MEMORANDUM OF UNDERSTANDING

BETWEEN

BAY DISTRICT SCHOOLS

AND

ASSOCIATION OF BAY COUNTY EDUCATORS

1. Parties. This Memorandum of Understanding is made and entered into by and betweenBay District Schools and the Association of Bay County Educators.

2. Purpose. Bay District Schools has experienced a severe teacher shortage for severalyears. The lack of affordable housing in the aftermath of Hurricane Michael has onlyexacerbated the shortage.

To assist in recruiting qualified candidates from other areas, Bay District Schools will utilizefunds from the Federal Restart Grant to offer incentives for moving and housing expenses.

3. Term One. This MOU shall begin upon the approval of the Federal Restart Grant andwill end when funding from the Restart Grant runs out.

4. Term Two: The Board and ABCE agree to following guidelines for offering candidatesreimbursements for moving expenses and down payments for housing:

a. The candidate must live outside of a fifty mile radius of Bay County.

b. The candidate may be reimbursed for up to $1,000 for moving expenses and upto $1,000 for down payments for housing.

c. The candidate must work for Bay District Schools for the entire school year orhe/she will be required to repay the entire amount to the District.

5. Term Three: The District will also establish a procedure for qualified candidates torequest reimbursement for moving expenses and down payments.

The District is experiencing a severe substitute shortage. In order to improve the daily substitute fill rate, a Substitute Incentive Plan will be implemented as part of the Restart Grant.

In the plan, substitutes who work at least 10 days during a month may receive a $100 bonus for that month.

Bonus Guidelines:

1. The bonus will be retroactive to October 2018 for substitutes who are still active as of January 6, 2020.

2. Bus, Bay Base, and paraprofessional substitutes also qualify for the incentive bonus.

3. Individuals who were employed as a substitute since October 2018 but are now actively employed in different position within the district may qualify for the retroactive bonus.

4. Pre-conditional and Conditional Substitutes who were hired after November 20, 2019 (ABCE Contract Ratification date) may qualify for the incentive bonus through the end of the 2019-2020 school year. Qualification in this category will end when the Pre-conditional or Conditional Substitute receives an Instructional Recommendation.

5. Substitutes who received the negotiated District bonus will not qualify for the Substitute Incentive Bonus.

6. The Substitute Incentive Plan will run through May 2021 or until grant funding is depleted.

Bonuses will be paid beginning the pay period after this plan is approved by the School Board. Bonus payments will then be processed on the next payroll period after the month has been reported.

Dear Parents and/or Guardians:

The time for School Choice for the 2020-2021 school year is quickly approaching. A School Choice application is

required from any parent whose student meets one of the following criteria:

• Moved out of the current school zone this school year, but wishes to remain at current school;

• Wants to change his/her child’s current school;

• Has a child entering Kindergarten for the first time and wishes to attend a school other than the zoned

school (Pre-K students entering Kindergarten must register at the zoned school before completing the

application);

• Has a child entering Bay District Schools for the first time in grades 1 through 12, and wishes to attend a

school other than the zoned school. (Must register at their zoned school before completing the application)

If your address has changed, you will need to update that information in Parent Portal and provide your child’s

current school with two proofs of address before proceeding.

School Choice will be held from March 9, 2020, starting at 7:30 a.m. through April 10, 2020 ending at 4:30 p.m.

School Choice applications are only accepted during the School Choice application period. Choice requests

thereafter must be submitted in the form of a hardship application (the 2020-2021 hardship application will open on

May 4, 2020). Students are placed in schools according to School Board Policy 7.103. Student placement

information will be available on the School Choice application in mid-April after processing is complete.

To complete a School Choice application, please visit https://focus.bayschools.net/focus/, log in to your Parent

Portal account, and follow the instructions provided there. You must have a Parent Portal account with

accurate home address information to view student information and to submit a School Choice application.

Schools Closed to School Choice Process:

The following schools are experiencing enrollment capacity concerns. Though many factors have contributed to

overcapacity issues, the district must implement measures to rectify the problem. These schools are not

participating in the 2020-2021 School Choice process and therefore are not available options for out-of-zone

students.

• Breakfast Point Academy K-8

High School Advanced Academic Programs:

Currently enrolled Bay District students who have been accepted into a high school advanced academic program

do not need to submit a School Choice application. High school students who have not previously been enrolled in

a Bay District School, who have been accepted into an advanced academic program may enroll directly at their

advanced academic program school.

If you do not have a Parent Portal account:

• Please visit www.bay.k12.fl.us/Parents/Portal.aspx or contact your child’s school for more information.

You will need a valid email address and your child’s student ID number to create a Parent Portal account.

Your child’s student ID number can be found on his/her report card, or is available at his/her school.

• Students new to Bay District Schools must register at their zoned school to receive a student ID number

prior to setting up a Parent Portal account.

• If you do not have computer access you may contact your child’s current school for assistance. Internet

access is also available at public libraries.

• To locate your zoned school, visit www.bay.k12.fl.us or you may ask at your current school.

Out-of-County students:

Out-of-county students are not eligible for School Choice or hardship application. Out-of-county students are

required to apply annually to attend Bay District Schools. The out-of-county packet will be available online at

Our Students Dress for Success!

The Importance of an Effective Dress Code Policy

Our professional educators and staff understand the effect that clothing and grooming can have on student

behavior and a commitment to learning. We also know parents play a vital role in helping students have a

successful school experience, which includes making appropriate choices when it comes to clothing,

accessories and personal appearance. However, we know that the hurricane has presented many challenges

to our families so we are making some temporary revisions to the existing dress code.

In order to maintain an atmosphere conducive to learning, the Bay District School Board expects all students

to follow the policy and make smart choices about personal appearance. We hope these temporary revisions

will help our parents and students make appropriate choices for school clothing.

Students should avoid attire that seriously distracts from the learning environment, is considered to be

disruptive or could present a health or safety problem.

Dress for Success Every Day! The School Board has adopted the following mandatory rules for dress and grooming (BDS Policy 7.209); Below you will find the TEMPORARY REVISIONS for the 2019-2020 School Year as we continue to recover from Hurricane Michael:

Tops: • T-shirts and shirts of any color

• Must be appropriately fitted with sleeves

• Must be unaltered; covering underarms and

waist

• No inappropriate language, graphics or logos

Bottoms: • Bottoms of any color

• Bottoms must be appropriately fitted and seated at the waist.

• No shorts, skirts or dresses shorter than five inches (5") above the knee caps as measured standing up

• Dresses with sleeves (underarm must be

covered)

• Fitness pants such as leggings, Yoga pants,

sweatpants, exercise tights, etc. must be

covered with a top that reaches fingertip length

when arms are at sides

Sweaters/Sweatshirts/Hoodies:

• Must be appropriately fitted

• Hood may not be worn indoors

Shoes: • Closed toes and closed backs preferred

• No bedroom shoes, flip-flops, shower shoes,

or beach footwear

Other: • Scarves must be worn appropriately around the

neck or shoulders (accessory item only; no bandanas).

• No head wear except sunglasses. Hats or other sun protective wear to only be worn while students are outdoors during school hours (not during class changes); however, at all other times, the sun-protective items must be properly stored by the student in pockets, purse, locker or backpack.

• No jewelry or accessory that may be used as weapons such as chains or spiked jewelry.

• Students participating in extracurricular activities shall conform to the standards of this policy while attending classes during the regular school day. Cheerleaders may wear their uniforms when required for participation in school sanctioned activities. Athletes may wear the team jerseys on game days with appropriate uniform bottoms.

• No bedroom clothes.

• Earbuds – In order for students to be made aware of security announcements or other hazardous situations in a timely manner, it is expected that all students will adhere to single earbud use while on campus, at school-sponsored events and on school-sponsored transportation.

Prohibited Attire at all Schools

• While on school grounds during the regular school day, students are prohibited from wearing clothing that exposes underwear or body parts.

• Any interpretation of the dress code that is required of this policy shall be the responsibility of the principal of each school. The Superintendent is authorized to make the final decision regarding the interpretation, application and enforcement of this policy and to make certain that it is being uniformly applied and enforced at each of the schools within the District.

2. Ensures compliance of the State statutes, rules and policies for Career and Technical Education. 3. Ensures the efficient and effective delivery of Career and Technical Education/STEM programs. 4. Develops and manages the implementation of District, Federal and State programs and community/partnership grants,

allocations and programs. 5. Provides Career and Technical Education students with high quality career exploration and guidance. 6. Supports Career and Technical Education teachers and administrators in the successful completion of either a District

Certification or Florida State Certification. 7. Collects and analyzes CTE data, including tracking CTE Senior Career Pathway students in their post-secondary endeavors. 8. Participates in program evaluations of Career and Technical Education Career Pathways. 9. Prepares State, District, school-based reporting data for Career and Technical Education. 10. Serves as the District liaison for assigned programs and initiatives. 11. Performs other duties as assigned.

TERMS OF EMPLOYMENT:

1. Successful completion of State and Federal Background check is required for employment. 2. Twelve (12) months. Paygrade as established by the School Board in Current Salary Schedule 2.

with disabilities. 4. Analyze skills necessary for proper performance by students with disabilities on the job. 5. Supervise students with disabilities in community-based employment and facilitate work adjustment as needed/indicated. 6. Implement job training programs for students with disabilities and evaluate job performance of those students. 7. Keep all required records on employer contacts, job training/performance, student hours, etc. 8. Assist and monitor student’s accurate completion of employment paperwork, when appropriate. 9. Transport students to community-based employment, job fairs, or other community-based activities pertaining to job training

programs for students with disabilities. 10. Perform other related duties as assigned by a supervisor or designee.
