Bargaining sessions are scheduled into September. It’s early but bargaining is already moving at a swift pace. After two bargaining sessions, the team had given management its initial contract proposals and bargained over several more. Initial union proposals At the rst session, Aug. 12, your team presented 20 articles to management: Article 7 - Union Dues and Deductions (this proposal is driven by problems Olympia has in getting the information to keep members’ status current) Article 10-Employee Rights Article 12-Uniforms and Special Clothing Article 17-Contracting Article 20-Licensure and Certication Article 22- Personnel Files Article 23- Discipline Article 24- Grievance Procedure Article 27- Holidays Article 28 - Vacations Article 29- Sick Leave Article 30-Work Related Injury Leave Article 31-Family Medical Leave Act and Parental Leave Article 34-Inclement Weather/Suspended Operations Article 41 Wages and Other Pay Provisions Article 42-Appointments and Positions Article 43-V acancies Article 49- Seniority, Layoff, Rehire Article 53- Commute Trip Reduction and Parking Article (X not numbered yet) Mandatory Subjects. One of your contract articles – the one on funding ofyour health benets – is actually bargained at a separatetable with all state employee unions.

The Washington Federation of State Employees/ AFSCME represents about two-thirds of all stateemployees.

represents you in those coalition negotiations.Health care bargaining started Aug. 10 and continues

Aug. 24.It’s clear the state wants to negotiate major takeaways.This top priority will require us to push back with all the

power we have. It will be a tough ght.

Union proposal

• The union wants to keep your share of health premiumsat the current 12 percent, with the state paying the current88 percent share.• Our initial proposal also aims to protect any surplus inyour health fund; we believe any surplus should be used toreduce your health costs. We proposed this because theLegislature has taken those surpluses and instead divertedthem to other parts of the budget. You ended up payingeven more. We want to bargain to make sure that neverhappens again.• Finally, we proposed a Health Reimbursement Accountso lower-paid employees can get a break on the higherhealth costs that hit them particularly hard.

Management position

• Management did not make a counterproposal. That isexpected Aug. 24.• Instead, the state’s bargainers made it clear they are notinterested in maintaining the current 88/12 premium split.• The state team claimed the only way to keep the current

We need to fght major health takeaways!88/12 premium split was to force dramatic increases inyour out-of-pocket costs – up to $2,100 per year in familydeductibles.• It appears they will propose a dramatic increase in yourpremium costs. They will argue that is the only way tokeep your out-of-pocket costs at current levels. In theiranalysis, that means your premium share would more thandouble to 25 percent, with the state share decreasing to 75percent.• Here is a summary of the numbers they provided us:

• We disputed their costs and offered a number ofalternatives to keep our proposal cost-neutral, includingclosing tax loopholes and reducing management.
