The Region 4 Skilled Trades Conference will be held September 1-4, 2021, at the Pat Greathouse Educational Center, located at 1000 East Center Street, Ottawa, Illinois. This Conference will begin at 9:00 AM on Thursday, September 2, 2021. On Friday, September 3rd, there will be a joint session with I.P.S. and T.O.P. The conference will end at noon on Saturday, September 4, 2021.

Registration forms and fees must be received by the Regional Office no later than Friday, August 20, 2021. Note to Financial Secretaries: Checks should be made payable to “UAW Region 4 Activity Fund” and the notation part of the check should mention “Skilled Trades Conference.”

Meals: Breakfast, lunch and dinner will be served on Thursday and Friday. Meals are not provided for skilled trades delegates on Wednesday or Saturday. Delegates who choose to have breakfast on Saturday at the PGC will need to pay an additional $12.00 meal fee. Lodging: Rooms at the Pat Greathouse Center are available at $70.00 per room, per night. Each room has two (2) beds; we urge members to double-up, when feasible, to ensure that as many delegates possible can stay on the property. Please contact Tamara at 815-433-2500 to make room reservations for the Center. If you get the office voicemail, please leave your request and an email address for confirmation and/or follow-up.

You will be given a confirmation number once your reservation has been received. When making reservations, please indicate if the delegate(s) has special room requirements (PGC management will not change rooms during the check-in process). PGC Hotel check-in will begin at 3:00 PM on Wednesday, September 1, 2021, and will resume on September 2nd at 8:00 AM for those arriving on Thursday. Check-out will be by noon on Saturday, September 4, 2021. It is imperative to fill the hotel rooms at the PGC, before seeking area lodging. However, in the event rooms at the PGC become sold out, we also have negotiated rates at the Comfort Inn (815-433-0029), Fairfield Inn (815-431-8955), the Hampton Inn (815-434-6040) and the Super 8 Motel (815-434-2888). Re: International Skilled Trade Advisory Council (ISTAC) ELECTION NOTICE This will serve as notice that an election for one (1) representative from the AG-IMP division on the UAW International Skilled Trade Advisory Council (ISTAC), will be held on Wednesday, September 2, 2021 at 9:00 AM during the John Deere & CAT Sub-Council meeting at the Pat Greathouse Education Center – in Ottawa, IL. Skilled Trades delegates from UAW Region 4 AG-IMP locals (DEERE, CAT, and CNH Global) will be allowed to participate in the election. The John Deere & CAT Sub-Council meeting will be held during the UAW Region 4 Skilled Trades Conference which will be held September 1-4, 2021. The AG-IMP representative to ISTAC will serve a three (3) year term. The International Skilled Trade Advisory Council (ISTAC) consists of skilled trade members from the UAW Skilled Trades Councils, representing all areas of UAW skilled trades throughout the UAW including Aerospace, AG. IMP., Chrysler, Ford, GM, Independents, Miscellaneous, Job Shops, Foundry, Engineering, and Parts. ISTAC is a 24-member council which advises the UAW International Executive Board on skilled trades policy matters, including the recommendation of new card classifications. Membership consists of one (1) representative from each Region. In addition, each Council elects one (1) representative with the exception of GM, which has two (2) representatives. Your participation is greatly encouraged.

REGION 4 SKILLED TRADES

LEADERSHIP COUNCIL

BY-LAWS

1) TITLE

Skilled Trades Leadership Council, Region 4.

2) JURISDICTION

All skilled trades work recognized by UAW National Skilled Trades Department within

Region 4.

3) OBJECTIVES

Ascertain the real problems we, as skilled people, face .and report to all UAW Depart­

ments and councils. Also to keep lines of communication open between the various units.

To unite and standardize all the various skilled classifications in the different units. To

advance the skilled Trades whenever and wherever possible.

4) · REPRESENTATION

A. Delegate(s) must be elected or appointed to the following positions from his/her

local union or unit; grievances, committeeperson, chief steward, steward, local union offi­

cer, chairperson of the local union skilled trades committee, journeyman card committee,

and/or member of the plant apprenticeship. The delegate(s) must be of a classification

recognized by the UAW as a Skilled Trades Classification that can qualify to receive a UAW

Journeyman Card.

B. Representation shall be as follows:

a. Additional representatives from each local union or unit shall be from

classifications recognized as skilled trades classifications by the UAW

International Union Skilled Trades Department.

b. In addition to the above, members of the Skilled Trades Advisory

Committee and if members of the National Negotiations Committee

from various corporate skilled trades sub-councils from Region 4 will

be automatic delegates.

c. Locals may, in addition to the above, send two fraternal delegates, preferably

the president and another local officer, provided the local has regular dele­

gates as provided above.

5) OFFICERS AND ELECTIONS

A. The Council shall elect a Chairperson, Vice-Chairperson, and Recording Secre­

tary-Treasurer as follows:

a) The above officers shall be nominated and elected for a three (3) year

term at the third (3rd) Calendar Year Meeting in 1996, 1999, 2002, etc.

1. That he/she would finish the term of that office, of the above officers,

regardless of status (must be working in a UAW Plant) as per Par. 4A

of the Region 4 Skilled Trades Leadership Council By-Laws.

b) The voting delegate(s) of his/her local union shall be to a maximum of three

(3) and in the event the delegate(s) are not in attendance as set forth in

paragraph 4A then the representatives of 4B,a may cast a ballot in their

absence.

c) All candidates for officers and candidates for standing committees must have

a UAW skilled trades journeyman card.

d) In the event a vacancy occurs during the regular term of office of Chairper­

son, the Vice-Chairperson shall automatically succeed to the office of

Chairperson.

The office of Vice-Chairperson will then be filled by nomination and election

at the next meeting. In the event a vacancy occurs during the regular term

of office of Vice-Chairperson or Recording Secretary­ Treasurer, the office

will then be filled by nomination and election at the next meeting.

e) Ballots for the election of the officers shall be kept by the Recording Secre­

tary-Treasurer for twelve (12) months.

f) All standing committees shall have Chairperson, Co-Chairperson and

Recording Secretary.

6) DUTIES OF OFFICERS

The Chairperson shall preside over all meetings and shall, in conjunction with the

Regional Director or the designated Skilled Trades Representative, call future

meetings and draft an appropriate agenda for such meetings. Meetings shall be no

less than two (2) times each year.

The Vice-Chairperson shall assist the Chairperson and assume duties in the absence of the

Chairperson, and in the absence of both, the Regional Skilled Trades Representative shall

preside .

The Recording Secretary-Treasurer shall: (1) Attend and cause to be recorded all pro­

ceedings of council meetings: (2) Have charge of and preserve all documents, records

and effects of this council; and (3) See that each delegate shall receive the recorded

minutes of each meeting. Shall, by mail, notify all delegates of forthcoming meetings and,

with the assistance of the Region, shall prepare and mail all correspondence and docu­

ments as deemed necessary of this account.

The Chairperson and Recording Secretary-Treasurer shall be ex-officio members of all

standing committees.

Regional Service Staff shall automatically be fraternal delegates to all meetings.

7) GENERAL

All Skilled Trades Leadership Council, Region 4 Officers, Committees and other members

handling any property of the Skilled Trades Leadership Council shall, at the completion of

their term of office, tum over all papers, documents and other Skilled Trades Leadership

Council property to the properly constituted Skilled trades Leadership Council Officers or

the International Union.

8) AMENDMENT OF BY-LAWS

A. These By-Laws shall be amended, altered or revised only in conformity with the

following procedures.

a. A resolution or motion in writing calling for amendment, alteration or revi­

sion shall be presented and read at a regular quarterly meeting and must be

seconded.

b. The resolution or motion shall be referred to the By-Laws Committee and

shall be reported out by said committee at the next meeting together with the

recommendation of that committee.

c. A vote shall then be taken on the recommendation of the By-Laws

Committee and it shall require a vote of two-thirds (2/3) of attending

delegates.Failure of the By-Laws Committee to report out any proposed

change, such proposed change may then be acted upon by Council delegates

attending such quarterly meeting.

B. All By-Laws must be submitted to the International Executive Board for approval.
