private consultations, and quiet diplomacy.

L!f we think back to the League_ of Nations we

remember that, after 21 years, no foreign ministers

were flocking to its meetings or talking in its corridors._ ..-'"~...,...

{rhey were busy preparing d!!,ens;. or ba_!!le pla~s,.. ~ after 21 years the League of Nations was dead and Hitler .., . was unleashing war.

/. I believe that o~r co,nfid~ce in the United Nations

is not misplaced. Si nee I spoke to you at this occasion a tr •B£f h ~ -

year ago we have seen a number of accomplishments.
