Principal’s Message

This, the 11th staging of the UWI Invitational Track and Field Meet is especially exciting for me, as it offers this Campus the opportunity yet again, to expose the nation’s best athletic talent in our universities and colleges across the Caribbean and in our high schools. Over the years of our staging of the event, track and fi eld fans who appreciate great competition are never disappointed. This year will be no exception! This event plays a critical role in one of Jamaica’s ecomomic imperatives – the development of the Sports Industry. For it not only provides the opportunity to showcase the strides that the UWI has made in its holistic sports development programme, but also has the potential to inspire potential athletes, sponsors and spectators to enter, and so broaden and strengthen the athletics sector. Congratulations to the organisers of the Meet. It promises to be bigger and better than usual. Congratulations, too, to our long-standing sponsors, and to the new ones who have come on board this year. I have no doubt that their investment in this exciting and entertaining event will be commensurately rewarded.

To those who will be honoured at the event - Hansle Parchment, Jason Young, Fitz Coleman, Donovan Brown and Verona Thompson - our heartiest congratulations; you have done Jamaica proud and are an inspiration to the many who follow your careers with delighted interest.

I am very pleased that you, the spectators, have come out to support the event; I am confi dent that this Meet will not disappoint.

The University of The West Indies

Track & Field ProgramTHE RISE OF ATHLETICS AT JAMAICA’S PREMIER UNIVERSITY FROM A SMALL PROGRAM TO A PRODUCER OF FIRST-CLASS OLYMPIANS.

BY RASHID HALL

SPORTS MARKETING OFFICER UWI, MONA

Five years ago, if one was to say that the University of the West Indies was to be the home of Olympians and in this context more importantly, an Olympic student in the next four years, some people would ridicule the idea. Other persons would assume it meant that one of UWI’s Volleyball players, or swimming athletes had been able to cross over to the next level of the sport and represent the country on the biggest stage and gain the distinction of being forever titled “Olympian”. Can we really blame them? At the time, the University was most known for its prowess in the more minor sports such as Volleyball, Swim-ming, Badminton and Table Tennis. The thought of the UWI being able to pro-duce an Olympian, better yet an Olympic medalist within four years of redirecting the sports programme was one not many persons could wrap their minds around. But the UWI did just that. When Hansle

Parchment, a third year Psycology stu-dent, shuffl ed out of the blocks, showed great top end speed and fi nished third winning the bronze medal in the 110mH (and in the process ran a new national record time of 13.12s) at the London Olympics, he proved the critics wrong and became the fi rst UWI Student and by extension the fi rst Jamaican to medal in the event. To understand how the University was able to achieve those goals, we must fi rst grasp what took place fi ve years ago. At that point, after much persuasion from then Director of Sports, Ms Grace Jackson, the University under the management of new Principal Prof Gordon Shirley set out to put in place structural changes that would redirect and improve the sports programme and offerings at the UWI. The University focused on some key areas of improvement: (Continued on page 6)

Page 8: UWI Invitational Track Meet

6 UWI INVITATIONAL

• Creating a Sports Scholarship Programme

• Creating a relationship with the Sports Medicine Clinic at the University Hospital

• Improving the coaching staff• Signing a long term contractual

relationship with the Racers Track club, the home of Usain Bolt and Co., who had been training on the University Campus for a few years prior

• Creating a Nutrition Programme• Infrastructure developmentThe programme showed measurable success, especially in the area of Track and Field. By offering scholarships and being able to market the opportunity to train with some of the best coaches in the world, the university was able to grab the attention of some of the nation’s promising talents. In 2010 when UWI announced the intention to create an all-weather

running track “The UWI Usain Bolt Track” done by BSW Regupol (only the fi fth of its kind in Jamaica), it meant that for the fi rst time in history, athletes would have an opportunity to train on a track of the highest level at all times and with ease. All of this combined, has led to the university reaping great success in the sport in a relatively short period of time. Within the last fi ve years UWI Track and Field Programme has had athletes who have represented the country at the Olympic Games, Commonweath Games, World University Games, Central America and Caribbean Games and the Penn Relays. So, if within fi ve years of starting to rebuild a true sports programme at the university, we can reap such great success…what can we expect to achieve in the next ten years? We will wait with bated breaths to see.

Now in its 11th staging, the University of the West Indies Invitational Track and Field

Meet held its launch on March 8, 2013. Despite tough economic challenges, corporate Jamaica

continued to support the event. Puma, TVJ, Gatorade, BSW, Guardsman, Keir, Corporate

Interiors, Carimed, CB Group, Digicel, UWI Credit Union,

UWI Bookshop among others were behind this year’s staging

of the meet. The proceeds from the Invitational will continue to provide scholarships as it has done in past years. It will also support sports development

and improved facilities for the continuous fl ow of emerging

talent, as well as those who will make the choice to return to Jamaica and train. Three of

Jamaica’s fi nest, athletes Hansle Parchment, Jason Young and

Senior Budget Analyst Donovan Brown will receive awards for

their contributions to Track and Field and UWI, Mona

“WITH THESE CHALLENGES CONFRONTING THE CAMPUS IT WAS ALSO ACKNOWLEDGED THAT THERE WERE STILL ENORMOUS OPPORTUNITIES WHICH WERE UNTAPPED.”

Many universities globally are fi nding it increasingly diffi cult to be competitive given that students’ needs are constantly changing; students are demanding more and seeking aggressively to pay less; operational cost seems to be very erratic given the volatility of the respective countries’ economies and of course the reduction in the support by governments globally. These are real challenges that are not only affecting the University of the West Indies [Mona] but increasingly many other universities. Added to these external challenges the UWI Mona had internal impediments which came in the form of dated physical plant and infrastructure; inadequate students’ spaces and general ineffi ciencies in the operational output of the campus. With these challenges confronting the campus it was also acknowledged that there were still enormous opportunities which were untapped. There was strong demand from many industry sectors which sought graduates with specifi c skills in new and emerging areas, also there was increased demand from applicants for training in traditional disciplines such as Law, Medicine and Engineering. There was also one vital component which had to be placed, with great urgency, within the mainstream of the campus’ operation and core function – Sports!

The UWI [Mona] had to respond. It was therefore imperative that the campus embark on a strategy which would see the creation of fi rst class facilities that would respond to the challenges and opportunities. At the strategic level, the imperative was how the campus would categorise the responses in dealing with these challenges and opportunities. With the increase in student enrolment, the campus had to quickly establish new teaching and research facilities which came in the form of the following project developments: • The Faculty of Medical Sciences

Teaching and Research Complex• The Establishment of the

Faculty of Law• Expansion of the Microbiology

and Pathology Departments• Establishment of a Call Centre

Other areas of response were to ensure that other supportive amenities such as sports, energy and accommodations were in place. This was in the form of the following developments: • UWI/Usain Bolt running track• 600 bed undergraduate student

facility.• 400 studio apartments graduate

student facility. • Establishment of the

Cogeneration Plant

At the tactical level the campus

had to establish quickly a robust procurement strategy for contract services and comprehensive supply chain system to create that best value for 950,000 square feet of infrastructure developments to be done within four years as outlined below with the description of the various initiatives below.

FACULTY OF MEDICAL SCIENCES, TEACHING AND RESEARCH COMPLEX The Faculty of Medical Sciences, Teaching and Research Complex was fi rst conceived 10 years ago, where the Faculty of Medical Sciences’ long term strategy was to relocate the Department of Basic Medical Sciences given that the existing facilities were dated and inadequate. Also, it was felt that given its distance from the teaching Hospital, students would be best served closer to that location. Fast-tracked, Professor Archibald McDonald’s visionary approach and sheer determination saw the campus engaging an Architect [Morrison + Woodstock and their design team] to undertake a design study of the facility. The design called for the integration of seven sections which provide teaching and training for students reading for the MBBS, BSc in Physical Therapy, DDS in Dental Surgery, BSc in Bio Chemistry; (Contnued on page 22)

Bachelor of Basic Medical Sciences BSc in Molecular Biology; and BSc in Biotechnology programmes DD. The sections are Pharmacology, Anatomy, Biochemistry, Dentistry, Physical Therapy, Physiology and Forensic Science. A design was presented which saw a facility that was considered environmentally friendly, which also set the benchmark for future developments of infrastructure projects on the campus.

The total area of the facility is approximately 330,000 sq. ft. and is broken out into four Blocks [A, B, C and D]. The contractor ZDA Construction Limited and their team has completed construction of Blocks A and B building. Block A consists of a three storey building with a total fl oor area of 80,000 sq. ft. The facilities in this block are three lecture theatres; undergraduate and research laboratories for Biochemistry and Microbiology; seminars and meetings rooms; and student lounges. Block B consists of a seven storey building (inclusive of basement level for parking), with a total fl oor area of 240,000 sq. ft. The amenities include teaching and research laboratories; offi ces; meeting rooms; breakout spaces; reception area for

Anatomy; Pharmacology; Physical Therapy; Physiology; Forensic Science and CARIGEN. Construction commenced in December 2010 with a planned completion time set for January 2012; however given scope changes and unforeseen resource challenges it was signifi cantly completed in August 2012 and handed over in December of the same year.

THE FACULTY OF LAWThe Faculty of Law is a 50,000 square foot, four storey facility which provides teaching for the students pursuing Law at the undergraduate and post graduate level. It houses seminar rooms, administrative offi ces and several large lecture theatres. The design comprises 4 interlocking buildings that surround a courtyard area to allow for natural ventilation to fl ow throughout the facility. One of the special features of the building is that it is constructed mainly of lightweight pre-fabricated concrete panels which were manufactured off site and assembled on site. Design and construction commenced October 2010 and was completed in January 2011 – 15 months period. To achieve this ambitious task, the campus selected a team of designers [Semiotics and Protech Engineers]

and contractors [Ashtrom Building System] who understood the fundamentals of quick design and construction through the use of systems building. Simply put, while some of the designs were being completed, preparatory work had started on-site and some of the structural components of the facility started to be fabricated off site and brought on site for erection.

EXPANSION AND REFURBISHMENT OF THE PATHOLOGY AND MICROBIOLOGY DEPARTMENTSAs part of the campus’ thrust to strengthen its research component, the departments of Microbiology and Pathology were expanded and renovated to meet the need for additional research facilities and also to better serve the hospital. Like many other departments, these facilities was dated and inadequate to meet the needs of researchers, students and patients of the hospital. The facilities got complete upgrade of the laboratories; seminar rooms; in-house residence areas and administrative offi ces. The design strategy included features that wouldincrease the operational effi ciencies of both departments serving the hospital. As such,

THE CALL CENTRE The campus saw the need to create a business processing centre which would add to the growing E- services sector.

Page 25: UWI Invitational Track Meet

23 UWI INVITATIONAL

included in the project was the installation of many state of the art equipment and laboratory fi xtures to meet the increased demand. Work on the project commenced in May 2009 and was completed in June 2011. Infrastructure developments could not only be focused on the campus’ core operation [teaching spaces] as this would not provide the desired operational output that students expect. As such the supporting facilities had to “fall in-line” with these developments. This saw the creation of the following infrastructure:

COGENERATION PLANT:As part of improving its operational effi ciencies, the campus rigorously explored the use of cogeneration technologies to provide the energy needed to power the campus and the by-product [exhaust] for cooling

for buildings. T. In the process of generating this power there will be some amount of waste in the form of heat and exhaust. Absorption Chillers are therefore used to capture the heat and exhaust, which are used as fuel to generate chilled water to provide cooling initially to the four largest buildings on campus (Faculty of Medical Sciences, Teaching and Research Complex, Mona School of Business and Management, Faculty of Law and the Call Centre). The team selection comprised a multi-disciplinary culture from China [Board Air-conditioning], Trinidad fi rm [Energy Dynamics], working closely with two local fi rms [CAC 200 and ZDA Construction], ably lead by lead consultant Environmental and Engineering Managers Limited. This project has already commenced with cooling being provided to two buildings, the Call Centre and the Faculty Medical

Sciences, Teaching and Research Complex. This project commenced in June 2012 and phase one is almost complete.

THE CALL CENTREMany universities are by themselves economic centres; Mona is no different. The campus saw the need to create a business processing centre [Call Centre] which would add to the seemingly growing E services sector. With this approach, the campus has been able to better diversify its income stream and also to respond to students by providing employment opportunities. As such the campus embarked on the creation of a 48,000 sq.ft facility comprising a steel framed two storey building. The campus purchased the building kit and project managed the erection with an overseas fi rm which saw the completion of the building in three months.

THE NEW UNDERGRAD HALLA 400 bedding solution consisting of four 6 storey structures and one 4 storey.

UWI UNDERGRADUATE HOUSING DEVELOPMENT (600 BEDS)The Undergraduate Student Housing Development at the UWI Mona Campus is a 600 bed solution located on lands between the Taylor, Chancellor and Irvine Halls of Residence. The contract approach was a design and build with the contractor, Prime Development Limited, spearheading a team of designers and sub-contractors for seamless integration of the two components. The development includes four 6 storey structures and one 4 storey. The living arrangement consists of single and double bedrooms with shared amenities (Kitchen, Bathrooms and Dining Areas). (Contnued on page 24) A central Laundry Building and Pavilion are also provided. Construction of this facility commenced September 2011 and was recently completed.

UWI POSTGRADUATE HOUSING DEVELOPMENT (400 BEDS)The Postgraduate Student Housing Development is a 400 bedding solution located on lands adjacent to the Post Offi ce Gate entrance and opposite the Old Library. Also this approach was a design and build with KEIR taking charge of a host of designers, suppliers and sub-contractors for seamless integration of the two components. The development includes four 6 storey structures. The living arrangement consists of 100 self-contained studio apartments per block with their own kitchen, living, dining and bedroom spaces. Each block is equipped with central Laundry facilities.

400M USAIN BOLT RUNNING TRACKAs we all know, Usain Bolt’s dominance at the 2008 Olympics in Beijing and 2010 World Championships in Germany saw great attention being placed on Jamaica. Mona was approached by Bolt’s management team and the German track company Regupol for the installation of an initial 4 lane 100 metres track at UWI Mona – the training ground of Usain Bolt and Racers Track Club. With robust discussion and negotiation it was unanimously agreed that given UWI’s position on the regional and international arenas it would only be practical to have an 8 lane, 400 metres track which is also IAAF certifi ed. Work on the track commenced. in December 2010 and it was completed and formally handed over to Racers in May 2012.

THE FUTURE For the future, it is imperative that this sporting facility is completed with the construction of a Stadium. This will see new stands seating 5,000 in bleachers format and 4,000 in grand stand arrangement. Also to be included are VIP section; Press Box; Lighting; Gym and the necessary supporting facilities. It is evident that the campus is transforming its infrastructure to world class standard. There are however further inroads that must be made to continue this transformation. Greater emphasis will be placed on additional sporting initiatives such as the Campus Centre which should see the construction of a multi-functional facility catering to multi-disciplinary sports.

Quick Facts:

• 950,000 square feet of total infrastructure developments to be done within four years.

• The total area of the medical complex is approximately 330,000 sq. ft.

• The 48,000 sq.ft Call Centre was completed in just three months.

• Construction of the undergraduate housing development commenced in September 2011 and was recently completed.

• The Postgraduate housing development consists of 100 self-contained studio apartments per block with their own kitchen, living, dining and bedroom spaces.

• The future sees the sporting facility being completed with new stands seating 5,000 in bleachers format and 4,000 in grand stand arrangement, a VIP section, a Press Box; Lighting, and Gym.
