$37B INVESTMENT ANNOUNCED IN LANDMARK RAIL AGREEMENT BETWEEN COMMONWEALTH AND CSXThe Commonwealth of Virginia and CSX plan to separate passenger and freight operations along the Richmond to Washington DC corridor by expanding reliability and service on Virginia rail lines They announced a landmark rail agreement on December 19 2019
ldquoCSX is proud of the innovative agreement reached with the Commonwealth of Virginia which will advance our goals for increased safety efficiency and volume growth while meeting the publicrsquos desire for more passenger rail service to relieve commuter traffic congestion in the I-95 corridorrdquo said CSX Transportation spokeswoman Sheriee Bowman ldquoThe eventual impact once the phases are complete will be a positive one as it will separate freight operations from passenger operations allowing for better fluidity enabling us to move freight more efficiently without restrictions through this key corridorrdquo
The expansion costing $37 billion will include h Acquisition of more than 350 miles of railroad right-of-way and 225 miles of track
h 37 miles of new track improvements including the Franconia-Springfield bypass and
h A new Virginia-owned Long Bridge across the Potomac River with dedicated passenger and commuter rail tracks It will replace the current Long Bridge built in 1904 that has only 2 tracks and carries every freight or passenger train that crosses the Potomac River The new bridge will relieve this bottleneck by providing track for passenger and commuter trains separate from the freight trains
ldquoThis agreement will change the future of transportation in Virginia improving our ability to move people and goods across the state and opening up potential rail service in underserved parts of the Commonwealthrdquo stated Virginia Governor Ralph Northam
SIEMENS GAMESA CHOSEN AS PREFERRED TURBINE SUPPLIER FOR OFFSHORE WINDRICHMOND | On January 7 2020 Dominion Energy announced the selection of Siemens Gamesa Renewable Energy as the preferred turbine supplier for Virginiarsquos offshore wind power project The company has shown a proven track record as one of the worldrsquos leading suppliers and promises an appropriate combination of cost and performance Siemens Gamesa will supply the latest state-of-the-art turbines from its Offshore Direct Drive platform as well as submit the projectrsquos construction and operations plan to the Bureau of Ocean Energy Management (BOEM) The turbines are expected to generate 2640 megawatts
ldquoWe expected big things from Dominion Energy and Virginia and this contract with Siemens Gamesa proves that they are deliveringrdquo

ldquoCelebrating 100 Years of Maritime Industry GrowthrdquoVolume 84 No 1 January 2020
The rail expansion is expected to remove five million cars and one million trucks off Virginiarsquos highways each year as well as see an increase in containers moved by rail tofrom port terminals The improvements will be phased in over ten years resulting in
h Doubling the number of Virginia Amtrak trains h Providing nearly hourly Amtrak service between Richmond and Washington DC
h Increasing Virginia Railway Express (VRE) service by 75 along the I-95 corridor with 15-minute intervals during peak periods and adding weekend service
h Increasing Amtrak service to Newport News and allowing for improved schedule of the third Amtrak train to Norfolk
h Laying the foundation for Southeast High-Speed Rail through the acquisition of the abandoned S-Line which runs from Petersburg into North Carolina
h Preserving an existing freight corridor between Doswell and Clifton Forge for future east-west passenger service
ldquoAs we work to maximize investments in highways transit and Metro this partnership creates an unprecedented opportunity to unlock the potential of rail and commuter rail and allows Virginia to focus on customer service reliability and performancerdquo said Secretary of Transportation Shannon Valentine ldquoThis also provides the critical infrastructure needed to explore options to expand rail to other corridors in the Commonwealthrdquo CSX and the Commonwealth of Virginia continue work to finalize definitive agreements expecting execution to begin in the second half of 2020

CONGRESSIONAL LEGISLATIVE PACKAGES HOW WILL THEY ASSIST VIRGINIArsquoS PORT PROJECTS
GRANT AWARDED TO JAMES RIVER EXPANSION PROJECT MARAD has announced that $75 million in grants is awarded to nine marine highway projects including $189840 granted to the James River Expansion Project The grant will allow for the purchase of equipment designed to provide a more efficient barge service operation
The federal grant will be matched with $47460 from the Virginia Port Authority (VPA) to purchase a large portable generator capable of providing continuous power to multiple refrigerated containers during transit four large steel bins used for storing equipment used to secure containers and a specialized rack for storing and transporting the steel bins The rack will make it possible to offload the bins all at once cutting down on the 40-minute offload time it used to take During that offload containers cannot be lifted
ldquoThere is high demand for reefer service to RMT and the addition of this power pack [generator] will enable the port to meet the needs of the cargo owners using the bargerdquo said John Reinhart the Port Authorityrsquos CEO and Executive Director ldquoWe now have refrigerated capacity on both barges which is important to the owners of cold cargo and to the growth of our reefer businessrdquo
