Community Involvement Community involvement is an integral part of Valero’s corporate culture – from its organized Valero Volunteer Councils to its financial support of countless community organizations. We’ve made it our mission to make a difference in the communities where our employees live and work. One way we’ve done that is by providing financial support to a wide range of nonprofit organizations in all of our communities. Our United Way campaigns have been recognized nationally because of our 94 percent participation rate throughout the company and our corporate employees’ record for having the nation’s highest per-capita contributions.

● Valero employees donated a record-breaking approximately 220,000 hours of time last year to volunteer for countless community projects, including mentoring students, organizing fund-raisers, participating in clean-up events, volunteering at youth centers and much more.

● Valero and its employees contributed nearly $12 million to United Way in 2005. ● Because of its significant contributions to United Way and its commitment to all of its communities, Valero received

the 2004 Spirit of America Award, the United Way’s highest national honor. Valero is only the second company to have received this honor twice!

● Valero contributed more than $5 million to help victims of both Hurricane Katrina and Hurricane Rita. This includes $290,410 that Valero employees contributed to help those in need.

● In 2005, the Valero Texas Open, which is an official PGA TOUR event, and the associated Benefit for Children Golf Classic, which is Valero’s own charity tournament, raised a record-breaking $5.35 million for charities. The proceeds will go to about 500 nonprofit organizations located in the communities where Valero operates.

● Through a fundraising effort in Valero’s U.S. retail stores, the company’s employees raised more than $884,000 for 38 Children's Miracle Network hospitals located in communities where Valero has retail stores.

● Additionally, Valero’s retail employees raised more than $1.3 million for the Muscular Dystrophy Association in 2006.

Environmental Stewardship Environmental stewardship is a core value at Valero and producing environmentally clean products is an integral part of our company’s mission statement. But our commitment goes far beyond producing clean fuels in clean facilities and distributing and selling them in a responsible fashion. At Valero, environmental excellence means providing industry-wide leadership and holding ourselves to a higher standard. The vision and dedication shared by our management team and our employees who operate our facilities on a daily basis reflects this commitment.

Over the years, Valero has made significant investments in environmental initiatives, including approximately $2 billion to produce cleaner-burning fuels and millions more in voluntary environmental initiatives throughout our system. In the past few years, we have have invested more than $1.2 billion in environmental capital projects, and we plan to invest approximately $1.9 billion more over the next three years. We have installed new, state-of-the-art scrubbers at three of our refineries, and are currently working to install scrubbers at four of our other refineries. The scrubbers are expected to reduce sulfur dioxide emissions by more than 93%. We have also committed to make environmental upgrades at our new Aruba refinery, including a new sulfur plant that is expected to reduce sulfur emissions by 80%.

As a result of our environmental leadership, Valero has received considerable recognition, including:

● Recognized by five railroad companies in one year for an exemplary safety record in the shipment of materials. In 2006, the CSX, Burlington Northern Santa Fe, Norfolk Southern, Union Pacific and Canadian National railroads honored Valero for having the best record in keeping shipments secure.

● Environmental Excellence Award at the 2004 Global Energy and Environmental Excellence Awards ceremony.

● In 2001, Valero was honored by World Refining Magazine as the U.S. Refiner of the Year for serving as a national leader in the production of clean-burning fuels.

● Valero was one of the only U.S. refiners to receive a 2000 Environmental Achievement Award at America’s Clean Air Celebration.

● Valero was the first petroleum refiner ever to win the "Governor’s Award for Environmental Excellence," Texas’ highest environmental honor.

● President George W. Bush, former Texas governor, lauded Valero in 1997 for being the first refiner to come forward and voluntarily permit its "grandfathered" refineries in Texas.

● Hart’s "Fuel Technology and Management" magazine presented Valero with its Environmental Leadership Award in 1996.

● The Burlington Northern and Santa Fe Railway Company honored Valero with a Stewardship Award for an exemplary safety record in the shipment of materials.

● Valero’s Texas refineries also earned membership in the Clean Industries Texas 2000 environmental program in which industrial plants were asked to reduce their emissions by 50% between 1995 and 2000.

At Valero, safety is our way of doing business. Our most important measure of success has always been the health and safety of our employees, contractors, customers and neighbors. Safety is integrated into every facet of our operations, and it serves as a guiding principle from the planning stages of projects all the way through completion. This companywide commitment to safety is reflected in Valero’s recordable injury rate, which has statistically been far better than the industry average. Our health and safety program is successful because it is developed, supported and carried out by all employees, from the top management down to the newest hire. As a result, we have received consistent recognition and awards from national safety organizations and from our industry peers, including the National Petrochemical & Refiners Association (NPRA). Our Measure of Success In fact, Valero is the only refiner to commit all of its refineries to achieve certification through OSHA’s Voluntary Protection Program (VPP). Earning certification is a rigorous and complex process designed to ensure that only the best safety programs qualify.

Eleven of Valero's refineries have achieved Star Site certification in VPP, which is significant considering that as of September 2006 only 23 out of 149 refineries in the U.S. have earned this prestigious designation, and Valero owns nearly half of those VPP sites.

Moving Forward with our Commitment to Safety As Valero continues to grow, safety will remain our highest priority. Our safety program will continue to evolve and improve as best safety practices are shared among all of our facilities, with the constant goal of achieving safe, accident-free facilities throughout our system.

Valero GP Holdings, LLC (NYSE: VEH) owns general partner and limited partner interests in Valero L.P. (NYSE: VLI), one of the nation's largest operators of petroleum product terminals and petroleum liquids pipelines. The general partner manages the business affairs of Valero L.P., which is a master limited partnership based in San Antonio, with 9,243 miles of pipeline, 88 terminal facilities and four crude oil storage facilities. It has assets strategically located in major U.S. markets and in the Netherlands Antilles, Canada, Mexico, the Netherlands and the United Kingdom.

Environment: Greenhouse Gas Emissions Reduction Valero is currently implementing the latest control technology to improve combustion efficiency at our refineries, a process that reduces carbon dioxide emissions while saving fuel. Valero expects to reduce GHG emissions by approximately 1.8 million tons per year during the next five years through more efficient combustion, improved reliability, and other improvement projects. Our efforts include:

Valero has also initiated several projects that will reduce carbon emissions through natural biological processes. For instance, we are working with City officials in Mt. Pleasant, Michigan on a conservation project that will potentially withdraw more than 400 tons of CO2 from the air per year. Our irrigation

project in Three Rivers, Texas, reuses refinery water for agriculture and sequesters as much as 1,000 additional tons of CO2 per year. All of these initiatives and projects combined will result in a reduction of

greenhouse gas emissions of approximately 5% below 2008 levels.

Finally, recent studies by the Environmental Protection Agency within the U.S. and academic institutions in Canada indicate that lowering the sulfur content in petroleum fuels may decrease the emissions of Nitrous Oxide, another greenhouse gas, from motor vehicles such as cars and trucks. Based on these preliminary studies, Valero will be reducing greenhouse gas emissions by an equivalent amount of almost

2 million tons per year of CO2 as we remove sulfur from our fuels to meet Tier 2 gasoline and ultra-low

sulfur diesel specifications.

2003 Greenhouse Gas Inventory

To measure Valero's progress in reducing emissions through improving efficiency and reducing energy consumption, we have chosen 2003 as the baseline year from which to calculate total carbon emissions from our refining operations and track yearly progress. Below are the results of our initial inventory(1). Emissions are expressed as tons of carbon dioxide "equivalent," also termed "CO2e." This normalizes the

emission of other GHGs such as methane and nitrous oxide into equivalent emissions of CO2, ensuring

that stronger GHGs are properly accounted for in the inventory. All significant industrial sources of GHGs including flares, vents, natural gas combustion sources, and electrical generation(2) are included. The total baseline amount of GHG emissions is estimated at 21,200,000 tons CO2e.

As further indication of our progress, we have estimated GHG emissions forward through 2008, taking into account estimated company growth, reductions from our planned energy efficiency projects, and our baseline year actual emissions. The 2003 inventory indicates that we are on target to reducing our emissions by 5% below the "business-as-usual" scenario in 2008. Future projects that increase refining capacity would increase emissions on an absolute scale. However, as Valero grows we will continue to evaluate ways to reduce emissions through increased energy efficiency and a clear focus on sustainability.

Another useful measure to track the effectiveness of a producer's energy efficiency and reduction strategies is to measure their total GHG emissions per unit of production or "GHG Intensity." Valero's 2003 baseline GHG Intensity was 35.1 tons CO2e per 1,000 feedstock barrels. Our GHG Intensity will

decrease as innovative strategies are implemented and we become more energy efficient.

(1) Baseline inventory does not include our newly-acquired Aruba refinery: additional research is necessary due to the facility infrastructure. When complete, the 2003 baseline will be adjusted accordingly.

(2) Electrical generation within the facility, through "co-generation" plants are included. Purchased electricity, termed "indirect emissions," generated by third parties is not included because they are responsible for reporting their own emissions.
