Administrative Staff Members

Ms Kathy Fellowes

Ms Fellowes is an Academic & Learning Strategist with the Academic Advising & Career Centre at UTSC.

She has worked at UTSC since 2003 and at the University of Toronto since 1989. Her career began at the

St. George campus with the Career Centre. In her present role, she meets daily with students one-to-one to

discuss their academic plans and effective study strategies. She delivers workshops on study strategies and a

variety of other relevant topics. She has been an active member of university governance for the last nine

years holding positions that include: the elected Administrative Staff Representative on the former

Executive Committee (8yrs.); elected member of College Council (9yrs.) and Academic Committee (1 yr.).

In addition, she served as Chair of the UTSC Academic Affairs Committee between 2013-14 and 2015-

2016.

Dr. Tayyab Rashid

Dr. Rashid is a licensed clinical psychologist and researcher at the Health & Wellness Centre at UTSC. Dr.

Rashid’s expertise include positive interventions towards personal and professional growth and engagement,

resilience, search for meaning. He serves on the board of several non-profit organizations and chairs the

National Community of Practice on Campus Mental Health, and the Clinical Division of the International

Positive Psychology Association. Dr. Rashid has also trained professionals and educators internationally and

has also worked with survivors of 9/11 families and the Asian Tsunami of 2005. Published in peer-reviewed

journals, and an invited keynote speaker, Dr. Rashid’s work has also been featured in the Wall Street

Journal, Maclean’s, CBC and TEDx.

Community Members

Mr. Preet Banerjee, Vice-Chair

Mr. Banerjee graduated from UTSC in 2001 with an HBSc in neuroscience. Since graduation, he has been

an active member of the Alumni Association and a regular contributor to the campus in many ways. He is a

regular speaker, moderator and facilitator at campus events, including the annual Leader to Leader

conference, an initiative that invites business leaders to share their stories with UTSC students, staff and

alumni. Since 2005, Mr. Banerjee has been a trusted advisor to the Management & Economics Students’

Association (MESA) at UTSC. He also served as an advisor to an alumnus’s entrepreneurial venture,

Tunezy, Inc. In October, 2014, he was host of the UTSC Legacy Fund competition, a competition in support

of the 50th

anniversary of the campus. Mr. Banerjee also serves as a Lieutenant Governor in Council (LGIC)

member of the UofT Governing Council and is currently serving as Vice-Chair of the UTSC Campus

Council.

Dr. Catherine Bragg

Dr. Bragg served as Deputy Emergency Relief Coordinator in the Office for the Coordination of

Humanitarian Affairs between December 2007 and March 2013. She obtained a PhD in Criminal Justice

from the University at Albany, SUNY, a Master of Philosophy in Criminology from the University of

Cambridge and a Bachelor of Science in Psychology from the University of Toronto. Throughout her career,

she has served in various capacities in the Federal Public Service in the Government of Canada. In the Privy

Council Office, she formulated policy advice to the Prime Minister and the Cabinet. In the Department of

National Defence, she worked on human resource issues, and in the Department of Justice, she focused on

evaluation and strategic planning. Prior to joining the United Nations, Bragg served as the Director-General

of the Humanitarian Assistance, Peace and Security Programme in the Canadian International Development

Agency (CIDA) since 2004.

Mr. George Fadel

Mr. Fadel has an HBA from the University of Toronto with a Specialist in Political Science and a Post-

Graduate Certificate in Sports Journalism from Centennial College. Currently, he is the Communications

Manager for the Canadian Freestyle Ski Association handling marketing and public relations for the

Olympians and national team athletes. As a student at UTSC, he was elected President of the Athletics

Association and held positions on the Athletics Advisory Committee, the Council of Student Services, and

the University of Toronto Finance Sub-Committee. He has served on the UTSC Alumni Committee for two

years (2011-2013) and on the UTSC Athletics Alumni Chapter (2015-present). He is also a member of the

Centennial College Program Advisory Committee that ensures relevant industry materials are being taught

to students.

Ms Sue Graham-Nutter

Ms Graham-Nutter is the Chief Executive Officer (CEO) of the Rekai Centres, long-term care facilities. She

is a founder and chief organizer of Taste of the Danforth, one of Canada's largest festivals. She has

distinguished herself as a successful businesswoman, founding her own marketing firm specializing in

tourism promotion. Drawing on her valuable experience as executive assistant to the deputy minister of

Culture and Communications, and as director of Revenue Development for TV Ontario, Graham-Nutter has

proven herself a marketing force to be reckoned with. She served as the Chair of the UTSC Campus Affairs

Committee between 2013-14 and 2015-16.

Mr. John Kapageridis

Mr. Kapageridis graduated from UTSC with an Honours BSC in 2010. He is currently a health care industry

sales executive. Mr. Kapageridis was a student leader while at UTSC, serving as: President of the

Scarborough Campus Athletics Association, the Finance Sub-Committee of the Council on Students’

Services, and Vice President of the Greek Students’ Association.

Ms Lydia Lampers-Wallner

Ms Lampers-Wallner is an active member of the community. A UTSC graduate and former Teaching

Assistant, she is a member of her teacher association’s Political Advisory Committee, a member of the

Refugee Outreach Committee at St. Joseph’s Catholic Church, and a member of the Highland Creek

Community Association.

Ms Brenda Librecz

Ms Librecz is a graduate of UTSC with a Bachelor of Arts Degree in Economics. In addition, she also holds

a Marketing Diploma from Seneca College of Applied Arts. She possesses strong public sector experience.

She was Executive Director of Economic Development for the former City of Scarborough and worked with

UTSC on economic development projects, from business outreach and hiring of Co-op students. Ms Librecz

was the first head of Economic Development for the newly amalgamated City of Toronto. She was General

Manager of Economic Development from 1998 to 2004. From 2004 to 2008, she was General Manager of

Parks, Forestry and Recreation, working with UTSC on the development of the Toronto Pan Am Sports

Centre. She is currently Commissioner of Community and Fire Services for the City of Markham.

Dr. Jennifer McKelvie

Dr. McKelvie completed her B.Sc. in the Environmental Science Co-op program at UTSC in 2000 and

pursued a M.Sc. and Ph.D. degree in Geology from the UofT School of Graduate Studies. She served as

President of the Geology Graduate Students Association and participated in meetings as the representative

on the Graduate Student Union. During graduate school she was a teaching assistant at UTSC and as a result

of her love for the community, she moved near the University in 2004 and continues to reside in the area.

She completed her postdoctoral research from 2007-2009 in the Environmental NMR Centre at UTSC.

Mr. Mark Rowswell

Mr. Rowswell, whose stage name is Dashan, has been called the most famous foreigner in China. He has

become a regular fixture on Chinese television and a cultural icon across the nation.

Born and raised in Canada, Mr. Rowswell began studying Chinese in the mid-1980s, first at the University

of Toronto and later at Beijing University. While in Beijing, Mr. Rowswell became interested in traditional

Chinese performing arts, particularly xiangsheng, a popular form of comic dialogue. Almost 20 years later,

Dashan is still a popular icon in China. Having diversified and developed into a multi-faceted performer,

language educator, and television host, Mr. Rowswell is already considered a cultural ambassador between

China and the West. Today, Mr. Rowswell is involved in a wide variety of activities, from hosting television

programs and live events, to dramatic acting, public speaking, publishing, education, and celebrity

endorsement. When he is not working in China, In December 2006, Mr. Rowswell became a Member of the

Order of Canada for his work in uniting the Canadian and Chinese peoples through laughter, understanding

and goodwill.

Mr. Larry Whatmore

Mr. Whatmore graduated from UTSC in 1979 and was part of UTSC's first co-op program in Public

Administration. He was a part-time instructor in the Department of Management from 2008 – 2011. Mr.

Whatmore obtained his MBA from York University in 1983 and his Certified Management Accountant

(CMA) designation in 1989. He has been a course director and sessional lecturer at York University’s

Schulich School of Business MBA program since 2007. Mr. Whatmore currently serves as Vice-President,

Finance, of WoodGreen Community Services, a multi-service social service agency and registered charity.

He has served on a number of not-for-profit organizations, including the West Rouge Community

Association, the Rotary Club of East York and treasurer of the Metro Toronto Rotary Auction Committee.

He is currently serving as Chair of the UTSC Campus Affairs Committee.

Student Members

Ms Hira Ashraf, Full-time Undergraduate Student

Ms Ashraf has volunteered at Toronto Western Hospital for over two years as a navigator, patient visitor,

and receptionist. It was one of the most eye-opening experiences for her as she was put into a place where

she met people beyond her faith group, ethnic background, and age. She has taken part in local youth

leadership development programs that are ongoing every summer. At UTSC, she has taken part in UTSC

Model United Nations, which was something that she was introduced to in her first year and she decided to

undertake the role of Vice-President in her second year. In her third year she joined the Muslim Students'

Association (MSA) on campus and took the role of editor-in-chief of The Message - the publication that the

MSA produces quarterly throughout the year.

Mr. Andrew Leung, Graduate Student

Mr. Leung completed his B.Sc in Biology and M.Env.Sc in environmental science and at UTSC. He is

currently pursuing his Ph.D. in Environmental Science. His doctoral research focuses on the impacts of

climate change on air mass patterns and global oscillations in the Canadian arctic. In undergraduate and

graduate studies, he researched the conditions of permafrost in northern Ontario and the frequency and

intensity of thunderstorms in Toronto as a result of climate change. He is currently serving as the Vice-Chair

of the UTSC Academic Affairs Committee.

Ms Yasmin Rajabi, Part-time Undergraduate Student

Ms Rajabi is the current VP External of the Scarborough Campus Students’ Union (SCSU) and over her

years as a student at UTSC she has fought for an accessible and equitable university and campus. She

believes in education as a right sufficient representation in areas of decision making, and holding the

university accountable to students.

Ms Amina Shabeen, Full-time undergraduate student

Ms Shabeen is a third -year undergraduate student who is highly engaged in on and off campus initiatives.

At UTSC she served as the Student Multi-Faith Engagement Coordinator in 2015-16, and the President for

the largest non-levy collecting student club at UTSC – The Muslim Students’ Association (MSA) in 2015-

16. Off campus she volunteers as the General Secretary for Charity Week Canada and at the City of

Toronto’s Seven Oaks Long Term Care Home.

Teaching Staff Members

Professor Paul Kingston, Chair

Prof. Kingston is a professor in the Department of Political Science at the UTSC. He completed his DPhil at

Oxford University. He is the author of Britain and the Politics of Modernization in the Middle East, 1945-

1958 (Cambridge University Press, 1996 and 2002). His research interests focus upon political economy,

civil society and development assistance in Middle Eastern states. Prof. Kingston’s lecture will concern his

current research into non-governmental organizations, civil society advocacy and postwar politics in the

Middle East, and their implications for Canadian foreign policy toward the region. He is currently serving

on the UofT Governing Council as a Teaching Staff member and is the Chair of the UTSC Campus Council.

Professor Leslie Chan

Prof. Chan is an early practitioner in the use of the Web for learning, knowledge exchange and partnership

building. He is particularly interested in the roles of network openness and control in the flow of knowledge

and their impact on local and international development. Since 2001, he has been directing Bioline

International, a collaborative platform based in CRIA Brazil for open access distribution of research journals

from close to twenty developing countries. The goal is to better understand the design, structural and policy

barriers that impede knowledge production and exchange. Prof. Chan co-founded the Open Access

Scholarly Information Sourcebook (OASIS) and the Global Open Access Map. He is also a member of the

Research Dissemination Committee of the Canadian Federation of Humanities and Social Sciences.

Prof. Tarun Dewan

Prof. Dewan is a teaching stream Professor in the Department of Management with a specialty in marketing.

He teaches several marketing courses, and has also taught at Rotman School of Management, Ryerson

University, and the University of Toronto Mississauga. His areas of interest for both teaching and research

are pricing, economic models, retailing and marketing science. Prof. Dewan is the lead author of the book,

Marketing: What is it Good For?

He received his BSC and MBA in India and his PhD from the University of Texas at Dallas. Prof. Dewan is

currently serving on the UTSC Campus Council and UTSC Academic Affairs Committee. Between 2013-

2015 he also served on the UTSC Campus Affairs Committee.

Dr. Brian Harrington

Dr. Harrington completed his BSc in Computer Science (co-op) at UTSC and M.Sc. and D.Phil .(Ph.D.)

from Oxford University in the UK. He then spent several years as a lecturer and research faculty at Oxford,

before a brief stint as a researcher at the University of Wisconsin, which led him back to his Alma Mater

where he has been lecturing since 2012. He is an active member in the Semantic Computing community and

his research focuses primarily on the interaction between natural language processing and AI. For the past

two years, he has served on the UTSC Campus Council and in 2013-14 he also served on the UTSC

Academic Affairs Committee. Dr. Harrington is currently serving as the Vice-Chair of the UTSC Campus

Affairs Committee.

Dr. Elaine Khoo

Dr. Khoo has studied, taught and researched in universities in four different continents over the span of 27

years. Her education in the sciences culminated in her doctorate in second language education focusing on

assessment. She is a Teaching Stream Professor in the Centre for Teaching and Learning. Her research on

pedagogical solutions to students’ challenges acculturating to university expectations and demands have

resulted in her developing innovative co-curricular programing conducted by the English Language

Development Centre (ELDC) as well as credit courses offered by the Centre for Teaching and Learning.

She is currently the Coordinator of UTSC’s English Language Development Centre. Dr. Khoo works with

engaging students and was recognized with University of Toronto’s Joan E. Foley Quality of Student

Experience Award in 2009. Shee has been an invited speaker to other universities in Canada to share her

innovative approaches to addressing the English language challenges students face at university. Dr. Khoo

is currently serving as the Chairs of the UTSC Academic Affairs Committee.

Prof. Lynn Tucker

Prof. Tucker is a Teaching Stream Professor in the Department of Arts, Culture and Media. Engaging

students in music and lifelong participation in the arts is at the forefront of her work at the university. She is

the conductor of the UTSC Concert Band and has been active in growing the UTSC Music program by

founding the UTSC Jazz Band, the UTSC Flute Choir, as well as advocating for studies in Chamber Music.

Prof. Tucker successfully co-founded the UTSC Music Ambassadors Program, and the UTSC Alumni and

Community Concert Band. In 2008, she introduced the Music Performance Lecture Series to UTSC and has

been instrumental in bringing nationally and internationally recognized musical artists to campus. Further, in

2010, Lynn formed a partnership with the Ontario Band Association and was thrilled to host the first annual

UTSC/OBA Chamber Music festival. She recently received the Canadian Music Educators’ Association

Excellence in Leadership Award.

Presidential Assessors

Professor Bruce Kidd

Professor Kidd is Vice President, U of T and Principal, U of T Scarborough. He joined the University of

Toronto as a lecturer in 1970. He was appointed an Assistant Professor in 1973 and an Associate Professor

in 1979. In 1991, he was appointed a Professor. He was formerly Director of the School of Physical and

Health Education and Acting Director of the Department of Athletics and Recreation. He is a Professor in

the Faculty of Kinesiology and Physical Education and is the past Warden of Hart House at the University

of Toronto. He won 18 national senior track and field championships in Canada, the United States, and

Britain. He won a gold (in the 6 Miles event) and bronze medal (in the 3 Miles event) at the 1962 British

Empire and Commonwealth Games and was a member of the Canadian 1964 Summer Olympics team

(competing in the Men's 5000 metres, Men's 10000 metres and scheduled to start in the Men's marathon).

Mr. Andrew Arifuzzaman

Mr. Arifuzzaman has held progressively senior leadership roles across the academic and health sectors in

some of Canada’s most prestigious organizations over the past 20 years. Throughout his career, he has led

teams in a wide range of business disciplines including operations, finance, marketing and communications,

information technology, research, partnerships, government relations, capital development and strategy. As

Chief Administrative Officer at UTSC, he has spearheaded the development of the campus Strategic and

Master Plans as well as its new brand strategy, positioning UTSC as a distinct, emerging pillar of Canada’s

leading research-intensive university. He has also fostered partnerships across the public and private sectors

that have brought together diverse groups and built innovative new programs and opportunities.

Professor William Gough

Professor Gough is the Vice-Principal (Academic) and Dean at UTSC. He joined the Department of

Physical and Environmental Sciences at the University of Toronto Scarborough in 1991. Prof. Gough is a

leading researcher of climate change. He has been recognized by the Canadian Association of Geographers

for Excellence in Teaching, and for Service to Geography (2011), in addition to receiving numerous

research funding awards. He is also the recipient of several faculty teaching awards at UTSC. Professor

Gough began his term as the University of Toronto Scarborough’s (UTSC) Vice-Dean Graduate Education

and Program Development in July of 2009. Professor Gough served as a Governor on U of T’s Governing

Council from 2006-2015 and was the inaugural Chair of UTSC Campus Council.

Ex-Officio

The Honourable Michael H. Wilson, Chancellor

Michael Wilson is Chancellor of the University of Toronto. He is the Chairman of Barclays Capital Canada

Inc. Previously, Mr. Wilson was Ambassador of Canada to the United States of America from March 13,

2006 to October 9, 2009. Prior to taking up his position as Canada’s 22nd Ambassador to the United States,

Mr. Wilson was Chairman of UBS Canada, an operating division of UBS AG. Before joining UBS in July

2001, Mr. Wilson was responsible for RBC Financial Group's Institutional Asset Management business. Mr.

Wilson was elected to the House of Commons in 1979. In September 1984, he was appointed Minister of

Finance and remained in that position until May 1991. He then became Minister of Industry, Science and

Technology and Minister for International Trade. Mr. Wilson has been active in a number of professional

and community organizations, including NeuroScience Canada Partnership, The Centre for Addiction and

Mental Health, the Canadian Cancer Society, the Canadian Council for Public-Private Partnerships and the

Canadian Coalition for Good Governance. Mr. Wilson is a Companion of the Order of Canada and has

honorary degrees from the University of Toronto, York University and Trinity College at the University of

Toronto.

Professor Meric Gertler, President of the University of Toronto

Professor Meric Gertler is President of the University of Toronto and one of the world’s foremost urban

theorists and policy practitioners. Previously, Professor Gertler was dean of the University of Toronto’s

largest and most diverse academic division, the Faculty of Arts & Science. Before becoming dean, Professor

Gertler was vice-dean, graduate education and research in the Faculty, where he led the division’s ambitious

graduate expansion plans, established governance mechanisms for graduate education and played a key role

in U of T’s tri-campus graduate curriculum committee. Internationally renowned as a distinguished scholar,

Professor Gertler’s research focuses on the geography of innovative activity and the economies of city-

regions. He has been a frequent advisor to government agencies at all levels, both in Canada and abroad, as

well as to multilateral organizations such as the European Union and the OECD. He was the founding co-

director of the Program on Globalization and Regional Innovation Systems (PROGRIS) at the Munk School

of Global Affairs and has also served as director of the Department of Geography’s Program in Planning.

Ms Shirley Hoy, Vice-Chair of the Governing Council

Ms Hoys’s public service career has spanned more than 30 years. She started her career in municipal public

service in 1980 with the former Metro Toronto government. In the late 1980s, she assumed various senior

positions including Executive Director in the Metro Chairman’s Office. From 1991 to the end of 1995,

Shirley worked in the Ontario Government as Assistant Deputy Minister in three ministries: the Ontario

Women’s Directorate, the Ministry of Community & Social Services, and the Ministry of Housing. Within

the Ministry of Housing, she held the joint position of ADM of Operation and CEO of the Ontario Housing

Corporation.

In 1996, she returned to Metro as Commissioner of Community Services. Following amalgamation, Ms Hoy

was appointed Commissioner of the Community and Neighbourhood Services Department. From 2001 to

2008, she served as City Manager for the City of Toronto. In this role, she led the public service in providing

advice to the Mayor and City Council.

Between 2009 and January 2014, Ms Hoy completed a five-year term with the Toronto Lands Corporation, a

wholly owned subsidiary of the Toronto District School Board, responsible for managing and disposing of

surplus school properties. Ms Hoy is also a member of the Board of Trustees of United Way Toronto. She

has previously served on the Board of the Ontario Lottery and Gaming Corporation and the Board of

Regents of Victoria University, University of Toronto. She is currently Chair of the Governing Council of

the University of Toronto, and previously served as Vice-Chair.

Ms Jane Pepino

Ms Jane Pepino has been practising law since 1973 and has been Senior Partner at Aird & Berlis LLP since

1982. Ms Pepnio is the founder and a member of the Municipal and Land Use Planning Group.

Her practice includes providing advice on all aspects of the statutory scheme for planning, zoning and land

development throughout Ontario as well as on a broad range of municipal and provincial licensing and other

regulatory matters. Ms Pepino's practice also includes providing strategic advice for government,

landowners and lenders on maximizing the value and utility of land in light of rapidly changing economic

and political agendas. Her clients include provincial, regional and local governments or agencies, large

development corporations, small landowners and citizen and special interest groups.

Ms Pepino is the Vice-Chair, Governing Council and has served on Governing Council since 2010 and is in

her third term.
