new hiring bonus VBPD is offering.

Starting salary for current Virginia DCJS certified officers and Academy graduates is now

$51,000 – the highest in the region. The new hiring bonus of $5,000 is being offered for

candidates who are Virginia DCJS certified, with 12 months police experience after completion

of training or are currently certified as a law enforcement officer from another state with at least

12 months experience.

Registered voters in the Kempsville District who are interested in filling the vacant Kempsville

District Council seat are encouraged to apply for consideration. Candidates must provide a

letter of interest, resume or C.V. and a statement of economic interest. Application materials

must be submitted by noon on Monday, Aug. 2, to

City Clerk Amanda Barnes.

The citizen City Council appoints will serve until a

candidate is selected during a special election in

November, and that individual has been deemed

qualified to serve and takes the oath of office.

Applications will be reviewed in closed session on

Aug. 3. The City Council will interview selected

candidates during a public special session on Aug. 10. Immediately following the interviews,

City Council will deliberate and vote to select an appointee that same day.

• A second round of $10,000 grants are available to assist nonprofits located in or

serving Virginia Beach through the Virginia Beach Pandemic Relief Partnership. Grants will help with

operational costs and expenses such as wages and benefits, rent, utilities and insurance. The deadline

• The second public meeting for the 2022 Hampton Roads Hazard Mitigation Plan

will provide the opportunity to learn about the Hazard Identification and Risk Assessment section of

• Commissioner of the Revenue Phil Kellam extended the deadline for qualified

taxpayers applying for year 2022 real estate and year 2021 personal property tax relief from June 30 to

July 31. This extension will allow additional time to accumulate the materials necessary to apply and

All clinics listed will have Johnson & Johnson (one dose), Moderna (two dose) and Pfizer (two

dose) available. Appointments for the clinics are encouraged, however, walk-ins will be

accepted. Those under 18 will be offered the Pfizer vaccine and must be accompanied by a

parent/guardian.

VBDPH has confirmed the presence and spread of the delta variant within the community. The

variant spreads most rapidly in communities with low vaccination rates, pointing to the

importance of increasing vaccine coverage. Virginia Beach’s case counts are trending upward

with an average daily case count of 20 per day, up from a low of four cases per day in mid-June.

The Virginia Department of Health is continuing to conduct contact investigation (CI) and

contact tracing (CT) for all known cases. Conducting timely CI and CT is critical to our ability to

prevent the spread of COVID-19 in the community. It is encouraged that all those who receive a

call from the health department to follow-up as quickly as possible.

Getting a COVID-19 vaccine is the most important thing that can be done to stop the spread of

the virus. In the Eastern Region of Virginia, 99% of all COVID-19 cases, hospitalizations, and

deaths that have occurred between late January and June of 2021 have occurred in non-fully

vaccinated individuals.

The first meeting of the Mayor’s Inclusion, Diversity, Equity, and Accessibility (IDEA)

Commission took place July 14. In attendance were 25 people from the community who

provided input into areas regarding IDEA concerns and ideas for Virginia Beach. Staff from

various City departments helped to facilitate the meeting. Participants have given a lot of

positive feedback, especially on how incredibly friendly and skilled staff were that evening.

After nearly two weeks of rescue and recovery work in Surfside,

Florida, VATF-2 returned to Virginia Beach this week with

family and friends welcoming them home at the Harry E. Diezel

Fire Training Center. During their time in Surfside, the team

recovered 25 victims and assisted with 35 other recoveries.

What started as a mission to search and rescue survivors in the

building rubble shifted after two weeks to recovery and providing

closure for the families. This type of disaster response takes a toll

on team members, not only physically, but mentally and emotionally. As a team, they watch out

for and take care of each other during the deployment. Resources are available to Task Force

while on deployment and upon their return to help process the event and manage their

experiences.

Nine members of VATF-2 are still deployed in Florida assisting the Incident Support Team with

recovery efforts.

• Completed improvements include a box culvert

between Ebb Tide and West Great Neck roads, and side street improvements along North

Great Neck, Starfish, Ebb Tide and Red Tide roads. The culvert behind the Fire/EMS station

was also upgraded in this interim phase. The box culvert construction eliminated a short

segment of the depressed Cape Henry Ditch behind the Great Neck Veterinary Clinic. In its

place, crews will install a stormwater reflecting area with interpretive signs and a bench.

The other side street drainage outfalls, Urchin, Sea Shell and upper West Neck roads, will

also be improved by the Shore Drive Phase III roadway improvements. Large water main

offsets and an HRSD force main offset were installed under West Great Neck Road and

adjustments made to the sluice gate to the east. The completed work will make it very easy

for the future Shore Drive Phase III roadway project to connect to the new offsets. Work

began November 2019 and is currently about 95% complete – one month ahead of schedule.

As of now, the project should be complete by the end of the month/beginning of August.

• Consists of widening Witchduck Road from two lanes to three

between I-264 and Virginia Beach Blvd, with additional turn lanes added at Cleveland Street

and the I-264 West on-ramp. Work is 99% complete,

including landscaping, widening sidewalks,

replacing water and sewer mains, and moving

overhead electrical and telecom utility lines

underground. Installation of brick paver crosswalks

and punch list items will be completed in the next

several weeks.

• This is the last component of the drainage

improvements needed to provide adequate drainage facilities to serve

the Burton Station Strategic Growth Area. The project consists of 1,000

feet of paved flume (permanent paved channel constructed on a slope

that conducts stormwater runoff safely down the face of a slope) and

large capacity pipe that runs between Burton Station Lake and Diamond

Springs Road. A recent road closure allowed repaving of a portion of

Baker Road. It is expected to be complete by the end of August.

Beginning as early as Monday, July 19, VDOT will close a portion of Winwood Drive at eastbound Laskin

Road (on the southside of Laskin Road) for approximately two days while crews perform utility work. The

closure will restrict turns onto Winwood Drive starting as early as 9 a.m. on July 19 until about 9 a.m. on

July 21. Mainline Laskin Road will remain open and will not directly affect Winwood Drive on the north

side, heading into the Linlier neighborhood. All work is weather permitting and subject to change.

The Virginia Beach Fire Academy celebrated the graduation of its fifth class, VBFA #5, on

Friday, July 9. After six long months of training, nine fire recruits crossed the stage to have their

Virginia Beach Fire Department badges pinned to their uniforms and were sworn in as

firefighters.

The graduates will spend the next 15

months as probationary firefighters, wearing

red helmets. Upon successful completion of

the probationary period, they will don

yellow helmets worn by their fellow

firefighters in the field. Congratulations to

the newly graduated. Welcome to the

VBFD.
