Mundelein High School Earns National Ranking from US News & World ReportFor the third year in a row, Mundelein High School (MHS) has earned high National and metro-area rankings in US News and World Reports’ annual ranking of “2021 Best High Schools.” By earning this prestigious national ranking, MHS achieved status as a “US News Best High School” and is now eligible to display a US News-trademarked “2021 Best High Schools” award badge. Only “Best” high schools may use an official “US News Best High Schools” badge. This national recognition enhances school spirit and helps to maintain good attendance levels—a crucial benchmark to obtain adequate state funding.

As part of this recognition, US News publishes detailed school-specific information on enrollment, graduation rates, student body demographics, location, school type and results of state assessments as well as Advanced Placement and International Baccalaureate test scores. The Best High Schools rankings, (available online only) are produced in conjunction with RTI International, a global research firm. US News does not collect data directly from high schools – all data comes directly from official third-party sources. US News receives AP and IB data directly from the College Board and International Baccalaureate, respectively, for use in the rankings. The State assessment data and graduation rates are gathered from each state and other data comes from the US Department of Education Common Core of Data.

“Once again, Mundelein High School has demonstrated to the community and to the State that it is a stand-out high school in Illinois and the nation,” said Districts 75 and 120 Superintendent Kevin Myers. “We are

proud of our students, staff, families, and community for the ongoing support they have provided over the years. We continue to be committed to providing a top-notch education for all our students now and in the future,” Myers concluded.

Summertime Lawn Sprinkling Restrictions in EffectMundelein’s summertime restrictions on lawn sprinkling continue through September. Watering is allowed between 5 a.m. and 10 a.m. or between 6 p.m. and 11 p.m. on even calendar days at houses east of Route 45. Watering is allowed on odd calendar days during those hours at houses west of Route 45. Newly planted landscaping may be watered at any time on the day of installation. After that day, new plants may be watered on any day but only during the permitted hours, for up to three weeks.

Please…No Soliciting!Residents Rights Outlined Per Mundelein’s Municipal CodeIn response to numerous residents calling or stopping by the Mundelein Village Hall to complain about deceptive and aggressive commercial solicitors canvassing their neighborhoods, the Village wishes to remind residents of their rights to refuse solicitation, peddling, and canvassing on private property as outlined in Chapter 5.88 of the Mundelein Municipal Code.

For clarification, religious and political solicitors and canvassers are exempt from requirements to obtain a permit or the need to register with the Village per Section 5.88.050 of the Mundelein Municipal Code. This simply means religious and political solicitors and canvassers are not required to wear or display a Village issued permit ID card.

A homeowner’s residence is considered private property. To this end, the

homeowner has the right to not answer their door and they are also free to deny solicitors, peddlers, and canvassers access to their residence.

For one spectacular summer day, Downtown Mundelein will be transformed into a bicycle racecourse and festival grounds for a full day of thrilling professional and amateur bicycle racing.

With the “good news” announcement that Illinois has moved into the Bridge Phase under the COVID-19 reopening plan, please SAVE THE DATE to participate in a fun-filled day for the entire family. Some of the days’ activities include a beer garden, children’s games, art activities, food vendors, live music, live racing, and more exciting family fun!

Community Overwhelmingly Supports Seasonal Closure of Park Street

To support local business and create a gathering space in the downtown, the Village of Mundelein launched a seasonal closure of Park Street which began on May 1 and continues through Mid-November. Upgrades to the area will be phased in over the course of the summer. The success of the Park Street closure is one of the positive outcomes from the pandemic. What began as a strategy to help local businesses struggling from the financial impact of COVID-19, has gained momentum and community endorsement.

“You really have to start somewhere, and we want to create a destination downtown,” said Colleen Malec, Planner. “The Park Street enhancements are carefully planned to generate some life and personality in town that we’re optimistic will benefit the entire village. A rising tide lifts all boats.”

Some of those upgrades include new outdoor dining furniture at each restaurant, outdoor heaters, “Enjoy Park Street” banners, street planters, lighting, and more. The positive impact of this Park Street closure is already apparent as residents gather to enjoy the opportunity to dine and visit outdoors, weather permitting. The Park Street closure creates a welcoming vibe and based on survey feedback from residents, they have overwhelmingly suggested that Mundelein create fun outdoor community spaces for the downtown to feel like a “downtown.” The Village Board believes Park Street is a logical place to start. In January, 2021, the Board of Trustees earmarked $300,000 to fund various future upgrades to the area. This could potentially include an archway, fire pits, a stage and hanging lights.

“It’s a great place to spend an afternoon or an evening. So I’m looking forward to it. I’m excited,” Trustee Kerston Russell remarked at the Board Meeting.

To add to the community gathering concept, the Mundelein Farmers Market, will take place on Park Street every Friday starting in June. This will extend the street closure on Friday afternoons one block past the alley to Seymour.

Prior to making this decision for the seasonal closure, business owners and the community were invited to send in their commentary. Mundelein staff received 112 written responses—93 in support of the Park Street seasonal closure, 10 neutral and 9 against. The most frequently mentioned suggestions included:• Dedicate some space to be open to public and not exclusive to customers of a business.• Something to entertain kids.• More shaded space• Use vacant lot to compliment Farmers Market.• Opportunity for use by other Mundelein businesses– pop-up restaurant or food truck space

In addition to inviting the community to share their thoughts on the Park Street seasonal closure, staff presented a concept to the Village Board detailing the logistics of the closure and a vision of placemaking enhancements to the area. The overarching goal is to enhance the appearance of Downtown Mundelein and create destinations that attract residents and visitors.

Positive Impact of the Park Street Closure:• Enhanced Downtown appearance.• Creates a destination–reason to visit Downtown Mundelein.• In almost every public survey conducted over the past decade, residents express a desire for a more defined Downtown.• Mundelein’s Downtown North Implementation Plan (2017) emphasizes Park Street as an ideal location to concentrate placemaking activities to capitalize on Mundelein’s existing charm and character. Some of these efforts have been underway (public parking lot, mural, Stars on Parade, business façade enhancements, special events, and the like.)• Creation of new “third spaces” (public social spaces that are not home or the workplace – known as “anchors” of community life and facilitate broader, more creative interaction).

The Mundelein Board of Trustees recently unanimously approved the Fiscal Year 2022 $57.5 million budget, a $6.1 million or 10% decrease from the FY2021 budget of $63 million. The General Corporate Fund has budgeted revenues of $28 million and budgeted expenditures of $28 million, a 4% increase from the prior year. Anticipated total revenue is $52 million. The completion of Mundelein’s newly constructed Public Works and Engineering Building contributed to the budget decrease. In terms of revenue, cash from taxes, fees and other sources is expected to total nearly $53.4 million—a 3.3% increase from the 2021 fiscal year’s $51.7 million estimate. The FY2022 Budget allocates over $12 million for Village-wide capital improvement projects including: completion of the Western Slope Drainage project; Pedestrian Bridge Overpass at the Metra train station; Park Street improvements which will occur in phases. Funds are also budgeted for $125,000 to the Business Incentive Grant (BIG) program, Enterprise Resource Planning (ERP) Software, street funding and investment in a comprehensive “Made for You, Mundelein…Let’s Support Local” campaign reminding people to shop and think local first. Mundelein’s water/sewer rates remain unchanged for the 3rd year in a row. The new fiscal year began May 1, 2021.

“We anticipate a Village-wide increase in revenue as the local economy recovers from the COVID-19 pandemic and we are looking forward to this economic rebound. Most certainly, the pandemic created many challenges throughout the budgeting process, but we have a plan for a viable path forward. For this, I want to acknowledge the Trustees, Village Administrator Eric Guenther and Chief Financial Officer Doug Haywood for the time and effort they invested into this year’s budgeting process. I am pleased with the budget we’ve approved and I’m looking forward to a productive year in terms of infrastructure improvements, economic development, and completing the major stormwater mitigation project,” said Steve Lentz, Mayor.

“Additionally, Mundelein’s new ERP software will help us improve the customer experience by integrating the Village’s day-to-day business activities, streamline processes, and contain expenses. This web-based financial management system will be a game changer for our permitting, licensing, and code enforcement functions. It will help us with our budgeting and analytics to help Mundelein operate at peak efficiency,” Mayor Lentz explained. FY 22 Budget Synopsis

“Absolutely in love with the idea. Gives a major invitation to passersby on Route 45 that there’s something exciting and wonderful about destination Mundelein. Awesome.”

“LOVE the Park Street closure concept!! I think it creates a welcoming vibe for our town and invites visitors just passing through to stop and explore. As for preferential treatment, you have to start somewhere…hopefully the ‘village square’ concept will be incorporated around other areas in our town down the road.”

“Yes!! Yes!! Yes!! I love this idea! Mundelein needs fun outdoor community spaces for our downtown to feel like a “downtown.” This is a wonderful place to start. The trial run this past year seemed like a huge success, and we should keep that forward momentum going. I support this idea 100% even if it means rearranging the budget a bit to get this squeezed in.”

“We are in full support of this concept. It has been test driven this past summer and we have been frequent participants! The musical performances, farmers markets, and other attractions that would be drawn to this space due to the increase in participation adds a very attractive and unique feature to Mundelein. Thanks!”

After 26 years of dedicated service to Mundelein residents, Trustee Ray Semple decided to retire. With his family on hand, he was recently honored at his final Village Board meeting on April 26, 2021 by Mayor Lentz, fellow Trustees and Village staff. Trustee Semple recited the Oath of Office seven times over the past 26 years making him the longest serving Trustee in Mundelein history. His 26 years of service translates to more than 700 Village Board meetings. Prior to being elected to the Village Board, Trustee Semple served for 10 years as the Planning/Zoning Commissioner.

“It’s difficult to find the correct words to express my gratitude to Trustee Semple for everything that he has helped to accomplish during his nearly three decades of public service. He was a strong advocate for our residents, public safety, and for moving Mundelein forward in every possible way. During his tenure, he has helped to build Mundelein’s foundation and was instrumental in setting Mundelein on a positive forward path. Even when a vote did not go the way in which he wanted, he was on board once we reached a decision. With Trustee Semple, it was always, ‘Mundelein First,’” said Steve Lentz, Mayor.

“One of Trustee Semple’s favorite quotes is, ‘There’s no limit to the amount of good a person can do if they don’t care who gets the credit.’ This sums up the way he conducted himself on the Board. Now, I’m hoping Trustee Semple can sit back and enjoy watching Mundelein continue to thrive and appreciate the pivotal role he has played in the Village’s growth and progress,” Mayor Lentz added.

As a Village Trustee, Semple oversaw the construction of two fire stations, the police station, the Village Hall, the Public Works and Engineering facility all of which are active and in use. He also provided insightful guidance on several major initiatives including numerous commercial and residential developments, the deindustrialization of Mundelein’s downtown, several Village grant and business incentive programs, the Western Slope stormwater mitigation project, to name just a few of the more significant projects.

To express appreciation for Trustee Semple’s service, a street will be named after him, “Semple Way,” in the soon to be built Sheldon Woods Pulte Home Development located at Routes 60 and 176.

During his 26-year tenure, Trustee Semple served alongside the leadership of Mayors Marilyn Sindles, Kenneth Kessler, and current Mayor Steve Lentz.

The Mundelein Fire Department participates in the nationally recognized File for Lifesaving Information for Emergencies (LIFE). The LIFE program enables residents to communicate with emergency responders even if they’re unresponsive.

Our File for LIFE program consists of a plastic pouch that contains an information sheet for residents to indicate their medical history, prescriptions, allergies, and emergency contacts. This pouch is placed on the refrigerator door where emergency response personnel have been trained to look when responding to medical emergencies. Other important information may be placed in the pouch: power of attorney, living will, Do Not Resuscitate (DNR) documentation, and the like.

The Mundelein Tool Library—the first of its kind in Lake County is now open. Located at 428 North Chicago Avenue the Tool Library is open Tuesdays 2:30 p.m. to 7 p.m. and Saturdays from 9 a.m. to 4:30 p.m. A special shout out and warm thanks to Mundelein resident Van Miller for his efforts to suggest this concept to the Village of Mundelein and for his behind the scenes work to make this happen.

This unique library is a free tool lending program designed to serve the Mundelein community. Trustees Approve Mundelein’s Updated Comprehensive Plan

At the February 8, 2021 Mundelein Village Board Meeting, the Trustees approved a motion to adopt Mundelein’s Comprehensive Plan—a strategy document that will guide Mundelein’s decision-making regarding community development. Good municipal planning helps to make the most out of municipal budgets by guiding infrastructure and services investments, balancing demands for growth with the need to protect certain areas and identifying areas that require changes to policy.

Drafted by planning consultants Kimley-Horn and Associates, the team began work on updating the Village’s plan in 2018 after rapid changes in development and land use sectors, particularly Commercial, Industrial, and Housing. Mundelein staff directed the consultants to focus on the Diamond Lake area, commercial corridors, and potential growth areas. Mundelein’s Comprehensive Plan offers land use recommendations and considerations for community programs and policies that may be implemented over an estimated timeframe (average 7-10 years) by either the municipality or a private entity. The plan makes recommendations such as redesigning streets to include bicycle lanes or off-street multi-use paths; continuing the Village’s diverse residential options; providing areas for open space in conjunction with other community partners; accommodating new or expanded municipal facilities; and enhancing areas of commerce, to name just a few.

“Our new comprehensive plan will guide our decision making for years to come. I’m very pleased that the plan reflects input from a number of key stakeholders and I’m grateful for the input we received from our residents,” said Steve Lentz, Mayor.

More detailed information regarding engagement can be found within the Comprehensive Plan document itself; however, it is important to highlight the involvement of the steering committee and public: • Steering Committee: A Steering Committee was created that included one (1) Village Trustee, one (1) Planning & Zoning Commissioner, one (1) staff member from Administration, one (1) staff member from Public Works & Engineering, and Community Development staff. • Subareas: Focus areas for this plan highlighted the Southside Corridor, Townline Road, the Diamond Lake Area, and the Northwest Growth Area. • Southside Corridor: The Urban Land Use–Chicago Technical Assistance Panel Report from 2017 was used as the guidance for this area. • The Diamond Lake Area: Focus was given to this area. A public meeting was held to engage opinions

and issues from residents, businesses, and stakeholders. A major stakeholder, the Mundelein Park and Recreation District (MPRD), provided valuable input. Additional public input was gathered through a small committee of residents between the first public hearing of the document and the second public hearing from the document.• Northwest Growth Area: As most of the developable land is located north and northwest of the Village boundaries, this area receives special attention within the Comprehensive Plan. • Business Open House: Village staff conducted a Business Open House on the Plan to solicit input from businesses within the Village.• Community-Wide Open House: The Village held a Community-Wide Open House-Spring, 2019. Annual 2021 Business Registrations Now DueAnnual Business Registration Applies to All BusinessesThe Village of Mundelein is now accepting 2021-2022 Business Registration Renewals for processing.

Current Business Registrations expired on April 30, 2021, so it’s time to submit your annual Business

Registration. Considering the hardships caused by the pandemic, the Village of Mundelein wants

to make the annual Business Registration process as smooth and as convenient as possible.

To this point, businesses can stop by the Village Hall Customer Service counter to register.

$25 Flat Fee

The cost for the annual Business Registration renewal is a flat fee of $25 for each Mundelein business

located within a specific address. Credit cards, cash or check are all accepted at the Village Hall or

businesses are welcome to mail a check payment (including the business name, address, and updates

to business contact information) to the Village of Mundelein, 300 Plaza Circle, Mundelein, IL 60060.

Business Registration and the Municipal CodePer Mundelein Municipal Code Chapter 5.08.040, all persons, firms or corporations engaging in any

business activity within the Village limits (in a commercial space) must obtain an annual Business

Registration. If multiple businesses exist within a specified space, all businesses occupying that

commercial location must obtain a separate Business Registration.

If registering your business for the first time or the business has relocated or changed ownership,

please complete and submit the Village’s Business Registration Application.

Specialty Business Licenses Required for Specific Business VenturesBusiness engaged in the following ventures: pawnbroker, secondhand goods dealer, liquor sales,

tobacco sales, video gaming, cannabis sales/dispensary, massage services, waste haulers, pet shop

Trustees Approve Mundelein’s 2021-2023 Strategic Plan

At a recent Village Board Meeting, the Trustees unanimously approved the Village of Mundelein’s 2021-2023 Strategic Plan. Hallbart Consulting LLC was invited to assist the Village of Mundelein in developing a strategic plan to facilitate the continued growth and services for the citizens of Mundelein. The plan is a tool that clearly articulates Mundelein’s priorities to the community and will direct the development of the 2021-23 Village Budget.

The Village’s mission, vision, and values provide the foundation for the plan’s 8 key outcome areas: 1. Customer Service Experience/Enterprise Resource Planning (ERP) Implementation2. Revenue Enhancement 3. Community Development 4. Street Maintenance 5. Village Facilities Long-Term Plan 6. Sustainability7. Communications and Marketing8. Human Resources

“Through our strategic planning sessions, we developed the objectives in each outcome area through extensive analysis of resident needs and desires as well as local and national trends. Our strong commitment to provide exceptional municipal services for the community underlies every

strategic objective. These objectives will guide the work in all Village service areas for the next three years,” said Steve Lentz, Mayor.

Mundelein Community Days 2021 opens at Noon on Friday, July 2 at 4 p.m. and the magnificent fireworks display will take place on July 4 at approximately 9:30 p.m. As customary, the Community Days Commission has worked tirelessly behind the scenes to make sure the Mundelein’s Community Days festival exceeds everyone’s expectations. There is something for everyone at Mundelein Days—carnival, fireworks (July 4), parade (July 6), food, music, games, contests, demonstrations, displays and lots of kids’ activities. New activities and events this year include: Caricature artist, Decorate your own your bucket hat” presented by the Mundelein Arts Commission, and the Mundelein Heritage Museum Grand Opening.

The parade will form in the Metra Parking Lot, proceed north on Chicago Avenue, and west on Hawley Street to Mundelein High School.

The Mundelein Pageant will be held on Sunday, June 27 at 6:30 pm at the Mundelein High School Auditorium. Young ladies who are residents of Mundelein or unincorporated Fremont Township (zip code 60060) are eligible to participate. Miss Mundelein contestants must be between the ages of 16 -21; Junior Miss Mundelein between the ages of 10-15; and Little Miss Mundelein between the ages of 6-9. Admission to the pageants is $5 per person, $3 for children under 12. As usual, Mundelein Community Days features popular, high-quality musical acts from around the Chicagoland area covering all musical styles including: Gina Gonzalez & the Wingmen (American alternative rock from the 90’s, sprinkled with favorite songs from every generation), Serendipity (pop/rock band playing a combination of popular 60’s, 70’s and 80’s covers as well as current pop hits), Brass From The Past (Horn band performs the music of your soul and brings you back to the 60s, 70s, and 80s-hits of Motown, pop, jazz, R&B, soul, rock, and funk), Brushville (up-beat country), Bella Cain (High-energy country).

Mayor’s Message (cont.) the northwest corner of Route 60/83 and Route 176. The subdivision is called “Sheldon Woods.” Additionally, more than six acres of the undeveloped site will be donated to the Mundelein Park District for a future park. The homes will range in size from 1,700 square feet to 3,900 square feet, priced in the Mid-300’s and up. Pulte Homes is aiming for a Spring 2022 targeted completion.

Many residents have inquired about the redevelopment plans for Oak Creek Plaza (Old Menard’s) on Townline Road. Earlier this year, the Village created a Tax Increment Financing (TIF) district for that area which means that redevelopment opportunities may be more attractive to potential developers. The property owner and Village are now in discussions with national homebuilder, D.R. Horton. As part of the residential redevelopment, D.R. Horton proposes to reconfigure the parking for X-Factor Trampoline by dedicating 2.0 acres of land south of the business to parking. Enhancements are also proposed for the area along Oak Creek. As the development progresses, a redevelopment agreement, rezoning of the

property, and TIF agreement are anticipated that will likely require a public hearing.

Mundelein Grand Prix–Intelligentsia Cup Bike Race– Save the Date!I hope you have heard the good news by now! Downtown Mundelein will be transformed into a bicycle racecourse and festival grounds for a spectacular full day of thrilling professional and amateur bicycle racing on Monday, July 19th, from 10 a.m. to 8:30 p.m. The Mundelein Grand Prix/Intelligentsia Cup Bike Race will feature a fun-filled day for the entire family. We are still seeking volunteers to help us make the event run smoothly and safely. Trustees Approve Mundelein’s 2021-2023 Strategic Plan

At a recent Village Board Meeting, the Trustees unanimously approved the Village of Mundelein’s 2021-2023 Strategic Plan. Hallbart Consulting LLC was invited to assist the Village of Mundelein in developing a strategic plan to facilitate the continued growth and services for the citizens of Mundelein. The plan is a tool that clearly articulates Mundelein’s priorities to the community and will direct the development of the 2021-23 Village Budget.

The Village’s mission, vision, and values provide the foundation for the plan’s 8 key outcome areas: 1. Customer Service Experience/Enterprise Resource Planning (ERP) Implementation2. Revenue Enhancement 3. Community Development 4. Street Maintenance 5. Village Facilities Long-Term Plan 6. Sustainability7. Communications and Marketing8. Human Resources

“Through our strategic planning sessions, we developed the objectives in each outcome area through extensive analysis of resident needs and desires as well as local and national trends. Our strong commitment to provide exceptional municipal services for the community underlies every

Mundelein Community Days 2021 opens at Noon on Friday, July 2 at 4 p.m. and the magnificent fireworks display will take place on July 4 at approximately 9:30 p.m. As customary, the Community Days Commission has worked tirelessly behind the scenes to make sure the Mundelein’s Community Days festival exceeds everyone’s expectations. There is something for everyone at Mundelein Days—carnival, fireworks (July 4), parade (July 6), food, music, games, contests, demonstrations, displays and lots of kids’ activities. New activities and events this year include: Caricature artist, Decorate your own your bucket hat” presented by the Mundelein Arts Commission, and the Mundelein Heritage Museum Grand Opening.

The parade will form in the Metra Parking Lot, proceed north on Chicago Avenue, and west on Hawley Street to Mundelein High School.

The Mundelein Pageant will be held on Sunday, June 27 at 6:30 pm at the Mundelein High School Auditorium. Young ladies who are residents of Mundelein or unincorporated Fremont Township (zip code 60060) are eligible to participate. Miss Mundelein contestants must be between the ages of 16 -21; Junior Miss Mundelein between the ages of 10-15; and Little Miss Mundelein between the ages of 6-9. Admission to the pageants is $5 per person, $3 for children under 12. As usual, Mundelein Community Days features popular, high-quality musical acts from around the Chicagoland area covering all musical styles including: Gina Gonzalez & the Wingmen (American alternative rock from the 90’s, sprinkled with favorite songs from every generation), Serendipity (pop/rock band playing a combination of popular 60’s, 70’s and 80’s covers as well as current pop hits), Brass From The Past (Horn band performs the music of your soul and brings you back to the 60s, 70s, and 80s-hits of Motown, pop, jazz, R&B, soul, rock, and funk), Brushville (up-beat country), Bella Cain (High-energy country).

Mayor’s Message (cont.) the northwest corner of Route 60/83 and Route 176. The subdivision is called “Sheldon Woods.” Additionally, more than six acres of the undeveloped site will be donated to the Mundelein Park District for a future park. The homes will range in size from 1,700 square feet to 3,900 square feet, priced in the Mid-300’s and up. Pulte Homes is aiming for a Spring 2022 targeted completion.

Many residents have inquired about the redevelopment plans for Oak Creek Plaza (Old Menard’s) on Townline Road. Earlier this year, the Village created a Tax Increment Financing (TIF) district for that area which means that redevelopment opportunities may be more attractive to potential developers. The property owner and Village are now in discussions with national homebuilder, D.R. Horton. As part of the residential redevelopment, D.R. Horton proposes to reconfigure the parking for X-Factor Trampoline by dedicating 2.0 acres of land south of the business to parking. Enhancements are also proposed for the area along Oak Creek. As the development progresses, a redevelopment agreement, rezoning of the

property, and TIF agreement are anticipated that will likely require a public hearing.

Downtown Mundelein will be transformed into a bicycle racecourse and festival grounds for a spectacular full day of thrilling professional and amateur bicycle racing on Monday, July 19th, from 10 a.m. to 8:30 p.m. The Mundelein Grand Prix/Intelligentsia Cup Bike Race will feature a fun-filled day for the entire family. We are still seeking volunteers to help us make the event run smoothly and safely. Trustees Approve Mundelein’s Updated Comprehensive Plan

At the February 8, 2021 Mundelein Village Board Meeting, the Trustees approved a motion to adopt Mundelein’s Comprehensive Plan—a strategy document that will guide Mundelein’s decision-making regarding community development. Good municipal planning helps to make the most out of municipal budgets by guiding infrastructure and services investments, balancing demands for growth with the need to protect certain areas and identifying areas that require changes to policy.

Drafted by planning consultants Kimley-Horn and Associates, the team began work on updating the Village’s plan in 2018 after rapid changes in development and land use sectors, particularly Commercial, Industrial, and Housing. Mundelein staff directed the consultants to focus on the Diamond Lake area, commercial corridors, and potential growth areas. Mundelein’s Comprehensive Plan offers land use recommendations and considerations for community programs and policies that may be implemented over an estimated timeframe (average 7-10 years) by either the municipality or a private entity. The plan makes recommendations such as redesigning streets to include bicycle lanes or off-street multi-use paths; continuing the Village’s diverse residential options; providing areas for open space in conjunction with other community partners; accommodating new or expanded municipal facilities; and enhancing areas of commerce, to name just a few.

“Our new comprehensive plan will guide our decision making for years to come. I’m very pleased that the plan reflects input from a number of key stakeholders and I’m grateful for the input we received from our residents,” said Steve Lentz, Mayor.

More detailed information regarding engagement can be found within the Comprehensive Plan document itself; however, it is important to highlight the involvement of the steering committee and public: • Steering Committee: A Steering Committee was created that included one (1) Village Trustee, one (1) Planning & Zoning Commissioner, one (1) staff member from Administration, one (1) staff member from Public Works & Engineering, and Community Development staff. • Subareas: Focus areas for this plan highlighted the Southside Corridor, Townline Road, the Diamond Lake Area, and the Northwest Growth Area. • Southside Corridor: The Urban Land Use–Chicago Technical Assistance Panel Report from 2017 was used as the guidance for this area. • The Diamond Lake Area: Focus was given to this area. A public meeting was held to engage opinions

and issues from residents, businesses, and stakeholders. A major stakeholder, the Mundelein Park and Recreation District (MPRD), provided valuable input. Additional public input was gathered through a small committee of residents between the first public hearing of the document and the second public hearing from the document.• Northwest Growth Area: As most of the developable land is located north and northwest of the Village boundaries, this area receives special attention within the Comprehensive Plan. • Business Open House: Village staff conducted a Business Open House on the Plan to solicit input from businesses within the Village.• Community-Wide Open House: The Village held a Community-Wide Open House-Spring, 2019. Here are a few quick facts about Mundelein’s water supply:• The Village of Mundelein has arguably the highest water quality in the country due to access to a fresh water source—Lake Michigan.

• The primary treatment facility Central Lake County Joint Action Water Agency (CLCJAWA) from which Mundelein receives its water, has won the prestigious “Excellence in Water Treatment Award” for 15 consecutive years with only 3 other utilities in the nation accomplishing this feat.• Mundelein’s water is checked for over 300 contaminants.• Most contaminants were undetectable or at a zero level.

The Mundelein Fire Department participates in the nationally recognized File for Lifesaving Information for Emergencies (LIFE). The LIFE program enables residents to communicate with emergency responders even if they’re unresponsive.

Our File for LIFE program consists of a plastic pouch that contains an information sheet for residents to indicate their medical history, prescriptions, allergies, and emergency contacts. This pouch is placed on the refrigerator door where emergency response personnel have been trained to look when responding to medical emergencies. Other important information may be placed in the pouch: power of attorney, living will, Do Not Resuscitate (DNR) documentation, and the like.

The Mundelein Tool Library—the first of its kind in Lake County is now open. Located at 428 North Chicago Avenue the Tool Library is open Tuesdays 2:30 p.m. to 7 p.m. and Saturdays from 9 a.m. to 4:30 p.m. A special shout out and warm thanks to Mundelein resident Van Miller for his efforts to suggest this concept to the Village of Mundelein and for his behind the scenes work to make this happen.

This unique library is a free tool lending program designed to serve the Mundelein community. Free tool lending provides homeowners with the resources needed to make repairs and modifications to their homes, allowing them to save money and maintain a feeling of independence and satisfaction of completing home repairs and on their own by having access to the proper tools.

A tool-lending library is just like a regular public library, except instead of books, it has a large collection of tools. Once you join a tool library, you can simply check out any of these tools whenever necessary.

The Mundelein Board of Trustees recently unanimously approved the Fiscal Year 2022 $57.5 million budget, a $6.1 million or 10% decrease from the FY2021 budget of $63 million. The General Corporate Fund has budgeted revenues of $28 million and budgeted expenditures of $28 million, a 4% increase from the prior year. Anticipated total revenue is $52 million. The completion of Mundelein’s newly constructed Public Works and Engineering Building contributed to the budget decrease. In terms of revenue, cash from taxes, fees and other sources is expected to total nearly $53.4 million—a 3.3% increase from the 2021 fiscal year’s $51.7 million estimate. The FY2022 Budget allocates over $12 million for Village-wide capital improvement projects including: completion of the Western Slope Drainage project; Pedestrian Bridge Overpass at the Metra train station; Park Street improvements which will occur in phases. Funds are also budgeted for $125,000 to the Business Incentive Grant (BIG) program, Enterprise Resource Planning (ERP) Software, street funding and investment in a comprehensive “Made for You, Mundelein…Let’s Support Local” campaign reminding people to shop and think local first. Mundelein’s water/sewer rates remain unchanged for the 3rd year in a row. The new fiscal year began May 1, 2021.

“We anticipate a Village-wide increase in revenue as the local economy recovers from the COVID-19 pandemic and we are looking forward to this economic rebound. Most certainly, the pandemic created many challenges throughout the budgeting process, but we have a plan for a viable path forward. For this, I want to acknowledge the Trustees, Village Administrator Eric Guenther and Chief Financial Officer Doug Haywood for the time and effort they invested into this year’s budgeting process. I am pleased with the budget we’ve approved and I’m looking forward to a productive year in terms of infrastructure improvements, economic development, and completing the major stormwater mitigation project,” said Steve Lentz, Mayor.

“Additionally, Mundelein’s new ERP software will help us improve the customer experience by integrating the Village’s day-to-day business activities, streamline processes, and contain expenses. This web-based financial management system will be a game changer for our permitting, licensing, and code enforcement functions. It will help us with our budgeting and analytics to help Mundelein operate at peak efficiency,” Mayor Lentz explained. FY 22 Budget Synopsis

After 26 years of dedicated service to Mundelein residents, Trustee Ray Semple decided to retire. With his family on hand, he was recently honored at his final Village Board meeting on April 26, 2021 by Mayor Lentz, fellow Trustees and Village staff. Trustee Semple recited the Oath of Office seven times over the past 26 years making him the longest serving Trustee in Mundelein history. His 26 years of service translates to more than 700 Village Board meetings. Prior to being elected to the Village Board, Trustee Semple served for 10 years as the Planning/Zoning Commissioner.

“It’s difficult to find the correct words to express my gratitude to Trustee Semple for everything that he has helped to accomplish during his nearly three decades of public service. He was a strong advocate for our residents, public safety, and for moving Mundelein forward in every possible way. During his tenure, he has helped to build Mundelein’s foundation and was instrumental in setting Mundelein on a positive forward path. Even when a vote did not go the way in which he wanted, he was on board once we reached a decision. With Trustee Semple, it was always, ‘Mundelein First,’” said Steve Lentz, Mayor.

“One of Trustee Semple’s favorite quotes is, ‘There’s no limit to the amount of good a person can do if they don’t care who gets the credit.’ This sums up the way he conducted himself on the Board. Now, I’m hoping Trustee Semple can sit back and enjoy watching Mundelein continue to thrive and appreciate the pivotal role he has played in the Village’s growth and progress,” Mayor Lentz added.

As a Village Trustee, Semple oversaw the construction of two fire stations, the police station, the Village Hall, the Public Works and Engineering facility all of which are active and in use. He also provided insightful guidance on several major initiatives including numerous commercial and residential developments, the deindustrialization of Mundelein’s downtown, several Village grant and business incentive programs, the Western Slope stormwater mitigation project, to name just a few of the more significant projects.

To express appreciation for Trustee Semple’s service, a street will be named after him, “Semple Way,” in the soon to be built Sheldon Woods Pulte Home Development located at Routes 60 and 176.

During his 26-year tenure, Trustee Semple served alongside the leadership of Mayors Marilyn Sindles, Kenneth Kessler, and current Mayor Steve Lentz.

Mundelein High School Earns National Ranking from US News & World ReportFor the third year in a row, Mundelein High School (MHS) has earned high National and metro-area rankings in US News and World Reports’ annual ranking of “2021 Best High Schools.” By earning this prestigious national ranking, MHS achieved status as a “US News Best High School” and is now eligible to display a US News-trademarked “2021 Best High Schools” award badge. Only “Best” high schools may use an official “US News Best High Schools” badge. This national recognition enhances school spirit and helps to maintain good attendance levels—a crucial benchmark to obtain adequate state funding.

As part of this recognition, US News publishes detailed school-specific information on enrollment, graduation rates, student body demographics, location, school type and results of state assessments as well as Advanced Placement and International Baccalaureate test scores. The Best High Schools rankings, (available online only) are produced in conjunction with RTI International, a global research firm. US News does not collect data directly from high schools – all data comes directly from official third-party sources. US News receives AP and IB data directly from the College Board and International Baccalaureate, respectively, for use in the rankings. The State assessment data and graduation rates are gathered from each state and other data comes from the US Department of Education Common Core of Data.

“Once again, Mundelein High School has demonstrated to the community and to the State that it is a stand-out high school in Illinois and the nation,” said Districts 75 and 120 Superintendent Kevin Myers. “We are

proud of our students, staff, families, and community for the ongoing support they have provided over the years. We continue to be committed to providing a top-notch education for all our students now and in the future,” Myers concluded.

Summertime Lawn Sprinkling Restrictions in EffectMundelein’s summertime restrictions on lawn sprinkling continue through September. Watering is allowed between 5 a.m. and 10 a.m. or between 6 p.m. and 11 p.m. on even calendar days at houses east of Route 45. Watering is allowed on odd calendar days during those hours at houses west of Route 45. Newly planted landscaping may be watered at any time on the day of installation. After that day, new plants may be watered on any day but only during the permitted hours, for up to three weeks.

Please…No Soliciting!Residents Rights Outlined Per Mundelein’s Municipal CodeIn response to numerous residents calling or stopping by the Mundelein Village Hall to complain about deceptive and aggressive commercial solicitors canvassing their neighborhoods, the Village wishes to remind residents of their rights to refuse solicitation, peddling, and canvassing on private property as outlined in Chapter 5.88 of the Mundelein Municipal Code.

For clarification, religious and political solicitors and canvassers are exempt from requirements to obtain a permit or the need to register with the Village per Section 5.88.050 of the Mundelein Municipal Code. This simply means religious and political solicitors and canvassers are not required to wear or display a Village issued permit ID card.

A homeowner’s residence is considered private property. To this end, the

homeowner has the right to not answer their door and they are also free to deny solicitors, peddlers, and canvassers access to their residence.

Community Overwhelmingly Supports Seasonal Closure of Park Street

To support local business and create a gathering space in the downtown, the Village of Mundelein launched a seasonal closure of Park Street which began on May 1 and continues through Mid-November. Upgrades to the area will be phased in over the course of the summer. The success of the Park Street closure is one of the positive outcomes from the pandemic. What began as a strategy to help local businesses struggling from the financial impact of COVID-19, has gained momentum and community endorsement.

“You really have to start somewhere, and we want to create a destination downtown,” said Colleen Malec, Planner. “The Park Street enhancements are carefully planned to generate some life and personality in town that we’re optimistic will benefit the entire village. A rising tide lifts all boats.”

Some of those upgrades include new outdoor dining furniture at each restaurant, outdoor heaters, “Enjoy Park Street” banners, street planters, lighting, and more. The positive impact of this Park Street closure is already apparent as residents gather to enjoy the opportunity to dine and visit outdoors, weather permitting. The Park Street closure creates a welcoming vibe and based on survey feedback from residents, they have overwhelmingly suggested that Mundelein create fun outdoor community spaces for the downtown to feel like a “downtown.” The Village Board believes Park Street is a logical place to start. In January, 2021, the Board of Trustees earmarked $300,000 to fund various future upgrades to the area. This could potentially include an archway, fire pits, a stage and hanging lights.

“It’s a great place to spend an afternoon or an evening. So I’m looking forward to it. I’m excited,” Trustee Kerston Russell remarked at the Board Meeting.

To add to the community gathering concept, the Mundelein Farmers Market, will take place on Park Street every Friday starting in June. This will extend the street closure on Friday afternoons one block past the alley to Seymour.

Prior to making this decision for the seasonal closure, business owners and the community were invited to send in their commentary. Mundelein staff received 112 written responses—93 in support of the Park Street seasonal closure, 10 neutral and 9 against. The most frequently mentioned suggestions included:• Dedicate some space to be open to public and not exclusive to customers of a business.• Something to entertain kids.• More shaded space• Use vacant lot to compliment Farmers Market.• Opportunity for use by other Mundelein businesses– pop-up restaurant or food truck space

In addition to inviting the community to share their thoughts on the Park Street seasonal closure, staff presented a concept to the Village Board detailing the logistics of the closure and a vision of placemaking enhancements to the area. The overarching goal is to enhance the appearance of Downtown Mundelein and create destinations that attract residents and visitors.

Positive Impact of the Park Street Closure:• Enhanced Downtown appearance.• Creates a destination–reason to visit Downtown Mundelein.• In almost every public survey conducted over the past decade, residents express a desire for a more defined Downtown.• Mundelein’s Downtown North Implementation Plan (2017) emphasizes Park Street as an ideal location to concentrate placemaking activities to capitalize on Mundelein’s existing charm and character. Some of these efforts have been underway (public parking lot, mural, Stars on Parade, business façade enhancements, special events, and the like.)• Creation of new “third spaces” (public social spaces that are not home or the workplace – known as “anchors” of community life and facilitate broader, more creative interaction).

What a difference a year makes! At this same time last year, we were in lockdown, and everyone was doing their part to help navigate a worldwide pandemic. Now, thanks to all the mitigation efforts and the COVID-19 vaccine, life is getting back to normal for Mundelein and the rest of the country. We are all eager to get out and about and enjoy everything Mundelein has to offer. Despite the pandemic, it has been a very productive time for the Village of Mundelein with the completion of several projects and others commencing as well.

Welcome to New Trustees and ClerkPlease join me in congratulating three new Village Trustees: Tim Wilson, Jenny Berman Ross, Sol C. Cabachuela as well as our new Village Clerk, Karen E. Walsh. I look forward to working with all our newly elected officials and offer my sincere gratitude for their willingness to serve Mundelein in this capacity. This is an exciting time for the Village, and I will continue to report on the status of our various initiatives via Mundelein’s communication channels.

Community Days is ON!M u n d e l e i n ’ s Community Days festival WILL take place this year!! The complete schedule of events is in this newsletter. We had to trim the festival down to three days, but we will still have the spectacular fireworks display, the parade, and live entertainment from top name bands, and the carnival that will run for the full four days. I commend the Community Days Commissioners for their tireless efforts behind the scenes to make sure this event will take place, and I look forward to seeing many of you at the festival!

New Developments UnderwayConstruction is well underway on The Crossings of Mundelein, a modern townhome community, located along Route 83 behind the Mundelein Crossings shopping center (Target and Home Depot).
