PROGRESS REPORT
ON LAND ACQUISTION
In the 180C's when Henry David Thoreau wrote, "In wildness is the preservation ofthe world," little notice was taken of his statement. At that time Sanibel Island was un-developed, was isolated from the mainland by an expanse of open water, and was virt-ually uninhabited except for an abundant population of wildlife. Then, rare and unusual
ashells were all that littered the island's beaches, and a trip to Sanibel was an ad-mture to a far-off island paradise.
The early days of Sanibel can never be recalled except in the minds of men and insuch historical records they leave. But marsh, mangrove, beach, and upland essentialto our purposes can be saved if the minds of men grasp the problem with a positiveattitude. This must be done without delay. The bulldozer, the concrete mixer, and thedragline are no longer waiting in the wings. They are actively at work on the Sanibelstage. An undisturbed habitat that was cherishedby a last year's visitor is at this veryminute being leveled for a cottage or a road. And once destroyed, the spot is unlikelyto be reclaimed or allowed to revert to its original condition. Once plentiful deer, pan-ther, and bobcat can no longer be found on Sanibel. Many rare and endangered speciessuch as the bald eagle, osprey, mangrove cuckoo, brown, pelican, and tiie Americanalligator can still be seen on the island but their living space is shrinking constantly,and moa rapidly than we like to contemplate.

where construction of the new golfcourse subdivision is under way, butnot below 16 inches
(3) to prevent salt water incursion intothe Slough

This fresh water resource does notnot belong to one developer, to any oneland owner — it belongs to the entireisland community. Further, many otherorganizations have a great stake in themaintenance of Sanibel's fresh w a t e rsystem, including particularly the U. S.Department of the Interior. It has beenclearly established that the fresh watersystem is essential to the preservationof the J. N. "Ding" Darling NationalWildlife Refuge. The Nature Conservancyand the National Audubon Society havea vital interest in the Sanibel Slough also.And, property owners dependent upon thefresh water supply in the area in quest-ion (even for drinking purposes) arebeing damaged.
We urge your office in cooperationwith other concerned County officialsto take the steps recommended by Dr.Provost forthwith. Thanking you foryour cooperation, I am,

Re: Salt-water intrusion on SanibelIsland; inspection of 5/14-15/70
Dear Mr. Bazire:The water being pumped out of the
large and deep borrow pit at the Gulfend of Periwinkle Way tested out at 79%ocean salinity. This, as you know, isbeing pumped up and into the interiorSanibel Slough waterway system. Under-ground water is entering this deep pitfrom under the dunes along the Gulfbeach, which by now must be exhaustedof whatever fresh-water lens once ex-isted, so essentially Gulf-of-Mexico wat-er is being pumped into the once freshinterior slough system. The fact thatthis water was not closer to full oceansalinity undoubtedly reflects the factthat a smaller fraction of the seepageis from the interior sloughs — this wat-er by now being still a little fresh.
At low tide, about 10 to 15 gallonsper minute of water was flowing throughthe pipe under Bailey road and into thetide-water system to the east. Th i swater tested out at 67% ocean salinity,indicating that the water being pumpedinto the interior sloughs, as above men-tioned, was still being diluted by a littlefreshwater. At the Casa Ybel Road,water on the east side was at 12% oceansalinity, proof that the infusion of Gulfwater earlier described reached at leastthat far westward. As you know the CasaYbel Road culvert is blocked solidly sothat essentially a dam exists at thispoint. On the west side of the road, theimpounded water tested out at only 5%ocean salinity, not very different fromwhat it was a few miles farther west atAkers Pond where it was 4% of oceansalinity. With water levels as low asthey are now, ground water of 4 to 5percent ocean salinity is to be expect-ed. This water is still usable for lawnand landscape water, especially sinceon higher land, where homes are beingbuilt, the salinity of the undergroundwater will be considerably less.
But there is no doubt that the under-ground water east of Casa Ybel Roadis being seriously salt-damaged. In myestimation the developers should befofceirto either (1) discharge the waterout of their deep borrow pits into theGulf, which would lessen but not elim-inate the fresh-water problem in theinterior, or (2) resort to hydraulicdredging, which would be better stillsince it would merely recycle the in-terior fresh underground waters.

THE ISLAND GARDENER
The hot summer weather brings onheavy infestations of red spider and othermites on ornamentals according to theFlorida Nurserymen and GrowersAssociation (FNGA). When the plants aresold to you they may be bug free, butspider mites and other insects from yourneighbors' plants pounce upon your greenand succulent plants that you have recent-ly purchased. A good spray program willdiscourage those neighbors' bugs. Forspider mites there are several materialsavailable: Kelthane, Ethion, Chloroben-zilate, and Tedion. The last two are usedcommercially but are still suitable foruse around the home. Repeat the spraysat least once a week until control has beengained.
The typical symptoms of mite damageon citrus is a yellowing of the leavesalong the mid vein of the leaf. If the leafis turned over you can see what appearsto be a graying of the underneath side.Excessive feeding of the mites will causea leaf drop. Sometimes mite damage ismistaken as a deficiency, so if you areunsure consult with your local FNGAmember.
In the summer months the height youcut your grass is very important. It isdesireable to set your mower to a heightof 2 1/2 to 3 inches for St. Augustineand Bahia, Centipede one inch, andZoysia and Bermuda 1/2 to one inch.The reason for this is to give the grassgreater vigor and to prevent loss ofmoisture from the soil. A higher cut willalso prevent weed invasion to some de-gree.
Summer vines are important in thelandscape, and here are a few good onessuggested by the FNGA: Mexican flamefine - this is a vigorous growing, lightgreen vine with a brilliant orange flow-er. It can be propagated from a verysmall cutting in early spring to becomea complete living screen by fall. It is acontinuous bloomer with few insects ordiseases. You can obtain this from mostnurserymen; Gloriosa Lily -- most nur-serymen carry and offer for sale glor-iosa lilies. This is a peculiar lily in thatit vines and climbs by curling the endsof its leaves around string, f ences ,shrubs, or other structures. It is grownfrom a tuber which needs no care excepta little water and fertilizer. You neednot have to dig the tubers. One caution -all parts of the plant are poisonous, butdon't fail to plant it for this reason. Itsbeauty is almost unsurpassed in the hotsummer months; Moon Vine - the moonvine is an excellent summer, morning-glory type vine. It blooms in late eveningand closses in the morning. Treat it asyou would morning glories.

"Ding" DarlingNational Wildlife Refuge. The Sanibel-Captiva Conservation Foundation, Inc., the J. N."Ding" Darling Foundation, and the state of Florida have cooperated closely with theBureau of Sport Fisheries and Wildlife in making the refuge a workable unit of our Nat-ional Wildlife Refuge system. Few areas can claim such a dedicated citizenry and fewnational wildlife refuges are endowed with such spirited backing.
A continued cooperative push is needed by private, State, and Federal organizationsto insure the preservation of the environment on and around Sanibel Island. Interiorwetlands, unspoiled shoreline, natural uplands, unpolluted bays, and primitive man-grove swamps remain to be brought under protection. A se.ise of urgency prevails.The acquisition program which we have begun must continue without delay.
Getting to the point of my brief presentation, we are making very good progress inour acquisition program for the J. N. "Ding" Darling National Wildlife Refuge. Theland exchange with the State of Florida, we are advised, will be completed in the verynear future. This transaction will give us clear title to over 3,000 acres of mangroveand waterbottoms within the refuge boundary.
At your 1969 conference here on Sanibel, our Director John S. Gottschalk, said thatthe Bureau of Sport Fisheries and Wildlife would, insofar as possible under availablefunding, move forward to purchase all private lands within the refuge, A good start hasbeen made. In June 1969, we sought and received approval of the Migratory Bird Con-servation Commission to use "Duck Stamp Funds" to make these purchases. Negotia-tions were begun in earnest with private landowners.
From mid-1969 to the present, a little over six months, we have acquired or optioned\\<6 acres in 23 private ownerships. Aimost $300,000 in "Duck Stamp Funds" has beenused. However, there are yet to be acquired approximately 675 acres of private landsbefore the acquisition phase is finished. These remaining tracts are, by virtue of ac-cess, elevation, and locational features, the most susceptible of development, most ex-pensive, and most difficult to acquire in the project.
At a later session of this conference, Mr. William C. Ashe, Associate R e g i o n a lSupervisor of our Realty Division, will speak to you in more detail regarding our ac-quisition plans. You will note, however, that substantial gains have been made in theyear that has elapsed si-ice our last visit.
I promised to be brief and beyond that I am a strong believer in the philosophy thatthe mind can absorb only as much as the seat can tolerate. Many thanks for your pa-tience.

TOO LATE TO CLASSIFY

ganized under the name "National Or-ganization of Women" (NOW), have pro-tested to officials of the National Hurri-cane Center in Miami against the use ofgirls names to designate hurricanes.
The contend that the practice is de-rogatory in that it gives women a badimage comparing them to destroyers oflife and property, wild and irresponsibleto be hated and feared.
The Weather Bureau, while express-ing sympathy with the protestors, ex-planed that it was too late in the seasonto make any change this year since fe-male names have already been assigned,but agreed to pass the question on toWashington for consideration,,
When news of the protest reached thepublic the Hurricane Bureau was im-mediately flooded with phone calls fromMiami area women who stated thejuiicLnot object, in fact, some felt it an honorand urged the practice be continued.
Roxie Bolton, who as vice presidentof the womfn's organization, who filedthe complaint with Dr. Robert Simpsonhead of the Hurricane Center in Miami,suggested1 that men's names be sub-mitted.
I doubt if many men would view suchaction with any degree of alarm but Ican 'conceive another group of womenarising in their wrath to complain thatwomen were being discriminated against.
Maybe we should ignore both menand women and name our hurricanes af-ter dogs like Airedale, Bloodhound,Chow, Dachshund, English Setter, Fox
Terrior, etc. But if we did it probablywouldn't be long before we would beconfronted by another protest group,the Disgruntled Order of Dogs (DOD)sponsored by Dog Lovers of America(DLA) who would put the bite on theHurricane Center.
Assuming that most of the membersof the National Organization of Women(NOW) are over 30 years of age, I wouldnot be a bit surprised to hear of a vig-orous protest from members of theNOW generation. Who do these old damesthink they are trying to steal our name?We are the original NOW crowd and wedon't appreciate a lot of unhappy oldwomen trying to horn in on the act. Wedo our own thing, baby. Why can't theymind their own business and do theirsinstead of giving NOW a bad name?
Of course, we might try naming hur-ricanes after flowers like Aster, Butter-cup, Camellia, Daisy, etc. or we mightturn to vegetables like Asparagus, Beet,Carrot, Dasheen, Endive, etc. Or wemight try birds such as Albatros, But-cher Bird, Canary, Dove, Egret, etc.But in either case we would probablyhave the farmers and bird lovers tocontend with.
Even if they were to assign boy'snames to hurricanes I doubt if thereever would be a Russell Hurricane be-cause R is the 18th letter in the alpha-bet and I don't think we have ever had18 hurricanes in one season. But I'llbet if we ever did have a Russell it wouldbe a hum-dinger.

other use. Add 3 cups coconut to milkand scald. Cool to room temperatureand squeeze through several thicknessesof cheesecloth; discard coconut. Meltbutter in top part o* double boiler. Addonion, apple and curry powder and cook,stirring occasionally, over sim tieringwater 30 mnwtes. Biend in flour. Addnr.lk and cook, stirring, until smoothand thickened. SHRIMP CHOP SUEY
1 1/2 pounds deveined shelled rawshrimps
2 cups thinly sliced celery1 clove of garlic, minced2 Tbsp0 vegetable oil1 can (5 oz.) water chestnuts, drained
and sliced1 can (5 oz.) sliced bamboo shoots,
drained1 package (7 oz.) frozen Chinese pea
pods2 1/2 cups water2 Tbsp. soy sauce2 tsp. granulated vegetable bouillon1 1/2 tsp. salt3 Tbsp. cornstarch4 cups cooked rice
Cook shrimps, drain. Saute celery andgarlic in vegetable oil until soft in alarge frying pan. Stir in shrimps, waterchestnuts, and bamboo shoots; place peapods on top, cover. Heat just until peapods are thawed.
Stir in 2 cups of the water, soy sauce,vegetable bouillon, and salt; heattoboil-ing.Mix cornstarch with remaining 1/2cup water until smooth in a cup; stir intomixture in frying pan. Cook, stirringconstantly, until mixture thickens andboils 3 minutes* Serve over rice.
KING FISH STEAK WITHEGGPLANT & TOMATO SAUCE
1 2-pound king fish steak1 large green pepper1 large onionSmall eggplant1/3 cup salad oil2 8-oz. cans tomato sauce1/2 cup dry white wine1 garlic clove, minced1 bay leaf1/4 cup butter or margarine2 Tbsp. lemon juiceSalt and pepper
About 30 -minutes before serving:Cut green pepper into 1/2 inch strips.Peel and slice onion. Peel eggplant andcut in 1/2 inch cubes.
For sauce: In large skillet over med-ium-high heat, in hot salad oil, cookgreen pepper and onion until tender; addeggplant, tomato sauce, wine, garlic andbay leaf; simmer 15 minutes.
Meanwhile, preheat broiler if manu-facturer directs. In small saucepan overlow heat, melt butter or margarine withlemon juice, 1/2 teaspoon salt and 1/4teaspoon pepper.
Place fish in broiling pan and brushgenerously with butter mixture Broil5 minutes; turn and brush with buttermixture. Broil 5 minutes longer or untilfish flakes easily when tested with afork. Serve fish with sauce. Makes 6servings.
