JSOMA EXERCISE GALLANT SENTRYSEGMENT 2: Estonian Population Control Measures

Timeline 2 43

Situation: Mounting hostilities between Estonia and Russia spur a push for Estonian nationalism. Russia feels that these seemingly minor population control measures are an infringement of rights to ethnic Russian citizens of Estonia. Additionally, increasing presence of US/NATO forces near the border raises questions of US/NATO intent to invade Russia.

SIGACTS1. Estonia requests 173rd move to Narva region

and increased NATO troops and exercises.2. Estonian-owned businesses increasingly remove

Russian language from signage and literature. 3. Public education reform plan announced that will

remove curriculum given in Russian.4. Russia publically announces intent to never

ratify border treaty.5. Two UH-60s are forced to land in Russia; pilots

detained and released, sensitive equipment.

So What?• Estonian perception of intrusion by Russia increases

perceived threat.• Perception of rights infringement will likely escalate recent

ethnic violence.

SEGMENT 2: Estonian Population Control MeasuresSituation: Estonia pushes for increased nationalism in response to hostile events involving Russia, including a foreign minister remark pertaining to rights infringement of Russian nationals in the Baltic states, and a Russian cross-border raid of an Estonian counter-intelligence official. Because the foreign minister’s comments were eerily similar to comments made about Crimea prior to its occupation, and noting an increased cross-border threat, Estonia began tightening border security. The Estonian Language Director, Urmas Sutrop, makes a statement advocating the primary use of Estonian language. Russian grey passport holders reentering Estonia begin experiencing more frequent documentation inspections and reduced administrative functions, including reduced periods of access.

Estonian Media: Estonian pride parades and nationalist television ads increase in frequency. Estonian Language Director statement broadcasted in numerous news broadcasts.

Russian Media: Outcry over the perceived rights infringement of ethnic Russians. Propaganda focuses on tightened border security and Estonian attempts to “rid themselves of the already persecuted Russian minority.”

US Media: Continued reporting of border tensions, with journalists raising the question of similarity to Ukraine situation.

EU Media: Continued reporting of border tensions, with journalists raising the question of similarity to Ukraine situation.

Media outlets all over Europe are abuzz with news of the rising tensions along the Russia-Estonia border. Currently, the ethnic Russian population in Narva are conducting protests and rioting, with pockets of ethnic violence occurring in areas of significant ethnic disparity. The trigger for this hostility was an unfortunate hit and run incident that caused a significant rift between the ethnic Estonian and ethnic Russian populations.

The increased threat has spurred a push in Estonian nationalism that is championed by the nation’s leadership as well as the general Estonian populace. A public statement advocating the use of Estonian language by Urmas Sutrop, the Estonian Language Director, has exacerbated ethnic Russian feelings of rights infringement. “It is imperative that we display the strength of our devotion to Estonia by respecting our language law. The Estonian language is the only language that is acceptable within our borders,” Sutrop said.

Even prior to Sutrop’s statement, a Russian foreign minister, Sergei Lavrov, made a statement regarding the rights infringement of ethnic Russians in the Baltic states and caused a stir across the region. Particularly in border areas with high ethnic Russian populations, tensions immediately increased. Media in the Baltic states drew parallels to speeches made about Crimea just prior to its occupation, which clearly fueled anxieties among the Baltic states.

official who is detained in Russia. Estonians claim the official was taken in a cross-border raid, while Russians claim the ‘spy’ had crossed into Russian territory. Regardless of the location, the tensions caused by this official’s detention continue.

Lastly, from the Russian media perspective, there has been an ever-increasing trend of ethnic Russian contention over seemingly tightening border policies. In the recent past, ethnic Russians have reported more frequent and thorough inspection of documentation upon return to Estonia with grey passports, which signify their ethnic Russian Estonian citizenship status. Time windows of access to cross into Estonia have also reportedly shortened. These trends, along with the Language Director’s recent statement, have been portrayed in Russian media as “attempts to rid themselves of the already persecuted Russian minority.” Considering the escalating tensions and Lavrov’s comments’ similarities to Crimea speeches, Europe and the remainder of the world must wonder: “Are we seeing the beginnings of another Crimea situation?” (Reporter name, Network name)

As a result of mounting tension along the Estonian-Russian border, particularly in Narva, the Estonian government has stated its desire for increased NATO forces in the Narva region. Minister of Defense Sven Mikser stated that the partnership demonstrated by the 173rd Airborne Brigade has had positive effects in the region surrounding Amari Air Base, but Narva is the area truly in need of support by US forces.

Estonians Request Increased NATO Forces Near Russian Border (2 of 2)

“The ethnic Russian population’s increased hostility in Narva has escalated to a point where I fear for the safety of the Narvan residents,” said Narva mayor, Eduard East. Hostility in Narva noticeably increased in the past ______TIME_____, stemming from a hit and run incident in Estonia which killed an ethnic Russian mother and child. Currently, the ethnic Russians are protesting, rioting, and looting, with isolated acts of ethnic violence upon Estonians. Estonia has requested that the US Army 173rd Airborne Brigade support currently on ground is moved from their current base in Amari Air Base to be based in the Narva region. Additionally, Estonia has requested that NATO deploy additional forces to the Narva region, as well as increase the frequency of exercises. (Reporter name, Network Name)

Estonians Removing Russian Language from Urban Culture

Estonia continues their aggressive attempts to rid their country of all forms of Russian influence, and marginalize ethnic Russian Estonian citizens. Not only have they choked off border access to the point where ethnic Russians are afraid to visit Russia and demanded that the Russian language is not used, but the Russian language is increasingly being removed from all aspects of life.

Restaurant signs and menus, hotel literature, and markings at retailers now have their Russian translation removed. Soon enough, the Russian translation will be removed from road signs, landmarks, and even historic places rooted in Russian history.

This is not nationalism among the Estonians. This is ethnic cleansing at its worst. Estonia is attempting to forcefully rid themselves of the already persecuted Russian minority, and must be stopped.

Estonia to Remove Russian Language from Public Education

Estonian public education curriculum is officially slated to undergo changes in the coming years, according to a five-year reform plan. Minister of Education and Research, Jevgeni Ossinovski, launched his 2020 reform plan, which includes several initiatives to streamline education and allow for increased progression in learning. “By removing some unnecessary complications in the classroom, we will enable ourselves to advance the average education of our students, increase their performance in global comparative education metrics, and place Estonia at an advanced position in the international community,” Ossinovski said.

Among other significant changes, one of the primary plans for streamlining include a plan to discontinue curriculum given in Russian, with the exception of Estonian language classes. Public schools will continue to provide Estonian language classes for Russian speakers, but the remainder of the curriculum will be given in Estonian.

“The coming decades of Estonians will be well-educated and sought after in the world marketplace. I have no doubt these education reforms will positively affect Estonians for generations to come,” Ossinovski said.

Russia Publically Refuses to Ratify Treaty

The border treaty, which was argued for more than 20 years and signed by both Russia and Estonia last year, will reportedly not come to fruition in the end. Russian Parliament made a public statement yesterday, communicating their stance that the pending border treaty will never be ratified as a result of increasing tensions along the Russia-Estonia border.

“We cannot in good conscience finalize a border treaty with a nation that is attempting to cleanse their culture of Russian influence and actively marginalizing ethnic Russian citizens,” Russian foreign minister Sergei Lavrov said. Lavrov’s comment centers on the trend of recently increased tensions between Estonians and the ethnic Russian population of Estonian citizens, particularly in border areas with high levels of ethnic disparity, such as Narva.

The factors sparking this tension have only served to feed Russian grievances concerning the rights infringement of the ethnic Russian Estonian citizens, and Estonian fears of Russian invasion. Until ethnic differences are settled, the ongoing rioting and sporadic ethnic violence will only continue to grow.

The Russian government is currently detaining the flight crews of two US UH-60 Blackhawk helicopters. The aircraft were flying in the vicinity of Narva, when one of them had to make an emergency landing for maintenance reasons. Because the aircraft landed across the Russian border, the Russian authorities claim sovereign air space was breached by the U.S., along with claims of espionage. “It is imperative that we hold these personnel and equipment, in order to assess the kinds of espionage taking place,” a Russian government official said. The UH-60s are part of a company-sized contingent of 169th Aviation Battalion, which deployed to conduct joint training with each of the four major Estonian border patrol centers in Narva, Koidula, Horde, and Luhamaa. More on the status of the detained individuals as the story unfolds. (reporter name, network name)
