AGENCY FOR UPSRLM
The Uttar Pradesh State Rural Livelihood Mission invites “Expression of Interest” from the eligible
registered agencies to submit their interest for providing services for “Human Resource Management
Agency” at State Mission Management Unit, District Mission Management Unit and Block Mission
Management Unit of Uttar Pradesh State Rural Livelihoods Mission.
Interested agencies may submit their "Expression of Interest" in a sealed envelope clearly superscripted
as Expression of Interest for “Human Resource Management Agency” addressed to the Mission
Director on the above address latest by 15.30 hours on 16th July'2014. The agencies may obtain
further information about Terms of Reference, qualification criteria and procedure for submitting the
Expression of Interest at www.srlm.up.nic.in, www.rd.up.nic.in or from the UPSRLM office during the
office hours. The agencies should ensure that the “Expression of Interest” should reach the Office
before the closing date and time as mentioned. The Mission Director has all rights to cancel the EOI
without citing any reason.

EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES of a Human Resources Management Agency
for UPSRLM
1. Introduction The Government of India has launched the National Rural Livelihoods Mission (NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial and selected public services. NRLM has set out with an agenda to reach out, and mobilize 7 crore BPL households, across 600 districts, 6000 blocks, 2.5 lakhs Gram Panchayats, 6 lakhs villages in the country, into self-managed SHGs and federated institutions and support them for livelihoods enhancement and income augmentation. The Government of India has availed a credit from International Development Association (IDA), towards the National Rural Livelihoods Project which aims to support the National Rural Livelihoods Mission under the Ministry of Rural Development, Government of India; and intends to apply part of the loan proceeds to make payments under the contract for the following services:

UPSRLM”) include following;
2. Background:
The Uttar Pradesh State Rural Livelihood Mission (UPSRLM), under the aegis of Rural Development Department, Government of Uttar Pradesh is an autonomous society registered under the Societies Registration Act, 1860 which was formed in November 2011. UPSRLM’s mandate is to implement the National Rural Livelihood Mission/Project (NRLM/P) in Uttar Pradesh, which aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial services. To attain these objectives, UPSRLM intends to engage a full time dedicated team of professionals, through a HRM agency, to implement NRLM activities at the state level.
This set of professionals is expected to act as a team and in collaboration with other members, lay the foundation for successful implementation of the Mission objectives in the state. It will also act as a resource team and guide the future NRLM expansion in the state. This will be possible only when a quality professional team is hired through a meticulously designed recruitment and selection method which would be done by a separate professional agency/directly by UPSRLM. In this backdrop, the Society needs the services of a Human Resources Management Agency for positioning selected HR in UPSRLM for one year, the selection of professionals as stated above would be done separately by a different agency/directly by UPSRLM and the list would be forwarded to the HRM agency.
3. Objectives:
3.1. Deploying/placing the staff as finalized by UPSRLM and/or its HR committee on such terms
as agreed to by the committee.
3.2. Maintain all the relevant documents for different statutory obligation purposes.
4. Scope of Work:
4.1 UPSRLM will enter into an agreement with a HRMA to undertake the requisite deployment of professional staff in the state for a period of one year. For carrying this out, the HRMA will be
deploying human resources selected by UPSRLM from time to time.
4.2. HR committee of UPSRLM/Mission Director, UPSRLM shall be take all decisions related to
HR- numbers, positions, selection, term of engagement, mandatory qualifications, fee,
increments etc. and HRMA shall implement these decisions.
4.3. The HRMA should manage the contract of engagement of the individual in the selected
position, manage pay roll services including travel and related.
4.4. The human resource deployed by the HR Agency will be on the payrolls of the HR Agency
with no direct contracting obligations with UPSRLM but for all operational purposes the human
resource provided by the agency will be available on fulltime basis to UPSRLM. (For detailed

5. Invitation: The UPSRLM now invites eligible Human Resources Management Agencies (“HRM Agencies”) to indicate their interest to act as Human Resources Management Agency for UPSRLM. Interested agencies should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Along with the EOI, the agencies are requested to submit the mandatory information form provided in the Annexure –A.
6. Qualification criteria: Only agencies fulfilling the following conditions may apply: 6.1. The HR Agency should have a proven track record of at least three years’ experience
monitoring/managing professional HR in large numbers (management of more than 100 staff as
part of HR Management assignment for its clients, similar to the level and qualification of
professionals to be deployed in this assignment. Mere experience in supplying group D staff or
data entry operators alone as a service provider would not suffice).
6.2. Should have minimum average annual turnover of Rs. 10 crore in addition they should have
had positive net worth in the last 3 years.
6.3. Desirable: Preference will be given to the agencies that have proven experience of professional HR management in programs supported or implemented by Government of India, State Governments, World Bank, United Nations or other International Organizations of repute.
7. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers “Consultants Selection Guidelines of the World Bank dated January 2011” (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 8. An agency will be selected in accordance with the Quality and Cost based System (QCBS) method set out in the NRLM Procurement Manual.

i. Organizational: Provide a brief description of the background and organization of your
firm/entity. The brief description should include ownership details, date and place of
incorporation of the firm, objectives of the firm, Labour Act registration, EPF registration,
ESI registration, service tax etc.
ii. Financial: Provide the turnover and net worth of the company on the basis of the audited
accounts of the previous three financial years i.e. 2012-13,2011-12,2010-11
10.2 Agency/Company Experience:
Description of minimum 02 assignments in projects of similar nature undertaken by the
agency in past 03 years.

Draft Terms of Reference
1 Background: The Uttar Pradesh State Rural Livelihood Mission (UPSRLM), under the aegis of Rural

1. UPSRLM will enter into an outsourcing agreement with a HRMA to undertake the requisite deployment of professional staff in the state for a period of one year. For carrying this out, the HRMA will be deploying human resources selected by UPSRLM from time to time.
2. HR committee of UPSRLM/Mission Director, UPSRLM shall be take all decisions related to HR- numbers, positions, selection, term of engagement, fee, pay increments etc. and HRMA should implement these decisions.
3. The HRMA should manage the contract of engagement of the individual in the selected position, manage pay roll services including travel and related.
4. The human resource deployed by the HR Agency will be on the payrolls of the HR Agency with no direct contracting obligations with UPSRLM but for all operational purposes the human resource provided by the agency will be available on fulltime basis to UPSRLM.
5. All governance, monitoring and reporting aspect of human resource deployed under the
assignment will be under the control and superintendence of the Mission Director (MD), UPSRLM.
6. The HRM agency will support in recruitment and selection of candidates in UPSRLM through a fair, transparent and open procedure.
7. All governance, monitoring and reporting aspect of this assignment will be controlled by the MD, UPSRLM.
8. The HRMA shall copy UPSRLM all HR contracts it enters with HR.
9. HRM agency will put in place a 4 member full time high calibre team consisting of a dedicated Team Leader, senior HR management professional, accountant and an administrative assistant. This team is expected to carry out the assignment with high degree of accountability and manage all necessary documentation for any obligations arising in future. The expected individual profile of team members is placed at Annexure-B.
10. Addition or deletion in number of positions may be possible as per the actual requirements during the assignment period. (List of positions Annexure-C)
11. The HRM agency shall be responsible for compliance of all statutory provisions, related provisions as per law, in respect of the specialists/persons deployed to UPSRLM.
12. HRMA is expected to implement the HR manual of UPSRLM.
13. The HRM agency shall not transfer, assign, pledge or sub-contract its rights and liabilities under this TOR to any other agency.
14. The contract of HRMA is extendable for 2 more years based on mutual agreement.

Period of the assignment:
1. The assignment is expected to be required for a period of one year, unless terminated earlier by
the UPSRLM for whatsoever reason. Based on felt needs and mutual consent, and after gaining necessary approvals, the contract may be modified/expanded/curtailed in its scope or renewed annually, for a further period of 2 years, as may be specified by UPSRLM.
2. Notwithstanding above, the contract under this TOR may be terminated at any point of time by UPSRLM owing to, but not limited to, deficiency of service, sub-standard quality of specialists deployed, breach of contract, reduction or cessation of the requirements of work with no liability to the client except as provided in the contract.
Mode of payment 1. The HRM agency shall have to make the payment to the specialists and the support personnel as
per the decision of HR committee of the UPSRLM. The HRMA shall maintain statutory records & registers properly as required under the relevant Law/Acts in this respect. The agency shall produce the same, on demand, to the authorized personal of UPSRLM or any other authority under Law.
2. The HRM Agency shall ensure that all salaries and other benefits (if any) are paid to the staff on time. All the remunerations due to the personnel should be credited directly into their respective bank accounts by the HRM agency and a certificate to that effect should be submitted to UPSRLM every month. The HRM agency shall also ensure that all statutory
requirements of engaging the staff are met as per the law.
3. The HRM agency will also ensure the required subscription of Service Tax and other tax and levies liabilities as prescribed by the law, prevailing rules and regulations and will also ensure that it is deposited with respective government agency/department within prescribed time limit. The payment particulars of Tax paid in previous month shall necessarily be submitted along with the invoices for subsequent month, failing which appropriate action shall be taken, as deemed fit.
4. The Tax Deduction at Source (T.D.S.) for HRM agency shall be deducted as per the provisions of Income Tax Department, as amended from time to time and a certificate to this effect shall be provided to the agency by this office. All other taxes, duties and levies shall be deducted in compliance to the applicable laws at the time of payments.
5. In case, the HRM agency fails to comply with any statutory / taxation liability under appropriate law, and as a result thereof the UPSRLM is put to any loss / obligation, monitory or otherwise, the UPSRLM shall be entitled to get itself reimbursed out of the outstanding bills to the extent of the loss or obligation in monetary terms.
6. The HRM agency shall indemnify and at all times keep the UPSRLM indemnified any direct loss to it on any claims by any third person for any personal injury to anybody or loss to property, movable or immovable, earned by or attributable to any act or omission of the agency/firm or any of his employee, agent or professional etc while performing or purporting to perform this agreement.
7. Payments shall be made to the HRM Agency on monthly basis as per actual service provided, and as per provisions of the contract agreement.
8. The HRM Agency shall raise bill, in triplicate, along with tax-paid details and the attendance sheet duly verified by authorized competent officer of the UPSRLM in respect of the specialists/functionaries deployed and submit by the 26th of same month. UPSRLM will release the payment of raised invoice by HRM agency within 7 days.
9. All TA/DA related costs would be incurred by the deployed staff. All such claims would be
consolidated by the HRM Agency and submitted along with the invoice for services rendered. If necessary, UPSRLM may provide an advance to HRM agency which in turn should provide advance to professionals as per norms of UPSRLM. The agency should also settle TA/DA claims within 15 days of their submission.HRM agency will submit the detailed invoice of TA and DA settled in last month from advance fund by the 15th of succeeding month without any fail.
10. The claims in bills should be accompanied by the documentary proof pertaining to the concerned month bill as stated above. Failing which, a portion of the bill / whole of the bill amount shall be held up till such proof is furnished.
Experience of HRM Agency
Mandatory
