FROM THE BOARD A MONTHLY SUMMARY OF BOARD HIGHLIGHTS AND DECISIONS

November 2003 Overseas credit courses approved The Board approved overseas credit programs in Ireland, England, Scotland, Italy, Slovenia, Kenya and Tanzania during summer 2004. The courses are being offered through the Continuing Education Department. All Board costs are grant recoverable from the Ministry of Education.

TCDSB also approved Interdisciplinary Studies IDC301 and IDC4U credit courses in Italy and Greece during March Break 2004.

Policy changes regarding International Languages The Board has approved a number of changes to Policy SP05 International Languages Program Elementary, including the following: • Schools which currently offer the Extended Day Program may request through their CSAC that the Board consider

conducting a survey of that local school community to determine the feasibility of their International Language Program. The protocol outlines the specific steps the CSAC must follow with respect to the request. If as a result of the needs assessment, certain International Languages Programs or the International Language Program in the school is recommended to be reduced, a report will be submitted to Board on the impact the reduction would have on the jobs of the International Languages Instructors.

• It is understood that a request for a survey shall be for extenuating circumstances only. The Board of Trustees will determine if a request will be considered.

• Classes shall be offered on an extended day basis where the parents of 67% of the students (one vote per student) attending the school request the classes on an extended school day basis.

The revised policy in its entirety will be posted on the Board’s website at www.tcdsb.org (see “policies”).

Membership in OCSTA approved The Board approved the renewal of its membership in the Ontario Catholic School Trustees’ Association (OCSTA) for the 2003-2004 school year at a cost of $184,243.00.

Board renews membership in OAPCE The Board approved the renewal of its membership in the Ontario Association of Parents in Catholic Education (OAPCE) for a fee of $12,120.00 for all TCDSB schools. Individual schools that chose not to be members of OAPCE maintain that option.

NO EARLY DISMISSAL PRIOR TO

CHRISTMAS VACATION

There will be no early dismissal of students on the last day of school prior to the Christmas break.

The Toronto Catholic District School Board, at the direction of the Ministry of Education, has completely harmonized school bus transportation services with the Toronto District School Board. This has resulted in significant savings for the TCDSB, but has taken away much of the flexibility that we previously enjoyed. The practice of early dismissal on the last day of school before Christmas Holidays is a practice of the TCDSB, which is not implemented by the TDSB. The TDSB will not be adopting this practice. Therefore, there will be no early dismissal on the Friday before Christmas. Schools are reminded that because the school year ends on two different days in June, the practice of early dismissal in June will not be affected.

A.D.D. S. “ The Adult Disabled Ski Club of Toronto” is looking for volunteers for the ski season to

assist with disabled adult skiers. Your commitment would involve Saturdays from January until the end of February.

Where: Mansfield Ski Club (transportation is provided)

Details: Free training will be provided! It would also be a great opportunity for students to get their community service hours. Pass on the message!

TREE BEE 2003 On Friday, November 21, the 51st annual Tree Bee competition was held in Toronto at Cardinal Carter School for the Arts. Tree Bee is a contest for grades 4, 5 and 6 students to demonstrate their abilities in identifying over 100 Ontario trees and show their knowledge of conservation and the environmental. The competition is sponsored by the Ontario Forestry Association and the Toronto Catholic District School Board. It is open to schools from Toronto and the Greater Toronto Area making this the largest contest of its kind in Ontario. The evening was very exciting with over 100 students taking part. Parents and coaches watched as the students exhibited their environmental expertise in identifying 30 slides of tree leaves, fruit, flowers and trunks and 34 more questions on conservation. Pennants are awarded to the top 4 teams and a Tree Bee Plaque is given to the first place team. The top three students from each school received Tree Bee T-shirts. All the participating students received a live tree seedling as well as other prizes with the school library from the winning school receiving two reference books – Trees of Canada and Focus on Forests. The results of the competition:

First place St. Elizabeth Seton Catholic School (Pickering) Second place St. Elizabeth Seton Catholic School (Pickering) and St. Dominic Savio Catholic School (Toronto) Third place St. Nicholas Catholic School (Toronto) Fourth place St. Dominic Savio Catholic School (Toronto) and St. Lawrence Catholic School (Toronto) Honourable Mention to the following: Heather Heights Public School (Toronto), St. Florence Catholic School (Toronto) and St. Thomas More Catholic School (Toronto) St. Elizabeth Seton took the Team Trophy for participation, which is given to the school with the greatest number of students involved. This is the first time the Team Trophy has been won by a school from outside of Toronto. On December 8, 2003, the winning team and their coaches from the 2002 Tree Bee, also from St. Elizabeth Seton School, will attend a luncheon at Queen’s Park with the Honourable James K. Bartleman, vice-regal officer of the province and Lieutenant Governor of Ontario. The winning team from this year will have that honour next year.

OPTIMIST CLUBS SCHOLARSHIPS COMPETITION The Optimist Clubs of Optimist International in the Central Ontario Region are organizing the following three events. Schools are encouraged to participate in these events, which will provide students with the opportunity to improve themselves and to compete for scholarships. Should any interested school not be approached by their local Optimist Club, they should contact the District Chair for that contest, who will be pleased to provide name, address and telephone number of a club officer or arrange for the closest club to contact the school. COMMUNICATIONS CONTEST FOR THE DEAF AND HARD OF HEARING Open to young people through Grade 12 recognized as deaf or hard-of-hearing, offers a chance to present themselves and to present their thoughts on the topic “Thinking, working and Expecting the Best”. Students make a four to five minute presentation and are competing for a $1,500 scholarship. Contest District Chair is Terry Hullin at 613-256-9326. ESSAY CONTEST Open to students under the age of 19 as of December 31, 2003. A 400 to 500 word essay on the topic “Being the Best I Can Be” is to be submitted. Students are competing for a scholarship of $650 locally, and the winner is then eligible for an additional scholarship of up to $5,000. Contest District Chair is Don MacDonald at 905-847-6628. ORATORICAL CONTEST Open to youngsters who have not attained the age of 16 as of December 31, 2003. BACK CARE EDUCATION

Target Audience: Educational Assistants Facilitator: Education Safety Association of Ontario Point of Contact: Louise Barker, OHS Department

Education Assistants fulfill an important role in schools by helping to integrate special needs students into the school environment. The physical demands associated with this vital position are significant and quite unique. This one-day workshop is designed to help prevent back and musculoskeletal injuries by understanding back physiology, understanding proper body mechanics and assessing student transfers and lifts. This training is mandatory for all Education Assistants.

HAND WASHING: THE KEY TO INFECTION CONTROL

Most people do not wash their hands as often as they should. The best defense against the spread of infection is good hand washing. Remember to lather and scrub your hands for at least 15 seconds. Make sure you pay close attention to areas between your fingers and under your fingernails. Rinse your hands with running water and dry.

MEASURING SAFETY PERFORMANCE:

TCDSB ACCIDENT RECORD - repeat

Workplace accidents to Board employees are costly in both human and economic terms. The main objective of the occupational health and safety program is to reduce and eventually eliminate all workplace-related injuries. The ultimate goal is zero injuries. Definitions: lost time injury is an injury where an employee was off work at least one day following the day of the accident. In a health care injury, there is no lost time, medical treatment was sought. There was a increase in workplace injuries in the 2002/2003 school year in comparison to the 2001/2002 school year. Much of this increase is attributed to the rise in slips and falls due to the freezing rain in early April 2003. The number of lost time injuries per 100 Board full time equivalents (FTE) also increased in the 2002/2003 school year in comparison to the 2001/2002 school year. There were approx. 2.2 lost time injuries per 100 FTE in the 2002/2003 school year. The Ontario Ministry of Labour’s (MOL) overall target for all workplaces in Ontario is 1.8 lost time injuries per 100 FTE.

The Centre driveway is just north of Taylor Creek Park on the east side of Dawes Road (north of the crosswalk). The Dawes Road bus #23 from Main St. station stops near the crosswalk.

We will begin the morning session at 10 a.m. and lunch will be served at 12:30 p.m. The afternoon session will start at 1:30 p.m. and end with a closing at 4:30 p.m., followed by a potluck dinner. Times Most in-service sessions start at 9:00 a.m. or 1:00 p.m. and end at either 12:00 p.m. or 3:30 p.m. Some eClass in-services and all Library Pro in-services run on a slightly different schedule. All after-school in-services run from 4:30p.m. - 6:00p.m. See the included calendar for specific in-service times. Some in-services run for a half day, some in-services run for a full day. All of the software used in these in-services is licensed for use in Ontario schools (OESS software) by the Ministry of Education or licensed for use by the TCDSB. In-services are designed to help school staff to learn some of the skills necessary to use these programs as tools to enhance learning in the classrooms. Many of these programs can also be used as personal productivity tools. Cancellations In-services with fewer than three registrants will be cancelled three school days before the in-service. After-School In-Services

Dreamweaver - Introduction This is a four evening in-service and will run on the same evening for four consecutive weeks. Dreamweaver allows the user to create professional looking web pages. This in-service will be an introduction to WEB Design. Teachers will be able to design a web page for their schools using text, images, animations and sounds. By the end of the session, the teachers will have an understanding of what WEB Design is all about.

Making Effective use of Your Digital Camera This is a two evening in-service and will run on the same evening for two consecutive weeks. In this in-service you will explore the features on your digital camera and have hands on experience with manipulating and touching up digital photos using Adobe Photoshop Elements. Using this software, you can create collages, add text to photos, include special effects, and much more. Images can be used in anything from student assignments, through class or school newsletters to school websites. Participants who have, or have access to, a digital camera are encouraged to bring it to the in-service.

MS PowerPoint XP - Introduction This is a one evening in-service. This software is a desktop publishing application that can be used to create professional-looking newsletters, posters, cards, flyers, invitations, etc. In this in-service, you will learn how to make a simple publication, using Publisher tools.

MS Publisher XP - Introduction This is a one evening in-service. Power Point is an application that allows users to create slide show presentations. In this in-service you will create a slide show that can include text, graphics, music and sound effects and show it on a computer screen or display projector. Learn to create organizational charts and tables, animate objects, and create action buttons and hyperlinks.

Sharing The Wealth We all know that the very best ideas we have come from other teachers. Let’s get together and share what we know. The North York Primary Teachers’ Association is hosting a sharing session on a Christmas/Winter theme. Each participant is asked to bring a sample of an idea or activity related to Christmas or winter. Accompanying the sample should be handouts for 30 participants containing step-by-step directions for completing the activity. During the session, you will have the opportunity to look at ideas that have proven successful in other primary classrooms, and to gather instructions to take back to your own class. We believe that those entrusted with leadership positions in the Catholic Schools must be conspicuous for their goodness, sincerity and attachment to the faith. In other words, they are men and women who demonstrate in practice the very reason for the Catholic school’s existence: an integrated Christian maturity inspired by the Gospel and lived in authentic freedom and commitment. (Fulfilling the Promise: The Challenge of Leadership, 1993). POLICY It is the policy of the Board that, whenever the principal conducts an inquiry under the Board’s Expulsion and Suspension policies to determine whether a student has engaged in activity for which the student shall or may be expelled, the student, and any other person who may reasonably be regarded as having been affected by such activity, shall be given a fair opportunity to promptly furnish information relevant to the principal’s inquiry, unless it is impractical to do so, ie, the student is in custody.

Regulations: 1. Where the principal believes that a student may have engaged in activity for which the student

shall or may be expelled, immediately after suspending the student from school and from all school-related activities, and if the principal has not referred the matter to the Board for determination, the principal shall promptly conduct an inquiry (the “inquiry”) to determine whether the student has engaged such activity for which expulsion is required or permitted.

2. The inquiry shall be considered as a matter of the highest priority subject only to the health, safety

and security of those present in the school community and/or engaged in school-related activities; and shall be conducted and completed as quickly as reasonably possible.

Although not intended as a formal deadline, the principal is encouraged to complete the inquiry within 48 hours after the matter first came to his/her attention.

3. The inquiry shall be personally conducted by the principal who may request the assistance of one

or more designates (vice principals, superintendent). The inquiry interviews will be conducted in the presence of another staff person designated by the principal, in as informal a manner as is consistent with fairness.

4. The principal shall remain neutral in attitude and non-judgmental as to the matters disclosed to

him/her during the inquiry, and shall attempt to hear and understand exactly what the student and other persons have to say about the activity that has given rise to the inquiry.

5. Unless it is impractical to do so, ie, the student is in custody���he principal shall inform a student

what the allegations are, and shall give the accused student an opportunity to respond to those allegations before the principal makes a decision.

6. During the inquiry stage and before being interviewed further by the principal the subject student,

and his/her parents if the student is a minor, shall be advised of the student’s right to have one other adult present with the student (“accompanying person”) during the interview. The principal, however, in his/her sole discretion may permit more than one accompanying person.

7. Since intimate personal matters may be disclosed, and in order that undue embarrassment to any

person may be avoided as much as reasonably possible, the principal shall, except as noted in sections 3 and 6, exclude persons other than the person then being questioned by the principal.

8. In most circumstances, the accuser, if any, need not be present, and the accused student is not

entitled to so require. 9. During the conduct of the inquiry, no person shall have a right to address any question or

comment to or otherwise cross-examine any person of whom the principal asks one or more questions.

10. The Principal may, for the purpose of accuracy and authenticity, tape record the inquiry either in

audio or video form. In any event, the principal shall complete the administrative form prescribed by the Director of Education for recording the particulars of the conduct and content of the inquiry.

11. As soon as practicable after the principal has obtained, in his/her judgment, sufficient and

reasonably complete information so as to be able to make a reasoned conclusion, the principal shall determine whether the student may have engaged in activity for which the student shall or may be expelled.

12. If the principal is satisfied that the student engaged in activity for which the student shall or may

be expelled, in accordance with the Board’s Conduct Policies for Expulsion and Suspension, the principal shall determine either to refer the matter to the Board for determination or to impose a limited expulsion.

13. Before making the determination noted in section 12, the principal shall consider the following

mitigating factors in accordance with the requirements of the Ministry of Education, that the expulsion of a student is not mandatory if,

(a) the student does not have the ability to control his or her behaviour; (b) the student does not have the ability to understand the foreseeable consequences of his or

her behaviour; or (c) the student’s continuing presence in the school does not create an unacceptable risk to the

safety of any person. 14. After having made the determination noted in section 12, having considered the mitigating factors

noted in section 13, the principal shall consider the student’s history when deciding the type and duration of expulsion that may be appropriate in the particular circumstances.

15. If the determination of the principal noted in section 12 is to impose a limited expulsion, the

principal shall then determine the length of the limited expulsion, subject in any event to the latest date prescribed in the Board’s Expulsion Policy.

16. The determinations of the principal noted in sections 12 and 15 shall be recorded on the Notice of

Determination Form (Appendix A), and copies of such Notice shall be provided to :

- The student - The parent / guardian if the student is a minor - to the teachers of the student, - the appropriate supervisory officer and - the Secretary of the Board
