Introduction to United Care Development Services
UC's model aims to improve the scale and efficiency of financing education, health and energy &
environmental services for the very poor, through a result-based and post-paid model of funding. What
this means is that UC applies its own funds to provide services to beneficiaries. UC then documents the
work and presents the results from these projects as Result Certificates. Interested investors and donors
are then invited to post-pay for results and acquire these Result Certificates. UC’s objective is to generate
greater Social Returns for philanthropic investments through this model.

Introduction to Vidya Helpline Project:
Vision: “Every student to obtain excellent guidance and appropriate ways to obtain monetary support to
pursue the right education of their choice”
Need: It is observed that a rural student faces the two major hurdles while choosing and pursuing a right
career:
1. Lack of “relevant information on demand” to make a life changing decision
2. Lack of monetary and/or family support to pursue a career of his/her choice
Tele counseling helpline 1800-425-2-425
Vidya Helpline tele counseling is a free service offered to students to avail information and guidance from
experts on academics and careers at the golden hour.
Key Objectives of the Tele counseling center are
1. Provide authentic and complete information to
government school students in the following
categories:
Careers
Courses
Vocational and job oriented courses
Open Education
Pre-metric Scholarships etc.
2. To act as life-time academic counselor for all students and dropouts across the state.

Success in statistics:
Total calls received till 31st August 2013: 95,363
More than 35,000 unique callers
Calls received from all 23 districts of Andhra Pradesh and 6 different states
Stories of Change
Each call makes a difference to the student/dropout but below are top three success stories during this
period
1. Maalika getting admission to CBIT Engineering College without any fees
Maalika is from a humble farming background from Nizamabad. She completed her 10+2 and got
EAMCET rank (entrance exam in the state of Andhra Pradesh) of 9000. She was told by her relatives and
friends that government fee waiver is applicable only till 5000 rank. She lost her faith that she wouldn’t
be able to study. One call triggered the change, our counselors gave her correct information that fee
waiver is applicable till 10000 ranks. Our counselors had hard time in convincing her about this and to
make her apply for web counseling. Efforts of our counselors were finally rewarded when she got her
admission in CBIT, one of the top 5 engineering colleges in Andhra Pradesh, with complete fee waiver
and scholarship. The admission to CBIT without scholarship is Rs 1,13,000 per annum. She is extremely
happy on her admission
2. Praveens Naik’s story of moving from a tribal village to 6 years of free quality Education in
IIIT
Praveen Naik, a student hailing from a very poor family in Tandur's tribal area, 130 kms away from
Hyderabad, secured 9.6 in his SSC. But lack of mentor in family, school, inhibited exposure, he did not
know where, what and how of his life next, and happened to visit Vidya HelpLine. The counselors
introduced him to various opportunities he had open and also furnished the details of application and
admission process. Since now most of the application processes are online, and Praveen being new to
digital tinge, VHL counselors applied for IIIT and corporate education that his scores and efforts were
due. Fortunately, he bagged seats in both. Now he is pursuing his IIIT.
3. Mahesh choosing CEC group confidently with correct information
Here is T Mahesh, from doma Madal of RR district as usual set out for cricket. From the cricket grounds,
Mahesh took the shortest route to his residence via the District Library of Vkb. In the library he found
VHL's career booklet which he took home and mere skimming of the book turned into a deep study. He
just finished his schooling then. It was the time of admissions and he chose CEC group, owing to the
interest he had in the same. But deep inside he was reeling under the feeling that CEC is opted by not so
bright students, and has no big opportunities coming its way. But VHLs number flashed in his mind, and
he called VHL and conveyed his problem. VHL counselors explained to him about the importance of the
group of his choice and how some of the very important public figures had also opted for the same. Not
just that but he was also exposed to various career opportunities that he can get into through CEC. This
instilled confidence in him and he is now a happy kid at college.

Social impact of Vidya helpline
Apart from the expert guidance provided on demand, to measure the other tangible benefits of the tele
counseling service of Vidya HelpLine, a model has been developed. Out of 95,363 calls, there are around
30,000+ unique callers. Below is the process followed to quantify the impact.
A questionnaire has been prepared to record the answers of the beneficiaries
A sample of 170 (0.5%) from 35000+ callers list was selected, keeping the prorate percentage on
the category of the queries. (For instance, if overall % of callers with queries on “Admissions”
category is 20%, the sample has 20% of the callers with questions from “Admissions” category.
Volunteers call up the beneficiaries and record the answers.
The data is analysed and presented as below
Social Impact by VHL:
Below are some more findings as a part of the tele-counseling impact assessment:
Other findings from the survey:
1. For 90% of our callers, Nirmaan is the only source of credible information.
2. 100% of callers prefer Nirmaan VHL as the first source of Information
The study is further continued at a deeper level to understand how many students got benefitted to a much
greater level of getting scholarships, admissions to colleges etc., The results of this analysis would be
shared in the next result certificate.

**The number of calls during this period is for two months only
** The number of queries in the month of Aug 2013 is relatively on a lower side compared to June and
July as the admission counselling for exams such as BED, TET, Group 1 etc., have been deferred due to
ongoing statehood issue in Andhra Pradesh. Further there was a technical glitch from our PRI (to
facilitate calls to 5 lines) vendor – BSNL, due to which all 5 lines were not operational for a few days.
Above graph represents the trend in the quarterly call volumes.

Testimonial given by NGO partner Nirmaan Organization
Mr. Chandra Sekhar (CEO, Vidya Helpline, Nirmaan Organization)
We learnt about YouSee during Joy of giving week in 2011 and were very impressed with the innovative
model of post pay donations. YouSee demonstrates excellent transparency and high standard
professionalism in every aspect of their work which is highly laudable especially in development space.
YouSee has been supporting the Vidya Helpline project since August as a resource partner. It is one the
key contributors to scale up the Vidya helpline project from a single district to the entire Andhra Pradesh
by facilitating Rs 75,000 per month for the salaries of Vidya Helpline counselors. Further YouSee has
also facilitated in kind donations in the form of computers, printer and phones which saved a considerable
fixed cost of the project. By providing frequent suggestions and working along at times, YouSee has been
supporting in improving the call center operations, especially on impact assessment of the tele helpline.
Conclusion
The state wide call centre operations have started on 22nd
Sep 2012. Now the operations are stabilised and
publicity is currently being done extensively in rural areas of Andhra Pradesh to support maximum
number of students/unemployed youth.
