SANCTION ORDER

Sanction of the President is hereby accorded to the visit of Shri Ajay Sawhney, Additional Secretary, MoPNG to Vienna, Austria on 8 June, 2015 (excluding journey time) to attend the 9th Meeting of the Executive Board of the IEF.

2.Shri Ajay Sawhney, Additional Secretary, MoPNG is sanctioned the following allowances during their tour abroad as per his entitlement under the Rules:

a) Air fare : As per entitlements.b) DA : 2 DA (1 DA @ $100 per day for Vienna)c) Mobile Phone : Mobile phone facility to be regulated as per MoF OM No. 23(1) E- Cord-2010 dated 21.7.20101. Air Port Tax/Passport/Passenger Fee: Any tax/ fee like passenger tax, portage at Airport will be regulated in accordance with the orders of the Ministry of Finance and Ministry of External Affairs, Tax/fee paid at the airports by the officer will be reimbursable.

1. Medical facilities: He will be entitled to Medical Facilities as admissible under the MEAs QGA/653/1/74 dated 5.3.79 as amended from time to time. He will also be entitled to claim of reimbursement of cost of medical insurance for his actual period of stay.

1. Enforced halt: In the event of enforced halt, if any, actual expenditure will be limited to daily allowances admissible at the place of such halts at the rate laid down by the Ministry of External Affairs for officers of corresponding status, provided boarding and lodging arrangements are not made by the air transport company.

4. Hotel accommodation, transport and telephone facility for Shri Ajay Sawhney, Additional Secretary, MoPNG will be arranged by the Embassy of India in Vienna, Austria as per extant GoI instructions/norms /guidelines and payment will be limited to actual expenditure, on receipt of reimbursement claim from Embassy of India. The Embassy of India in Vienna, Austria is requested to raise the debit of expenditure in respect of Shri Ajay Sawhney, Additional Secretary, MoPNG for reimbursement. If the Indian Embassy/Mission doesnt provide official transport for local official travel, officer may avail of taxi services for local official travel (reimbursable on production of receipt wherever applicable).

5.All other entitlements to Shri Ajay Sawhney, Additional Secretary, MoPNG would be governed by the orders issued by the Government of India from time to time in this regard.

6.He will draw his full pay and allowances which he would have drawn but for his deputation. The salary will be drawn in India and in Indian currency only. The entire deputation period will be treated as on duty for all purposes including increment, leave, pension etc. It is certified that Shri Ajay Sawhney, Additional Secretary, M/o PNG would have continued to hold his respective post in the M/o PNG but for his deputation abroad. It is also certified that he is likely to be posted in the same post and at the same station from which he proceeded on deputation.

7.The expenditure in respect of Shri Ajay Sawhney, Additional Secretary, MoPNG will be borne by the Ministry of Petroleum and Natural Gas. The expenditure will be debited to Major Head of Account 3451 Secretariat-Economic Services 00.090-Secretariat (Minor Head) 10 Ministry of Petroleum and Natural Gas 10.01.12 Foreign Travel Expenses under Demand No. 75 for the year 2015-16.

8.The release of Foreign Exchange is authorized.

9.This issue with the concurrence of the Integrated Finance Division vide FTS. No. 38411 dated 05.06.2015 .
