C. UNFINISHED BUSINESS

October 10, 2013 -- Minutes for 16th meeting of Undergraduate Curriculum Council for AY14-15 catalog Page 1 of 38

1. Proposal 11 from Geosciences to add GEO 4403/5503 as prerequisites for GEOL 4407/5507 and GEOL 4409/5509. History and Geosciences departments have worked together, still need to coordinate with Geomatics. Geosciences chair said two faculty members are working on it, no further word from them. Hill will follow up. Remains tabled.

2. Revised Proposal 12 from Educational Foundations to add EDUC 1110 as a new Gen Ed course. Remains tabled until GERC finishes its review.

3. Proposal 23 from Technical General Education to change the course description and number of credits for TGE 0257. GERC had remanded it back to College for resolution of the larger Gen Ed question about course level designation. To receive academic credit, the State Board requires a course have a 1000 or 2000 number. GERC has now referred this to Academic Affairs because it is part of a much larger issue that needs resolving. Remains tabled.

4. Proposal 24 from Biological Sciences to change the name, course description, and reduce the number of credits for BIOL 4415/5515 from “Human Neurobiology” to “Foundations in Neuroscience.” Being revised and will be resubmitted, keeping same number. Remains tabled.

5. Proposal 25 from Philosophy to add PHIL 2250 Contemporary Moral Problems as a new course to fulfill Gen Ed Objective 9. GERC remanded back for department to consider different Objective. Remains tabled.

6. Proposal 30 from the English and Philosophy to change Objective 9 General Education course from AMST 2200 to ENGL 2210. Remains tabled until GERC completes its review and makes a recommendation.

7. Council unanimously approved the revised Proposal 36 (Appendix 1) from Nursing for course changes to the Traditional Nursing program, and the RN and LPN to BSN programs. Revised version dated Oct. 7, 2013 that addresses Hunt’s concerns. The missing comma pointed out by Hunt has been corrected in the proposal.

8. Council unanimously approved the Proposal 38 (Appendix 2) from Philosophy to add a new course PHIL 4455 Environmental Ethics. This one goes with the Geosciences Proposal 51. Missing the semester code. Yolonda Youngs followed up with department, it should be R1. That correction has been made in the proposal.

9. Re-revised Proposal 45 from Communication, Media, and Persuasion for the new CMP program. Contingent upon approval of State Proposal – SBOE has approved the name change, but not the merger. Hunt said SBOE replied they would prefer the course prefix not be changed for COMM 1101, at least for this year, because it is a Common Core course. CMP 4457 lists 4455L as co-req – should that be 4457L? This proposal is requesting cross-listed ART 4418 course change its title and course description, but no response received from the Art Department. Tara Young will check on these questions. Remains tabled.

10. Proposal 47 from Languages and Literatures for SPAN course and catalog changes The SPAN 4494 and 4495 are the same course, but are early-8 week and late-8 week courses. Banner ensures students cannot register for both. This proposal applies to Graduate level courses as well. Blakeman will inform Graduate Council when this passes. Does co-req SPAN 2200 stay or is it eliminated? Yolonda Youngs will follow up. Remains Tabled.

11. Proposal 48 from History for course updates and a new HIST 1120 Gen Ed course. Tabled for GERC’s recommendation.

12. Proposal 50 from International Studies for new Gen Ed courses IS 2202 and IS 2203. Tabled for GERC’s recommendation.

13. Proposal 51from Geosciences for substantial revisions and updates to the Earth and Environmental Systems Program to combine three B.A. tracks into a single track and revise two existing B.S. tracks. Other proposals

under consideration linked to this one are Proposal 27 from Biological Sciences (approved by UCC on Oct. 3, 2013), Proposal 38 from Philosophy (approved in this meeting Oct. 10), and Proposal 48 from History, plus GERC’s Proposal #77 for HIST 1120, a proposed new Gen Ed course. Hill said since the new GEOL 4490 course in Proposal 27 has been approved, Geosciences may want to put it back into the curriculum for this proposal. Tabled to let the other pieces fall into place. Contingent upon SBOE approval.

14. Proposal 52 from Emergency Medical Services to add a new Emergency Medical Services (EMS) Concentration to the curriculum of an existing degree, the Bachelor of Science (BS) in Health Science. This is a new course that is equivalent to FSA 3335 so it should have the same prereqs. Hewett said they are different programs. Hunt will contact Mike McKittish Mikitish about the Prereqs. Remains tabled. Contingent upon SBOE approval.

15. Council unanimously approved the revised Proposal 54 (Appendix 3) from Biological Sciences to streamline and simplify the Microbiology curriculum.

APPENDICES

1. Proposal 36: School of Nursing: program changes for Traditional Nursing, RN (ADN) to BSN, and LPN to RN-BSN (revised 10/7/2013)

Contact: Dr. Sandie Nadelson

Proposal Summary: The purpose of this proposal is to:Make a substantive change to the program of study for 1. Traditional Nursing students, 2. RN (ADN) to BSN completion students, and 3. LPN to RN-BSN Completion students. No changes are being proposed for the Accelerated Nursing program.

Why is this change proposed?Overall, revisions of the Traditional nursing, BS Completion Programs for LPNs and RNs are necessary for the following reasons: response to meet new expectations for practice experiences per our accreditation body, AACN; meet credit requirements for graduation with BS from ISU; and deliver program more efficiently with other developments (new doctorate programs) in the SON. More specifically:

1. For the Tradition Nursing students, RN to BSN completion, and LPN to BSN completion students we are requesting a remove NURS 3330 Evidence Based Practice in Nursing from the plan of study. We would like to add that course to DHS 4426 in order to increase the number of interprofessional courses offered to nursing students and reduce course duplication. These courses have very similar course objectives and will meet the students’ learning needs. We would like these students to take the courses which the traditional students are taking in order to reduce course duplication, reduce program costs, and enhance interprofessional collaboration without compromising their educational outcomes.

2. The LPN and RN completion students have been taking two nursing leadership courses (NURS 4424 and 4425) that are nearly identical to courses being taken by the Traditional Nursing students (NURS 4418 and 4418L). These courses have very similar course objectives and will meet the students’ learning needs. We would like the LPN and RN Completion students to take the courses (NURS 4418 and 4418L) which the traditional students are taking in order to reduce course duplication and reduce program costs without compromising their educational outcomes. The NURS 4424 and 4425 can be deleted from the catalog.

3. We are also asking that the NURS 3375 (a clinical practicum for LPN Completion students) be removed from their program of study. This two credit course was being offered instead of a four credit ( NURS 3371 Medical-Surgical Nursing II Practicum) which all the other students in the

October 10, 2013 -- Minutes for 16th meeting of Undergraduate Curriculum Council for AY14-15 catalog Page 6 of 38

Traditional were taking. We want the LPNs to have the NURS 3371 course in the future. Having a separate course for them did not seem worthwhile and it is felt that taking the four credit course would enhance their learning and reduce the number of courses offered by Nursing.

4. The content of the NURS 4405 Socialization into Professional Nursing is incorporated into the course NURS 2220 Introduction to Professional Nursing. The NURS4405 course has been taken by RN and LPN completion students, but we now want them to take the NURS 2220.

5. To reduce course duplication, allow licensed and not yet licensed students to be in the same course, and decrease the chance that the LPN & RN completion students would be offended by the course title, we want to delete NURS 4405 and change the name of NURS 2220 to “Professional Nursing” from “Introduction to Professional Nursing.” The content of the NURS 4405 (a one credit course) will be included within the NURS 2220 (a two credit course).

6. We also want to add NURS 2200 assessment nursing courses to the RN completion students. This will help prepare students for additional responsibilities and align the traditional and RN completion programs more closely.

7. We would like to add the NURS4426 and 4426L Community Nursing and Community Nursing Lab to the plans of study for LPN and RN completion study. This will help meet accreditation standards and broaden the students’ learning.

How will this improve the University and the Department fulfill their mission? The change will allow the School of Nursing to deliver the BS Completion Program for RNs more efficiently and meet accreditation and university requirements. Ultimately, this will improve the School’s ability to meet its mission to prepare exemplary nurse leaders who integrate education, service and research to enhance the quality of life for diverse and rural populations. This will be done by reducing duplication and confusion with the streamlining of course. It will also help enhance the students’ knowledge of interdisciplinary practices through taking the DHS course.

Faculty Vote: Majority faculty vote was in favor of curriculum change on April 22, 2013. Revised curriculum is in the BS Completion Handbook for RNs. Majority faculty vote was in favor of curriculum change on May 3, 2013. Revised curriculum is in the BS Completion Handbook for LPNs. The Nursing Curriculum Committee reviewed the content again on Sept 9th and gave approval to the proposal.

Impacts: Other College(s) , department(s), facilities, funding, etc.:

Proposal Summary: We are adding a course, PHIL 4455 Environmental Ethics.

This is a course we are proposing which will give upper-division students exposure to recent work in environmental ethics. Environmental Ethics is a relatively new field in philosophy (since roughly 1970) and has grown within the discipline. This course will also be part of the BA program in Earth and Environmental Systems offered by the Department of Geosciences., and it will be an elective for the BS program in Earth and Environmental Systems. Several philosophy majors have also expressed an interest in this course.

Faculty Vote: The faculty voted on Sept. 6 to approve the course, 6 – 0.

CURRICULUM CHANGES

Brief explanation of what is being changed with curriculum: The existing tracks (advisory concentrations) would be replaced by a set of core courses in the biological sciences and microbiology supplemented by a set of elective courses in microbiology. In addition, the student would be required to take at least 8 additional credits in any area of the biological sciences. The result would be a curriculum which could be completed in four years while providing students with more elective options to pursue individual interests.

New curriculum format in catalog:

Bachelor of Science in MicrobiologyThe purpose of the B.S. in Microbiology is to serve students who seek to develop a strong background in microbiology and molecular biology, with applications for biotechnology, medical, and environmental biology. Majors gain experiences that prepare them to participate in the development of research plans and their implementation, and to be competent to carry out standard microbiological and molecular biology techniques in the laboratory.  The B.S. in Microbiology prepares students to be competitive for positions in research, graduate schools, health professional schools, and in the biotechnology industry.

Core Requirements Students pursuing a Bachelor of Science degree must satisfy the General Education Objectives (a minimum of 36 credits). Students must also satisfy the core requirements listed below and at least 20 credits of elective courses in Microbiology. (Need 36 upper division course hours). In order to make timely progress toward the degree it is imperative that the student work closely with a major adviser.

Concerns raised by the Registrar – addressed satisfactorily:

October 10, 2013 -- Minutes for 16th meeting of Undergraduate Curriculum Council for AY14-15 catalog Page 14 of 38

1. MATH 1160 is listed as having the title "Brief Calculus". The current title for MATH 1160 is "Applied Calculus".

Correction made in proposal document above.

2. If there are more courses that any student would be able to take to fulfill the 8 credits of "Additional Biological Sciences courses," it would be advantageous to list them in the catalog. A student's advisor will need to use DegreeWorks to add any additional courses that are not listed in the catalog that a student chooses to fulfill this requirement.

The intent is for the student to be able to take any Biological Science course for the purpose of enhancing the students background. The courses listed are only included to serve as examples.

3. This proposal removes the current two concentrations that are currently listed in the catalog. I am unsure if this removal requires State Board of Education notification or approval. I have raised this issue with the Provost's office and hope to receive direction and clarification.

The current "tracks" or "concentrations" were never formally designated by the State Board, and are for advising purposes only.

4. Proposal 56. Chemistry, CHEM 4407 scheduling

Contact(s): Rene Rodriguez, Department Chair, x2613

Proposal Summary: The department wishes to change in the catalog the scheduling of CHEM 4407 with the title Inorganic Chemistry II. This course is now taught in the spring. The catalog still lists this course as taught in the Fall. This change will reduce confusion and enhance the ability of students to plan their programs of study.

Please make sure your proposal summary covers the following information;

The purpose of this proposal is to:

___x_ Make a substantive change to a course(s) or a curriculum

What is being changed?

The catalog listing of the semester coding will be changed from F (fall) to S (spring).

Why is this change proposed?

This change will reduce confusion and enhance the ability of students to plan their programs of study because it will make the catalog consistent with actual practice.

How will this improve how the University and the Department or Program fulfill their mission?

This change will reduce confusion and enhance the ability of students to plan their programs of study.

Faculty Vote:

What was your faculty’s vote on this matter?

The faculty vote was unanimous in favor of the proposal at the department faculty meeting of 11 September 2013.

October 10, 2013 -- Minutes for 16th meeting of Undergraduate Curriculum Council for AY14-15 catalog Page 15 of 38

Impacts: It is the responsibility of the submitting college to send the proposal to the various infrastructure support services and other potentially affected departments who use the course in their curricula or would be impacted by the proposed changes for their assessment. Ambiguous characterization or omission of perceived impacts can significantly delay proposal evaluation, so proposals should document confirmations (specific approval wording) received from other units on campus prior to submission.

What, if any, adjustments will need to be made within the program, department, and/or college to accommodate this change?

No adjustments will be required because this change will make the catalog consistent with actual practice.

Note: We can no longer change a course number. You will need to drop the one you have and create a new course with a new number. We also cannot re-use old numbers.

Describe the specific change that will be accomplished with this proposal:

The catalog listing of the semester coding will be changed from F (fall) to S (spring).

Reason for change (if not described on the Cover Letter form): Be sure to include whether or not this is driven by accreditation standards.

This change will reduce confusion and enhance the ability of students to plan their programs of study.

Curriculum changes: You will need to provide a brief explanation of what is being changed with your program curriculum (use some of the wording from your summary above).

You will need to show any changes required in any curriculum list(s), should the proposal be approved. Not all course changes (prereqs, for example) will require this to be done, because they don’t “show” in a curriculum list. Curriculum council members will compare your proposed new curriculum to what is listed in the catalog so please make sure everything is complete and correct.

Other considerations

Do you Need to Send a Copy to the College of Education? If your electronic search through the PDF catalog online reveals that your course

change will appear anywhere in the College of Education's section of the catalog, contact the administrative assistant in the Deans' Office of the College of Education, who will direct you to the College of Education Undergraduate Curriculum Committee Chair. You will then contact the chair, say where your change is, and ask whether this needs approval.  Whatever the answer, request that it be e-mailed to you and please include that message in the last response on the cover page of the proposal. Your submission will be incomplete without it, and may be delayed until that response appears.  In general, if a proposal causes changes* in the curricula of any of the following teacher-preparation programs, it needs to be sent to the College of Education at the same time as it is sent to the Curriculum Council.

         B.A. in Early Childhood Education

         B.A./B.S. in Elementary Education

         B.A./B.S. in Human Exceptionality

B.A./B.S. in Physical Education Emphasis in Physical Education Teaching

B.A./B.S. in Secondary Education (with any major)

list needs to be included on the cover page of the proposal, but the proposal need not be sent to the College of Education.

B.A./B.S. in General Family and Consumer Sciences

         Minor in Consumer Economics

Minor in Child and Family Studies

B.A./B.S. in Physical Education Emphasis in Exercise Science

B.A./B.S. in Physical Education Emphasis in Outdoor Education

B.A./B.S. in Physical Education Emphasis in Sport Management

*We're referring especially to changes in course prefix, number, title, or credits here, but we also need to remember that changes in content and prereqs ALSO affect the students in these curricula.

5. Proposal 57. Theatre and Dance Department, B.A. Theatre, Film and VideoSee Comments under Impacts: Registrar re: whether this proposal is contingent upon CMP Proposal being approved, and SBOE approval to move the program from one department to the other.

Contact: Chad Gross, [email protected]

Proposal Summary:

The School of Performing Arts and the Theatre and Dance Department would like to move the administration/oversight of the BA in Theatre, Film, and Video degree from the Mass Communications program to the Theatre program. The recent creation of the Department of Communication, Media and Persuasion and the changing of all of its prefixes made it necessary to make changes to the catalog. Starting in fall of 2014 all the old Mass Communication (MC) prefixes will be incorrect. In this proposal the Theatre and Dance Department will be replacing all Mass Communication (MC) courses in the degree with equivalent (CMP) courses.

This proposal will improve the degree in the following ways:

1) Currently a majority of the majors within this degree are primarily advised in the Theatre and Dance Department. The School of Performing Arts and the Theatre and Dance Department have seen evidence of increasing enrollment in the BA in Theatre, Film, and Video. It is important to understand that this degree is relatively new to ISU and as students learn of it, it is growing. The theatre program is a good fit for this degree because the majority of students with this interest come out of theatre. Students who graduate with degrees in theatre commonly cross between the theatre and film industries, especially in the technical areas. The Theatre and Dance Department

October 10, 2013 -- Minutes for 16th meeting of Undergraduate Curriculum Council for AY14-15 catalog Page 21 of 38

sees more activity in this degree’s popularity because the students this degree appeals to are typically high school students who are involved in theatre programs as technicians.

2) The recommended course changes concerning the Theatre and Dance Department and the Department of Communication, Media, and Persuasion will accurately represent the recent departmental changes.

The School of Performing Arts looks forward to the continuation of this degree. As the theatre program grows we are excited to see the B.A in Theatre, Film, and Video flourish and hope to continue the relationship we enjoy with the Department of Communication, Media, and Persuasion.

ISU’s mission statement includes the following, “Achieve academic excellence in undergraduate, professional, and technical education.” The proposed changes will improve the undergraduate education by enhancing the instructional quality of the degree and meeting the needs of the students in an ever evolving career.

ISU’s mission statement also promotes “the efficient and effective use of resources.” The new curriculum reduces inefficiency by combining and eliminating courses, and better utilizing current and future faculty resources.

Faculty Vote:

All seven Theatre and Dance faculty attended the March 15 meeting. The vote in favor of assuming the administration/oversight of the major was unanimous (7-0).

Impacts: Other College(s) , department(s), facilities, funding, etc.: ITS / ETS: “I see no impact on ITS/ETS”, Randy Gaines. Library: “There should be no impact on the Library.”, Sandra Shropshire Advising: “No advising concerns”, JoAnn Hertz Registrar: “I don't see any specific student information systems issues with this proposal.

However, it is not clear to me whether or not State Board of Education action or notification is required for this move.  I have raised this issue with the Provost's office and hope to receive direction or clarification. I am also going to recommend to UCC that this proposal be tabled until after the Mass Comm/Comm change to Communication, Media and Persuasion change is approved, as your proposal is dependent on that change.Best Regards,”Chris Hunt

“Posted here is my response from College of A & L's Assoc. Dean Randy Earles I received this morning after relaying Chris's concern.” Tara Young

“Tara,I see no reason to wait. The Department of Communication, Media, and Persuasion is official, and confirmed by the Provost. They have submitted a new UCC proposal for their curriculum changes because the SBOE did not act on the merger proposal because of the naming issue. The joint degree is still in the catalog under Mass Communication. The current proposal would in essence simply shift it to the Theatre section of the catalog.

To my knowledge, no SBOE proposal was ever sent to discontinue the degree, so it does not need SBOE approval to revoke it. The UCC proposal that changed the Mass

6. Proposal 58. Theatre and Dance Department, THEA 1101 name change

Contact: Chad Gross, [email protected]

Proposal Summary:

The School of Performing Arts and the Theatre and Dance Department would like to change the name of THEA 1101 Appreciation of Drama to THEA 1101 Survey of Theatre. The change of name will more accurately describe the content of the course being offered. The School of Performing Arts believes changing the name will help bring continuity to all the Theatre and Dance Department 1000 level survey courses.

Faculty Vote: October 10, 2013 -- Minutes for 16th meeting of Undergraduate Curriculum Council for AY14-15 catalog Page 25 of 38

All seven Theatre and Dance faculty attended the March 15 meeting. The vote in favor of assuming the administration/oversight of the major was unanimous (7-0).

Impacts: Other College(s) , department(s), facilities, funding, etc.:

No adjustments will need to be made within the program, department, school or college to accommodate this change. The School of Performing Arts does understand that we will need to be ready for students to petition, if student retakes course.

ITS / ETS: “No issues from ITS/ETS”, Randy Gaines Library: “Where this is a change in the course title, only, I see little or no effect on the

Library.”, Sandra Shropshire Advising: “No advising concerns”, JoAnn Hertz Registrar: “Regarding the title change for THEA 1101, please be aware that changing the title

of a course has impacts on repeat processing in Banner.  If a student has earned an unsatisfactory grade in a course under one title, and then takes the same course under a new title, Banner will not automatically exclude the previous unsatisfactory grade.  A petition will be required to make this change to the student's academic history. Best Regards,” Chris Hunt

“Hi Chad,  Here is the impact statement from the College of Education

For Thea 1101 Name change:

The Drama endorsement as defined by the state (see below) does not look to need a specific course on "appreciation of drama"  and therefore, the name change seems fine.  Need to change on Page 148 and 149.

Drama (6-12). Twenty (20) semester credit hours leading toward competency as defined by Idaho Standards for Drama Teachers, including a minimum of sixteen (16) semester credit hours in Drama or Theater Arts, including course work in each of the following: Acting, Directing, and Technical Stage Production, and four (4) semester credit hours in Communications. To obtain a Drama (6-12) endorsement, applicants must complete a comprehensive methods course including the pedagogy of acting, directing and technical theatre.

COURSE CHANGES

Old Title: THEA 1101 Appreciation of Drama

New Title: THEA 1101 Survey of Theatre

October 10, 2013 -- Minutes for 16th meeting of Undergraduate Curriculum Council for AY14-15 catalog Page 26 of 38

Changing the name of THEA 1101 from Appreciation of Drama to THEA 1101 Survey of Theatre more accurately reflects the content of the course. This change will help bring continuity to the Theatre and Dance Department. After this change the Theatre and Dance Department will offer a Survey of Dance and a Survey of Theatre course.

CURRICULUM CHANGES

The only thing we will be changing is the title of the course from THEA 1101 Appreciation of Drama to THEA 1101 Survey of Theatre.

Brief explanation of what is being changed with curriculum:

THEA 2251 – Fundamentals of Acting.
