Utility LED Lighting Programs and Product Performance Testing
Presentation Outline Utility Energy Efficiency Programs Why Test LED Product Performance?
Emerging, rapidly changing technology Customer satisfaction Regulatory compliance
Testing Programs (LED Lighting Facts, DLC, Energy Star)

Utility Energy Efficiency Programs
How they work Promote customer energy efficiency upgrades
Information and education Technical assistance Financial incentives
3
Utility Energy Efficiency Programs
How they work Decoupling – Breaking the link between Utility cost
recovery and energy sales Traditionally, utilities recover fixed costs through
consumption charges (throughput incentive) With decoupling, regulators set up a periodic automatic
process to compare actual and authorized revenues and adjust rates accordingly
Enables utilities to help their customers become more energy efficient without a financial penalty

Utility Energy Efficiency Programs
How they work Energy Efficiency Delivered through Regulatory
True-up Process Estimated savings up front, Ex Ante M&V on the back
end If Ex Ante M&V results do not match initial savings
estimate, utilities can incur negative financial impacts Need accurate initial estimates of energy
consumption and measure life of EE technology

Why Test LED Product Performance?
Emerging Technology Rapidly changing technology Aggressive salespeople often making inflated claims New manufacturers entering market, many with limited
lighting experience

Real World Performance
DOE CALiPER Program Anonymous testing of commercially-available products Documented improved performance of SSL products over time However, also documented highly variable product performance
that has not always lived up to claims

The good news . . . ‘Undoubtedly, the retail replacement lamp
market progressed between the 2010 and 2011 CALiPER replacement lamp studies’ more products performed as claimed as
indicated by manufacturers more products included the ENERGY STAR
and/or LED Lighting Facts labels equivalency claims were more realistic color quality attributes were generally better
But . . .

There is still a range of performance Utilities need to be able to separate the good
from the bad – testing is one way
Lumen output of LED A lamps compared to conventional benchmarks
Why Test LED Product Performance?
Customer satisfaction Long term persistence of energy savings High customer satisfaction can lead to increased
rate of adoption CFL Lessons Learned
Avoid same mistakes When technology does not live up to claims,
utility is blamed

Will the customer be happy?
Why Test LED Product Performance?
Regulatory compliance Utility revenue from EE programs is dependent on
accurate savings claims Energy savings Measure life
Regulators require 3rd party validated energy use Need accurate initial estimates of energy
consumption and measure life of EE technology
13
Testing Programs
Utilities don’t want to be in testing business Rely on 3rd Party testing programs - provide
lower program delivery cost for utilities Energy Star, DLC – qualification program LED Lighting Facts – performance verification
program

LED Lighting Facts: New Testing Policies
Family Grouping – Launching soon! Manufacturers will have the option of grouping
related products by "family," with one product fully tested and verified by the program. Performance for related family members can be calculated or scaled.
Verification Testing (Summer 2013) A verification testing program will randomly select
listed products and test them against established tolerances.

Closing Thoughts – SSL Performance Testing
Successful utility energy efficiency programs require accurate estimates of energy use and measure life to meet regulatory requirements – validated through testing.
SSL is a rapidly changing technology. Products are improving, but performance still varies – testing helps separate the good from the bad.
Testing programs are responding to market changes.
