A. Introduction

1. Long Bien District and Gia Lam District are currently supplied with electricity from

regional substations including 110kV E1 - Dong Anh, E2 - Gia Lam, E15 - Sai Dong. This

is an area with rapid loading development due to the appearance of industrial parks, urban

areas, factories, while the existing substations are overloaded. Therefore, in order to meet

the demand and orientation of power grid planning, the Hanoi Municipal People's

Committee issued Decision No. 1940/QD-UBND dated 21/04/2016 on the promulgation

of the power grid development plan period 2016 – 2020, in which 110 kV Sai Dong

Industrial complex SS ( 110kV Sai Dong 2 SS) with capacity of 63MVA, 110/22kV will

supply electricity for Sai Dong Industrial Complex and Long Bien District.

B. Subproject Description

Objectives

2. The subproject was constructed with the purpose:

• Supply 110kV input power for 110kV Sai Dong 2 SS.

• Exploit loading of 220kV Long Bien SS.

• Enhance circuit connection, improve reliability of power supply.

• Reduce the leakage on the system, contribute to the efficiency of power

production and business of EVN

Alignment and feature of the subproject

3. 110kV underground cable supplying power to 110kV Sai Dong 2 SS converses

wards including: Giang Bien, Viet Hung, Phuc Loi in Long Bien District, Hanoi with a total

length of about 3.770m. The route mainly the cable line goes inside a existing cable trench

along the road and sidewalks of Hoi Xa, Doan Khue and Tran Danh Tuyen streets.

C. Methodology on Preparation of Resettlement Due Diligence

5. A number of research methods were utilized, including:

• Desk study method: the Consultant reviewed Feasibility Study Report for

subproject features and scale

• Some consultation meetings were conducted to collect information and data

related to the project from the stakeholders about the 110 kV Connecting line to

Sai Dong Industrial Complex

• Field trips were conducted to observe and assess the project impacts.

D. Impacts of Subproject

6. The Project only put the cable through the trench, the trench system is conducted in

02 following projects and not in the scope of Environment Impact Assessment. The project

cable has length of 3,770m divided into 02 sections, as following:

➢ Section 1: From 220kV Long Bien SS to the tower No.83, with length of 2,457m,

the cable converses through the trench system invested by “Construction of

technical facility for installment of 110kV underground cable from 220kV Long

Bien SS Project”.

➢ Section 2: From the tower No.83 to 110kV Sai Dong 2 SS with length of about

1.313, the cable converses through the trench system invested by

“Construction of technical facility for installment of 110kV underground cables

section passing Vinhomes Riverside urban area, Long Bien District Project”.

Status of Subproject area

7. Currently, the subproject area is under construction for cable trench system

belonging to scope of 02 projects: (1) Project 1 - Construction of technical facility for

installment of 110kV underground cable from 220kV Long Bien SS Project and (2) Project

02 Construction of technical facility for installment of 110kV underground cables section

passing Vinhomes Riverside urban area, Long Bien District Project” for earthing 110kV

power system in Long Bien District.

Current status of cable trench system under construction (for 02 aboved projects)

8. The aboved cable trench in section 1 and 2 has width x depth of 2 x 1.8m. The

project cable alignment includes 11 connecting cable trenchs and 02 bending cable

trenchs are placed in right positions according to the design from 220kV Long Bien SS to

110kV Sai Dong 2 SS.

9. Cable trench system belongs to 02 aboved projects is under construction and

expected to be competed in Quarter IV/2018, detailed schedule as following:

✓ Section 1 (2,457m): Currently, 35% of work has been done in the area of Viet

Hung ward, 65% of remaining work has not been constructed in Giang Bien and

Phuc Loi wards.

✓ Section 2 (1,313m): At present, 40% of work has been completed in Giang Bien

ward, the remaining one (60%) in Viet Hung and Phuc Loi wards has not been

constructed.

E. Current status of resident and infrastructure in Project area

10. There are no people as well as structures in the Project area. The underground cable

system will be located in the existing cable trench system along the roadside and

pavements of the roads: The Xa, Doan Khue and Tran Danh Tuyen are invested in two

other projects, therefore, there is no permanently land acquisition impacts.

11. The project carried out the work of cable pulling at connecting cable trenchs and

bending cable trenchs along the underground cable alignment. The project cable system

is curled and placed right at the connecting trench, bending trench for convenience in

cable pulling. Therefore, the project does not occupy land permanently, the temporarily

occupied land is only the area at the head of each connecting trench according to the

construction schedule. The connecting trench has an area of about 10m2 is insignificant,

the occupancy time is short and only a few days in each construction phase, so it can be

considered that the project does not occupy the land temporarily.

12. 110kV Connection line to Sai Dong Industrial Complex Subproject connects and

transmits power between 220kV Long Bien SS and 110kV Sai Dong 2 SS. These two

subprojects are considered as connection infrastructures of 110kV Connection line to Sai

Dong Industrial Complex Subproject.

Current status of 220kV Long Bien SS and 110kV Sai Song 2 SS

220kV Long Bien SS

13. The substation located in Giang Bien ward, Long Bien district, Hanoi and went into

operation since September 26, 2017. The SS includes 3 transformers 220/110/22kV-

250MVA, 02 transformers 220kV and 250 MVA were installed during phase 1. The SS

includes function parts such as equipment room, control room, distribution room,

attendant room, canteen, access road, parking lot… Currently, the SS is supplying for

220kV Dong Anh 1 transmission line and 220kV Dong Anh 2 transmission line.

14. 220kV Long Bien SS is considered as connection infrastructure of 110kV Connection

line to Sai Dong Industrial Complex Subproject.

15. 220kV Long Bien SS Subproject acquired 70.254m2 of agricultural land belonging

to 205 households in Giang Bien Ward, Long Bien District. Land acquisition has been

completed in March 2016 with total amount of 53.554.360.100 VND paid to 205

households.

16. According results of interviewing representatives of Northern Power Projects

Management Board (NPMB), Long Bien District Land Fund Development Center (LFDC),

affected households, Giang Bien Ward authority and results of final independent

monitoring report, there is no outstanding related to land acquisition, compensation of

subproject;

17. 220kV Long Bien SS is one of 05 subprojects under Transmission Efficiency Project

(TEP) financed by WB. Compensation, assistance and resettlement process of project

was conducted in accordance with Resettlement Plan of subproject1 - compliance with

policy on Involuntary Resettlement of WB (OP 4.12) and Land Law 2013 of GoV;

18. Due to the policy equivalent of two donors and there is no outstanding related to

involuntary resettlement of this subproject, therefore, it is not necessary to develop a

corrective action plan.

110kV Sai Dong 2 SS

19. The SS located in Phuc Loi ward, Long Bien district, Hanoi. Current status of SS

construction site is vacant land, mainly grass and herbaceous plants. There is no river,

stream and pond passing through the area. There are no people living as well as

infrastructure in the SS area.

20. Sai Song 2 SS will be constructed financed by ADB loan, therefore, activities on

compensation, assistance and resettlement (if any) will be implemented according to ADB

policies.

F. Compensation and implementation plan

21. The project only pull cable through cable trench and there is no impact on land

acquisition and people incomes, therefore, compensation cost is not necessarily

calculated for the subproject.

22. The subproject is expected to implement by the end of 2018 and complete by the

beginning of 2019. EVN HANOI will inform ADB project activities through semi-annually

internal monitoring report.

G. Conclusions

23. The construction of underground cable connecting Long Bien SS with Sai Dong 2

SS will not cause permanent and temporary land acquisition impacts. There is no house,

structure or public utility will be affected by the project. There is also no household affected

livelihood or income generated by the project implementation.

24. There is no people living and doing business in the subproject area, therefore the

subproject does not have impacts on livelihood or incomes of people.

25. According to the results of consultations with representatives of Project Owner of

220kV Long Bien SS, LFDC and 02 affected households, there is no outstanding on land

acquisition for 220kV Long Bien SS;

26. Due to the policy equivalent of two donors and there is no outstanding related to

involuntary resettlement of this subproject, therefore, it is not necessary to develop a

corrective action plan;
