S U MM A R Y : Under general direction, the Human Resources Analyst performs complex professional level work to coordinate, maintain and assist with the development of a variety of human resources activities including recruitment, job analysis, compensation and benefits administration, leaves of absence, workers’ compensation, training and labor relations, while exercising discretion and good judgement in working with confidential and sensitive issues on a regular basis.

ESSE N T I A L D U T IES AN D R ESPONSIBI L I T IES include the following. Other related duties may be assigned.

Coordinates recruitment activities, which includes developing recruitment strategies, advertising for open positions; screening applicants; developing testing and other selection criteria; participating in the interview process; assisting with the selection of successful candidates; and performing the background and reference checks of selected applicants while ensuring fair employment practices are followed.

Reviews, researches, analyzes, updates and assists to maintain compliance of the Port’s various programs, such as the Health Insurance Portability and Accountability Act compliance program and benefit and retirement plans; conducts research to identify areas of compliance opportunities; recommends and drafts policies and amendments.

Administers the leave of absence program in accordance with applicable federal and state laws and Port policies.

Conducts new employee orientations informing new hires of benefit eligibility and the Port’s policies and procedures, as well as administering the loyalty oath in accordance with California Government Code § 3104.

Coordinates the procurement of temporary employees, as needed.

Responsible for completing the health insurance claims analysis and reconciling monthly health insurance invoices on a timely basis.

Conducts various types of research such as wage and benefits surveys.

Leads the open enrollment process ensuring timely compliance of the employee benefit programs; ensures compliance of self-insured workers’ compensation and monitors claim

activities; prepares benefit related governmental reports. Assists with developing new benefit programs.

Monitors compliance with all aspects of the collective bargaining agreements.

Coordinates existing employee training programs and assists with developing new training programs; assists with the creation of leadership training and the succession planning program; may provide training to Port staff; may assist with the development of conflict resolution and team building activities .

Keeps abreast of related law changes and recommends updates to the Port’s personnel policies and procedures; attends industry related meetings, trainings, seminars and conferences and reviews publications.

Conducts job analysis and classification studies; updates job descriptions to accurately reflect job responsibilities; analyzes and applies applicable federal and state regulations.

Assists with the request for proposal (RFP) process for employee benefit programsincluding preparing the RFP document; identifying viable vendors; coordination of timelines; reviewing submitted RFP proposals; selecting and interviewing top respondents; and selecting the top respondent.

Professionally represents the Port in a variety of public interactions, which may include high school or college career fairs, class presentations and mock job interviews.

Answers routine inquiries and requests for factual information on subjects such as employment verification, job openings, survey inquiries and benefits.

Assists with the administration of employee compensation in compliance with the Fair LaborStandards Act and all applicable policies, procedures and regulations.

Provides back up assistance to the Port’s Human Resources Technician as needed; specifically may prepare payroll documentation originating from a variety of sources ensuring proper backup is retained; verifies payroll reports and resolves any discrepancies while ensuring compliance with federal and state laws, Port policies and procedures and union contracts.

Acts as a liaison between Human Resources and employees, supervisors and department leaders on a variety of personnel issues; responds to routine to complex personnel-related questions, interprets collective bargaining agreements and the policies and procedures in response to Port staff; refers inquiries to the Human Resources department manager as appropriate.

Performs a wide variety of complex, responsible and confidential duties for the HumanResources Manager and Port Director.

Independently responds to letters and general correspondence of a routine nature, initiates and maintains a variety of files and records for information related to the department; maintains manuals and updates resource materials.

Assists in the investigation and disposition of employee complaints and grievances.

Assists with preparation work related of labor contracts; costing of proposals, conducting surveys and gathering related information for labor contract negotiations; may serve as a member of the negotiation team.

May supervise clerical or technical support staff.

May represent the Port at personnel related hearings and investigations.

S U PE R VIS O R Y R ESPONSIBI L I T IE S : May directly supervises the Human Resources Technician. If assigned, responsibilities include planning, assigning and directing work; appraising work performance; and initiating reward or discipline procedures.

M I N I M U M R EQUIREME N T S : To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ed u ca t i o n a n d / o r E x p er i e n c e : Equivalent to graduation from an accredited college or university with a Bachelor's degree in a related field and a minimum of two (2) years’ experience performing professional level human resources functions. Supervisory experience or training also required. Previous experience in a public agency or unionsetting highly desirable.

K n o wl e dge : Professional level knowledge of employment laws, employee benefits and human resources management principles, practices and procedures, including employee relations, position classification and salary administration. Knowledge of appropriate recruitment, testing, selection and job analysis techniques. Knowledge of labor relations principles and practices in a collective bargaining environment and conflict resolution techniques; work effectively with employees, managers and the public. Knowledge of methods of gathering and presenting data; language mechanics and report writing; business statistics and mathematics. Knowledge of principles, practices and techniques of employee supervision. Basic knowledge of self-insured benefit programs. Knowledge of effective safety principles and practices. General knowledge of employment laws applicable to public agencies as well as unionized settings is highly desirable.
