REPORT ON ACTIVITIES

Dear Com. President and My dear Comrades,

It is my pleasure to stand before you to present the report on activities of Circle Association for the period from 04-02-2017 to 03-12-2017.

1) HOMAGE

We pay our homage to the departed comrades during this period, Com.P.Balasubramanian SDE Madurai , Com. Velayutham SDE Madurai, Com Thangamani DE TNJ, Com Padma SDE STR CGMM office ,Com.N.Venkatesan SDE CIVIL Salem, Com . G.Subramanian SDE kumbakonam , Com .Kutty Kumaran JTO trainee from Pondy who died in road accident on the way to training,. Com M. Jeeva JE Dharmapuri and Com. M. Gajendran, contract labour Dharmapuri died when department vehicle met an accident while on duty .

SNEA TN expresses our homage to Veteran trade union leaders and leaders of NFPTE / NFTE Com. D Gnanaiah and Com R.K.Kohli. We also pay homage to the public personalities who lost their life during this period. SNEA, Tamilnadu Circle expresses its deep condolences to all the comrades and people who died in natural calamities.

2) CIRCLE EXECUTIVE COMMITTEE AT KANYAKUMARI :-

The second CEC meeting of TN circle was held at Kanyakumari on 4-2-2017. The meeting started with unfurling of national flag by Com Muthiyalu CWC member and SNEA flag by Com. S Balasubramanian Circle President. The CEC meeting was presided over by Com S. Balasubramanian Circle President. Com N. Albertsingh DS NGC proposed welcome address. Circle President delivered presidential address covering the functioning of circle assn, success in MVP campaign, Rule 8 transfers, E2 E3 pay scales, promotions, posting of JTOs etc.

Com. A.A.Khan CHQ President inaugurated the CEC meeting. In his speech CHQ President appreciated the TN circle for the victory in MVP and our hard work. The issues after the membership verification, the danger of disinvestment, strategic sales, financial viability of BSNL. then the latest situation in E2,E3 pay scales CPSU hierarchy, Superannuation benefit, social security issues, cadre name change and our two fold responsibility of strengthening the SNEA and profit making of BSNL he mentioned. were the HR issues he discussed. He discussed about the Router problem in Cuddalore area, Mobicash etc. He wished the CEC a grand success.

Shri K.Saju Geroge GM NGC delivered his special address. He mentioned that the telecom field now in turbulent situation. The danger of entry of JIO and its effects on the telecom service, he cautioned. The MNP is positive and in NGC it is 5:1. He insisted to have Positive mind, team work, attitude to serve, effective utilisation of available resources; manpower is needed in this hour of crisis. He reiterated to create nuance of excellence in our work.

Circle Secretary presented the REPORT ON ACTIVITIES for the period 23-4-2016 To 3-2-2017. He covered the local agitations during this period in STR, Tuticorin, Madurai, Salem, Tirunelveli, Coimbatore and Erode. He informed the work done during the MVP throughout TN and our success in transfer and posting were also informed. The re-allottment of DGM postings, Incoming DEs posting, Posting of LICE and offg JTOs, Rule -8 transfers, achieving the request transfers within 11 months a major breakthrough in transfer policy were pointed out.

On the Accounts front, the it was decided to submit the audited accounts in the next CEC and to pay the excess amount spent towards the last circle conference.

On the Circle secretaries report, 18 comrades discussed and the debate was concluded by CS. On the District secretaries report all district secretaries /representative around 29 participated. DSs requested to settle the pending Welfare claim for the deceased comrades. All issues were discussed and the discussion was replied by CS. Resolutions were passed in the house. Com R.Rajan CHQ Treasurer greeted the CEC and explained the MVP, 3rd PRC and subscription deduction forms collection by DSs.

The CEC ended with Vote of thanks by Com Rose Cyril Xavier, CWC member.Com Albert Singh DS, Com Xavier, CWC Member, Com Sundar singh, Com Subramanian, Com Muthukumar and other comrades of Nagercoil SSA made elaborate arrangements viz., Meeting hall, Food, accommodation and Circle assn appreciates them wholeheartedly.

Joint CEC meeting : A joint CEC meeting held at RGMTTC, Chennai on 10-06-17. GSs of SNEA, AIGETOA and AGS of TSOA addressed the joint session of TN circle and Chennai TD. After GS address, the joint CEC meeting of TN circle was held.

5) MEETING AT TRAINING CENTRES WITH LICE JTO TRAINEES

During this period, recruitment process in the cadre of JTOs took place for LICE JTOs and Around 108 JTOs through LICE 2014-15 and 147 for LICE 2015-16 were trained and posted .

Meeting with JTO trainees at RGMTTC:-6-4-2017

A meeting was organised at RGMTTC Chennai with JTO trainees on 6-4-2017 . SNEA CNI I DP com Rajakumar presided over the meeting. All the trainees attended the meeting. CNI I DS Com Valanarasu, Circle Secretary R.Rajasekar and Circle President Com Balasubramanian addressed the gathering and narrated about the role of JTOA, TEOA, SNEA in the growth of executives cadres, improving the services, protecting the BSNL, 3rd PRC related issues, posting and transfer related issues of JTOs, role of SNEA TN Circle in recalculation of vacancies of LICE JTO 2015-16, increasing vacancies from 116 to 207, struggles for E2 E3 pay scales, SAB issues etc. Com S.Geetha, DGM and other SNEA members attended. The interactive session was purposeful. Com Sakthivel, BS proposed vote of thanks.

Meeting with JTO trainees ON 25-10-2017 at RGMTTC:-

A meeting was organised at RGMTTC,Chennai to meet the LICE 2015-16 JTO trainees on 25-10-2017 . The meeting was presided over by Com Rajakumar DP Chennai I and B/S Com.Sakthivel gave welcome address. Circle secretary R.Rajasekar Circle president S.Balasubramanian Chennai I DS com G.Valanarasu addressed the gathering. More than 90 trainees attended the meeting. The meeting was so purposeful.

The role of SNEA in increasing the number of vacancies for this 2015-16 batch was discussed and appreciated by the trainees.

The speakers narrated the history of SNEA right from 1946, JETA, JTOA, TEOA and then SNEA ,1640 pay scale issue , struggle for gazetted status, struggle against corporatisation, role of getting pay scale, promotion policy, and service conditions in BSNL, promoting officers upto DGM , our continuous struggle for E2- E3 standard pay scale, CPSU cadre hierarchy, SAB for BSNL recruitees, role in 3rd PRC and struggle against Tower company etc .

Our role in protecting the BSNL like procurement of equipments, service to the customers, customer delight, SWAS, Nalandana, one hour extra work and the requirement of executive association were discussed. Role of SNEA TN in posting of JTOs after training and implementing the request transfers and SNEA Welfare scheme were explained. The interactive session was also effective. Com Raveendran DOS proposed vote of thanks.

6 ) CWC at Hyderabad 13-2-2017

The CWC meeting at Hyderabad was conducted from 13 th Feb to 16 th Feb in a grand manner after the first EMV. Circle Secretary along with all CWC members Com Muthiyalu, Com Xavier, Com Venkatraman, Com H.Muthu, Com Sampath and Com Marimuthu, attended the CWC.

The CWC meeting at Hyderabad was started with flag of SNEA hoisted by CHQ president Com A A Khan amist thunderous slogans. After paying homage to the departed persons welcome address was given by Com Ramesh CS Telengana .In the presidential address Com Khan mentioned that this CWC is being conducted after a successful gigantic herculean task of MVP. Every circle contributed for this victory .

Com S.L.Reddy Ex. CHQ President addressed in the CWC. He applauded the achievement of the dream for of recognition in 2016 which we started and in 2002 and he cautioned that the responsibility of SNEA has increased manifold.

Com K.Sebastin explained about the MVP and 3rd PRC.

On 13 th Feb afternoon a well organised Open Session was held and more than 600 comrades participated and it resembled our AIC. Sri Anupam Shrivastava, CMD, Sri L.Ananthram CGM Telagana Circle, Sri S.K.Gupta GM(SR),CO, Sri R.K.Mishra Director, Institute of public Enterprises, Com G.L.Jogi Chairman SNEA, Com S.L.Reddy Ex CHQ President, Com V.K.Tomar, President NCOA, Com K.S.N.Raju Advisor NCOA were the dignitaries present on the dais.

Com A.A.Khan CHQ President presided over the function and GS Com K.Sebastin presented the key note address.GS covered all the issues related to the growth of the company our strong opposition to Proposal for closure and transfer of assets of BSNL by Niti ayog and Subsidiary Tower company formation, speeding up Monetising the huge land assets, prudent way of Infra sharing, Centralised Payment to vendors undermining the authorities of AT,CGM,SSA Heads, Broadband and FTTH connections through Franchisees/cable TV operators, Transmission media related issues, Deployment of Accounts personnel in CSCs. Further GS focused our cadre issues like E2,E3 pay scales,30% SAB,CPSU cadre Hierarchy, Pay parity of Rs 22820 for the JTO/JAOs recruited after 1.1.2007,Finalisation of HR plan, Implementation of 3rd PRC etc. GS emphasized that we, as a responsible association give utmost priority for the positive growth and accelerating the momentum for the revival of the company at the same time non- resolution of the critical HR issues is adversely affecting the morale and distracting the focus of the Executives in a very big way.GS made an impassioned and fervent appeal to CMD to monitor personally and very closely the progress of resolution of these issues..

Com G.L.Jogi addressed the gathering in his usual thunderous speech and attracted the entire house.

Com V.K.Tomar President NCOA cautioned the house the sinister move of the Govt towards all the CPSUs. For implementing 3rd PRC recommendations also we have to go in for struggles only.

Our CMD congratulated SNEA for the outstanding performance in the first EMV. He congratulated us for the initiative for SWAS program and our concern for the growth of the company.CMD said the revival of the company can be achieved only when the Management and the employees joining together as one and the mutual trust is the important factor. He highlighted the recent actions by the management for improving the revenues. On our HR issues CMD assured that the E2,E3 pay scales will be settled soon. The implementation of 3rd PRC is the important agenda before him. He instructed the finance wing to get ready once the report is approved for implementation.

Sri R.K.Mishra, GM(SR), Com K.S.N.Raju NCOA ,CGM Telegana also addressed the gathering. Com Adasul Dy.GS proposed the vote of thanks.

On 14 and 15 th Feb the CWC deliberated issues related to the growth of BSNL, our cadre issues .All our comrades participated in all the discussions and put forth our view points. CS presented the circle secy report and explained the entire organaisational activities to face the first EMV and strengthened the CHQ by way of lead of 536 votes.He thanked GS and other CHQ leaders for touring the entire Tamil Nadu and addressed more than 18 meetings covering almost all SSAs.He raised the issue of transferring comrades from TN in the cadre of SDE,DE to other circles . In DGM (Adhoc) postings CHQ could able to get re-allotment for 17 comrades. At the same time some genuine cases were not settled. The CEC of TN expressed the displeasure in this regard.

On various issues in the agenda Circle secretary , CWC members Comrades Muthiyalu, Cyril Xavier, I M Venkataraman, Marimuthu, Sampath spoke in the CWC. From TN we discussed on Revenue Growth, Transfer policy and Rule 8 transfers, Merger of Port blair civil division with Chennai, CPSU hierarchy, Relaxation for LICE 2013 batch in CPSU hierarchy, Relief for ex-service man executives, LDCE seniority issues, qualifying cum competitive exam, SAB and social security issues for BSNL recruited executives, notional pay for ACE wing , merger of civil elec with mainstream. E2, E3 pay scales for JTO, SDE, 22820 Pay scale for post 2007-08 batches, SDE DE/AGM DGM AO CAO DGM(F) promotions, officiating pay protection etc . Com Trinath (Marketing CBE -2007 batch) who present in the CWC for all three days addressed on 22820 pay scale issue. Com Sree kumar Circle Vice President, Com Muthukumar ADS NGC were also present in the CWC. GS summed up all the discussions.

CHQ treasurer Com R.Rajan presented the finance report and it was approved.

The CWC passed on resolution to go on TU action on E2 E3 pay scales, CPSU hierarchy and SAB. The CWC ended at 0300hrs on 16-2-2017 with vote of thanks by Com Adasul DY GS followed by National anthem.

7) Circle Secretaries and CHQ Office bearers meeting at NEW DELHI 17-6-2017;-

The circle secretaries and CHQ office bearers meeting was held at held prior to the joint meeting on 17-6-17 and seriously review of the struggle conduced during March and april 2017 and the vindictive action of the management and decided to the intensity the struggle. Circle secretary attended and elaborated the struggle developments in TN.

8)Joint meeting of SNEA and AIGETOA DELHI 18-6-2017

A Joint meeting of all CHQ and CS of AIGETOA & SNEA was held at YWCA bhavan, New Delhi from 11AM to 6:30PM.

GS and Presidents of both the associations have elaborated the objective of this JF meeting and updated status of main HR issues. Leaders on the dais called for continuation of combined struggle of SNEA and AIGETOA for resolution of HR issues. It was emphasized that CHQ leaders of Both the associations are working in tandem and with excellent mutual trust and discussion on all the HR issues. The leaders have conveyed to carry the same relation and synergy between the leaders of SNEA & AIGETOA at Circle and District levels.

Com. G.L Jogi, Chairman SNEA also addressed the gathering and expressed his happiness over the initiative of JF, where two vibrant associations have come together and termed this as historic day for both the associations and all the BSNL Executives.

GS of both the associations have asked views and opinions on future course of action w.r.t ongoing agitation and conduction of combine JF meetings at Circle and SSA levels from the CS of both the association. The issues discussed:

1. E2/E3 standard pay Scale for JTO/SDE: 2. 30% SAB: 3. Promotions (both Seniority and LDCE) in all cadres: 4. 22820 to Post 2007 JTOs: 5. Scrapping of MT and DGM RR: 6. First Time bound promotions for 4 years: 7. Extending E1A and E2A scales notionally to JTO/SDEs of Civil/Electrical/Arch/TF wings and PA/PS cadres w.e.f. 01.10.2000:

Resolutions :- After noting down all the inputs from the house, the following resolutions were adopted.

1: It is unanimously resolved that all the vindictive actions shall be strongly opposed. It is resolved that if needed, the agitation on the vindictive actions shall be re-launched if the same are not taken back by management as assured.

2: It is decided to work together on all issues at CHQ, Circle and SSA levels by both SNEA and AIGETOA by forming JF committee at respective levels. All Circes will conduct their combined CECs at Circle level and District level within two months. There will not be any vindictive actions against the members of either side. A feeling of mutual cooperation, trust, cohesiveness and bonding shall be developed between both the associations to resolve all the long pending HR issues of BSNL executives. Both the Associations (AIGETOA and SNEA) will work collectively respecting each other with mutual cooperation and trust. The membership grabbing from one side to others will not be encouraged and JF will treat all the members of AIGETOA and SNEA as the members of JF. There will not be any effort of one up man ship.

3: As there is movement on all the issues submitted by JF in its notice as stated above and as CMD and DIR(HR) has assured to review the progress of issue for every 15 days, it is resolved to defer the proposed agitation from 26th June 2017 for 3 months. In the case of E2, E3 scales, it will be reviewed after one month. However if the JF senses of any derail or slowness in progress in resolving issue, it will reconsider its decision to launch its agitation at the earliest possible time. The mode of future agitations will be decided by CHQ keeping in view, the suggestions submitted by various CSs of JF.

9) ALL INDIA PUBLIC SECTOR AND CENTRAL GOVT OFFICERS CONFERATION MEETING CHENNAI 5-8-2017

The 1st All India Conference of AIPCOC, held at Chennai on 05.08.2017 attended by the Associations representing the CPSUs of all the sectors and Central Govt officers. Associations representing Banking sector, Telecom sector, Power sector, Insurance sector, Oil sector, Coal, Defense sector, Central Govt Gazetted officers confederation, Railway, ITDC etc attended the Conference.

Leaders from different sectors addressed the Conference about the issues faced by the sectors and how the Govt policies affected it. Central trade Union leaders also addressed the conference. CSs of AP, CHTD, CTD, KTK, KRL, MH, MP, RAJ, OR, TL, TN and WB Circles also attended the convention. Jt Sec(C ) and Jt Sec(E) also attended.

Circle office bearers and Dist secretaries from Chennai and active members from TN circle attended the meeting.The conference adopted resolutions against disinvest & strategic sale of CPSUs, merger of banks and PSUs, proposed move for privatization of Railways etc. The conference adopted resolution demanding removal of affordability clause for 3rd PRC for CPSUs.

All India Bank Officers Confederation (AIBOC) Secretary General Com D T Franco unanimously elected as the Secretary General of AIPCOC. NCOA President Com V K Tomar

elected as the President of AIPCOC. GS/SNEA Com K Sebastin elected as Vice President of AIPCOC.

10) NCOA meet at RGMTTC Chennai -6-8-2017:-

National Executive Council meeting of NCOA held at RGMTTC, Chennai on 06.08.2017 to discuss the 3rd PRC, the DPE OM on pay revision, HRA etc. NEC condemned the Govt order on 3rd PRC with affordability clause, making majority of the CPSUs out of the purview of 3rd PRC. NEC took decision to oppose the Govt move and decided to struggle organizationally for the implementation of 3rd PRC benefits for the Executives of all the CPSUs. Legal options also will be examined.

GS, Jt Sec and CSs attended the NEC. Tamilnadu Circle has made all the arrangements. Circle Secretary, Circle President, CHQ Treasurer, District Secretaries of Civil & STP were present.

11) Peoples parliament for growth and development Kanyakumari 19-8-17:-

Peoples’ Parliament for unity and Development is an initiative to bring together trade unions,non-governmental organisations, youth/ student organisations, trader’s organisations, industry organisations, manufacturers’ organisations, etc. in a single umbrella for “India’s Unity and development” from grass root level to state level and national level. It was inaugurated on 19August 2017 in Kanyakumari by Social Activist Dr.Aruna Roy. SNEA is also part of this movement and our Nagercoil comrades attended the meeting. Dr. Thomas Franco, General Secretary of All India Public Sector and Central Government Officer’s Confederation (AIPCOC) was coordinating and playing a leading role in this movement. All the districts and states will be covered by March 2018 and a mass movement is to be created is the prime motto of the movement.A Mega rally was conducted in which Social Activist Dr.Aruna Roy participated and in the afternoon session representatives from various unions and associations spoke about the issues in their field. District Secretary Nagercoil Dr.N.Albert Singh gave a speech on PSU issues and also gave Vote of Thanks in the function. CHQ Treasurer Com.R.Rajan and ADS Nagercoil Com. P.Arumugam also attended the meeting.

12) Circle conferences of fraternal organizations:-

AIBSNLEA Vellore 24-2-2017. Circle Vice President Com. R.Asokan greeted the conference on behalf of SNEA.BSNLEU Erode 19-5-2017. Circle Secretary Com.R.Rajasekar attended and greeted the conferenceAIBSNLOA Trichy 23-7-2017. Circle Secretary Com.R.Rajasekar attended and greeted the conference.

We attended all the meetings and agitations of all the fraternal unions and assn on invitation.

13) LOCAL AGITATIONS:-

SALEM - 7-2-2017:- Protesting against the attitude of PGM Salem in posting and transfer of JTOs on 7-2-2017, at the call of SALEM SNEA district assn with the guidance of Circle, more then 35 members went on mass demonstration programme to PGM to settle their demands. Sensing the wrath of the members PGM agreed for amicable settlement to effect the four pending request transfers from different SDCAs to salem urban and assured for positive approach. The team was led by Com Shanmugasundaram DS, Com Sampath DP, Com MRT ACS, Com Sekar DT, Com Narayankumar CEC , Dist office bearers and Branch Secretaries.. CONGRATULATIONS FOR SALEM SNEA TEAM FOR THEIR QUICK AND TIMELY INTERVENTION. Thanks to PGM SALEM for his positive approach for amicable settlement.

14) solidarity Demonstration for Neduvasal 6-3-17 :-

On behalf of Unions and Associations, a solidarity demonstration conducted at Greams road, O/o CGM, TN circle and all other SSAs for protest on the excavation of methane at Neduvasal.

15) CHQ and FORUM agitations: The programmes like demonstration, dharnas, Fasting given by CHQ , United forum of executives, FORUM of exec and non-exec were conducted at Circle office and all SSAs effectively.

a) 14-3-2017 March to collectorate ;- A s per the call the forum of BSNL unions and associations memorandum demanding implementation of 3RD PRC and against tower company was submitted to collectors of all districts. The programme was successfully conducted in TN.

b) Protesting against the demotion of pay scales continuous programmes were announced by joint forum of executive assn and all were successfully conducted

31-3-2017: Demonstration, 5-4-2017: Call attention day, 11-4-2017: Full day dharna, 25,26,27 -4-2017: relay hunger strike were conducted in all the SSAs. In Chennai and Nagercoil fasting at three days night and two days at Tirunelveli and Trichy also took place.

28-4-2017: Mass casual leave programme -Around 1800 executives in TN, STR ,STP marked their casual leave

1-5-2017 circle office comrades at Circle office, 2-5-2017 from Vellore, 3-5-2017 All Chennai civil and electrical, 4-5-17 at STP CGMP office, Chennai, 5-5-2017 from Cuddalore and Pondy, 6-5-2017 at STR CGMM Office Guindy Chennai. Then a per CHQ call the programme was deferred.

c) As per the call of the united forum of BSNL unions and associations the following programmes were conducted demanding 3RD PRC and against Tower company

25-5-2017 Demonstration, 20-6-2017 Dharna, 13-7-2017 hunger strike and

27-7-2017 one day strike . Strike preparatory meeting were conducted in all the SSAs. More than 80 % of participating unions and assns members and 40% of total employees participated in the strike. Even though some unions and association disassociated from this strike, it evoked good response and compelled their leadership to come for a united strike.

d) SNEA & NCOA demo for 3rd PRC and against DPE guidelines on 18-8-2017

e) Protest demo against the charge sheet of GS 29-8-2017:- . Even though the GS and CHQ did not want to go for an agitation on this issue rather than concentrating on the common demands based on the consenses among the circle secretaries of all circles demonstrations were held in many circles. In TN all SSAs effectively conducted this protest demonstration.

f) Demo against tower corpn by all unions and assns 15-9-2017.

g) At the call of the new forum All unions and associations of BSNL the following programmes were conducted . In TN at the circle level the coordination in intact. We are still to percolate this coordination in all the SSAs also.

Human chain 23-10-17:- This human chain programme created an enthusiasm amongst the employees and executive every where . In circle office, it was unprecedent success.

Submitting memorandum to Honble MPs: In almost in all SSAs, this activity carried out jointly.

Strike preparatory meetings in all SSAs attended by circle leadership. On 1st Dec despite incessant rain this meeting was conducted in Pondicherry and Kumbakonam.

16) Strike for 3rd PRC and against formation of Tower subsidiary company on 27-7-2017;- One day heroic struggle against the Govt policy on today was a splendid success throughout the country .Participation of the employees and executives was near total . In Tamilnadu the struggle achieved new heights . Preparation of the strike was also encouraging. Gate meeting in all the exchanges and offices, seat to seat campaign were enthusiastic. Many offices including our Circle office at Chennai had a deserted look. More than 80% of the participating unions and assns participated. This shows the overwhelming support for the strike. Hats off you all comrades. Cirlce assn congratulates all the Circle office bearers , District secretaries , CWC and CEC members, Branch secretaries and office bearers at all levels for their hard work and all members for their active involvement in making the strike a historic one .

17) HR RELATED ISSUES;-

Posting of DGMs;-

DGM posting orders were issued for 56 in Tamilnadu circle. 32 retained in Tamilnadu including 14 women comrades.

Cancellation/extension orders in the case of long stay transfer for SDE & AGM/DE;- Due to continuous efforts of circle and CHQ cancellation and extension orders were issued in many cases. List enclosed

Posting of executives posted on request to TN ;- During this period around JTOs-11 ,SDEs -6, DEs-12 ,DGMs-3 were posted to TN. Circle assn negotiated with circle admn and posting were done on their preferred place mostly.

LICE JTO Postings: - Posting orders were issued for 108 JTOs for the year 2014-15 during May 2017. We insisted upon to post the officers giving priority to Women/Medical cases/Ex-servicemen and to effect all pending request transfers in the cadre of JTOs and also to consider the Rule-8 cases. Orders were issued to the satisfaction of most of the officers and the disturbance was minimum and that too, to the nearby SSAs. Even after that, we got retention/ re-posting for 12 cases.

For the year 2015-16, posting orders were issued for 147 JTOs and disturbance was minimum. Orders for retention/re-allottment for 4 cases were issued within two days and the remaining cases are being pursued. We thank Circle Administration for taking our view into consideration. We insist our District Secretaries and circle office bearers to enroll them as SNEA members.

REQUEST TRANSFER IN THE CADRE OF JTOs - Consequent to the JTO postings, Circle Association insisted the Administration to consider request transfer irrespective of their stay period. Initially, the Administration did not accept our demands but continuous discussions took place with CGM, GM/DGM (HR) and finally Administration agreed to issue transfer order for the LICE JTO/Officiating JTOs posted in 2016. Remaining request JTO transfers will be considered during the postings of DR-JTOs in February 2018.

RULE-8 TRANSFER CASES – Due to our continuous persuasion, Rule-8 transfers were issued to 36 JTOs on 30-04-2017, which was followed by another seven. During the LICE JTO postings, we insisted the Administration to release Rule-8 transfers to all the JTOs. After repeated negotiation, Administration agreed to consider Rule-8 cases during February 2018.

LA POSTINGS

DE to DGM, SDE to DE and JTO to SDE – L/A posting orders are being issued regularly. The issue of accepting the declination in LA postings was also sorted out by correspondence and negotiations with the Administration.

Referring the corporate order instructions circle assn negotiated with circle admn to prepare a combed seniority list including all the BSNL units in TN for the cadre of SDEs and DEs. This new list was prepared and circulated through intranet.

RECALCULATION OF JTO LICE 2015-16 vacancy:-

Quoting the corp office order for recalculation of JTO LICE vacancies, we insisted the circle admn for this process in TN also . Due to our continuous persuation, recalculation was done and vacancies were increased from 116 to 207 and later another 9 added. This is due to the continuous efforts of circle assn.

Formal meeting with ADMN ;-

As a facility extended to the recognized executives assn after MVP, requested formal meeting with admn. Even though we submitted our items on 9-6-17 the meeting took place only on 10-10-2017 and the finalized minutes are yet to be circulated. The following items were discussed. The meeting was presided by CGM, TN circle, PGM F sri. G.Ravi, GM(HR&A) Sri D.Mohan, DGM(HR) Sri. R.Varadarajan, DGM(A) Sri. Rajaraman, DGM(F) Sri. P.K. Periasamy, DGM9FICO&CSC) Sri Tamilselvan Samuel, AGMs from official side and Comrades R.Rajasekar, CS, P.S. Kankesh, Circle Treasurer, M. Chandrasekar, ACS, I.M. Venkataraman, CWC Member and S. Ramkumar, COS from association side attended.

1) Posting of JAO/A O in CSCs and and also during reconnection melas

CGM & Chairman ruled that considering the vital aspect of the issue, one JAO/AO may be entrusted with the job of regular visit to CSCs and to monitor the transactions being taken place there, on a regular basis. AO/JAOs will be deputed for reconnection melas compulsorily.

And we want to modifty as JAO/AO will be made responsible for level 1 CSCs initially.

2) On line EB bill payments

Reply ;-We are pursuing the cases with TNEB authorities and paid the fees also for implementation of software. DGM(FICO&CSC) told that EB payments are at times made on line to avoid penalty.

PGM(F) told that the implementation of on line payment is expected to be completed by November 2017

3) Payment of temporary advances in separate account

PGM (F) stated that we still stick on to old practice of zero balance account. Issue has been taken up with Union Bank of India.

4) Posting of IFA in Karaikudi : Already DGM F was posted.5) Temporary transfer in the cadre of JAO/AO:-

After discussions, CGM & Chairman advised that temporary transfers can be considered case by case on merit basis, provided it should not affect the day to day working.

6) Single point of contact for HRM in respect of engg and finance executive:- During discussion, it is decided that further action can be taken on receipt of instructions from Corporate Office

7) Posting of qualified staff under LICE JAO exams:-

The PGM (Finance) has written a letter to Corporate Office on 12/6/2017 requesting them to give approval for filling up of the 7 vacant posts of JAO from the qualified list of JAOs.

8) Recalculation of JTO vacancy for the year 15-16:-

GM (HR/A) explained at length all the points and said that under the circumstances and pending Hon’ble Supreme Court verdict, the request of staff side could not be considered and requested to wait for judicial pronouncement in this regard.

9 ) Maintaining waiting list for request transfers:-

Waiting List is maintained for request transfers in respect of accounts and Finance Executives and waiting list will be displayed in Intranet once in three months. Regarding stay period in for transfers a separate discussion was requested by the assn and the admn accepted the same.

10) Pending request transfers of JTOs under Rule-8.

It has been agreed that the Rule 8 cases will be considered during the posting of direct JTOs, who are completing training in Feb 2018 .

11) Pay fixation during local officiating in various cadres:-

PGM (F) told the specific cases as pointed out by the staff side will be examined & resolved. If required, further clarification will be issued to SSAs in this regard.

12) Pay protection to JTOs who officiated earlier:-.

PGM (F) informed that even the clarification issued to SSAs was along with the model calculation sheet. DGM (F) will talk to the concerned SSA and sort out the issues.

18) OPINION LEADERS MEETING AND REVENUE GROWTH MEETING

The Opinion leaders meeting was conducted at TN circle office on 15-11-2017 . CGM presided over the meeting . All PGMs and GMs at circle office attended the meeting.

Representatives of all unions and associations participated. The agenda of the meeting was Revenue growth in TamilNadu . The performance of all SSAs , revenue, fault occurrence, fault clearance, CM ,CFA and EB wings were reported and analysed . It is decided to improve the performance of TN circle , QOS and revenue. SNEA was represented by Circle President and Circle secretary.

19) DIARY 2018:-

Telecom Executives Diary – 2018 is under preparation. All the District Secretaries / Circle Office bearers are requested to get the purchase orders and in distribution of the diaries. It is requested to clear the pending payments at the earliest. The profit in printing Diary-2016 is Rs.34,000/-. For 2017, payments are still pending.

20) SNEA BHAVAN:-

Our SNEA Bhavan in Chennai is well maintained and very much useful to our comrades. Collection of original documents and updating is still to be done.

21) WEBSITE:-

Our Website www.sneatn.com is maintained and updated by Com. R.Rajasekar, Circle Secretary and Com. P.S.Kankesh, Circle Treasurer smoothly and regularly.

22)WELFARE CLAIMS:-

During this period, 5 of our members expired. So far, we received two applications and were forwarded to CHQ. Three more applications are yet to be received from the Districts. CHQ has settled following nine welfare claims. Thanks to CHQ.

Our relationship with CHQ is cordial and smooth. CHQ is settling our Circle issues at the CHQ level. We are getting prompt response for all the queries raised by us. We thank CHQ Chairman Com. G.L. Conclusion ;- Dear comrades , In this period circle assn has concentrated on posting and transfer issue, Rule-8, Request transfers. Almost all the issues informed and identified were settled. But it is a never ending process. We are committed to continue this work.
