I would to like welcome everyone to the

VAVRS 78th Annual Convention. Each year the

convention committee works very hard to make

convention such a success. This year the

convention committee has set up activities for

the youth and they will get the opportunity to

test their skills in EMS.

This past year I have attended different

districts to obtain information and learn how

each of the districts continue to maintain the

interest in their district. It really amazes me

how the contests are so challenging and how

each team rags on each other, but at the end,

they compare each of their skills to improve

their skills at the next contest or get ready

for convention.

I am very proud of the junior officers and the

junior advisors. In July the junior officers and

advisors held a leadership workshop at Concord Rescue Squad. I would like to thank Bruce Stratton for

helping us to make this such as success. The junior officers worked together hosting a mock meeting

and were given challenges to see how they performed to resolve the problem. They handled the

problems very well. We must continue to work and assist the junior crew, as they are the backbone of

our organization.

I would like to thank Fern Puckett, President of the Auxiliary for her great leadership. I am very proud

of her and the efforts of all of the auxiliary members. The auxiliary works very hard to make VAVRS a

successful organization.

This past year VAVRS has had many challenges. I have been very fortunate to have this team of

officers to work with. It certainly has been a team effort. It seems that once we finished one problem,

another one would pop up. It really has been challenging year. I thank all of you for your support.

As most of you know, I was the chairman for the EVOC competition at convention

for over twenty years. On Monday, August 27, 2012, we lost one of our team

members. Anne “Boss Lady” Gwaltney passed away at her home in Surry, Virginia.

Anne will certainly be missed, but never forgotten. She kept us in line and when

Tommy and Doug got out of line, she certainly jerked the rope. Anne, we miss you

and love you.

Traveling around the state the last few years, I

would stop and visit various VAVRS Rescue Squads.

In all the visits I have found that a little bit of the

Covington Rescue Squad exists in every one of those

squads. When speaking to other volunteer rescue

squad members, you hear that they have your squad’s

problems. Golly, I thought our organization was the

only crew that manifested these problems. The one

issue I always hear about the most is the

membership of rescue squads can’t seem to bond as a team. Several of their members want to answer

the calls, do what they can to maintain their certifications, and go home.

One member at a rescue squad in the Richmond area had told me that she had been a member of her

crew for three years and knew of two other members that had been in longer than her. The three run

several EMS calls together on a regular basis, and she does not know much about them other than in

their working relationship, because they do not “BOND”. Sounds like a couple of folks in my crew.

In 1993, then Covington Rescue Squad President Mac Burkholder gave each of our members a piece of a

puzzle from a box. I still carry that puzzle in my wallet today. He said in that meeting each member of

the crew was a piece of the puzzle. Without that piece of your puzzle, the picture of your rescue squad

could never be complete. Admit it to yourself or not, this is a very accurate statement. Look at your

rescue squad. No matter how proud you are to be affiliated with your crew, how many pieces of your

overall puzzle picture are missing? I bet you have at least one.

As president of my crew, I feel it is my duty to glue my puzzle together, to bond the overall picture in

building a team. Do not get me wrong, we have a great rescue squad, answer our calls, maintain our

training, and provide education and assistance to our community, however we have a bondage problem.

Peer through our window a few years back and we had something broken. What was broken was

fellowship and comradery with our crew. Now, what in the world was I going

to do to fix this mess? A few years back when this dilemma twisted into my

brain, I started to think about ways to unravel the problem. These are a few

things I accomplished in bonding my crew and bringing teamwork full circle.

We put out a committee to overhaul the bylaws of the rescue squad to

make the operations of the crew more user friendly. This process took a

couple of years, but has helped, especially in members wanting to transition

to another membership level.

As president, I developed and had the crew adopt the “Inactive College

Status”. When our young members

left the area to attend college,

their activities with the crew fell

off, ultimately dropping them from

the membership roll. Now they may

ask by letter to be put on the

“Inactive College Status”. This

enables them to go to school, and

when they are home on school

break, weekends, or holidays, they

may return to answer calls and

continue as members as long as they

maintain their certifications. This

has worked very well and is

considered a success. When these

members finish school, they may ask

by letter to be put back into active

status, and then continue were they left off.

I was told a long while back by a respected past member, John Rice, (deceased) when in the chair as

president, “always be stern with your bylaws, and gentle with your members”. As president since

2006 I treat the chair with respect. As well as my members, however, still throw a joke their way

while in meetings, which ease the tension. Although meetings are serious business, a joke will take

that “deer stare look” off the faces of your members.

Schedule your work sessions and drill meetings once in a while with a feed to follow. It does not

have to be anything expensive, a hot dog and drink, or pizza. Everyone likes food and it draws your

members out to these events. It is a great way to work and throw the ingredient of fellowship in

the mix.

When at convention last year, what caught my eye? Someone came to convention with a “corn hole

game”. Members loved it and I saw that members were again drawn together in fellowship and

having fun. When we returned from convention, I immediately put out a committee to construct two

sets of “corn hole games”. The local lumber company donated the material, and a team effort built

the games. We completed two sets of corn hole games with the bags for under fifty dollars. On

many occasions, we have had a swell time swinging our arms in competition with each other.

In summary, my point is this. Your crews volunteer their time to serve their community. In order to

have a team, sometimes you need the glue to bond your members into a family group. Comradery and

fellowship among the members is your web to a successful working group. Do we have the picture

perfect? No we don’t, but our bondage as a team is better today than yesterday using ideas to bring

our organization together. It takes a little effort, but the rewards are awesome. It has to start at the

station with member bondage before you go out into the community providing pre-hospital care as a

team. Start building your team today. Give it a try, and you can then call your rescue squad,

“A VAVRS Family, Serving Virginians.”

The VAVRS EMS Exchange Program is honored to welcome 3 medics from Columbia South America

to our 2012 Convention. Please take time to welcome Oscar Echeverry, Diana Uribe and Eddinson

Dusson. The group will be in the US from Sept 20th through Oct 6th for their visit with the

VAVRS. They will be traveling around the state visiting many destinations as well as participating

in an ACLS and PALS recertification course and a Tactical Medic Course. They will be at our

convention all week and take part in several activities throughout convention, to include the

Opening on Thursday, the parade, and the Saturday night Installation and Award Ceremony.

América del Sur a nuestra Convención de 2012. Por favor, tómese el tiempo para dar la

bienvenida Oscar Echeverry, Diana Uribe y Dusson Eddinson. El grupo estará en los EE.UU. a

partir de 20 de septiembre a través de 06 de octubre por su visita con los VAVRS. Ellos van a

viajar por todo el estado visitando muchos destinos, así como la participación en un curso de ACLS

y PALS recertificación y un curso táctico Medic. Ellos estarán en nuestra convención toda la

semana y participar en diversas actividades a lo largo de la convención, incluyendo la apertura del

MEMBERS

All Auxiliary meetings will be held at the Virginia Beach Resort and Conference Center.

The Official Opening of the Convention will be Thursday, September 27th, at 6:00 p.m. at the Virginia Beach Convention Center. A social will follow from 7:00 to 8:30 in the Vendors Exhibit Hall. The AVAVRS District Vice-Presidents will be helping to host this event.

The Executive Board Meeting will be held at 2:00 p.m., on Thursday, September 27th in the Chesapeake Room. Please be sure to bring your DOOR PRIZE to this meeting. The door prize should cost a minimum of $5.00, should be tagged with your Auxiliary name, and should not be clothing or anything that is sized. Also, please come prepared to give an accurate count of the number of Auxiliary members and guests who will be attending the Saturday breakfast. Include your State Officers in your count. There will be no changes

in the count. The cost of the breakfast tickets will be $10.00 per person.

To save time and to help shorten our meetings, the sign-in procedure will be in place again this year. All voting delegates must sign-in at their respective district location at the sign-in table, which will be located on the balcony, get a voting card, and be seated by meeting time. You must sign in for all three (3) meetings.

The General Business Meeting will be Friday, September 28th at 10:00 a.m. and will be held in the Chesapeake Room. We will disburse breakfast tickets at this meeting. Please be sure to have the correct amount of money for the number of tickets ordered. This will help a great deal and speed up the process of picking up your ticket (s). Checks should be made payable to the AVAVRS.

There will be a parade on Friday night beginning at 7:00 p.m. The President’s Reception hosted by Chesterfield Insurers, will be held at the Virginia Beach Resort and Conference Center from 8 p.m. until 11 p.m. in the Sunset Ballroom. Each Auxiliary is asked to contribute 2 door prizes for the President’s Reception.

The Annual Breakfast will be on Saturday, September 29th, beginning at 8:00 a.m. in the Chesapeake Room followed by the Business Meeting and presentation of AVAVRS Awards. No one will be admitted to the breakfast without a ticket. However those not wishing to attend the breakfast may attend the Business Meeting beginning at approximately 9:00 a.m.

The festivities on Saturday night will be held at the Virginia Beach Convention Center and will include the Installation of Officers, Memorial Service and Awards. There will be no food provided following the presentations.

PLEASE REMEMBER YOU MUST HAVE A DELEGATE AT THE ENTIRE THURSDAY, FRIDAY AND SATURDAY MEETINGS; HAVE PAID CURRENT DISTRICT AND STATE DUES; AND HAVE ATTENDED AT LEAST ONE DISTRICT MEETING SINCE LAST CONVENTION IN ORDER TO BE ELIGIBLE TO VOTE, PRESENT RESOLUTIONS, WIN AVAVRS OR VAVRS AWARDS, OR HAVE A MEMBER HOLD DISTRICT OR STATE OFFICE.

WHAT IS A “BOG?”

When referring to the Virginia Association of Volunteer

Rescue Squads, a BOG is the Board of Governor or

sometimes referred to as a Delegate who represents the

squad or crew at the Spring BOG Meetings and

Conventions. The person is either elected or appointed by

their squad or is the President or Chief Operations

Officer of the squad.

What are the responsibilities of the BOG? They should

attend all of the meetings of the VAVRS which take place

on Thursday, Friday and Saturday during convention.

Make sure to sign in each day at the tables in front of

the meeting room at the Virginia Beach Pavilion.

Take notes as to what transpired during each of these meetings so a report can be given to your

organization. A BOG is free to vote as they see fit unless they are instructed by their squad how to

vote on certain matters. Squads should avoid telling a BOG how to vote on issues because certain

information may come up on the floor that would change the perception of the whole situation and the

BOG would still have to vote the way he or she was instructed.

If the squad doesn’t trust their BOG’s Judgment, then they should not be their representative at the

meetings. Some squads will tell the BOG how to vote in elections.

A good BOG will vote the way they feel that their organization would want them to vote, even though

they personally might not agree with it.

Remember, a BOG is representing their entire organization and should not take that responsibility

lightly.

PARADE CONTEST RULES 2012

The 2012 VAVRS Convention Parade will be held Friday September 28, 2012. The parade is not a contest; it is an opportunity for member organizations to display their organization with pride and in a positive manner while having fun without the stress of competition. Although this is not a contest, all contest rules need to be followed as trophies will be awarded per contest rules. Entries received after the registration (August 31, 2012) deadline will be allowed to participate in the parade; however they will not be eligible for a parade trophy. Parade trophies will be presented at the Saturday Night Awards Ceremony.

PARADE LINE UP The parade will begin line-up at 6:30 p.m. The line-up will be from Laskin Road, north on Atlantic Avenue with no units being required to form on the side streets. All entries will be assigned a time to report for the parade line-up. Line-up times shall be based upon the date of receipt of the entry form in the State Office. The parade Committee reserves the right to reassign entries as needed to allow an even distribution of entry types throughout the parade. All entries must pick up their assigned line-up time at the VAVRS booth in the exhibit hall at the Virginia Beach Convention Center. At the assigned time, entries must report to 35th Street and Atlantic Avenue to check in. Once checked in, entries will be directed to proceed down Atlantic Avenue where they will be positioned by parade staff. The

parade will move out PROMPTLY at 7:00 p.m.

PARADE RULES The following are rules governing the parade and all participating squads/crews MUST follow them to prevent the possible loss of points and/or disqualification. Starred (*) items indicate an automatic disqualification of the entire squad/crew if not complied with.

1. Each entry must report to the parade check-in located at 35th Street and Atlantic Avenue by way of

Pacific Avenue. Do not use Atlantic Avenue.

2. Each entry must report to the parade check-in promptly at the time assigned. Squads/crews with multiple entries are assigned times together and must report to check-in together.

3. Each entry will be required to show his/her convention registration badge at check-in.

4. The use of sirens, horns, whistles, radios and/or public address systems is permissible only as needed for the theme of the float and/or for

performing skits in front of the judges reviewing stand.

5. Any skit, routine, marching drill, etc., must be performed in front of the judges reviewing stand only. Performance time shall be limited to no more than two (2) minutes.

6. Each entry shall maintain a space of no less than thirty feet (30’) and no more than fifty feet (50’) distance between themselves and the entry in front of them for the safety of the parade participants and also for a good appearance in front of the judges and public.

7. All equipment displayed in open compartments must be secured to prevent any equipment from falling out. All other equipment and/or decorations must also be adequately secured to prevent injury and/or littering.



8. * All vehicles must be operated in a safe manner and in accordance with all applicable laws of the local jurisdiction and the Commonwealth of Virginia.

Understanding that some squads/crews enter vehicles (golf carts, etc.) which are not by law allowed to operate on the public roadways, these vehicles must be operated in a safe manner at all times. These vehicles must arrive for and depart from the parade in accordance with all applicable laws of the local jurisdiction and the Commonwealth of Virginia.

9. Entries shall not throw items, such as (but not limited to) candy and/or gum. Entries wishing to distribute items during the parade should have someone walking along the side of the parade route handing the items to the spectators so that they do not have to enter the roadway.

PARADE JUDGING CRITERIA

A marching unit is defined as several members of an organization who move along as if in military formation. Members walk in a stately or deliberate manner with regular, steady steps of equal length, evenly spaced in line from left to right and from front to rear. Uniforms should fit well, be clean, neat and well pressed. All badges, insignia and patches should be in the same location on all uniforms and neatly attached to the garment. All uniforms whether dress uniforms or actual working uniforms, will be judged on their appearance, not on the actual expense put into each uniform.

Other entries include all quick response vehicles, support units, ambulances, rescue trucks, floats and novelty units. (Vehicles pulling floats will not be judged) All physical aspects of the vehicle will be considered. Is it clean? What is the condition of the paint, detailing and/or lettering? Do the tires appear to be in good condition? Is the body free of scratches and dents? Do the lights work? Crew members are also included. Are the crew members in uniform? Do they give a professional appearance? Do floats have a theme? Also include SAFETY. Is the entry being operated in a safe manner? Are crew members wearing safety belts? Is the equipment safely secured?

Showmanship for all of the above categories is very important – BE CREATIVE! Showmanship could mean more than a comical skit in front of the judges reviewing stand. The way your personnel handle this ―walk down the street,‖ promoting public safety or sharing the history of your squad/crew by action or display, could all define ―showmanship‖. IMAGINATION IS THE KEY in combining all of the judging criteria to earn a parade trophy.

Every vehicle, marching unit, float and novelty piece is considered and judged as a separate entry. This provides the squads/crews that are not able to have more than one (1) entry in the parade a chance for a trophy against those with multiple entries. The decision of the judges and Parade Committee is final. The number of trophies awarded in each category will be based on the number of entries per category. Please read all of the above information. Remember, this is supposed to be a fun activity during the Convention. GOOD LUCK to all who enter. We hope that every squad/crew in the VAVRS will be represented in the 2012 Parade.

When registration packets are picked up at the Virginia

Beach Pavilion be sure to go by the Recruitment &

Retention Table [near the Registration Area] and pick

person. You may also fill out an entry form for the

VENDER VOUCHERS to be given away at the Venders

Reception [see below].

2. ATTEND THE OPENING OF CONVENTION AND THE

VENDERS RECEPTION

The Vender’s Reception will be held directly after the opening

on Thursday evening from 7:00 to 9:00 p.m. IF YOU HAVE NOT

ALREADY FILLED OUT AN ENTRY FORM you may do so at the

Recruitment & Retention table near the door of the reception

area on Thursday evening. The $20.00 VENDER VOUCHERS will

be given away throughout the reception. When using a Vender

Voucher to purchase an item costing less than $20.00 you will

not receive change. YOU must be present to win.

AFTER THE CONVENTION, make an effort to attend your

District meetings. At the meeting make an effort to make

friends with other squad members and talk with them about

their Recruitment & Retention efforts and fund-raising

programs.

IMPORTANT INFORMATION AND

COMPETITION RULES

In order to compete in any contest, each participant must be registered with the Squad they will represent for the Convention. All team members must be active members of the Squad they represent and members in good standing with that Squad as well as the VAVRS.

Individuals must possess their registration badge and all current cards in the contest in which they are competing. Your squad is responsible for its team’s participation, including picking up packets during registration hours. If your team does not show, the squad will be assessed $75.00 per team entry. All participants must wear personal protection equipment appropriate for each contest in which they participate.

Any team member who uses abusive language or becomes abusive in any manner toward a contest judge will cause the entire team to be disqualified.

There will be no formal grievance procedure. The decision of a particular contest chair is final. Auxiliary and Junior teams be sure you know the rules or your organization in addition to contest rules.

RULES FOR COMPETING AT VAVRS STATE COMPETITION Please refer to the website, www.vavrs.com, for rules that pertain to each of our individual contests. Please read these rules before entering into competition.

(1) The agency must be a member of the State Association and have their Captain or President verify membership.

(2) All team members will be REQUIRED to show the following:

A. Convention identification badge.

B. Picture identification. Example: driver's license or an identification badge with picture, name, etc.

C. Current card in the contest in which they are competing. Example: Vehicle Extrication - each member would need a current Vehicle Extrication card.

This rule does not apply to the AVAVRS teams competing in the EMT contest.

One VAJVRS member must possess an EMT card for their team to be able to compete in the EMT contest.

(3) Teams which are competing MUST have a squad representative sign in at all BOG meetings.

(4) An individual can only compete one time in each event.

(5) Any team member who uses abusive language towards a judge will cause the whole team to be disqualified.

(6) If it is determined that an individual gave information to a team which will help that teams competition, the team receiving the information will be disqualified as well as the individual who gave out the information.

(7) There should be separate categories and trophies awarded for any out-of-state teams in EMT only. Must show current certification.

(8) Score sheets will be reviewed by team Captain on what was missed following completion of the problem. No numeric values on score sheets at this time.

CONVENTION CONDUCT GUIDELINES

The serving of alcoholic beverages to persons under 21 years of age is expressly prohibited. Allowing persons under 21 years of age in your squad/crew to consume alcoholic beverages is also prohibited.

Over indulgence in alcoholic beverages, especially to the point of intoxication, is prohibited by anyone attending the Thursday Night Opening Ceremony or Vendor’s Reception; the Friday Night President’s Social and the Saturday Night Awards Ceremony or any other function of the convention.

Unacceptable behavior, such as (but not limited to) refusal to leave when asked, disruptive behavior (heckling), intoxication, throwing ice, abusive language or abuse of any kind, will culminate in the individual (s) being asked to leave.

THE INDIVIDUAL(S) AND THEIR ENTIRE SQUAD/CREW will also be prohibited from competing in or attending the next convention. Any act of vandalism/larceny to public, private or business property will also be penalized in the same manner until full restitution is made. If upon the request of the Convention Committee, the Executive Committee feels the seriousness of the matter warrants, this time could be extended.

The squad/crew penalties may be waived by a majority vote of the Executive Committee if the individual squad/crew produces satisfactory evidence that the responsible party (s) has been dealt with appropriately.

In the convention issue last year spent most of your

column telling us readers about some very funny

incidents between you and your wife...I believe you

called it “That is when the fight started! Got any

more you could share with us?

Dear Fern,

I am not especially proud of this past 15 rounds but

maybe Beecher will like learn something from them

so here you go……

Round One: My wife and I went to a local buffet

and I went over and started talking to some of the

female wait staff. I remember my wife being asked

by the hostess, “Doesn’t is bother you that your

husband is always flirting with women around here?”

I overheard her say, “No, not really, I mean, dogs

chase cars, but that doesn’t mean they know how to

drive.” That is when the fight started!

Round Two: My wife asked me if I liked her

cooking and without thinking I said, “Let’s put it this

way, the house flies are taking up a collection to fix

the screen door.” That is when the fight started!

Round Three: We were on vacation and went out

for breakfast, I asked the waitress to bring me

some burnt toast, overcooked eggs, two pieces of

raw bacon, cold bitter coffee and to yell at me when

she brings it to me. The waitress ask me if I was

crazy and I said, “No, just homesick.” That is when

the fight started!

Round Four: My wife said, “Let’s go out tonight.” I

said, “OK, but if you get home before I do, leave the

hall light on.” That is when the fight started!

Round Five: One of our sons came home and

announced he would be playing the part of a husband

in a school play. I said, “Too bad you didn’t get a

speaking role.” That is when the fight started!

Round Six: One of our sons asked me what was the

biggest difference between a wife and a dog. I said,

“The biggest difference is that after your first year

together with the dog, he is still excited to see you

when you come home from work.” That is when the

fight started!

Round Seven: Our son asked what is the

shortest sentence in the English language and I

said, “I am”. My wife piped in and said, what

about “I do, that is equally as short.” I said,

“No dear, I do is the longest sentence in the

English language.” That is when the fight

started!

Round Eight: My wife informed me that I had

not said a word to her for over 14 days. I said,

“I’m sorry dear, I didn’t want to interrupt you.”

That is when the fight started!

Round Nine: I told my wife I wanted to do

some sit ups but I needed some sort of

incentive. She put the remote control between

my toes. That is when the fight started!

Round Ten: My wife asked me if she was the

first woman I ever was intimate with? I said,

“Why do women always ask me that question?”

That is when the fight started!

Round Eleven: My wife asked me why women’s

feet are smaller than men and I said, “to stand

closer to the sink.” That is when the fight

started!

Round Twelve: My wife told me one morning,

“I notice that every morning the neighbor

kisses his wife goodbye and every evening

brings her flowers. Why can’t you do that. I

said, “I don’t even know her.” That is when

the fight started!

Round Fourteen (13 would be unlucky): My

wife said, “I’d go to the end of the world for

you.” All I said was, “But would you stay

there?” That is when the fight started!

Round Fifteen: I said to my wife, “Honey, we

have eight kids and Ben looks different from

the rest. I know it’s a terrible thing to ask, but

does he have different father? She said, Yes,

he does.” I calmly asked, “Who is his father?”

and she said, “You.” That is when the fight

ended!”
