Completed Project
(1) ‘Measuring Individual Agency/Empowerment: A Study in Kerala’ with Dr,
Sabina Alkire of Harvard University; sponsored by Harvard University and
Sanskriti Foundation, New Delhi; commenced in December 2005 and Report
submitted in April 2007.
The study sought to develop and disseminate a measure of empowerment or
agency freedom, and to explore whether it is desirable to integrate this measure
into multidimensional poverty comparisons or indices.
17
(2) ‘The Challenge of Social Protection in Rural India and China’, sponsored by
the Ford Foundation (along with Prof. KP Kannan and in collaboration with the
Rural Development Institute of the Chinese Academy of Social Sciences,
Beijing. Commenced in January 2004. A Study Report on Social Protection in
Rural India was submitted in June 2007.
The main objective of this research programme is to develop an intellectual case
for social security in its comprehensive sense as an entitlement, more precisely, as
a “right”, to the poor, excluded and vulnerable social groups and to pursue the
possibility of its universal coverage in China and India.
(3) ‘Mid-Term Appraisal of the XI Five Year Plan of Kerala’
The Draft Report prepared by a team of researchers, coordinated by me at CDS
for the Planning Commission of India was completed in December 2010. The
Report is organized in two parts:
a) Study 1 on the Monitorable Indicators
The Report attempts to study the trends in these indicators from the Ninth
Plan period onwards, subject to data availability, and also the likelihood of the
State to achieve the targets for the Eleventh Plan.
b) Study 2 on the Performance of Flagship Programmes.
The Report attempts to study the performance of the State in these
programmes from the year 2002-03 (or from the year of commencement of the
programme), subject to data availability.
