Factors cause affect to construction steel consumption:

Slow progress of Government Expenditures, only 25% of

disbursement process is completed;

Shortage of construction sand. Sand price went up terribly,

reached double, even triple compare to early stage.

Domestic market is recovering, local demand is increasing in

this year 2017.

Application of counter-vailable and anti-dumping taxes help to

reduce the imported volume of steel product, such as: shaped

steel, alloyed and non-alloyed long product, coating and

galvanizing sheets,..

Construction Steel Produce and Consumption 2017 (Quarterly).

Q1 2017

Produce: 2,223,002 tons

Consumption: 2,088,792 tons

Q2 2017

Produce: 2,181,116 tons

Consumption: 2,142,229 tons

Q3 2017

Produce: 2,404,622 tons

Consumption: 2,491,021 tons

In Q3, produced volume increased 24% compare to Q1 and 22% compare

to Q2

In Q3, consumption volume increased 35% compare to Q1 and 28%

compare to Q2

4. Relevant standards and Regulation

Standards: All steel product standards in Viet Nam are under the National Standard

published by Ministry of Science and Technology called TCVN.

These standards regulate steel grade, composition, physical properties…

Example:

For steel for reinforcement for concrete (including Plain Bar, Ribbed Bar and

Welded Fabric): regulated by TCVN 1651: 2008, these standards are quite

equivalent to JIS G3112: 2010 and ASTM A615-A615M – 16.

Most popular grades are being made in Viet Nam at the moment:

Standards:- TCVN 1651: 2008 : Steel for reinforcement concrete.

- TCVN 6284 : 1997: Steel for prestressing concrete.

- TCVN 9245 : 2012: Steel Pipe Piles.

- TCVN 9246 : 2012: Steel pipe sheet piles.

- TCVN 9685 : 2013: Hot rolled steel sheet piles.

- TCVN 9686 : 2013: Weldable hot rolled steel sheet piles.

- TCVN 7934 : 2009: Epoxy-coated steel for the reinforcement of concrete.

- TCVN 7935 : 2009: Epoxy-coated strand for the prestressing of concrete.

- TCVN 7571 : 2006: Hot-rolled steel sections.

- QCVN 7 : 2011/BKHCN: National technical regulation on steel for the reinforcerment of

concrete.

* TCVN is published by Viet Nam Standards and Quality Institute/

Directorate for Standards, Metrology and Quality/ Ministry of Science

and Technology, based on studies of Technical Department from

many other Ministries.

4. Relevant standards and Regulation

Regulators:

- There are 04 main regulators relating to construction steel in Viet Nam:

Ministry of Science and Technology: regulates steel standards/quality.

Ministry of Construction: regulates construction activities.

Ministry of Transport: regulates transport projects.

Ministry of Industry and Trade: regulates local steel making and steel

import activities.

- Beside, Viet Nam Steel Association perform a bridge function between its

member and Government management agencies, reflecting the difficulties and

problems in production and business, deliver the proposal to Government to

solve them; acts as consultant and counterpart on steel project and

development in the country.

Legitimates:

Circular No. 58/2015/TTLT-BCT-BKHCN signed by Ministry of Trade and

Industry and Ministry of Sciences and Technology about anti-dumping tax for

imported steel published on 31st December, 2017. This Circular shall be

extended with some advises from VSA.

Circular No. 07/2017/TT-BKHCN came to effect on 1st October 2017

regulates the imported commodity inspection.

Applying anti-dumping tax on H beam/shaped (AD03) from China

(including Hongkong) at 20.48% - 29.47%.

Applying anti-dumping tax on galvanized product from China and Korea

(3.17% - 38.34% for China product; 7.02% - 19% for Korean product).

Applying quota for color coated product from China(~323k tons), from

Korea (~35k tons), Taiwan (~15k tons), Others (~9k tons)….
