veterans Affairs Medical Center.

In September 2011, Dr. Stocks assumed command of the Navy Medicine National Capital Area and

Walter Reed National Military Medical Center at Bethesda in Maryland. While at the helm, he com-

bined the National Naval Medical Center and Walter Reed Army Medical Center into the largest

medical center in the Department of Defense. The merger combined the best of the organizations’

technology and medical personnel to provide world class health care.

Dr. Stocks was named Deputy Chief of the Bureau of Medicine and Surgery’s Wounded Ill and Injured

Program in 2013. During this time, he worked to reduce the turnaround time for military members

transitioning their health care to the Veterans Health Administration and led programs that improved

the quality of life for service members with Post Traumatic Stress.

Now in Chesapeake at a community civilian hospital, Dr. Stocks has the opportunity to impact Virgin-

ia’s health care system in a different way. CRMC has already seen increased reimbursements and an

improved bottom line since Dr. Stocks joined CRMC. He looks forward to integrating programs with

public and private health care organizations in Virginia to improve the quality of life for civilians and

veterans in the Hampton Roads Community.

David L. Bernd

David L. Bernd is receiving the VHHA Distinguished Service

Award. Bernd has served as the Chief Executive Officer of Sentara

Healthcare for more than 20 years. During that time, Sentara has

undergone a remarkable transformation. When David assumed the

CEO role in 1995, Sentara served Hampton Roads with four hospi-

tals, a newly formed 63-physician medical group, a 143,000-

member health plan, and the beginnings of a nursing home, assist-

ed living, home care and hospice services.

Today, Sentara is a $4.7 billion, multi-state, integrated health sys-

tem with 12 hospitals, four medical groups with more than 900 pro-

viders, a health plan with more than 450,000 members, and ex-

panded services. Under Bernd’s leadership, Sentara has become

the largest system in Virginia based on inpatient market share, and

has developed a national reputation for safety, quality, and

innovation.

Bernd was named by the U.S. Secretary of Commerce to serve as a

member of the Measuring Innovation in the 21st Century Economy Advisory Committee of the

Department of Commerce in 2006-2007. He was Chair of the VHHA Board of Directors from No-

vember 1994-October 1995, and in 2004, he served as chairman of the American Hospital Asso-

ciation’s Board of Trustees, making him the top elected official of the largest hospital and health

system association in the nation.

Bernd has also devoted significant time to mentoring the next generation of health care execu-

tives through the support of fellowship programs. Since becoming CEO, he has supported over

60 administrative fellows who are now leaders throughout Sentara, as well as other health sys-

tems.

Bernd supported the evolution of the Sentara School of Health Professionals from a diploma pro-

gram to today’s Sentara College of Health Sciences offering a Bachelor of Science in Nursing de-

gree program. He has always placed a strong emphasis on education. He also supported a tui-

tion reimbursement program for Sentara employees, and the launch of leadership programs at

Sentara for nurse executives, physicians, administrative fellows and middle management. Bernd

has been a champion of the strong relationship between Sentara and Eastern Virginia Medical

School (EVMS), which included the establishment of Sentara Norfolk General Hospital as a major

teaching hospital and, most recently, a $10 million endowment in 2011 to support two initiatives

around medical simulation and the treatment of elderly patient safety.

At the heart of all his commitments is Bernd’s dedication to service, through the care Sentara

provides to its patients, and to expanding the access to care for those unable to afford it.

Otey C. Dudley

Otey C. Dudley is receiving the VHHA Excellence in Govern-

ance Award. Dudley is the retired past president of the John-

ston Memorial Hospital (JMH) Board of Trustees. In a time of

great transition, Otey contributed countless hours, energy,

leadership, and forward thinking to JMH.

JMH had been an independent hospital for more than 100

years, when the time came for a discussion about the future of

health care and JMH’s place going forward. Dudley was in-

strumental in merger talks to secure the organization’s future.

He worked with the entire board to procure a solution of part-

nering with Mountain States Health Alliance, a move to sustain

JMH for another 100 years, and sustain the community it

serves.

Dudley’s vision allowed JMH to secure its place in the health

care market. The accord led to the construction of a new, state

-of-the-art facility that has received several accolades for its

design, including the Leadership in Energy & Environment

Design (LEED) Gold-level certification shortly after opening in 2011, and its recent certification

as a U.S. Environmental Protection Agency (EPA) ENERGY STAR facility in 2015.

In addition to constructing a new facility, JMH was able to grow services at an unprecedented

rate, during Dudley’s tenure on the board. JMH expanded its cardiovascular service line ena-

bling it to perform lifesaving, interventional cardiac procedures. JMH also grew other programs

and specialties under Dudley’s tenure including pulmonary/critical care, vascular surgery, neu-

rology, endocrinology, nephrology, and others. He carefully balanced the community-hospital

structure with expanding service needs to better care for a growing patient population.

Dudley continues to play an active and important role at Johnston Memorial Hospital and within

Mountain States Health Alliance through his service on the system’s Finance Committee.

Dudley has always been supportive of the organization and worked hard to ensure that the best

interests of the hospital, its people, and the community are at the forefront of every discussion.

Dudley led the organization through a time of great uncertainty and change with grace and

steadfast leadership, all while working as the President & CEO of a company facing its own chal-

lenges. He gives unselfishly of his time and talents, he’s spent countless hours growing and

shaping the future of JMH, ensuring his impact will be felt for many years to come.
