You can have the main navigation tabs to different options on how they enter or leave the screen for example you could use ‘fly out’

Gallery of acts as is important as it will show the public the acts before they go
Information on acts will tell the public what the acts do and all sorts of information about the acts
Information on the circus like dates, times and locations this will be the most important information on the website as it will bring more customers as families could plan a day out as they know when the day the circus is on and what time and where about the circus will be and will also the say the prices of the tickets
Budget
The budget would depend on the web hosting costs and any domain name registration you would need to get.
