the Illinois Department of is now complete, I am happy to report. This should help traffic flow better at this busy intersection.

Chief of Police - Dan Palmer

With the New Year comes a number of new laws. The one you ’ve probably heard the most about is the legalization of recreational cannabis. It’s true that’s it legal, but that doesn’t mean there are no lawful restrictions in place. Amounts within a person’s possession are limited to 30 grams of cannabis flower or 5 grams of cannabis concentrate. Any cannabis infused product is limited to having no more than 500 milligrams of THC in it. It is legal to use the product in your home, but landlords can ban use within their property and your workplace can prohibit your drug use. Use in any public place is still unlawful as is operating a motor vehicle while under the influence. Out of state residents face different restrictions and any cannabis possessed must remain in sealed containers while being transported. There are too many items to cover completely

in this short newsletter, but be aware, educated and know what you are and aren’t allowed to do.

The department welcomed new officer Michael Uhwat-Vicicondi, who was sworn in at the January 9th Village

Board Meeting and began the police academy training on January 20th. He’ll graduate this spring and, after

completing field training at the department—will be assigned to patrol.

In January, Sergeant Nicholas Deuter graduated from the School of Police Staff and Command held by the Northwestern University Center for Public Safety and hosted by the Buffalo Grove Police Department. Staff and Command is a ten-week course that teaches police supervisors many management functions which include, but are not limited to—budgeting, employee relations, human resources, leadership, planning, policies and a good deal more. Sergeant Deuter, though a long time supervisor, had never received any management training. Two newer sergeants that I had promoted since I arrived will also be attending this course in the future. Improved training is something I implemented when I arrived here and it is fully supported by the Village Board.

Slow down in bad weather conditions! While Mother Nature has been gentler to us this winter, we can still have cold and snowy weather ahead. We’ve handled many accidents during this year’s snow storms and most them are related to traveling too fast for the surface conditions. While it may be desirable to warm up your car, please remain with it when you do. We have had two untended and running vehicles stolen from the front of businesses recently while their owners were inside the store.

Community Watch is to engage and collaborate with our community—residents, community groups and

Water Department – Patrick Stewart, Water Superintendent Thank you Residents!

We would like to take this time to thank the many residents who allow us into their homes on a monthly basis to perform bacteriological sampling. In order to meet IEPA standards and keep our drinking water safe, the Island Lake Water Department takes approximately 17 water samples a month–a majority of those from residents’ homes. Thank you to all of our volunteer residents!

As always, we encourage any questions or concerns regarding the water system and water quality that we provide. Please feel free to call us at any time, 847-526-1954

2020 Spring Hydrant Flushing Schedule

The Village of Island Lake Water Department will be flushing fire hydrants from 8:00 AM to 3:00 PM during the following schedule:

Fox River Shores Subdivision: March 30th through April 5th Portens Subdivision: April 6th through 10th Waters Edge Subdivision: April 13th through 17th Walnut Glenn/Fen View: April 20th through 24th Westridge: April 27th through May 1st 176/Business District: May 4th through 8th Original Section/Newbury: May 11th through 15th

Residents be advised: Use caution before laundering clothing, as hydrant flushing can stir up naturally occurring minerals that can stain fabrics. Signs stating Hydrant Flushing will be placed in each subdivision prior to work start.

Memorial Day Commemoration May 25, 2020 by Bob Carpenter, Coordinator

The 2020 Memorial Day Commemoration Program on May 25, 2020 will again be sponsored by the Village of Island Lake and VFW Post 2486. Remember the program starts at 2:45 p.m.

Will the 2020 Memorial Day Commemoration measure up to previous years? The rescheduled 2019 Commemoration featured the rededication of the refurbished helicopter and a bit of history on her use in Vietnam.

In case of rain the program will still be held--under the overhang of the Beach House. The covered space is large enough to keep up to 100 people dry.

FREE, Confidential Help from the DIAL 2-1-1 Helpline

DIAL 2-1-1 24 hours a day, 7 days a week to get free, confidential help finding resources for

health and human service challenges.

Fall repaving projects that had to be rescheduled to spring due to winter

showing up on Halloween and will resume this Spring as soon as the weather

permits. Please be patient with and courteous to the road crews. Roads to be

resurfaced include Knightsbridge Drive, Revere Lane, Westminster cul-de-

sac and Lexington Drive west of Westminster.

The Village Hall parking lot will also be repaved and new handicapped spaces

will be added by the main entrance. During the paving, we will have to reroute

parking. Watch for signs that tell where to park and which entrance to use. Thank you

for your patience during the repaving.

Spring may arrive officially on March 20 but Mother Nature ignores our calendar. When

it snows, remember:

Park your vehicle off the street

Try to clear snow around fire hydrants

Remove your portable items from the road right-of-way

Do not shovel, blow or plow snow onto the street.

Also remember: 1). Mailboxes will be repaired by Public Works only if we hit them with the snowplow.

(Last fall, Public Works sent letters to addresses where mailboxes were identified as needing repair or

replacement.) 2.) Yards damaged by snowplowing will be restored with black dirt and seed when

weather permits.

Spring is coming and grass and leaves can cause odors in neighborhood creeks and drainage

problems that lead to flooding. Drainage systems must remain free of foreign debris to function at

maximum efficiency and to assist in keeping the large amounts of water from flooding homes and

property during storms. Residents are asked to blow grass clippings back onto the lawn where they

become a natural fertilizer or rake or blow leaves into a compost pile where they can decompose

without odor.

Building Department – Russell Kraly, Building Official

Hope everyone had a great holiday season. Winter is almost over and spring is around the corner. Summer projects will begin and permits will be needed for most of them. Last month we revised the Permit/Fee Schedule. It’s comprehensive and covers the cost of the permits and required inspections. I think we have everything covered at this point, but if you have any questions please call. (To see a copy of the new ordinance with the fee schedule, go to villageofislandlake.com, click on the Ordinances/Resolutions tab on the left toolbar and scroll

down to 1606-20 Amending Building Fees-Fines-and Penalties). We are also working on updating our Fire Code from the 2000 Edition to the 2018 Edition. We should have this completed at one of the February Board Meetings. Swimming Pools and Fences: As I drove around the Village last year, the biggest code violation I saw was swimming pools and fences (barriers). I’m not sure why, but there are a lot of pools without the proper barrier around them. The code calls for a minimum of a 48” high fence around the pool, or, you can get the fence that installs on the top edge of the pool, that also meets code. This year if you apply for a pool permit, you must have an approved barrier in place before a pool permit will be issued. If you are going to put up a fence, do that first. If your pool includes a fence installed on the top edge by the pool company, then I need to see that in the description of the contract from the pool manufacturer. By code, the pool is not to be filled unless the approved barrier is in place. I’m letting everyone know now I will red tag pools that do not meet code. You will have to include in your plan the kind of barrier you want and get that barrier installed. If you don’t do this, you are liable for any mishaps that occur; the Village is also in jeopardy if we knowingly look away and don’t enforce the code. I will have a handout available that will cover the highlights of the code with all the requirements for locks and gates. I ’m going to be the “bad guy” in this scenario; safety is my first concern. Unfortunately, in my 30 years of doing this I’ve witnessed some heart breaking tragedies, some without barriers and some when the pools were installed to code. Please, let’s make this a safe and fun summer for all! Lastly, when applying for permits to do projects around your house, make sure you have the following four items before you bring it in or we won’t accept the Permit Application.

Permit filled out completely. Plat of Survey/Blueprint when applicable. Contractor registration completed. HOA letter of approval when applicable.

The reason is if you’re missing one or more of the required items, we cannot process the permit, so we set it aside and wait for you to bring in the info. Some people do it quickly; some take up to months to complete. In the meantime, we have many applications and a lot of paperwork, and it just keeps piling up. Then, by chance, if we lose or misplace something then the process has to start all over. Its best if you keep your paperwork and when it’s ready submit it all at once so we can do our job immediately. Thank you for your cooperation in hopefully making the process painless for all!

Emergency Management – Calvin Clay, Coordinator

Our mission is community safety within the guidelines while obtaining the proper training to support our village in the event of a disaster/emergency call-out.

Happy New Year! Residents & Friends, Rain and storm season is on the way. Spring brings longer days and the greenery is now starting to develop. This leads me into providing you with key safety information. Let’s keep an eye out for fast approaching severe thunderstorms that can pop-up without warning. Be sure to monitor our local weather forecast via: weather-channel/radio/weather app/weather-radio and any other type device that monitors severe weather within our local area. When severe weather is predicted in the forecast, the threat becomes a potential. Plan your day accordingly–especially if the forecast predicts severe weather. If a funnel cloud is detected within our area, the tornado warning sirens will sound the alarm.

Take immediate shelter in a safe place away from windows, the basement preferably. If no basement is available, seek shelter in a closet, on the lower level and away from doors. Monitor conditions until the threat has expired.

Keep an emergency bag ready w/bottled water, flashlight, and safety/tool kit and food supplies.

Have a safe meeting place established where family members can meet if displaced, list phone numbers to check on family, friends & neighbors to make sure their safe.

Remember to "Spring Forward" on March 8th and set your clocks 1 hour ahead. Replace the batteries in your smoke detectors and carbon monoxide detectors to protect your family and pets and please communicate this to all family members and friends.

On behalf of the Village of Island Lake Emergency Management Agency, I want to thank my team for their dedication and support. The Emergency Management Meetings are held the fourth Wednesday of the month–on an as needed basis–at the Village Hall at 1900 / 7:00pm. Volunteers are welcome. I only ask that you commit and be an active team member by taking part in all the training exercises and support our Village functions upon request. The EMA Team supports our Police, Fire, Public Works and Parks & Recreation Departments within our specific training protocol. Our mission is Community Safety for the Village of Island Lake.

Economic Development — Trustee Chuck Cermak Shop Island Lake!

Thank you to Culvers of Island Lake, who hosted a fundraiser for Trustee Will

Ziegler on Jan. 13, and will donate a percentage of the proceeds, from participating

customers, to Will’s family. Recently under new ownership, Culvers also continued the

tradition of hosting the annual Star Lighting evert donating a percentage of sales from

the Nov. 23, 2019 event to the Island Lake Historical Society.

Looking for fitness activities? Resolution or not, you may want to take advantage of a number of our

State Rd. features classes for all ages including Jiu-jitsu, boxing, kick boxing, Mixed Martial Arts (MMA) and

Lake Management Committee – Ken Wick (LMC)

The Lake Management Committee hopes everyone had a wonderful winter!

Phosphorus-free fertilizer: As the cold temps end and the warmer temps return, yard work also gets put back on the To-Do list. We like to remind everyone that when you are making your lawns look pretty, the Village of Island Lake has an ordinance prohibiting use of fertilizers containing phosphorus within Village limits —designed to help protect our waterways—. Although you may live blocks and blocks away from the lake, the phosphorus that is found in many fertilizers can travel through our watersheds easily and make its way to our waters. When you purchase a fertilizer, there are three numbers on the bag. For example: 14-12-10.

The first number is the percent of Nitrogen. (This makes your grass grow great).

The middle number is the amount of phosphorus, a nutrient that is not good for our lake. It should be 0 (zero) for phosphorus-free fertilizer.

The third number is the percent of potassium, another nutrient.

So the next time you purchase fertilizer for your lawn, please think about our lake. You can make a difference!

Duckweed: The Lake Management Committee has also been working with companies over the last several months to acquire bids to help with the duckweed and algae blooms that occur on our lake too often in the summer months. Each year the duckweed gets worse, and it gets difficult for our public works team to keep up. So we are reaching out to Lake Management companies to help us get control over the unsightly duckweed. This process will most likely include a contact herbicide that will NOT stay in our water column. The herbicide will be applied directly to the duckweed (plant). itself and take immediate effects. The plan is treat only the areas where duckweed propagates—NOT the entire lake, This will minimize the herbicide use and the frequency of applications and will be the softest approach (with respect to the ecosystem) to a large problem. With the support of our Village trustees, we hope to make this a possibility this year and take our lake back to a healthy, aesthetically pleasing body of water again.

Get ready for Boating season. Buy your boat stickers at the Village Hall. Do a quick safety check of your boat and equipment to assure you’re safe on the water. All fishing regulations, creel and size limits are posted at all beaches, in the lake handbook and at Eastway Park boat launch. Please report any suspected abuse of overharvesting. Be Safe and Have fun!

Girl Scout Troop 1063 placed a Little Free Library at the Village Hall next to the Wauconda Area book drop. “Take a book; share a book. Wauconda Area Library (https://www.wauclib.org) serves those who live in the Wauconda School District.

The Village of Island Lake does not provide wild animal control unless an animal is an immediate threat. If you

have an animal pest on your property, call a private agency for removal.

The Village of Island Lake does not have legal plats of survey on file. Check your mortgage papers for a copy.

You may need to get a survey done if you don’t have one and if it is required for a permit application.

The Senior Discount on your water bill applies only to the service fee portion—(not the per 1,000 gallons charge.)

However, the discount does apply to the entire garbage bill.

The Village of Island Lake bills for water and garbage only. Northern Moraine Water Reclamation District

(NMWRD) sanitary (sewer) bills must be paid to NMWRD by mail or in person at 420 Timber Trail, Island Lake.

A tale of Two… or more While Island Lake is one Village, it contains two or more of many other areas. In addition to living in Island Lake, you live in a county, a township, a school district, a library district and a subdivision (which may also contain at homeowners association). Counties and Townships: You receive your tax bill from the county and you register to vote in your county. Certain programs are administered through your township. If you live in McHenry County, you also live in Nunda Township. If you live in Lake County, you also live in Wauconda Township. School and Library Districts: If you live in McHenry District 15 and 156 area, you are served by the McHenry Library. Wauconda School District 118 residents are served by the Wauconda Area Library. The Island Lake Area Seniors are in our 40th year. Won't you join us this year? You don't have to be a resident of Island Lake to join. If you are at least 55 years old, you are invited to check us out, where our members are always friendly.

We meet the second Tuesday of each month in the Senior Center at the Island Lake Village Hall, 3720 Greenleaf Av. Meetings start at 12:30 PM; doors open at 11:30. Coffee, tea, and refreshments are served. A small door prize or cash is awarded to one person at each meeting via a drawing. We also have raffles periodically. Potential members are invited to come to one meeting free of charge and enjoy whatever activities we are doing. If you decide to join, dues are only $18 per year, (starting in July the cost to join is $9), which includes a reduced cost for the St. Patrick's Day luncheon and Christmas luncheon. The Historical Society’s Island Lake 2020 calendar is a 12 month pictorial glimpse into decades of Island Lake history. There’s a 1926 picture of 4 local women standing on top of the newly installed dam which was actually an early postcard. Another picture attests to the fact Route 176 was not always where it is now. There is 10 months more of equally interesting pictures.

Anyone who thinks gardening begins in the spring and ends in the fall is missing the best part of the year...for gardening begins in January, with the dream. —Josephine Nuese

While the garden rests under a blanket of snow, gardeners plan for the season to come from the comfort of—thankfully—pest-free, climate-controlled homes. Were you happy with your “crop” last year, or are you ready to try some new ones? Did you have good support for your heavy and climbing plants or will you need to think about other ways to keep your plants in shape? To reserve your Victory Garden Plot for the 2020 season, stop by the Village Hall or call Connie at 847-416-7857.

2020 Victory Garden Opening is tentatively scheduled for Saturday, April 25, 2020—the Saturday after Earth Day, weather permitting. Alternate day if the weather is wild: Saturday, May 2. Watch for details in the next newsletter.

MAKING A DIFFERENCE FOR VETS FOR OVER 75 YEARS

The Island Lake Woman’s Club, since the founding of our club in wartime in 1943, has particularly supported our active military and veterans. Again this year the Island Lake Woman ’s Club collected and sent over 100 Valentines with a little spending cash to the veterans at the VA hospital in North Chicago; in the fall we will send a box of warm winter socks, and at Christmas donate funds for the annual holiday dinner for those veterans. We make a generous annual donation to the VFW National Home for Children, and we actively support the veterans’ organizations of Canine Companions and Soldier’s Best Friend. All of our members are animal lovers and owners, and realize that pets can certainly “Make a Difference” to our wounded heroes.

We also make frequent and generous donations to the Lake County Pet Food Pantry, where the needy can obtain pet food and supplies at no cost, and keep pets with their families and out of shelters. In addition, we support our own community every day, planting and maintaining two of the entrance gardens to the Village of Island Lake, donating to local schools and libraries, and the Wauconda/Island Lake Food Pantry. Affiliated with the GFWC, our donations help to support the Heart Fund, Smile Train, Heifer International, and the Salvation Army.

If you want to help us “Make a Difference” and are interested in learning more about the club or attending a luncheon meeting, please contact Dona Willard by email at [email protected]. WAUCONDA FIRE PROTECTION DISTRICT

Would you like to share in the service and fun that are part of Lions Club

membership? Our local club is part of the international organization with the

mission “To empower volunteers to serve their communities, meet humanitarian

needs, encourage peace and promote international understanding through Lions

clubs.” We welcome men and women and new ideas.

Join us for one of our monthly dinner meetings at a local eatery—usually on the 3rd Wednesday

of each month at 7:30pm.

Alas, the 2020 Ice Fishing Derby was cancelled, due to uncertainty about the

state of the ice in this winter of fluctuating temperatures.

All the lights on the wreath at Station 2 in Island Lake stayed lit throughout the holiday season, we are grateful to report. This means there were no holiday fires. Watch for thin ice as the spring thaw begins. Fluctuating temperatures result in unstable ice on all bodies of water. The only way to guarantee your safety and the safety of others is to STAY OFF THE ICE.

Annual Guns & Hoses Benefit Golf Outing will be in August 2020 (date TBD). Watch for more information about this event that raises money to fund twelve $1,000 scholarships for graduating seniors in the Wauconda Fire District. Note: All of the Village of Island Lake is in the Fire District—both Lake County and McHenry County residents. Daylight savings begins on Sunday, March 8, 2020. Reminder: When you change your clocks, please change your smoke and CO detector batteries. Note: The average life span for smoke and CO detectors is from 5-10 years depending on the manufacturer’s recommendation. Is it time to replace yours?
