Happy 60th Anniversary! Welcome to our capital city! Richmond's economy is primarily driven by law, finance, and government, with federal, state, and local governmental agencies, located in the downtown area. The Greater Richmond Area was named the third best city for business by Market Watch in 2007. Monday evening will offer attendees the opportunity to tour our downtown area. We hope that you are able to locate historical landmarks and visit our local businesses and restaurants.

A special thank you to our conference partner, Department of Small Business and Supplier Diversity (SBSD). Their mission is to enhance growth opportunities for Virginia’s small businesses to prosper through increased revenue and job creation. On Tuesday, I hope you are able to maximize supplier relations during our supplier EXPO. We have maximized our efforts to provide a myriad of new business relationship opportunities. Our conference theme “Honoring the Past, Valuing the Present, and Shaping the Future”, speaks to the purpose of our association, building the public procurement profession! Our conference schedule is filled with opportunities to shape your procurement future. The sessions are guaranteed to provide you everything from “boiler plates” to a multitude of “specials” that will assist you in the office and potentially your personal life. Join us at our Networking Breakfast on Tuesday where we offer over 14 procurement “hot topics”. These moderated table talks will encourage networking and sharing of best practices and resources on a variety of current procurement trends. If you are attending our conference for the first time, welcome! Please join us at the 1st Timer event on Monday evening. Our board has planned several introductory opportunities to orient you with our association. At any time during the conference, please feel free to ask questions, introduce yourself, and establish new business relationships. ART180 is our selected non-profit benefiting from our conference’s charitable activities. ART180, creates and provides art-related programs for young people living in challenging circumstances, encouraging personal and community change through self-expression. ART180 believes that our work with young people will turn lives and communities around 180 degrees. For many of our city’s emerging citizens, the young people (who make up 18% of the population, according to the 2010 census) are not getting the creative outlet they need to develop those skills that are so vital to the 21st century. We encourage you to participate in the activities that are fun and rewarding for a child in need. A special thank you to Bill Lindsey, Conference Host. Guest Speaker: State Governor Leadership The Honorable Keyanna Conner Virginia Secretary of Administration of Governor Ralph Northam. She originally hails from the Eastern Shore of Virginia. After earning a chemistry degree from Hampton University in 2006, she moved to Richmond where in 2012, she served as the Chair of the Democratic Committee in Henrico County. In 2014, she joined Mark Warner’s

2014 campaign for U.S. Senate as a Senior Advisor and Political Director. A year later, she received a doctorate in organic chemistry from Virginia Commonwealth University. Prior to joining the Northam administration, she worked for Warner in the Senate, first as his Director of Government Affairs and then as his State Director.

Mike is the Purchasing Agent for Arlington County and is also the Chair-Elect of the NIGP Governing Board. He is also the only US representative on the IFPSM Global Standards Board, Chair of the CJE Owner Advisory Board, and is an Adjunct Professor in the MPA Program at the University of Illinois, Springfield. In his 30+ years of procurement leadership and legal practice, he has held procurement leadership roles at the City of Chicago, the Chicago Park District, the Federal Acquisition Institute in Washington DC and the City of Naperville, Illinois. Before purchasing, he provided legal representation to clients as diverse as the Cincinnati Bengals to the Chicago Symphony Orchestra. Mike has received a number of awards and accolades. These include NIGP’s Manager of the Year and Distinguished Service Award. Also, he received the IFPSM Lewis E Spangler Award, the NIGP Pareto Award of Excellence, NIGP’s Innovation Award, 15 Achievement of Excellence in Procurement Awards, Outstanding Agency Accreditations and several other Chapter, local, and regional awards.

TOPIC: Transformation Nation: Bringing About Positive Change In Purchasing Without Bringing Down The House - It’s often stated that people “don’t like change” but as leaders, we know that changing policy, process, or people is often needed to create the kind of results we’re looking for. Speaker: Patrick Morin Patrick Morin is Managing Director with Transact Capital Partners, a Richmond, Virginia-based investment banking firm that specializes in merger, sales and acquisitions of privately-owned, middle-market companies. He was also one of the founding partners of BrighHammer,

LLC., a global consultancy that is engaged by private equity groups, boards of directors, and CEO’s to improve the performance of their invested companies. BrightHammer worked with select growth companies and turnarounds to stabilize operations and ramp up revenue and improve employee performance. He was seven years as Senior Vice-President with Cornerstone Realty Income Trust, Inc., a $1.5 billion New York Stock Exchange-traded company that owned and operated over 24,000 apartments.

Mr. Morin was an instructor with Dale Carnegie Training for almost two decades. He was certified to lead all Dale Carnegie programs, but specialized in The Sales Advantage, Leadership Training for Managers, and High Impact Presentations. He was ranked among the top three instructors globally and was a member of the elite Global Delivery Team. While a member of the National Speakers Association, he personally conducted thousands of keynotes and training meetings for businesses, associations, government agencies and community groups. Notable audiences he’s addressed include: Tompkins Trust Company, National Association of Women in Construction, NASA, Grubb and Ellis Apartment REIT, the National Ground Intelligence Center.

Mr. Morin appears on television, radio and in print as an authority in his field and has appeared in Forbes. In addition to having served on the boards of several local charities including the YMCA and the Franks Foundation, Mr. Morin served on the Board of Directors for Wintergreen Resort for four years. TOPIC: Relevance of NIGP Through Its Member Benefits - VAGP is NIGP’s largest chapter affiliate, but did you know we are part of an international body of over 15,000 members that promotes excellence in public procurement? Right from top of the heap, NIGP’s Chief Executive Officer, Rick Grimm, will enlighten you to the various products and services available from the Institute that develop and support you in your professional journey. Rick will also discuss how NIGP’s strategic plan sets into motion critical relationships with other leading public sector associations as well as universities that are building public procurement curriculum within their offerings. These relationships drive our profession to greater relevancy and recognition.

Speaker: Rick Grimm, CEO of NIGP, CPPO, CPPB, FCIPS Rick was appointed as NIGP’s 5th Executive Vice President/Chief Executive Officer in January 1998 and has served the NIGP membership for more than 20 years. Prior to this appointment, he was employed in county government and a public school district for 23 years, including 12 years in public procurement management. As a NIGP member, he chartered the Greater Miami Chapter and was a prominent leader of the Rocky Mountain Governmental Purchasing Association Chapter where he co-chaired NIGP’s 50th Forum in Denver. Rick holds a BS in Business Administration from the University of Miami and a MBA in Public Administration from Florida International University. Rick has a CPPO and CPPB and is always delighted to visit with VAGP and bring the good news from NIGP.

TOPIC: A Procurement Conspiracy - Part 1 and Part 2 (FBI Case History) - Join Special Agent Kyle Scheatzle of the Miami FBI for a riveting and in-depth look into a procurement conspiracy that encompassed multiple public officials, six different companies, twenty large scale public projects, four systems of money laundering, hundreds of false invoices, thousands of fake products, nearly nine million dollars in public contracts and one of the nation’s largest airports. You will see how normal procurement procedures, from the inception of the project to delivery of the products was corrupted. But you will also be provided with ‘red flags’ or ‘indicators’ to use. This is a two-hour presentation with a 15 minute break. It is guaranteed you won’t move in your chair from the first session.

Speaker: Kyle Scheatzle, Esq. (FBI-Miami)

Kyle Scheatzle is a Special Agent with the Federal Bureau of Investigation. He is currently assigned to the FBI’s Miami Field Office. Special Agent Scheatzle conducts Public Corruption investigations with an emphasis on matters involving procurement fraud and bribery. Special Agent Scheatzle has an undergraduate degree in Philosophy from Kent State University and a law degree from The Moritz College of Law at The Ohio State University. He was a practicing attorney in Ohio specializing in labor and employment law before entering the FBI.

EXPO Sessions - SUPPLIER MINI SESSIONS

TOPIC: Suppliers are invited to register and avail themselves to three ninety-minute mini sessions during the Vendor Expo in the Convention Center. These distinct and intense workshops target the following subject matters: Financing Your Business Enterprises: Listen to a panel of experts share crucial

information on a variety of ways to find capital for your business and what leaders are looking for when making business loan.

Selling to Virginia Government: Learn how to find a targeted market within Virginia government and to navigate Virginia’s e-procurement system, eVA. Tips will be shared to help you zero in on those agencies who actually purchase what you sell.

Virginia Certifications: This session deals with the Virginia Government certification process for micro, small, women-owned, minority-owned and more. Find out if you need the certification and how it can benefit your firm and possibly offer an edge in procurement.

Speaker: Department of Small Business and Supplier Diversity

TOPIC: VAGP - CPPB REVIEW - This multi-period review class is offered to applicants that have been determined eligible by the Universal Public Procurement Certification Council to sit for the Certified Public Procurement Buyer examination. This review is offered to enhance and reinforce the candidates’ understanding of the various domains of the Institute’s Body of Knowledge. Pre-registration of this class is required.

Speaker: Robin Campbell-Wyatt, CPPB, VCO Robin has been employed by the Colonial Behavioral Health organization for 29 years. In addition to her purchasing responsibilities, she performs other services such as risk management, insurance, and facility management. Robin holds a BA in Business Administration and is a CPPB and VCO. Robin was voted as VAGP’s Professional Buyer of the Year in 2007. She is a passionate fundraiser, volunteer and supporter of young women diagnosed with breast cancer. Married with one daughter, a handsome son-in-law and two fabulous grandsons, life is good!

TOPIC: Writing Specifications - The user knows what they want; you know what they want; but how do you describe it so the supplier knows what is desired? Simple, it’s all in the way you specify your clients needs. This workshop offers guidance on how to describe the physical or functional characteristics of the goods and services you are buying. Further, learn the pitfalls of how a simple word can make all of the difference in developing your specifications. Brand name, design specification, or performance specification, this workshop has it all.

Speaker: Mimi Gartner, CPPB-Ret Mimi is a CPPB and a member of NIGP. She began teaching classes for VAGP and the Hampton Roads Public Work Academy about five years ago and continues this function. She obtained her BS in Financial Management from Christopher Newport University. Mimi retired from the City of Newport News and as Senior Buyer in 2012. During her career, Mimi has bought everything from heavy equipment to specializing in acquiring information technology goods and services.

TOPIC: Ultimate Lead Buyer - You have the title, but now you need to establish your authority over

the process. This workshop reveals your role as a procurement professional in administering and managing routine to complex purchases for your clients. Although a multitude of knowledge and skills is necessary to complete the acquisition process, your leadership role to ensure the integrity of the public procurement process rests solely with you. Learn what is expected from you in this important function.

Speaker: Ron King, CPPO, CPPB, VCO, VCM Currently Ron is a Statewide Strategic Sourcing Manager with the Virginia Department of General Services/Division of Purchases and Supply. He has over 36 years of purchasing experience with various public and private entities. Ron is a Master Instructor with NIGP and holds a BA and MA degree from James Madison University. Ron taught at VCU as an adjunct professor from 1988 – 2016. Ron has been active in both VAGP and CAPA for a number of years and served on the Board of both Associations. One of Ron’s most unique experiences with NIGP was when he was member of NIGP’s delegation to Russia and Estonia.

TOPIC: COOPERATIVE CONTRACTS - No part of the Procurement Act has been amended more than the statutes written for cooperative purchasing. From joint cooperatives to piggybacking, cooperative contracts have become a valuable tool in the procurement officials’ tool box. This workshop gives some background on the use of cooperative contracts and discusses the advantages and disadvantages of the method. All your users know is that a cooperative contract exists and want to rapidly use it. However, it’s up to you to decide on the proper application of the cooperative. Leave this seminar with strategies on making the ‘right’ decision.

Speaker: Eugene Anderson, CPPO, CPPB, VCO Eugene currently serves as the Director of Procurement Services at Norfolk State University. After being employed by the Commonwealth for over 30 years, Eugene also served as the Director of Policy, Consulting and Review for the Department of General Services/Division of Purchases and Supply. Eugene holds a BS and MBA in Business Management from Radford University and is a CPPO, CPPB and VCO. He has served as a member of the Procurement Appeals Board for the City of Richmond and has served on the Board of Directors for the Boys and Girls Club of Metro Richmond. Eugene is a Past President of VAGP and estimates he has conducted over 100 procurement related presentations.

TOPIC: Contract Development - The requisition is in the procurement file and the need has been properly competed. Now you are at the stage of developing the contract and preparing it for execution. This workshop will assist you in developing your agreement to ensure it meets the six parts of a contract. From capacity of the parties, to mutual acceptance, to consideration, have you developed a complete document? Remember, your contract will be the source document for all future references; you only have one shot at it to do it right.

Speaker: Pete Stamps, CPPO, VCM, VCO Pete is currently serving as the Interim Deputy Director for the VA Division of Purchases and Supply. He has 28 years of public procurement experience with several state agencies in the Commonwealth, the last 14 years with the Division of Purchases and Supply. He manages a group of Statewide Sourcing and Contracting Officers who are responsible for the establishment of Statewide Master Agreements for use by VA Public Bodies. Pete is an instructor with the Virginia Institute of Procurement teaching various classes for the Virginia Contracting Associate (VCA) and the Virginia Contracting Officer (VCO) certification programs since 2006. Pete holds the following certifications: Certified Public Purchasing Officer, Virginia Contracting Master and Virginia Contracting Officer. He is also a past president of the VA Capital Area Purchasing Association, a chapter of the National Institute of Governmental Purchasing.

TOPIC: Leadership - Contrary to popular belief, effective leaders are not born. Becoming an effective leader requires developing skill sets that have the potential to assist you as you develop your career in the field of procurement. This session will discuss the skill sets needed for developing the leader in you.

Speaker: Dr. Belinda C. Anderson

Dr. Belinda C. Anderson has a doctorate in higher education administration from Virginia Tech. She received her bachelor’s and master’s degrees from Radford University in history. During her academic tenure, she served as President of Virginia Union University; Vice President for Academic Affairs, Virginia Union University, Director of Student Affairs and Academic Affairs Coordinator, State Council of Higher Education; Dean, School of General and Continuing Education, Norfolk State University; and Director of Academic Advising Services, Radford University. Dr. Anderson is currently employed at Norfolk State University. Dr. Anderson has over thirty years of managerial experience at the director level and above in higher education administration at both the institutional and state level. She has an exceptional background in administering academic and student affairs programs and she is a strong leader, student-centered, decision-maker, team player, task-oriented, and able to initiate change and new processes.

TOPIC: Procurement Ethics - You can’t build a sound structure without a solid

foundation. Unquestionably, public procurement has a similar anchor that is grounded in adhering to the most ethical practices of the procurement professional. It’s not by accident that the Virginia Public Procurement Act dedicated an entire chapter to the ethical performance of the procurement official. As the gatekeeper for insuring integrity in public procurement, you have the foremost responsibility for ensuring the highest ethics for our citizens. What do you do when confronted with moral and ethical situations and how do you maintain the integrity and character to do what’s right when it matters most? This session will focus on examples of ethical situation faced every day in our profession.

Speaker: Cecelia Stowe, CPPO, C.P.M. Cecelia has over 37 of progressive procurement experience. She is currently employed as the Procurement Director of Henrico County which she has served for 23 years. Prior to this, she worked for the Commonwealth of Virginia, City of Richmond, and in the private sector. Cecelia has a BS from Bluefield College and holds a CPPO and C.P.M. designation. She was an adjunct faculty member for numerous years at J Sargent Reynolds Community College and John Tyler Community College where she taught procurement courses for students studying for their C.P.M. designation. Cecelia is a Past President of VAGP and received VAGP’s Professional Purchaser of the Year Award. She was also named the NIGP first runner-up for the national Professional Purchasing Manager of the Year. In 2014, she received an Xcelerator Award for the Virginia Department of General Services in recognition of her career accomplishments in public procurement.

TOPIC: Buyers & Sellers - Obviously there is a relationship between buyers and sellers, but what’s the best mix of the two? This workshop offers tips in what to look for in determining the capacity of a vendor and suggests the best questions to ask when conducting your due diligence. In determining a good supplier versus a bad supplier, there are always tell-tale signs that all good Buyers should seek. Don’t be fooled by simply considering price, the vendors operation that directly relates to their performance can be more important.

Speaker: Fred Marks, CPPO, VCO Fred hails from near Long Island, New York, but remains very active in writing and teaching procurement principles. Fred is a proud lifetime member of VAGP and holds the certifications of CPPO and VCO. His past experience finds him as the Supervising Buyer with the New York and New Jersey Port Authority and Director of Materiel Management at Northern Virginia Community College. Fred is a distinguished Master Instructor for NIGP and for many years the author of the Back Page of the Government Procurement magazine. Fred was awarded NIGP’s Distinguished Service Award and continues to be a mentor to many procurement officials across the country.

TOPIC: VPPA Past-Present-Future - Inspired in controversy, enacted in 1981, the Virginia Public Procurement Act made its debut to a skeptical audience. Since that time, this body of legislation has become the sole driver for public bodies to obtain the highest quality goods and services at reasonable costs, in a fair and impartial manner with the avoidance of any impropriety or the appearance of impropriety. But, what’s the future; what trends are at play with the VPPA and how can you engage in this discussion. Join VAGP’s own lobbyist as he gives his views as to what the future may hold.

Speaker: Bill Hefty, Esq. Bill practices law in Richmond and is a founding member of the firm, Hefty Wiley & Gore. He is a former Assistant Attorney General and a Richmond City Attorney. His firm concentrates its practice on local government law, and represents counties and regional entities in Virginia. Bill is a familiar face with VAGP and continues to teach courses on the Virginia Public Procurement Act to numerous Association members. Bill estimates that he has taught classes for VAGP in excess of twenty-five years. Hefty Wiley & Gore lobbies for VAGP in the General Assembly.

TOPIC: TERMS AND CONDITIONS - This conference has offered you information about writing specifications, developing contracts and defining interactions between buyers and sellers. Now learn how it all comes together with writing the best terms and conditions of an agreement. Sure there are general terms and conditions, but what about the special ones. Is one better than the other, how does one simple word change the contract and who can help me understand a mandatory versus non-mandatory status? This workshop has answers to all of these questions.

Speaker: Donald R. Rainey, Sr., CPPB, VCO Don has 21 years of state procurement experience with the Department of General Services/Division of Purchases and Supply and the Department of Social Services. He has held such positions as Procurement Management Account Executive/Procurement Review Analyst; Instructor; Director, Procurement Services/Surplus Property Administrator, and Division Director of General Services. Don gained prior procurement experience with the Department of Defense, Army Material Command, Defense Logistics Agency and the Army Central Contracting Activity. He holds a CPPB and VCO certification d a BS in Business Administration for the South Carolina State University. Don is a member of NIGP and VAGP and is a former Past President of VAGP. Don has developed and given numerous training and workshop presentations over his career.

Conference Partner

The following event’s will be happening in the Hospitality Suite on Sunday and Monday Night, which will be sponsored by TRANE in support of our fundraising with all proceeds going to the ART180.

“Water” Pong, Cornhole and a Poker Tournament. The Poker Tournament will be played on Sunday Night starting at 7:30 PM. The cost to play will be $5.00 per person to enter. The other games will be played on Monday night starting at 7:30 PM in the Hospitality Suite. All tournament entries will be $5.00 per person to enter. Teams of two people will be required for both pong and cornhole. Prizes will be given to the winners! Registration for games will be on Sunday night and Monday until 5 PM so we can pair teams as appropriate. The bracket layout will be done for both “water” pong and cornhole. The Poker Tournament will be limit to 18 people (6 per table) total and it will start Sunday night. The top two winners from each table will play the Monday night to establish a winner. All money goes to the charity.

Also, we will be having the silent auction with great items to bid on so stop by Old Dominion Board Room. The room will be open through the day starting Monday going on through Wednesday, as well as 50/50.

Our young people face a creative crisis. In Richmond, it seems like every place we turn, creativity is at the heart of growth. We have a world-class art museum, a soon-to-be Institute for Contemporary Art, theatre, ballet, opera, and thousands of creative students and professionals that span the scope of what “creative” means. Our city is truly living the model of the creative economy, but that same energy isn’t trickling down to our young people. For many of our city’s emerging citizens, the young people (who make up 18% of the population, according to the 2010 census) are not getting the creative outlet they need to develop those skills that are so vital to the 21st century: a sense of self-worth, teamwork, conflict resolution, creative thinking, and hope for their future. This is true in our public school system and even truer for our vulnerable young people who deal with abuse, violence, and poverty, are transient, identify as LGBTQ or live with physical or intellectual disabilities. At ART 180, we create and provide art-related programs for young people living in challenging circumstances, encouraging personal and community change through self-expression. Our community lives and works in Richmond, Virginia. We believe that our work with young people will turn lives and communities around 180 degrees.

Our Mission

ART 180 gives young people ages 8-18 living in challenging circumstances the chance to express themselves through art, and to share their stories with others. For 20 years, ART 180 has served Greater Richmond by offering outlets in creative expression for young people and communities that face poverty, the threat of violent crime, substance abuse and other challenges. Our programs complement the services provided by other agencies to address these challenges, and our work provides a vital service by addressing the lack of quality after-school programs for youth in our community. Over the years, we have served thousands of young people, celebrated their creative expressions through innumerable showcases and events, and immortalized their ideas and aspirations in murals and other forms of public art that brighten communities across Richmond. Our Operating Model

ART 180 partners with other nonprofit organizations to serve youth, ages 8 to 18, living in challenging circumstances in Richmond, Virginia. We also operate an art center for teens, called Atlas, in the Arts & Cultural District. In addition to the programs at Atlas, ART 180 staff and our Teen Leadership Council operate and manage a community gallery that showcases a rotating set of exhibitions targeting or featuring work by youth.
