Village of Oak Lake Homeowners Association Newsletter June, 2016 Volume XV, No. 06 Message from the Board The HOA Board had Its monthly meeting Monday May 9th at Pool House Room B. We had several concerned neighbors at the meeting. Once again, concerns were raised about the litter that keeps blowing from the strip mall on Voss. We have a “go getter” neighbor that lives on Cobblestone Point, who has spoken with the business owners and more importantly with our Precinct 4 Commis- sioner Patterson. VOL is located in an unincorporated part of Fort Bend, which means no city services and our only recourse is the County via Commissioner Patterson. We hope he can come thru with a solution for this unsightly and disturbing litter issue. Another one of our neighbors presented photos of litter that comes from the Houston Chronicle. Those unsolicited newspapers and adds that are thrown on our curbs have no place in our Commu- nity. The issue is that the Houston Chronicle has been contacted to stop delivery at certain homes and they don’t seem to care to stop. The Board will be discussing this issue in the months to come. Flooding of the neighbor- hood was also discussed and we still haven’t heard from the County how it is going to work with MUD 41 to find a reasonable solution to the flooding that occurs in the area east of Oyster Creek Elementary. The lap pool racing lane 2016 Pool Season is here, all pools have been re-plastered and the lap pool now has lane tiles, targets and racing lane dividers. Truly frustrating for the Board to have to deal with irrigation issues for such a long time. The Board approved Sterling’s “Handy Man” to place Board meeting notices and garage sale banners at a cost of $65 per month. Board meeting notices will be put out on Friday and picked up Tuesday morning. During the executive session, we discussed deed restric- tion violations, fencing, trash cans, wrecker trucks, junk cars, home paint colors, basketball goals but we did not review all our business. The April 18 rain and flooding was the second “Hundred Year Rain” within a year for our neighbor-hoods! Much of the Greater Houston area and other parts of the state had historic storms and flooding which took lives and caused millions of dollars in damage. Fortunately, the April storm in our neighborhoods caused less flood-ing, but some inconvenience prevailed again in the west section of Village of Oak Lake. Unfortunately, the waters in Red Gulley have to recede below the storm drains before all of that water can drain. In most neighborhood areas most of the flooding was cleared by noon that day. The Sugar Land area was benefited greatly by recent improvements to Ditch H, the widened and deepened waterway just behind Constella-tion Field, which eventually flows into Oyster Creek and the Brazos River. Commissioner James Patterson said that Ditch H lowered flood levels twice as fast this time. There’ll be an article about Ditch H in the July newsletters.

***** Your county elections administrator, John Oldham, has adopted an-other online tool to make it easier for voters to find a voting location. That system went into effect last May 7 for the first time. Just go to wwwfortbendvotes.org, Click on to the map of locations, select a site and it will display additional information and offer driving directions. From now on, for most elections in the county, you’ll be able to vote at any of the voting locations, just as long as you’re registered and have ID. This Fall’s general election will be the first time that these conven-iences will be tested. ***** That two acre lot at West Airport and Old Richmond Road was sold two years ago to Learning Centers of America. Since that time, this eyesore has become trashier. All the new owners have done is let the grass, weeds and scrub trees get bigger, add two trash bins and cor-ralled it all with the crummiest fence possible. Nice neighbors.

neighborhood last Sunday morning. Driving a car with the license number TWK 3400, he barely slowed down as he zipped past the four way stopsign, eastbound on West Airport at Oak Lake Park Drive.

***** As a senior with hearing issues, I relate to what radio per-sonality Rush Limbaugh once said, “When people can’t see, people feel sorry for them. When people can’t hear, people just get mad .” Some 17%, or 36 million Americans, have a significant hearing loss, according to the National Institute of Health. Men are more likely to have a hearing loss than women. The Institute claims that nearly half of men over 75 have a hearing impairment. I’m a member of that club.

***** Steven Lopez of Sugar Land, already a legendary Olympic champion in taekwondo, is preparing for his fifth Olympic competition this Summer in Rio de Janeiro. At 37, Steven recognizes that this will be his most imposing challenge. While a student at Kempner High School, he was on the U.S. national taekwondo team, and won his first gold medal at the 2000 Olympic Games in Sydney, Australia. He has won three gold medals and two bronze medals, and his sister Diana and younger brother Mark also have gold medals. The Lopez family is a proud American fam-ily. We’ll see what Steven can do this Summer.

If you’ve ever been out to the No Label Brewery in old Katy, you’ll soon be able to test a couple of brews named for Pete Rose, major league baseball’s career hits leader. The brewery owners are partnering with the Bull Pen Scouting and Training Facility in Cypress which is planning a 20-acre Pete Rose Hit King Baseball Academy, three miles north of Katy on Hwy 90. Rose has visited both in Cypress and Katy recently to promote the ventures. ***** My travel agent wife, Vi Chandler, was heartened by this recent release by the American Society of Travel Agents (ASTA). Consumers polled said that travel agents save them an average of $452 per trip plus four hours in travel planning, and help them avoid costly mistakes. “This dis-pels the myth that booking direct with suppliers or spend-ing hours online yourself gets you a better deal or a hap-pier travel experience,” said ASTA president Zane Kerby.

A MAN MAKING A DIFFERENCE Since James Patterson has been a Fort Bend County Commis-sioner: * West Airport Blvd. has been widened, added sidewalks, and extended to FM 1464, then on through Aliana to the Grand Park-way and to Harlem Road near Pecan Grove. A traffic light was installed at West Airport and Old Richmond Road. * West Bellfort now is accessible eastward from Old Richmond to SH 6, and westward to the Grand Parkway. * An Emergency Services District has brought us a fulltime fire department and a nearby second fire station and EMS service. * FM 1464 has been widened and extended southward to High-

way 90A and northward to the Westpark Tollway. * Four Corners Recreation Center has been created. * Four Corners now has a MUD and full services. * Old Richmond Road has been widened both north and south

of Old Richmond. * SH 6 has been widened, with esplanades installed north to I-

10 and south to Highway 90A plus an overpass at University Blvd.

* Grand Parkway Tollway (SH 99) which is now connected to

U.S. 45 and beyond has become a main artery to I-10. * Storm water drainage from Constellation Field south and west

to the Brazos River via Ditch H has improved dramatically. James Patterson hasn’t done all of this, but he has had a sig-nificant role in virtually all of it. Regarding these mobility improvements, which most of us take for granted every day, Patterson has been the Fort Bend

County Commission’s chief liaison agent with TXDOT since he was first elected in 1999. He has spent thousands of hours in meetings dealing with public and private entities, at construc-tion sites, at emergencies, at ribbon cuttings. There has been strong pressure to keep an historic population growth moving in and through Fort Bend County, and Patterson has negoti-ated to meet the demands. Regarding neighborhood issues, Patterson is hands on. He was in the middle of the controversy regarding an effort to es-tablish low-income family housing on Old Richmond Road. He often deals with HOAs and MUDs when there are questions or disputes. Regarding security, his office is in the same building with the precinct peace justice and constable for convenient dealings. Regarding education, Patterson has worked with the sheriff in promoting programs and classes for county jail inmates to learn knowledge and skills to help them gain employment when they’re back in society. He has a special interest in education since he became a high school math teacher in 1965. He was a successful basketball coach at Dulles High School from 1968 -75, He then was an assistant principal for eight years, and then a high school principal for six years before retiring. When Patterson announced his retirement, a number of neighbors and prominent citizens urged him to seek the Pre-cinct 4 position being vacated by the late Bob Lutts. He de-feated two other candidates in 1999, and now is in his fourth four-year term. At 72, he’s hoping for one more term before he retires.

Patterson always has been an exemplary civic leader, and prolific fund raiser for church and charitable events. He got involved in auctioneering in 1976 in downtown Houston when an auctioneer failed to show up. Only a few items were to be sold but one was an Earl Campbell football, with Earl there to sign it. James had a successful debut and raised a lot of money for the charity. His success as an auctioneer got around in a hurry. Since that time, Patterson has volunteered his auction ser-vices to raise millions of dollars, mostly for Fort Bend chari-ties. He now limits his auction services to 45 events each year. He has an entertaining style. Since he knows so many of the community’s citizens - especially the heavy hitters - he has a way of urging, cajoling, challenging his audiences in to sometimes overspending for a good cause. With all of his experiences, James has helped form partner-ships, special tax zones and special alliances among public and private interests to complete projects that wouldn’t have happened without his creativity. It probably could be assumed that many of these improve-ments and developments would have happened with a differ-ent person in this role. But those thousands of folks who know James Patterson best know him as an outstanding achiever, and, he’s not done serving us yet. - wayne chandler

HELEN MADE SOME NEW

FRIENDS IN VIETNAM

Helen Cong, owner and operator of Creative Salon, is back from another rewarding two-week visit to her native Viet Nam.

This was her sixteenth year to visit her former country, and it was different.

“I went to a new area this time, and the handicapped kids really appreciated all the supplies that I was able to give them,” Helen said. “I also went to a new wooded area where there were many homeless elderly persons. Some are blind. I was able to offer help to these folks, too.”

Most of her visits have been to orphanages near where she grew up. “This time I took a bus to a mountain area.” Helen said. “I was able to buy a lot of everyday medical items over there, and take them to 125 kids in a needy village. I had made contact before my visit.”

Helen, a devoted American since she came here in 1982 with her brother from a Malaysian refugee camp, became a hairstylist because it was her passion to make people look and feel good. She is grateful for this country and this opportunity. Now, she’s thanking all her customers at her salon for making her successful.

ECZEMA Eczema is an annoying skin irritation also known as atopic dermatitis. Atopic/atopy means allergy related

and dermatitis means skin irritation. Kids with eczema usually develop itchy, dry, red skin

and small bumps that can affect many areas of the body but seem most pronounced in some students in the bends of the elbow, behind the knees or on the backs of wrists and ankles. Because the rash is so itchy it starts a cycle of itch-scratch-itch and the skin can breakdown leaving the students prone to infection. The treatment needs to be focused on repairing damaged skin and avoiding exposure to the allergens and irritants causing the condition.

Wet Wrap therapy helps manage eczema and relieve the itch. This treatment consists of a warm (not hot) bath for at least 10- 15 minutes. Washing with a gentle cleansing soap and patting (not rubbing) excess water when drying off. It is important to apply moisturizer and/or medication on affected areas immediately, covering with wet towels/washcloths then topping with dry clothes, such as pajamas, sweatshirt or tube socks.

Eczema can be a chronic condition so working closely with your child’s physician will help manage eczema. Treatment focuses on healing damaged skin and alleviating the symptoms and triggers of this condition.

soon will have a special squad truck which will be used for medical and “non-fiction” related calls throughout the neighborhoods.

It’s a $67,000 Chevy Tahoe which includes special lighting, sirens and markings. In addition, another $20,000 will be spend on a special medical kit, radios and special plastic compartments for storage.

EDS 5 board members approved the request from Fire Chief Rick Duplant and assistant Bryan Galloy at its regular monthly meeting, this time in the new station 2 at FM 1464 and Denver Miller Road.

Ernie Carter was reelected board president as were John Godbee, treasurer; John Mukoro, secretary, and Ben Bono and Cynthia Ginyard, directors.

The chief reported April service calls totaled 184 -- 47 fire, 135 assists to EMS and two disregards (dry runs). That brought the 2016 totals to 166 fire calls, 521 assists to EMS and 14 disregards. For the same period in 2015 there were 149 fire calls, 507 assists to EMS and 65 disregards.

The board voted to have the next three monthly meetings at station 1 on Old Richmond Road.

Not A Penny More A big-time national travel agent was shocked by one of his best customers. Writing in the prestigious Travel Weekly magazine, the agent said that he had just booked a $40,000 trip for his airlines pilot friend who then asked, “Thanks so much, Dave. How much do I owe you for your work?” This pilot had booked many trips and cruises before with this agent, and yet still didn’t know that, by going through his agent, it wasn’t costing him a penny more than if he had spent all the time making the air and ship arrange-ments, scheduling side trips, etc. The travel agent, in this article, was urging little agents like me to remind customers as to why we’re here. Going through a travel agent, where the agent will make certain that all the ‘i’s” are dotted and the ‘t’s” are crossed, doesn’t cost any more than the customer spending all the time with an online travel agency which may be hard to find if there’s ever any problem along the way. The caring travel agent will ask if there are any food allergies, disabilities, former military who might get a discount, check the passports to have the exact name for the airlines, advise about possible problems in a foreign country, etc. A good agent wants you to know all of the costs, UP FRONT. Sometimes an online agent won’t include taxes and port charges, which you may have to pay later. And, speaking of UP FRONT, with online bookings you must pay the entire total UP FRONT. With your personal travel agent, you can make a small deposit and usually make final payments in installments. If you’ve ever booked online, and later had a question, did you ever get a quick answer? I’m fortunate right now to be booking a 2017 cruise for a sen-ior executive who has invited all of his family – brothers and sisters, nieces and nephews, children and grandchildren, for a reunion. Ages will range from 1 to 80. Some want a bal-cony, others want an oceanview room, some want an inside room. Some want cabins near the elevator, others want a cabin near the center of the ship. Some are veteran travel-ers. For some, it will be a first time experience and they don’t know what services are available. ***** Construction is under way on an $800 million addition and upgrade to New Orleans’ Louis Armstrong International Air-port. The project is expected to be completed by the Fall of 2018. The project is expected to streamline the security process, provide more restaurants and parking spaces, and help lower flight costs. It’ll have a $3.2 billion annual eco-nomic impact on the city’s tourism, according to the New Or-leans Convention and Visitors Bureau.

Inmates Complete HVAC/Electrical Training Course

Ten inmates at the Fort Bend County Jail received certificates of completion of the HVAC/Electrical training course. This is the fourth presentation of certificates to inmates since the program began in 2015. The ceremonies were held at the Inmate Vocational Center on the Sheriff’s Office compound. Guest speaker for the event was De-jashatun Williams, a business consultant for Workforce Solutions. Williams helps employers solve their workforce needs and he of-fices in Rosenberg. The program is one component of Second Chance Opportunities and Re-Entry Educational (S.C.O.R.E) Programs, which has a goal of providing education for inmates in order to avoid returning to a life of crime. Ten inmates received certificates Friday for completing the 10-week, 112-hour. Every inmate who took the class passed both the H/VAC (Heating, Ventilation and Air Conditioning) test as well as the tests attached to Electrical training. Williams told the inmates they are getting the training at an oppor-tune time. “Whether you know it or not, you are tackling an increasing prob-lem as it relates to meeting workforce demands, and that is the middle skills gap,” Williams said. “More than half the jobs in the United States will require some sort of post-high school education, one- or two-year certifications, attending a licensing program or just some vocational training.” He said projects show that by 2018, 57 percent of all jobs will re-

quire some kind of middle skills training. Major Chad Norvell presented certificates to the 10 men who suc-cessfully completed the course. Major Thomas Goodfellow served as emcee of the event. Lt. Jeff Kovar and Sgt. Nadine Sutton, who help guide the program, also were on hand for the ceremonies. Richard Erivo, Inmate Voca-tional Administrator and Coordinator, also attended the ceremony.
