Victoria city council’s approval of the first protected bike lanes is just the beginning as they aim to build a network of bike lanes over the next three years.

However, the Greater Victoria Cycling Coalition believes the Pandora Avenue lanes won’t get much use until a comprehensive grid is established.

Earlier this month, council unanimously voted in favour of creating the city’s first two-way protected bike lane on the north side of Pandora Avenue. A total of 44 parking spaces between Store and Cook streets will be removed to accommodate the lanes.

The project has an estimated price tag of $2.16 million and will connect to the Galloping Goose trail via the Johnson Street Bridge.

Mayor Lisa Helps said this is the first of many protected bike lanes, as the city hopes to create a new system throughout Victoria.

The Victoria Police Department has launched a new bike registry to help reunite found or seized bikes with their owners today.

The new registration system allows officers to help find the rightful owners of stolen bikes more quickly.

So far in 2015, the VicPD has received 427 reports of stolen bikes and have returned almost half.

“This new registration is a great tool for our community,” said VicPD Chief Constable Frank Elsner. “We’re committed to working on combatting bike theft in our community and this registry is a great step in that direction.”

Bike registration needs to be done in person. The form can be found at VicPD headquarters, 850 Caledonia Ave., the Esquimalt Public Safety Building, 500 Park Pl., or at any public event in which the VicPD is participating.

A body found on Dallas Road last Monday has been identified as 36-year-old Victoria resident Michael Evans, according to the B.C. Coroners Service.

At approximately 7:30 a.m. on Monday, July 6, the Victoria Police Department was called to the 1400-block of Dallas Road after a person walking along the shoreline discovered the body.

VicPD officers have determined the death was not suspicious. The cause and manner of death is still under investigation by the coroners service.

Having lost his mother to a two year battle with cancer, Rodney Carper understands the personal hardship of losing a loved one to the illness.

A military police officer with the Military Police Unit in Esquimalt, Carper, who is one of 21 riders on this year’s Cops for Cancer Tour de Rock team, says it’s hard to imagine what a parent goes through when their child is sick, and hopes to raise money to help lessen the burden for families affected by cancer.

“I’ve known people in my life that have had cancer, and I have an eight-year-old son myself, and I don’t think I would be able to deal with that fact, if he ever had cancer,” Carper says. “So I would like to raise money, to do my part to raise enough money so hopefully we can find a cure so another parent doesn’t have to deal with this. That’s my biggest reason for wanting to do this.”

Childhood cancer hits close to home for Carper, who witnessed a friend’s child battle and survive the disease. Carper says he finds strength in the courage that children living with cancer have in their fight against the illness, and plans to use this as motivation in his own moments of weakness during the two-week Tour along the length of Vancouver Island.

“I have discovered, though, that as you do get older you get different pains,” Carper laughs, as he explains his training with the Tour so far. “But

no matter what pain you go through, I look at what a small child goes through every day of life living with cancer and if they can do that, I can do this.”

Speaking of an upcoming visit with fellow Tour riders to Camp Goodtimes, a camp for children affected by cancer organized by The Goodtimes Project and of which 20 per cent of net proceeds from the Tour de Rock benefits, Carper says

he is excited to meet the campers and their families but also uncertain about how it may affect him.

“I’m looking forward to that [but] I’m a little hesitant about it, you know, having to see children go through what they go through, I’m imagining it’s going

to take a toll on me,” he says.What Carper is looking forward to

is starting the 1,000-kilometre journey, which kicks off in Port Alice on Sept. 20 and ends in Victoria with a celebration in Spirit Square on Oct. 2.

“I’m actually looking forward to starting the ride and experiencing what the tour has to offer,” Carper says.

As for his experience so far, Carper says it’s been an enjoyable one.

“It’s been an awesome experience. The other riders that we have on our team are great people, they’re fun to be around, they’re positive, they work hard and they’ve all got outstanding reasons on why they want to do this.”

Many hearts, one mind. That’s the slogan behind the Cops for Cancer Tour de Rock, a two-week bicycle journey along the length of Vancouver Island to raise funds for the fight against childhood cancer.

Throughout the 1,000-kilometre, two-week ride, riders will make 122 stops in 27 communities including 46 schools. Since its inception in 1998, Tour de Rock has raised more than $20 million for the Canadian Cancer Society, with last year’s efforts totaling more than $1.1 million.

The 2015 team includes 21 riders, comprised of members from the RCMP, military police, municipal police, and a media rider.

It’s again that time of the year when the city vibrates with the sound of accordion.

The ninth Victoria International Accordion Festival, organized by the BC

Accordion Society, started on Sunday with a concert in Beacon Hill Park and runs this week, ending with a free concert on July 19 at Market Square.

“We are so pleased to be able to present some of the world’s most recognized accordion soloists and ensembles, to our wonderful audience, here in Victoria,” said Jelena Milojevic, artistic director of the Victoria International Accordion Festival. “It’s always exciting to see new faces in our audience, and it’s getting younger and younger.”

The Ross Bay Villa Society is hosting a B.C. Confederation Day Grand Garden Party at the Ross

Bay Villa Historic House Museum, 1490 Fairfield Rd. on Sunday, July 19 from 1 to 5 p.m. to celebrate the 150th anniversary of Ross Bay Villa and the 144th anniversary of British Columbia joining Canada.

The event will feature guided tours of the restored interior of the house and a traditional Cream Tea will be served in the garden under the apple trees where visitors will also be entertained

by live music and can try their luck with Victorian Fairground Games. There will be heritage displays and information booths in the house and garden and The Old Cemeteries Society will be conducting tours of Ross Bay Cemetery during the afternoon.

Admission to the grounds are free. Guided Tours of the House are $7, the Cream Tea is $7 and a combined House Tour and Cream Tea ticket is $12.

Stay attuned to your debt

Many B.C. households may be under serious financial pressure once a long-expected climb in interest rates begins.

According to a new survey by Pollara conducted for BMO’s annual debt report, British Columbians had an average of $99,834 in household debt in 2014, up more than 26

per cent from $79,089 in 2013.

According to the report, 58 per cent of B.C. households carry credit card debt despite the high interest

rates they charge. That’s well above the national average of 52 per cent. It found 44 per cent in B.C. have mortgages and 10 per cent have student loans.

Seventy-one per cent of B.C. respondents with household debt said they would be stressed if interest rates rose two points – significantly more than the national average of 64 per cent or 59 per cent of Albertans who said a two-point hike would be stressful.

This is a worrisome side effect of a prolonged period of low interest rates and a situation which could become worse if we continue to accumulate debt at this rate.

Rising household debt levels may be partly explained in some areas like Greater Victoria by rapidly rising home prices that spur buyers to take on larger mortgages.

Bank officials say an eventual rise in rates to normal levels is inevitable and families should stress-test their ability to withstand the increase and manage their finances in a higher rate environment.

Too many people are buying homes at prices that leave them barely able to cover the mortgage and associated household costs. Throw on an extra credit card or two and you could end up between a rock and a hard place when managing your debt.

Too many of us are living too close to the edge when we look at our debt compared to what we can afford to pay and when the expected rise in interest rates comes it will have a negative impact on those who are pushing the boundaries of their budgets.

Heart-breaking crashWhile I and my neighbours in the

Gorge-Burnside area have sadly become accustomed over the years to hearing reports of serious traffic accidents on Gorge and Burnside Roads, the tragic accident at Gorge Road and Bridge Street on July 3 that took the life of taxi driver Mohamed Shariff Abdi was especially heart-breaking.

Though I never met Mr. Abdi, from all reports he was a devoted father of two young children, a tireless worker and an enthusiastic volunteer and contributor to many worthy causes. Indeed, since arriving from Somalia in the 1990s he had become a model Canadian citizen.

I hope we will all try to offer as much moral and financial help as we can to Mr. Abdi’s family to show how grateful we are for the wonderful contribution he made to our community and to our country.

Greek tragedy forged from myths

Trying to comprehend the complexities, trials and tribulations of modern-day Greece, as explained by politicians and pundits, brings memories of my Ancient History teacher, Mr. Joff Brown. He had a flair for the dramatic, when cramming all that fact and fiction about Greek tragedy and mythology into our eager little brains, those many decades ago at school in the UK.

Presently, the political leaders in the country that devised democracy seem to be flying too close to the sun, like Icarus with his waxen wings; they also seem doomed to be forever rolling that boulder uphill, like Sisyphus. While certain leaders of the Eurozone may believe they are reincarnations of King Midas, and everything they touch will turn to gold; they should perhaps focus their memories not on mythological times, but on what happened about 70 years ago.

Many European economies became grateful beneficiaries when the Marshall Plan was introduced by the USA in 1948, and they received help to rebuild the destruction caused by the Second World War. Then, following several months of negotiations in 1953, the London Debt Agreement relieved debts of the Federal Republic of Germany to several European nations as well as Canada, USA and others.

Surely, it’s somewhat ironic that today’s Germany, having benefitted so greatly from the largesse of other nations upon which it had

wreaked such havoc, presently holds the purse-strings and the whip-hand dealing with Greece’s monetary problems. Trying to gain any understanding from pundits and politicians involved in the current negotiations reminds me of schoolboy days, when coming out of Mr. Brown’s class we used to say to each other: “It’s all Greek to me.”

Shady stuff going on in Health Ministry firings

It seems absolutely ludicrous that the public has to use our tax dollars, the Ombudsperson or anyone else to make someone own up to their part of the B.C. Health Ministry firing scandal.  

They know who they are and what they did. There are very clear policies and procedures in place throughout and no other government office would have been allowed to act in such a manner or be so protected.  

It is unbelievable that the premier is unaware of the facts and smacks of either her being the primary decision maker and others doing everything possible to cover it up or she’s covering for them.  Either way it doesn’t serve us or give confidence that there is not a lot of other shady stuff going on.

Miguelito Valdes plays at Music at the Inn tonight (July 15).

Described as one of Cuba’s most highly regarded trumpet players of his generation, Miguelito Valdes carries a rich history of performing with many of Cuba’s top performers, including the Cabaret Tropicana Orquesta, Pablo Milanes, Isaac Delgado, Mayito Rivera, Klimax, Chucho Valdes, and has participated in award-winning recordings such as La Rumba Soy Yo, which won a Latin Grammy in 2001.

In 2000, he began playing with Omara Portuondo (Diva singer of Buena Vista Social Club)

with whom he traveled around the world for six years. He has also played with important jazz musicians abroad, including Michael Brecker, Herbie Hancock, John Patitucci, Danilo Perez, Wayne Shorter, and many others.

Miguelito was part of the renownd orchestra Afro Cuban All Stars from 2009 until he joined the Canadian forces as part of the Naden Band in 2012.

Since making Victoria his home, he has become very involved in the local music scene.

Music at the Inn is at 7 p.m. at the English Inn, 429 Lampson St. Tickets are $10 at the door.

She noted they hope to begin building the network over the next three years.

The Pandora route was chosen over another option which would have created a one-way protected bike lane on Johnson Street.

“You won’t necessarily see a flood of cyclists starting to use it because where does it go? You need connections,” said Edward Pullman, president of the coalition.

“Until we have a minimum grid or a comprehensive grid of protected bike lanes, that’s when we’re going to see a large increase. There’s no question we’ll see more people riding on the Pandora protected bike lane when it’s done, but we’re not going to see the full benefits of it until we have a minimum grid completed.”

Pullman said future protected lanes should connect to major employment and regional centres, such as the University of Victoria and Camosun College.

Wharf, Government, Vancouver or Cook streets could be strong contenders for the city’s next protected bike lanes, he added.

“Victoria is moving reasonably quickly and we’re hopeful that the rest of the region, like Saanich in particular, but also Oak Bay and Esquimalt will follow Victoria’s lead and begin looking at their own protected bike lane networks and how they can connect them to Victoria’s with the goal of large increases in cycling ridership in the next five to 10 years,” said Pullman.

Construction on the Pandora Avenue bike lane is expected to begin in the fall and could be finished in spring 2016.

The Victoria Cougars begin their 2015-16 Vancouver Island Junior Hockey league season at home Thursday, Sept. 20 against the Kerry Park Islanders at the Archie Browning Sports Centre.

The Cougars will play eight games (four home and four away) against Kerry Park, the Peninsula Panthers, Saanich Braves, and Westshore Wolves. Victoria will play four games (two home

and two away) versus the Campbell River Storm, Comox Valley Glacier Kings, Nanaimo Buccaneers, and Oceanside Generals.

The Cougars final home game will be Thursday night, Feb. 18 against the Islanders.

They’ll finish their season on Feb. 20, 2016 with an away game, playing the Oceanside Generals.

The U17 category was new at the cham-pionships this year, and the Tide put in a strong showing against rival Vancouver North, win-ning 55-5 and 53-0.

“The Vancouver North team was a strong team, and against any other team would have been competitive,” said Koji Zolbrod, U17 Tide head coach. “But our U17s are an exception-ally strong group of players, eight of whom have already played at the Canada U17 level. Those boys brought the level of all the athletes up, making for a superb team dynamic.”

The Tide’s U18 boys finished 7th in their division while the Tsu-nami U18 girls, repre-senting both the south and north island, came home with a silver medal. During the first weekend of provincial competition at Burnaby Lake RFC, the Junior Tide program returned home with silver for the U15 boys, bronze for the U16 girls and a fifth-place for the U16 boys.

The U18 Tide team finished one better than last year, finishing with a 26-0 win over Thomp-son-Okanagan.

“The U18 level is always a tough year to get commitment from the athletes as they are working and prepar-ing for their first year post-graduation” said Matt Mortenson, U18 Tide Head Coach. “But this group of athletes showed grit and deter-mination both on and off the field and I was proud to see them fin-ish with a great win.”

What has become one of Victoria’s top annual attractions is ready to again sail into downtown for 10 days beginning July 17.

“I equate it to a circus themed cruise ship pulling into downtown to present 10 days of fun”, says executive director John Vickers of the Victoria International Buskers Festival Society. “This year’s lineup includes magicians, one of the top hula hoop performers in the world, acrobats, jugglers, we have a fire show act – it’s going to be amazing with truly amazing talent.”

The fifth edition of the free-to-attend Victoria International Buskers Festival will present professional street theatre performers from Sweden, the UK, Australia, New Zealand, the U.S. and Canada.

“We hear from people all year round over how impressed they are with the quality of talent we present,” said Vickers.

“This year’s lineup includes magicians, one of the top hula hoop performers in the world, acrobats, jugglers, we have a fire show act – the community and visitors alike are in for a real treat.”

Returning from 2011 are Kalamazoo Michigan’s Aerial Angels along with Quebec City’s Les Vitamines, an acrobatic duo who participated in 2012. Also making a second festival appearance is Montreal’s Mat Velvet and Charlie Show who, like Les Vitamines, have performed with the Cirque du Soleil.

A majority of stage acts this year are performing in Victoria for the first time. They include the UK’s Lisa Lotte, recognized as one of the world’s top hula hoop performers and the English Gents, an Australian based duo considered to be one of the world’s top busker acts.

Vickers he is particularly enthused to see the English Gents attending. “I’ve been trying to book the English Gents to Victoria for the past five years and it’s great to see them finally make an appearance”, he says.

Also attending is Mr. Animation, a robotic act from Venice Beach, California which includes Michael Jackson dance impersonations.

The festival also celebrates local Francophone culture in Greater Victoria with a host of Francophone participants and a special Francophone themed show.

The festival presents stage performers who present hourly 40 minute shows at multiple stage locations on the waterfront, on Government Street and at the Bay Centre. They are complimented by buskers performing at street level busk stop locations along with an amplified music stage in lower Bastion Square where local musicians perform daily from 11am to 7pm. Tips to performers always welcomed and appreciated.
