Introduction to BEE

• Energy Conservation Act, 2001, overcomes some market barriers by enabling:

– Setting of minimum energy standards for, and affixing energy-consumption labels on appliances and equipment

– Promulgation of Energy Conservation Building Codes

– Energy use monitoring, verification and reporting by large energy users, and the establishment of energy consumption norms for these consumers

Introduction to BEE

• BEE and SDAs set up to promote:

– Demand-side management by distribution companies

– Enhancing energy conservation in existing buildings, especially through Energy Service Companies (ESCOs)

Energy Conservation Building Code (ECBC) setsminimum energy performance standards for newcommercial buildings.

Energy Efficiency – Action PlanDSM Initiatives

Agricultural and Municipal DSM targetingreplacement of inefficient pumpsets, streetlighting, etc.

Operationalising EC Act by StrengtheningInstitutional Capacity of State Designated Agencies(SDAs) : The scheme seeks to build institutionalcapacity of the newly created SDAs to perform theirregulatory, enforcement and facilitative functionsin the respective States.

Energy Efficiency Improvement in Small andMedium Enterprises (SMEs): To stimulate energyefficiency measures in 25 high energy consumingsmall and medium enterprise clusters.

Bachat Lamp Yojana

Replace inefficient incandescent bulbs with CFLs forhouseholds only

Reduce price of CFL to that of incandescent bulb-project developer (CFL Manufacturer/ DISCOM)provides initial investment

Use CDM to recover balance cost

Monitor energy consumption reduction in a projectarea as outlined in AMS-II.J of CDM-EB

CERs generated after monitoring, validation andoversight of CDM Executive Board (CDM-EB) sold ininternational markets

Progress In Bachat Lamp Yojana

• 1 pilot project registered at UNFCCC on 26th Sept 2008.

• PDDs for Haryana , Andhra Pradesh, Maharashtra have been submitted to CDM Executive Board for registration.

• 31 CFL manufacturers/Traders have been empanelled by BEE

• 14 states have taken up steps towards implemetation of scheme in their respective DISCOM regions.
