VGGS: Definition and Time Frame
• Viet Nam definition of Green Growth– The green growth in Vietnam is a growth model based on
the process of changing growth models, restructuring theeconomy with an aim to fully exploiting comparativeadvantages, increasing economic efficiency andcompetitiveness through research into and application ofadvanced technologies, developing modern infrastructureadvanced technologies, developing modern infrastructuresystems to efficiently use natural resources, reducinggreenhouse gas emission, responding to climate change,contributing to hunger eradication and poverty reduction,and creating driving forces to promote sustainableeconomic growth.
Time duration:
• 2011 - 2020 with Vision towards 2050
VGGS: Goal and Objectives
• Overall goal: Green growth and the low carbon economy will become the mainstream of sustainable economic development and strengthen social economic development.
• Objectives:– Restructure the economy and increase competiveness through – Restructure the economy and increase competiveness through
efficient use of resources and address environmental degradation
– Assess and promote the use of high technology development to increase efficiency in natural resource use, reduce GHG intensity of the economy and respond to climate change
– Improve the quality through green employment, sustainable lifestyles, green infrastructure/building and restored natural capital
VGGS: Targets
By 2020: the average GDP per capita will double the 2010 level, theenergy consumption per capita be reduced by 1–1.5%/year, thegreenhouse gas emission intensity be reduced by 10-15%compared to the 2010 level; a modern and efficient economicstructure be formed, with which the value of hi-tech products andproducts applying high technologies will account for about 42-45% in the total GDP, the aggregate productivity contribute about45% in the total GDP, the aggregate productivity contribute about35% to the growth;
By 2030: Vietnam will achieve the middle-income country status,develop sufficient and appropriate material, technical, human,and institutional bases for a widespread implementation of greengrowth methods. The total greenhouse gas emission will bereduced by 1.5-2%/year; the aggregate productivity contribute atleast 50% to the growth.
By 2050: Green energy and technologies will be widely used.
VGGS: Major Tasks
1. Greening production processes and restore
natural capital.
2. Reduce the intensity of greenhouse
gas emissions (per unit of GDP) and promote gas emissions (per unit of GDP) and promote
the uses clean energy, renewable energy.
3. Greening lifestyle and promote sustainable
consumption.
Effort to maintream Ecoservices: Ecoservices in VGGS
• Conserve and use efficiently ecological systems as well
their goods and services. Assure to maintain ecological
services to meet the needs for water use including water
freshening, reservoir, water flow and quality regulating to
providing the communities with fishing, planting,
husbandry and forest products.
• Support to formulate the green accounting system by
pricing the natural capitals
• Encouraging and involving all economic sectors in
investing in natural capitals including investment in investing in natural capitals including investment in
ecological services infrastructure, conservation areas and
restoration of degraded ecological systems.
• Establish stimulating economic and financial
mechanisms for conserving and efficiently use of
ecological services. Promoting market approach in paying
for eco-services including wetland and marine
ecosystems.
• Protecting biodiversity while developing industries and
natural resources through applying biodiversity
compensation mechanism.
• Enhance the monitoring of biodiversity and eco-services.
