    Glossary of terms

    • Air Quality Control egion -- A geographic area within which air

pollution is measured; usually a city and its surrounding countiesand comprising two or more planning districts.

    • Area !our"e -- Any stationary source that is not a major source.

    • #est Availa$le Control %e"hnology AC%' -- That pollution

control method that is recognized as the one removing thegreatest amount of air pollutants for a particular industry orprocess. Cost is considered in requiring BACT.

    • Closure -- The act of securing a waste management facility inconformance with applicale requirements.

    • Criteria (ollutant -- Any air pollutant for which !"A has

estalished a #ational Amient Ait $uality %tandard& caronmono'ide( lead( nitrogen o'ides( ozone( particulates and sulfuro'ides. Criteria pollutants are measured in air quality controlregions to determine whether the area meets or does not meet thefederal air quality standard.

    • Dis"harge to !tate )aters -- )elease of pollution from a ditch(

pipe or other conveyance to surface waters *la+e( stream( cree+(river or tidal wetland,.

    • General (ermit -- A set of conditions that can e standardized for

a numer of facilities; use of general permits where possileeliminates individualized permits for similar situations and ischeaper and less urdensome administratively than individualpermits.

    • *a+ardous Air (ollutant &*A(' -- ne of /0 sustances and

compounds for which !"A is estalishing 1ma'imum achievalecontrol technology1 standards. A major source of 2A"s is

considered one that emits 3 tons per year of a single 2A" or 45tons per year of multiple 2A"s.

    • *a+ardous ,aterial -- %pecific sustances listed y !"A( and any

other sustance that is corrosive( ignitale( reactive or to'ic.

    • -oint (ermit Appli"ation -- An application for disturing a

waterway or wetland that when filed with the 6irginia 7arine)esources Commission is automatically distriuted to the

8epartment of !nvironmental $uality and the 9.%. Army Corps of!ngineers for determination of permit need y those agencies.

    • o"al )etlands #oard -- A citizen oard in some Tidewater

jurisdictions that regulates tidal wetlands and sand dunes.

    • owest A"hieva$le Emission ate &AE' -- The air emission

rate that is the lowest possile for a type of facility for a specificpollutant; required of air pollution sources in air qualitynonattainment areas.

    • ,aor !our"e -- Any source defined as major under the

"revention of %ignificant 8eterioration program; in a nonattainmentarea; or all other sources not meeting the definition of "%8 ornonattainment area who emit 33 tons per year of a regulatedpollutant. :or sources suject to federal 7ACT rules( a majorsource is one that emits 3 tons per year of a single hazardous airpollutant or 45 tons per year of any comination of hazardous airpollutants.

    • ,a0imum A"hieva$le Control %e"hnology &,AC%' -- The

ma'imum degree of reduction in air pollution for new and e'istingsources( ta+ing into consideration cost( non-air quality health andenvironmental impacts and energy requirements.

    • ,o$ile !our"es -- Automoiles( aircraft( fleets of cars( truc+s and

other air pollution sources that move from place to place.

    • ,odified 1a"ility -- Any stationary air pollution source that

ecause of changes in equipment( processes or hours of operationemits new or increased pollutants.

    • 2ational Am$ient Air Quality !tandards &2AAQ!' -- 7a'imum

allowale concentrations of pollutants that !"A may reasonalyanticipate pose a danger to pulic health or welfare. henviolated( the standards cause an area to e designated anonattainment area.

    • 2ational Emissions !tandards for *a+ardous Air (ollutants

&2E!*A(' -- %tandards for asestos( enzene( eryllium(inorganic arsenic( mercury( radionuclides and vinyl chloride.

    • 2ew !our"e (erforman"e !tandards &2!(!' -- Technology-

ased limits on air pollutants from new and modified sources.

    • 2onattainment Area -- A geographic area that violates the

    #ational Amient Air $uality %tandards.

  • 8/20/2019 Virginia Department of Environmental Quality

    • 2on"riteria (ollutant -- Any recognized and otherwise regulated

air pollutants that are not listed as criteria pollutants.

    • (ermit3$y3ule -- A simplified permitting process y which certain

types of waste management facilities receive a permit uponsumittal of required application materials( or in other cases( when8!$ ac+nowledges receipt of the required information.

    • (ollution 4ffsets -- Air pollution reduction credits that offset any

increased emissions resulting from a prospective new ore'panding industry in a nonattainment area.

    • (retreatment -- %pecialized industrial wastewater treatment(

performed at the source( that ma+es the wastewater suitale fordischarge to a pulic sewage system.

    • (revention of !ignifi"ant Deterioration &(!D' -- An air pollution-

permitting program intended to ensure that air quality does notdiminish in attainment areas.

    • (!D 5n"rement -- The ma'imum increase in concentration that is

allowed to occur aove a aseline concentration for a pollutantwhile ensuring that an area continues to meet federal air qualitystandards.

    • (u$li"ly 4wned %reatment )or6s &(4%)' -- A sewage

treatment wor+s( normally for treatment of sanitary sewage( ownedy the state( a local government( utility authority or community.

    • !tate 5mplementation (lan &!5(' -- A plan through which a stateinstitutes air quality protection measures that meet federal criteria.hen approved y !"A( the state is delegated federal authority for air quality regulation.

    • !tationary !our"e -- An air pollution source permanently located

    in a single location.

    • %idal )etland -- Any saltwater or freshwater wetland that is

    influenced y tidal action.

    • %o0i"s --
