It all started with an idea. From a small office in Bucharest to an important company - there are few Romanian corporations that can look back on such a history of success as we can. UTI was founded in May 1990 by Tiberiu Urdareanu, Lucia Urdareanu and Dumitru Aelenei as Infcon, a company dealing with buying and reselling computer subsets and accessories, office supplies. Soon afterwards, the idea that the market has a great potential for safety and protection solutions came to mind and led to the creation of the first business line: physical security systems. Our early mission focused on providing security systems that we felt the market was missing. Most clients were defining their own activity and they needed help in doing so under the safest conditions. Our first client was the organization Médecins sans frontiers where we designed and installed the first residential alarm system in 1991. The company carefully managed projects to ensure growth. These early projects allowed new design and installation concepts to emerge and to be applied in later works. Simultaneously with the interest in new technologies, UTI started to position itself on the market, by attending specialized trades and exhibitions. The first such event occurred in 1991, namely the International Fair for Consumer Goods in Bucharest. In 1992, we initiated what would become a traditional business-pattern: solutions provided to a company network. In this case the company was LG Electronica. Already in 1993, UTI started to extend its activities by setting up its security services company: Cobra Security. The year 1993 was a turning point for the future evolution of the company, as we approached the first project of security solutions for critical infrastructures - UTI was selected to provide security systems for the Cernavoda Power Plant. This was the starting point of a collaboration that continues to this day and that was developed year by year. Also, in 1993, UTI started the collaboration with the financial institutions, by implementing a complex security system for Eximbank. The setting up of UTI Systems in 1994, a company specialized in physical and information security systems integration, came as a natural step. It was UTI timely answer to the market present and future needs. Also in 1994, UTI started a long collaboration with the Bancorex Bank that later would become the Romanian Commercial Bank. In 1995 we approached the governmental institution market, as well as the private industrial companies. By 1996 the Romanian retail market started to bloom and we focused on a new activity: security solutions for retail areas. UTI also became the only Romanian distributor of prestigious providers of security products for retail areas. The first retailer we secured was Metro that chose us for its first store opened in Otopeni, Bucharest. This was only the beginning of a long and mutually rewarding collaboration. In 1997 we decided to go nationally and the Brasov branch was immediately set up. This year was also the starting point of the collaboration with Henri Coanda International Airport, a collaboration that has been lasting to this day. The first systems we provided were the integrated security and communications systems, as well as the telephone exchange. 1999 was another milestone for the evolution of the company: our specialized team developed a custom-made ERP solution for Henri Coanda International Airport that we named ICAR, we started what would become a long collaboration with Metrorex, Bucharest Underground Company, for which we provided CCTV, radio communications, fire detection solutions and we set the ground for a new business line: building management and installations. MESSAGE FROM THE PRESIDENT

Our priorities for 2011-2012 are to consolidate the already mature business lines such as Homeland Security, IT&C and Installations and Construction, and to increase the market share for the other business lines: Facility Management, Traffic Management and Defense.

Therefore, I see good chances that UTI would keep its strategic objectives set through the UTI STAR Strategy for the next 5 years. The year 2011 means that UTI has entered a new strategic stage, whose main objectives are international development and going public with a regional Stock Exchange in 2013-2014.

UTI’s main response to the crisis is attack: we have attacked and will continue to attack the local and the international market with more powerful resources.

The Strategic Business Development (SBD) team includes the most experienced and skilled people who have decisively contributed to the development of UTI business lines until now. They handed over the leadership of the operational companies and gathered their talents under UTI’s flagship: the SBD team.

We will systematically attack, both the Central-Eastern European market and the Middle East one. We will be more and more present in the vital parts of the citizens’ life by providing solutions for a safe life at home, in the street, on the airplane, in the car, at the office, in order to make the business more efficient and cost effective, to create comfortable, pleasant and ecological buildings, for a beaUTIful life.

MESSAGE FROM THE PRESIDENT

DEAR ALL,

2010 was a very special year for UTI: we celebrated its 20th year of activity on the 5th of October and started a one-year long communication campaign in order to thank our partners, clients and stakeholders for the successful collaboration. So, Happy Anniversary UTI!

As the founder of UTI, I am extremely grateful to all our clients who, over all these years, have awarded us with their trust and confidence, which is actually our most precious capital.

Our success was possible mainly by the continuous attempt to meet our clients’ expectations and reward their trust in UTI by outstanding solutions and services.

At the same time, nothing would have been possible without the commitment, loyalty and, rather often, the sacrifice of the UTI team.

UTI is now mature enough to get involved into more complex projects, agile enough to quickly adapt itself to the changes of the market and entrepreneurial enough to continue to innovate and develop.

All these features were ”combat-proven” during the deep crisis of 2009-2010. The financial results of 2010 clearly show a resilient UTI to the adverse market conditions.

The consolidated financial results have improved compared to 2009, the turnover amounting to 159 million Euro, compared to 126 million Euro registered in 2009.

Also, the profitability of 2010 was a record-setting one: the consolidated EBITDA amounted to 22.6 million Euro, while its rate was of 14%.

UTI managed to preserve its profitability through a wise combination of cost cutting and business development strategies. And, of course, by the positive “can do” attitude of its leaders and employees.

One thing we had proven to ourselves during the crisis was that carefully planned actions cannot be substituted by a quick fix. UTI was able to resist through a synergistically diversified business portfolio, leadership and discipline, prudence and innovation.

As a consequence of preserving its capability to generate profit, in December 2010 UTI distributed dividends to its shareholders, including the 105 UTI employees, members of the UTI Stock Option Plan.

Except fighting the crisis, 2010 was a year of outstanding results in business development. The backlog of contracts reached more than 350 mil Euros at the end of 2010. New clients, new markets, “fresh business” were added to the existing ones.

The UTI “fleet” had produced the best results ever, encouraging us to consider it as the most profitable year in our history.

The representatives of the corporate services, as well as of the operational companies join together and supervise the consolidated activity of UTI within UTI Corporate Management Board, which plays an important part in integrating the business activity of the operational companies with the common economic and ethical policies within UTI, with the common strategy and with the transparency towards shareholders.

The Executive Boards of the operational companies are organized in accordance with the legal provisions, the companies’ deeds and the shareholders’ decisions and have the role to independently manage the business activities at the operating level, in good faith and in a professional manner, following the general business directions approved by the shareholders (within the lines of the common strategy).

INTEGRITY POLICY

The whole UTI activity is transparent, being audited, with respect to financial aspects, by an internationally-recognized external auditor, as well as to aspects concerning the efficiency of the activity, by an internal audit committee reporting to the management bodies.

UTI is also committed to responsible business conduct towards its business partners, shareholders and employees.

That is why UTI implemented ethical business principles and business conduct rules in accordance with the legal requirements with regard to business conduct, and requires all of its employees and partners to comply with the rules of UTI Code of Ethics and Business Conduct.

The role of UTI Corporate Management Board is to develop the UTI consolidated business strategy and to supervise the compliance with such a strategy, to identify and to implement solutions meant to correct the deviations in the financial results, as well as to supervise the compliance with UTI business ethics.

It also consolidates and supervises operational plans, budgets, remunerations, the financial results and forecasts, as well as financial optimization and the process of risk management.

Additionally it may deal with human resources policies, including the Stock Option Plan.

To meet our large need for technical high schools and university graduates, we establish contacts with students - particularly those majoring in engineering, attract talented people, at an early stage, and foster their development.

PERFORMANCE EVALUATION, TRAINING AND CAREER DEVELOPMENT

UTI employees have the option to develop a career plan, as we consider internal promotion to be extremely important. Our employees can also move across the business lines, diversifying their professional experience, and creating synergies. We have started to benefit from the capabilities the new ERP Oracle will provide through e-learning and Talent Management applications.

The HR modules implementation was started in August 2008 and will be finalized in December 2010. Using the Oracle platforms, we will allow 360 degrees feedback to flow within the organization, emphasizing both strong points and weak points of employees.

Training for non-management employees

Using validated assessment methods, we are able to identify employees with potential, either at entry level or when internal promotion is required. It also helps to identify the necessary development steps for every position.

The Outcome of the Assessment Center

We were able to provide for each person a brief description of his/her competencies, a chart with grades from 1-5 showing whether the respective competency was a strength or scope for development, recommendations were made on the poorer competencies.

The assessment allowed us to advise people to attend courses/trainings and coaching programs for: Emotional Intelligence, Assertive Communication, Strategic Management, Presentation Skills, Negotiation and Persuasion, Time Management, Issue Solving, Lateral Thinking, Leadership, Motivation Techniques.

UTI established an ambitious development strategy with a first milestone in 2012. The materialization of the strategy depends a lot on UTI’s personnel active involvement and commitment.

In order to reward the long-term effort of UTI’s most loyal employees that contributed to its development, UTI management team decided to implement an employees’ participation plan in the company registered capital, generically called UTI Stock Option Plan.

15% of UTI total capital has already been allotted to implementing the Stock Option Plan.

The holding of Certificates of Deposit, irrespective of their value, grants to UTI employees:

At present, 105 employees hold certificates of deposit. This number represents about 5% of UTI employees.

DIVIDENDS GRANTED TO THE KEY EMPLOYEES

The good financial results accomplished by UTI in 2008 allowed for granting dividends to all UTI shareholders. This is extremely motivating as the years 2009 and 2010 were very difficult ones, economically speaking.

Although the world economy is touched by a severe economic crisis, UTI maintained its financial indicators at a better level than in 2008.

In December 2009, the members of UTI Foundation, the legal instrument that allows UTI employees to be shareholders, gathered in a meeting for the first time.

The purpose of the event was to approve the changes operated in the regulation of the Foundation, to communicate the consolidated financial situation and the value of the dividends to be distributed.

UTI Code of Ethics and Business Conduct was established in October 2005 and referes to such areas as: conflicts of interests, legal compliance, integrity, competition policy, financial transparency, the company politics towards its employees, etc.

The Code enforcement began with the creation of the Office of Business Conduct and Ethics, within the Corporate Legal Department.

The main task of the Office is to coordinate and advise with respect to the enforcement of the Code and to solve all the issues related to business ethics and work relationships. To make things easier for everyone, a specialized telephone hot line was created.

Aware of how important its role is in the success of the organization, The Corporate Finance Department is one of the main drivers in attaining the company’s goals, not only through cost control, efficient cash management, but also through minute supervision of the financial activities of each business line and of the entire holding.

The Corporate Finance Department is no longer a mere “spectator” that only verifies and acknowledges the financial results of the companies, but it gets actively involved in defining the strategy of the company. It focuses on risk identification and mitigation, aware that it is easier to prevent rather than solve an issue after it has occurred.

The department is responsible for monitoring and observing the KPIs and market margins of the industrial segments each company is active in, by identifying the performance fluctuations and permanently comparing each company’s performance with the performance of other companies on the same market.

Business predictability is another important responsibility and is achieved by an efficient and precise budgeting and forecasting activity.

In compliance with its assumed role, the department has become actively involved in the implementation of the corporate strategy, through an extensive reengineering process.

The role of our finance professionals has evolved into a “coaching” role responsible for transferring the appropriate analytical tools and methods to decision-makers. One of the most important steps we took: we turned the Corporate Finance Department into a value-added function, relying on the latest theories in the field.

This required a different way of thinking about how we used to measure performance. In financial management, we focus on increasing value.

When we talk about value, we are referring to the market value of the organization. Market values are determined by the future expected cash flows that will be generated over the life of the business.

The problem with the traditional accounting model is that all of the emphasis is on earnings, especially the amount of earnings. In financial management, we call this economic performance as opposed to accounting performance.

CENTRAL ADMINISTRATION SEGMENT

The Central Administration Segment is assigned to consolidate the UTI business relations with the traditional Central Administration clients and with identifying opportunities to find new clients and development directions.

New collaboration opportunities have been generated in order to integrate Romania with the Schenghen provisions. The contracts signed with the Ministry of the Interior for the Extension of the Public Key Infrastructure for the sector information systems and for the Schengen training centers of Buzau and Ploiesti implied a team work of several UTI departments, from IT and information security to physical security and construction ones.

These projects bring to the fore the solutions developed by UTI Systems and implemented by UTI Communications Systems.

We take into consideration the budget difficulties the central administration is faced with and we will develop partnership, outsourcing and European funds-based projects, thus adding value to this collaboration.

Giving this context, the Strategic Business Development Department elaborated a plan meant to put a clear direction on paper and to share it with EVERY UTI employee. LOCAL PUBLIC ADMINISTRATION SEGMENT

Our main objective is to improve the life quality of the local communities. The Local Public Administration team has taken a proactive approach in promoting the projects financed through structural funds.

Our aim is to understand the local communities issues, to create vital solutions and services and to develop a partnership based on trust and mutually rewarding relationships.

We also try to find the best financing solutions: Public-Private Partnerships, Supplier’s Credit or BOT (Built Operate Transfer), so that the developed projects become an acknowledged success.

The UTI developed solutions were efficient and were put into practice in various projects:

• Integrated Traffic Management System for the Municipality of Bucharest

The need for international expansion became a natural strategy for UTI, as the main way of continuing its impetuous growth after having reached a leader position on the Romanian market.

Our aim is to transform UTI in a multinational corporation and to be the main engine and driver of UTI international expansion.

MENA - Middle East and North AfricaA capitalization of Yemeni and Kuwaiti experiences is intended, as well as a selective expansion using the advantage of the local presence.

PRIVATE CLIENTS SEGMENT

UTI has a strong tradition in dealing with Private Sector clients, such as banks, retail operators, private industry.

Historically, the relations with such clients were built by separate channels within UTI, without a structured and centralized key account management approach to create opportunities for integrated services and cross selling of the whole range of UTI products and services.

Our Private Strategic Business Development team will focus on the major players UTI has already commercial relations with, as well as on approaching systematically all the opportunities in the area and organizing a modern and efficient key account management through performant tools, such as the Oracle CRM.

The Corporate Communication Department makes the company visible and gives its products and services an image and reputation a client can identify with. Clients and employees also get acquinted with - and feel good - about the company they do business with and work for.

We are aware that our clients need to know about UTI, its management, its philosophy and values, its involvement in social causes, just as they need to know its products and services so that they could trust what the company stands for and confidently use its products.

Employees are also very important to the company. Both management and employees within the organization must develop a sense of inclusion, a sense of willing cooperation and a united pursuit of the company’s values and goals. This is done through two-way internal communications, up and down the hierarchy.

During the last years, we made efforts to improve the internal communication, by editing the company newsletter, refining the management messages sent into the organization, creating a discussion board related to the economic crisis, updated the intranet site to enable easier and more efficient two-way communication, to maintain the employees spirits up and to further their identification and purpose within the company.

The Corporate Communication Department works along with the President and Vice-presidents in providing policies and guidelines in corporate image, corporate identity and corporate culture. It also works closely with HR in ingraining corporate culture and two-way communication within the company.

CONCERN FOR EDUCATION

UTI’s collaboration with the academic environment has already become a tradition. Initially started as a random collaboration between university professors and specialists and UTI employees for various projects, the collaboration turned into a permanent partnership.

In 2006, UTI started a special program UTI Student meant to extend the recruitment possibilities and to train specialists in particular fields of interest. Future plans include collaborations with other faculties, both technical and non-technical, in Bucharest, in other major Romanian university centers, as well as in the Republic of Moldavia.

UTI is actively involved into offering help and material support to people in distress. It has already become a tradition for UTI to give a glance of hope and a smile to old people and children deprived of a normal family living.

Some of the less fortunate people that UTI helped are the children of the Orphanage of Valea Screzii located near Valenii de Munte and the old people housed by the Care Center of Catcau, Cluj.

UTI also helps the children of Burleşti village, by constantly offering them material support  to continue their studies.

UTI works actively to address community needs and improve the quality of life in the communities in which it does business. With UTI, we do not see CSR as an obligation, but a proof of UTI’s management system strength.

UTI Foundation is a non-profit, non-governmental and non-political structure, the legal vehicle for UTI’s corporate social responsibility and giving campaigns.

Having a diversified business portfolio and acting internationally on a large number of market segments, dealing with a lot of technologies and people, UTI is facing a wide range of risks which are permanently evolving.

Our role is to evaluate, address and mitigate all of the foreseeable risk situations and to implement a risk mitigation comprehensive methodology and set of tools, at all the operational levels.

Aiming at improving the existing operations and at developing itself internationally, UTI started to formally apply the risk management principles in relation to the risk and opportunity identification, assessment and mitigation/ management.

The QHSE Integrated Management Department implemented within UTI is certified according to SR EN ISO 9001:2008, SR EN ISO 14001:2005, SR OHSAS 18001:2008, ISO/IEC 27001:2006 and SA 8000:2008 referentials. The Risk & QHSE Department manages the needs, as well as the operational and strategic QHSE risks and opportunities related to the operations, aiming at ensuring continuous improvement of UTI business performance.

The improvement initiatives through Quality Management consist of direct or indirect contributions to: turnover increase, seizure of new market niches, improvement of image and market position, increased clients’ and suppliers’ trust, efficient use of resources, appropriate monitoring of performance indicators, focus on client satisfaction.

With respect to Occupational Health & Safety (OH&S), with UTI we place emphasis on the two main directions:

• Continual monitoring of employees’ health by means of periodical medical controls • Improvement of the OH&S processes - assurance of good work conditions in compliance with the

regulations in force and permanent assessment of the risk factors

In 2009 UTI implemented the Information Security Management System meant to provide:

• Information confidentiality, integrity and availability • Information risk management by protecting business critical processes against sensitive

UTI management has decided to implement a performing ERP (Enterprise Resource Planning) application able to cope with the accelerated and constant UTI development, with the diversification of its domains and the large number of member companies. The ERP application was chosen with the purpose of providing:

• Process integration and automation • Business process adjustment in order to achieve higher efficiency, starting from

the best practices • Rapid provision of accurate information to the strategic, tactical and operational

management teams

We studied the offers of the most important ERP solution providers and choose Oracle e-Business Suite as the most appropriate solution for what UTI needed.

Considering the diversity and complexity of UTI activities, the decision was made to buy licenses covering such areas as Finance, Project Management, Logistics, Client Relationships, Human Resources and Payroll, Business Intelligence, as well as collaborative applications integrated within the Collaboration Suite.

The implementation was performed by Oracle Romania supported by a UTI implementation team from our business and functional departments. In July 2009, the employee management and assessment modules of the Human Resources application were launched. Considering UTI specific project-based activity, but also the large range of activities (integrated projects, construction works, production, services, maintenance, etc), it was necessary to launch simultaneously several applications that covered the entire business and functional area.

The launch was performed in january 2010.

Other applications were launched, after having performed the three necessary steps:• Implementation of the remaining business and functional applications• Launch of the Budgeting and Managerial Reporting application, including

Business Intelligence and Balanced Scorecard Strategic Management application

• Implementation of the collaborative applications

The implementation of Oracle e-Business Suite within UTI has several specific features:

• The latest e-Business Suite-R12.1.1 version is implemented, UTI being one of the first companies to do that.

• The latest Oracle Database (version 11.2.0) that allows the upgrade for future application versions was implemented.

• The applications implemented have a very large use range. The Oracle e-Business Suite is one of the few in the entire world that consists of 38 applications.

• certSIGN, a UTI company, was successfully audited for webTrust for Certification Authorities, the most prestigious worldwide acknowledgement granted to a Digital certificates provider. Consequently, certSIGN’s root certificate, the highest trust point of the company’s public key infrastructure, was included whitin the Microsoft security update. Also, certSIGN’s root certificate was included whitin Mozilla Firefox and Google Chrome web browsers. This grants the complete integration of the certificates issued by certSIGN within the Microsoft operation systems and major web browsers.

• UTI takes an active part in the COPE - Common Operational Picture Exploitation research project. The COPE research project is financed by the European Union and is developed by: UTI Systems and the General Inspectorate for Emergency Situations, Romania, VTT Technical Research Center (Finland), BAE Systems Limited (Great Britain), BAE Systems Bofors AB (Sweden), Trinity College Dublin (Ireland), Skysoft S.A. (Portugal), Center for European Security Strategies (Germany) and Emergency Services College (Finland).UTI provides the sensor integration platform that allows the processing of the data taken over by the GPS from the movement detector, RFID readers, temperature sensors and toxic gas detectors.

• UTI Instal Construct has entered the sports market, being part of the reconstruction works of the National Arena of Bucharest. UTI provides low and medium voltage electrical installations. On the same market, the Craiova Branch of UTI implemented a sound and public address system for the Drobeta-Turnu Severin Stadium. We are also involved in developing complex installation works for the Olympic House and the new headquarters of the Romanian Olympic Sports Committee.

• We installed a complex traffic management system in Craiova. After having successfully implemented the first such a system in Romania, in Bucharest, UTI consolidated its position as a traffic management solutions integrator and approached several projects in the main cities of Romania.

2009-2010 CORPORATE HIGHLIGHTS

• UTI designed, built and installed the first private, indoor shooting center in Romania, made up of a shooting range, a weapon and ammunition showroom and shop, as well as a weapons repair workshop. • UTI Security & Fire Solutions entered successfully a new market: hospitals and health institutions.

Our team has implemented pneumatic tube systems and emergency nurse-call systems for Floreasca Emergency Hospital and Dr. I. Cantacuzino Hospital. The UTI solutions dedicated to health institutions are meant to render the activity flow more efficient and to increase the patients’ comfort.

• certSIGN successfully implemented the project The Extension of the Public Key Infrastructure for the sector information systems within the Ministry of the Administration and the Interior. The purpose of the project was to implement a PKI infrastructure in order to meet the information security requirements in view of Romania’s joining the Schengen area. certSIGN provides the necessary infrastructure elements (digital certificates and cryptographic tokens), as well as the applications necessary for the secured access of all the users to the National Notifications Information System.

• The Installations and Construction business line finalized the works with Cluj-Napoca International Airport. Within the airport extension project, UTI provided electrical and mechanical installations, low currents solutions, as well as x-Ray inspection equipment.

• The outstanding financial results registered by UTI in 2008, allowed for dividends to be granted to all the UTI shareholders, as part of the UTI Stock Option Plan. This is even more motivating, as 2009 was, economically, a difficult year. UTI Stock Option Plan allows 105 employees to own 15% of the UTI registered capital. The UTI management decided to reward and motivate the employees who contributed to the company’s development.

• UTI Facility Management extended its national and international network. Currently the company has 8 branches and 36 local offices in the most important cities of Romania, as well as an international office in Moldavia.

• UTI Defense and Security Engineering finalized the first stage of the Integrated Security System implemented with Aden Refinery in Yemen. The system covers perimeter protection, outdoor CCTV surveillance, access control and a complex Control Center that also integrated crisis management facilities.

Starting with 2008, the Defense Security Business Line provides Smith Detection integrated security solutions based on trace detection equipment and X-ray screening systems.The explosive detection includes automatic high-speed X-ray systems for non-intrusive inspection of baggage and other goods. All this systems are based on the proven HiTraX technology, providing superior image quality and excellent usability.

We installed X-ray equipment within some of the most important access points of the country: Aurel Vlaicu International Airport in Bucharest, Traian Vuia International Airport in Timisoara, Targu-Mures International Airport and Sibiu International Airport.

INTEGRATED SECURITY SYSTEMTRANSELECTRICA

A major project within our critical infrastructures portfolio is the Transelectrica Integrated Security System, implemented for 63 electrical stations, 8 transportation branches, 3 territorial energy dispatches and 1 national energy dispatch. For this project UTI is part of a consortium.The Integrated Security System has the following modules: perimeter detection, access control, intrusion detection, video surveillance, fire detection and extinguishing, dispatch.

INTEGRATED SECURITY SYSTEM AUTOMOBILE DACIA FACTORY

UTI continued to secure and then update the security system implemented for Automobile Dacia Factory in Pitesti. Thus, our specialists replaced approximately 80 TAC access control stations with KGuard ones.

These ones are security products developed entirely by our research and development team and we successfully implemented them within different security systems.

INTEGRATED SECURITY SYSTEM CERNAVODA NUCLEAR POwER PLANT

The projects developed by UTI in collaboration with CNE Cernavoda to secure the only nuclear power plant in Romania has been lasting for over 16 years, proving our capacity to provide customized and performant solutions for a critical national site. In 2010 we continued toimplement security systems for 6 NOB Pavilion, the Emergency Coordination Alternative Center and the Administrative Center. In addition, we started to install access control and video surveillance systems for the vital and special areas of Cernavoda Units 1 and 2.

RADAR AUTOVISION ROMANIAN MINISTRY OF ADMINISTRATION AND INTERIOR

New standards in this field and the increasing number of incidents on the national roads established the need for the Romanian Police to provide themselves with new up-to-date equipment. The cars were approved by the Romanian Automobile Registry and by the Romanian Bureau of Metrology. Our specialists successfully tested and installed the radars. We delivered 449 cars fitted with AUTOVISION radar systems.

INTEGRATED SECURITY SYSTEMADEN REFINERY IN YEMEN

UTI was awarded the international tender to implement an Integrated Security System with the Aden Refinery site in Yemen. The project covers perimeter protection, outdoor video surveillance, access control and Control Room integration. The Control Room combines monitoring capabilities with Crisis Management facilities.

The system successfully meets the challenges raised by the specific climate conditions of the area and by the explosion-hazard environment of the Refinery. It was designed to be easily extended to secure also the Aden Oil Harbour and the oil pipelines connecting it to the Aden Refinery.

Constanta Port is the main port in Romania and among the first 10 European ones. To secure its perimeter, UTI implemented a Physical Security System. The solution was designed to detect intrusion attempts, using advanced technologies:

Our specialists installed a vehicle and pedestrian traffic management system, continuously updating the personnel database, a video surveillance system for the entire perimeter, access points and gates.

The security system also assures the integrated management of all the other sub-systems through an Operational Control Center.

The Emergency Situations Management Center developed by UTI is part of the national integrated system for crisis management. The remote control robots for surveillance and interventions developed by UTI are used to carry out remote surveillance and annihilation missions of improvised explosive devices. UTI competencies in this field cover research, design, execution and testing prototypes and small series, as well as integration and production development.

The project is developed together with a consortium formed by VTT (Finland), BAE SYSTEMS (UK), BAE SYSTEMS (Sweden), Skysoft (Portugal), Trinity (Ireland), CESS (Germany) and the General Inspectorate for Emergency Situations - IGSU (Romania).

The UE-financed project started in 2008 and will be completed in 2011, within the Framework Programe 7. With this project, UTI and its partners are trying to optimize the activity of emergency services, elaborating a prevention, coordination and reaction system for crisis situations. UTI’s contribution consists of Sensors Integration Platform development and significant participation to the end user requirements analysis, concept of operations and system architecture.

Developed in partnership with the Romanian Space Agency, BEIA Consult International, AccesNet International and Politehnica University of Bucharest - Signals Processing and Communications Research Center.

Our role is to establish operational requirements, localization software implementation, functional model execution, testing & evaluation activities.

A very courageous and community oriented research project that UTI is planning to put into practice is the Integrated Platform for TELEMEDICINE.

Our main goal is the research, design and implementation of a scalable system for automatic, complex and real time telemonitoring, using several communications paths, for persons with chronic illnesses, elderly people, or those under high risk medical conditions.

In 2009, UTI completed the technical documentation of a few important projects, for the benefit of the Armed Forces: Submersible mini Remotely Operated Vehicle (mini ROV), Video surveillance and GPS remotely controlled mini-robot, Mobile remote control platform for surveillance of high risk operational fields, Enclosure unconventional heating system.

REMOTE CCTV IP SOLUTIONS

A special application, designed to monitor remote isolated sites such as oil wells and extraction sites, consist of a fully independent IP CCTV camera which is able to transmit video streaming to the monitoring center via WiMax or 3G/GPRS/GSM network.

The camera is powered by a solar panel based energy system and can be deployed without any local infrastructure.

We consider that, in the near future, the independent monitoring solutions for multiple processes such as video surveillance, access control, industrial indicators (pressure, levels, speed, temperature, consumption) powered by alternative energy (solar panels and wind turbines) will play a key role in the development of the security systems.

UTI Security & Fire Solutions implemented complex security systems for one of the most important players on the Romanian oil market, Petrom.

We secured about 100 gas stations, 30 operational warehouses and 17 extraction sites. Our specialists installed video surveillance, intrusion and fire detection systems.

The video surveillance system installed at the extraction sites is a dedicated solution with special performances comprising IP video cameras designed for extreme situations. These cameras allow for image display during the day and during the night due to their high resolution.

UTI Security & Fire Solutions maintenance team provides services for the entire Carrefour Express Supermarkets network.

We secured these stores installing video surveillance, intrusion detection, fire detection and antitheft systems.

This is a project developed by UTI in partnership with Politehnica University of Bucharest and the Academy of Economic Studies of Bucharest.

ADVANCED ELECTRONIC SERVICES PLATFORM FOR BUSINESS OPTIMIzATION AND ACCOMMODATION TO THE REAL-TIME ECONOMY

Developed in partnership with Politehnica University of Bucharest. We created an integrated platform for gathering and sharing relevant business information with the relevant business players within an organization.

The platform will implement secure and flexible business workflows, collective information gathering and structuring and safe information delivery on different types of platforms, with a focus on mobile equipment.

FRAUD PREVENTION SOLUTIONANTARES TRANSPORT

Antares Transport is a private company that provides interurban transportation services. The system UTI implemented for 80 transportation vehicles consists of:

• Passenger counting application• Automated fare collection • Video surveillance

The information gathered by the applications is processed by a central system, giving the company a clear image of its activity and, thus, contributing to its optimization.

This is the first fare collection-passenger counting solution implemented for a private transportation company in Romania.

TICKETING AND ACCESS CONTROL SYSTEMION OBLEMENCO STADIUM, MUNICIPALITY OF CRAIOVA

Appropriate for tickets, as well as for subscriptions, the ticketing system is the most modern in Romania so far.

It is endowed with unique facilities:

• Omni-directional bar code reader that can read a code irrespective of the ticket positioning within the reader

• Use of contactless cards for subscriptions • Information reprinting on a subscription card

UTI has developed all the software components (sales, access control, logs, management system), and performed the hardware and communications equipment installation and configuration.The system was used for the first time on August 1st 2009, on the occasion of a local soccer derby.

ONLINE AND ATM TRANSPORTATION CARD RECHARGE THE PUBLIC TRANSPORTATION COMPANY OF BUCHAREST

After having successfully implemented the automated fare collection system and launched the Activ card for the public transportation company in Bucharest, in 2009 UTI developed a solution to recharge the Active cards online or via ATMs.

UTI developed a portal http://online.ratb.ro, based on state-of-the art technology and with a user-friendly and intuitive interface. The transactions performed on the portal are secured through the 3D Secure protocol and the owners of a nominal transportation card can recharge them by using any MasterCard or Visa card. Also, UTI provided the software application for the ATM card recharging, while the partner bank (The Romanian Commercial Bank) provided the payment application.

By the end of 2010, UTI and The Romanian Commercial Bank issued a co-branded card that allows the payment of the trip on the bus. These developments are meant to improve the travel conditions for the passengers and to strengthen the UTI position as a trustworthy community partner.

DYNAMIC INFORMATION SYSTEM METROREX - BUCHAREST UNDERGROUND NETwORK

The purpose of the system is to improve the passenger’s safety and comfort.The systems has been installed in 21 stations and consists of 4 subsystems:

• Dynamic information-train schedule information is displayed on large video panels in each station.

• Infokiosks-general information about Metrorex, the transportation map and fares is provided.

• Sound system-used for specific information in case special events occur.

• Platform alarm boxes-installed on each platform, that allow voice and image communication with the central monitoring center.

AUTOMATED FARE COLLECTION SYSTEM MUNICIPALITY OF TIMISOARA

The system is made up of two subsystems: a fare collection subsystem that will improve the travel conditions for the Timisoara citizens and the analysis performed by the municipality and a vehicle monitoring system that will give the authorities information on the public transportation system.

This ticketing system also allows fraud elimination within the public transportation vehicles, as the vehicles are equipped with translators that record the number of the passengers that get on the vehicles and how many of them validate the card.

TELEPHONE NUMBER PORTABILITY PROjECT FOR BOTH LAND-LINE AND MOBILE NUMBERS IN ROMANIATHE NATIONAL AUTHORITY FOR MANAGEMENT AND REGULATION IN COMMUNICATIONS

The project consists of developing, installing and implementing a complex system made up of a database and a set of communications functions and solutions that support the implementation of the portability of local and mobile telephone numbers in Romania.

The centralized system is a unique database and will establish a common contact point for all the telephony providers, as well as multiple interface mechanisms.

INTEGRATED SYSTEM FOR BORDER SECURITYROMANIAN MINISTRY OFADMINISTRATION AND INTERIOR

The highly secure integrated border security system contract was won by the prestigious European Defense System Integration company - EADS. Capitalizing on its previous experience in the defense and public security, as well as on its capabilities as a local Romanian company, UTI collaborates with EADS in the design and implementation of the IT subsystem.

UTI specialists participate both as consultants and as IT field engineers in design and roll-out activities. Under this contract, UTI is in charge with designing the entire IT subsystem, including the datacenter and the customs software applications, down to the lowest level of detail in preparation for the IT build phase.

RORISTHE NATIONAL CANAL ADMINISTRATION

The ship traffic on the Danube – Black Sea Canal management system and the information system on the interior waters transportation – RoRIS-ACN aim to increase the safety of the naval traffic and to ensure the compliance with the international standards in force. The system consists of an array of integrated subsystems to meet the goals of the project.

THE ROMANIAN ELECTRONIC VIGNETTETHE NATIONAL COMPANY OF HIGHwAYS AND NATIONAL ROADS OF ROMANIA

The information system for the issuance, management, monitoring and control of the Electronic Vignette is a solution that allows the increase of the road toll collection by easy selling mechanisms and through a sophisticated control system.

Until now every driver had to stick a paper on the vehicle window to prove that he had bought a vignette and to present the receipt in case of a control. By implementing the above-mentioned solution everything will be controlled electronically. When purchased, the vignette is transmitted to a central database, its control being performed by fixed and mobile portals.

Each portal is equipped with special video cameras that allow the automatic reading of the registration plates and, upon the identification of a car that does not hold a vignette, an alarm is sent to the central control center where a contravention report is generated. The system implementation has been performed in record time, in less than three months. By launching this system, The National Company of Highways and National Roads of Romania – CNANDR, will have real-time information about the collection of the funds.

LOCAL ADMINISTRATION MANAGEMENT SYSTEMLOCAL COUNCIL OF ARAD MUNICIPALITY

UTI Systems won the bid for contracting the implementation of a modern local administration management system.

PKI-BASED INFORMATION SECURITY SOLUTIONSROMANIAN MINISTRY OF ADMINISTRATION AND INTERIOR

certSIGN was the leader of the association that won and implemented successfully the contract for the Extension of Public Key Infrastructure for Information Systems and Sector Systems within the Romanian Ministry of Administration and Interior. The purpose of the project is the implementation of PKI security solutions compliant with the information security requirements mandatory for the admission of Romania within the Schengen area.

certSIGN provided the needed infrastructure components, as well as the applications necessary tosecure the users’ access to the National Information System for Alerts (SINS). SINS has 49,000 usersand its purpose is to allow the integration of the ministry’s information system with the Schengeninformation system.

The system implemented within the entire Ministry of Administration and Interior consists of:

• 9 independent PKI architectures to be implemented for the most important Ministry of Administration and Interior structures involved in the Schengen admission activities

certSIGN provided, tested and implemented a complete solution to help major companies such as Orange Romania, Romtelecom and GDF Suez Energy Romania to issue electronic invoices in compliance with the Romanian legislation in force. TELECOM NETwORK INFRASTRUCTURE BUSINESS UNITOUTLINE

Netcity Telecom was established in 2007 by UTI, after having won the international tender organized by the Municipality of Bucharest in order to build, manage and maintain the underground metropolitan infrastructure network for fiber optic for a 49-year period.

This project is the first Romanian metropolitan underground infrastructure project for telecommunications and, at the same time, one of the largest investments in public services to be made in Bucharest.

Netcity network’s targeted users are all the telecom operators (TV cable, internet, fixed & mobile voice) and also the public institutions under the Municipality control. The main services provided for these clients are: duct rental, dark fiber rental, and other specific services for telecom infrastructure.

Netcity improves the quality of life of Bucharest citizens by allowing them to choose high-quality and high-reliability services, thanks to this FTTB/FTTH networks that are deployed using underground infrastructure. Also, Netcity provides a development platform for the local telecom market, based on competition in terms of quality and price, rather than just on an infrastructure differentiator.

On the other hand, the Netcity project does not use public funds, but it is a source of revenue to the Municipality’s budget, by the royalties paid by Netcity Telecom. With no investments, the Municipality will own a network that is built according to the latest technological standards and, at the same time, will reshape the look of the city.

TRAFFIC MANAGEMENT SYSTEM MUNICIPALITY OF BUCHAREST

UTI TRAFFIC MANAGEMENT has introduced, for the first time in Romania, an intelligent urban traffic management and control system, whose beneficiary is the Municipality of Bucharest. The project is most commonly known as BTMS (Bucharest Traffic Management System).

These subsystems are complemented by the Control Center, where every information provided by the three subsystems is gathered and managed in order to get appropriate traffic-related data and find the best ways to prioritize it.

Technologically, the main advantage provided by the traffic management system is given by the adaptive operation mode, the so-called intelligent operation mode. The adaptive operation mode resides in adjusting the green-light times in intersections to the real traffic values.

Traffic controllers are installed in every intersection to provide the necessary information. There is permanent communication with the public transportation vehicles, so that the green-light times will be adjusted to assure that the public transportation vehicles reach their destination according to the schedule. All the intersections are connected by fiber optic among them and with the Control Center.

The solution was accomplished in collaboration with SWARCO Austria (provider of traffic lights equipment), Alled Telesys International and Motorola (communications equipment providers), IBM (IT equipment provider), Pelco and Teleste (CCTV equipment provider) and MIzAR (provider of the UTOPIA traffic control software).

This project resulted in completing the competencies and in assimilating the latest technologies, and, last but not least, in increased comfort for the citizens of Bucharest.The high technological level and the benefits resulted from the implementation of a traffic management system make UTI solution the best choice for any city in Romania.

TRAMwAY LINE AND STREET REHABILITATION MUNICIPALITY OF ARAD

Started in 2007, the projects consisted of:

• Intersection design with regard to road signaling • Traffic lights, traffic controlers and detectors instaling (video and by induction loop)• System commissioning and testing

The project has been divided in two stages, the first one is concluded and comprised 24 intersections, while the second phase is in progress and covers 11 intersections.

Advantages

The traffic controler software directly communicates with the maintenance teams and thus all the intersections are permanently monitored, while the traffic light availability (the actual ratio between the real functioning time and the planned functioning time) stands very close to 100%. The detection sensors enable the local adaptive functioning of the traffic lights and improves the traffic flow.

The solution is based on LED-technology traffic lights that bring about a lower energy consumption subsequently leading to substantial saving in the budget of the municipality.

TRAFFIC LIGHTS, TRAFFIC MONITORING AND ROAD ACCESS MUNICIPALITY OF BRASOV

Since 2007, UTI has been providing intersection service, modernization and rehabilitation services for the traffic light controled intersections in Brasov:

15 intersections have been refurbished, 4 new intersections have been designed and commissioned, 7 traffic light controlled pedestrian crossing have been developed over the last 3 years. By pushing a button, the installed equipment allows the pedestrians to request green light to cross the street. Moreover, as an extension to the contract, UTI provided a video surveillance system for 4 important intersections. Images are transmitted wireless to a control center within the City Hall and traffic is monitored 24h/24h, any traffic disturbance being spotted and corrected timely.We have also installed road access systems (retractable pillars, barriers, parking fare collection equipment) in the central historical area of Brasov.

This is the only nuclear power plant in Romania and it produces around 18% of the country’s electricity.

The plant was built the 1980s, the Atomic Energy of Canada Limited having made the plans and it has 2 fully operational units: Unit 1 and Unit 2.

UTI implemented the first project for Cernavoda in 1993, when the fire detection system for Unit 1 was set up.

In the following years, UTI upgrades its security systems and designs, installs, supervizes and provides maintenance works for the entire plant.

1993 - PRESENT

CERNAVODA NUCLEAR POwER PLANT The Cernavoda Power Plant is unique in Romania and so is the security solution developed and implemented by UTI for this nationally strategic site.

The security project started in 1994 with the implementation of a security system for Unit 1. In 2001, the implemented security system was updated and improved, while a protection system for the Burnt Fuel Warehouse was implemented.

Between 2004 and 2007, the physical security system developed for Unit 1 was extended and improved in view of the integration with Unit 2.

This stage required complete design, installation and commissioning services for the electronic reviewing and CCTV systems.

After 2007, UTI managed the design, installation and commissioning of the physical protection systems pertaining to the Administrative Pavilion.

The year 2009 brought about design, installation and commissioning works for access control and video surveillance systems in the vital areas. This project is to be completed by the end of 2011.

Besides developing new systems or updating the already installed ones, UTI also provides maintenance services for the installed systems. The projects developed under the collaboration between UTI and CNE Cernavoda have been in operation for over 16 years, proving the capacity of our company to generate solutions perfectly adapted to this high risk national site.

The developed works were not easy, the technical solutions were designed after long hours of field analysis and part of the involved team can consider the project as a turning point in their professional formation.

Moreover, the implementation of the security systems enabled the power plant to comply with all the security standards in force.

The collaboration between UTI and Metro Cash&Carry started in 1996, when the top retailer entered the Romanian market. The first hypermarket opened in October, the same year, in Otopeni.

In March 2010 Metro opened its 25th store in Romania, UTI providing high-technology solutions for the entire local chain.

UTI approaches each project in a responsabile and professional way and our business policy is fully rewarded by the client satisfaction and trust.

Our solutions are perfectly adapted to the security requirements of each site, we implement state-of-the-art and attractively designed equipment that can be discretly operated by the client’s personnel.

1996 - PRESENT

Thus, in 2000, we installed for the first time in Romania a rail video camera to evaluate the risk situations more precisely, at Metro Craiova. This type of camera is moving inside an opaque tube, allowing minute buyer monitoring without causing them any discomfort.

Metro Cash&Carry opened 3 new hypermarkets in Bulgaria and the Republic of Moldavia in 2003 and our team joined them to develop the security systems.

In 2004 UTI launched the source tagging program for Metro Cash & Carry, a project that proved to be very successful.

The same year we were chosen by the retailer as security partner for its extension in Moldavia, Serbia and Montenegro.

The novelty of the operational module comes from the 3 developed sub-modules: Flight Information, Ground Management, Terminal Management. Especially designed to meet the specific needs of an airport, the system automatically allots the appropriate resources for each activity: gate assignation, conveyor belt assignation, fueling, parking airport position, shuttle bus entry on the runway, etc

In 2003, the airport launched the Domestic Flights terminal for which UTI provided electrical and mechanical installations, low currents installation, baggage and passenger control systems.

Currently, a UTI team works on the implementation of a state-of-the-art airfield lighting system to fully align the airport with the most important airports in Europe.

The Bucharest Henri Coanda International Airport created and imposed a quality standard for all the airports in Romania, while UTI has become a top quality provider that our competitors could hardly equal.

BUCHAREST HENRI COANDA INTERNATIONAL AIRPORT UTI collaboration with the airport dates back to 1997. Already experienced in the field of strategic site security UTI was awarded the contract for the modernization works of the International Departures terminal.

The project consisted of low currents and telecommunications systems. The state-of-the-art equipment was adapted to the security needs of a modern international airport. As the collaboration proved to be mutually rewarding, it continued with the implementation of a complex parking management system., in 1998.

The year 1999 meant probably the most innovative of the projects implemented by UTI for the Bucharest Henri Coanda International Airport. In response to the airport requirements, UTI had developed a fully customized ERP solution.

That was the first Enterprise Resource Planning Solution developed for an airport in Romania. The innovative part of the system consisted in developing an airport activity-related operational module in addition to the financial, HR and security modules of a classic ERP solution.

The dynamic information system is made up of displays and infokiosk systems and allows the access to updated information in real time. The displays provide traffic-related information, while the infokiosk terminals provide information related to the trains schedule, the fare policy, maps of the public transportation means, cultural information. They also have a suggestions and complaints module.

The dynamic information system is part of the modernization process, currently under development for Line 3. Besides this system, UTI will also implement SOS terminals that allow direct audio and video connection to the Central monitoring center in Piata Unirii 1 station.

The complexity of the projects is also well rendered by the array of services provided by UTI: design, logistics, implementation and commissioning, maintenance.

METROREX (THE UNDERGROUND PUBLIC TRANSPORTATION NETwORK)

The collaboration with Metrorex dates back to 1999 and continues to this day.

Our first task was to implement a telephony system for the entire underground network. Following this task, UTI provided clocking and public address systems, as well as intrusion detection and fire prevention systems for Line 4 (Gara de Nord-1 Mai).

Subsequently, UTI team designed and implemented a complex CCTV system that consisted of local and central monitoring centers, image recording and archiving, telephony solutions – both central and remote cabinets and their connection through kilometers of fiber optic, clocking solutions that involved GPS synchronization, information transmission to the stations and the central monitoring center.

The project was highly complex and most of the technologies were a premiere for Romania. But our team took the challenge, despite the short time available, and addressed it professionally.

1999 - PRESENT

Consequently, the year 2004 brought about another collaboration for Line 2 (IMGB- Pipera). The UTI team had to provide radio solution for the 14 stations of the line within two months. The task was completed successfully and on time, even if that meant working in day and night shifts.

The year 2005 occasioned a new challenged: integrated CCTV, intrusion detection and fire detection systems that had to be simultaneously implemented for Line 1 and Line 3. The entire project can be translated into kilometers of fiber optic, 700 video cameras, hundreds of video matrices, video multiplexers and DVRS, as well as a central monitoring center. In 2008 we provided 4 stations of Line 4 (Grigorescu- Soseaua de Centura) with dynamic information systems, video surveillance, radio and fire prevention systems.

RAIFFEISEN BANK

The successful collaboration with Raiffeisen Bank started in 2002 and is still going strong. Our joint projects have grown into a partnership to fully secure over 5802 bank offices and subsidiaries.

The physical security solution provided by UTI covers the whole range of systems: intrusion detection, video surveillance, access control, fire detection and extinguishing. All these systems are completed by the low currents installations - public address and sound systems, data center solutions, parking management solutions electrical and plumbing installations.

INFORMATION SECURITY SOLUTIONS

In 2003, the UTI Information Security Department embarked on an ambitious and innovative project, the first of this type in Romania.

We developed a pilot project, based on two of our proprietary products: certSAFE -the Certification Authority- and shellSAFE- the application suite for the protection of workstations. After its successful implementation, the bank decided to extend the solution.

2004 marked the intensification of the collaboration between Raiffeisen Bank and UTI, in the field of information security and of software application development.

UTI integrated certSAFE with Raiffeisen LDAP, thus allowing users to log into Windows, using digital certificates and token cryptographic devices.

The bank also requested an application to extend the use of digital certificates in relation with third parties.

The solution consists of several applications for the main activities the bank performs:

The purpose of the application is to cash in the invoices issued by important utilitiy providers through the Romanian Post Offices, intermediated by Raiffeisen Bank.

The development of the application was challenging, as the providers had different requirements with respect to the invoice, which lead to the customization of the application depending on the specific features mentioned by each provider.

The first users were: The Romanian Post Office, wirom Gas, Enel.

Raiffeisen - Connex Credit Card CoBranded

UTI contributed to the creation of this product, unique on the market, by developing one of the applications that the card relies on, namely, the import of account statement files and the direct debit instructions, their processing, calculation of the loyalty points and production of the output files.

Cash collection/distribution application

The purpose of the application is to outsource the cash distribution and collection from/towards third parties.

The application provides automated mechanisms necessary to the bank for the crediting and debiting processes of the service providers’ accounts.

The system ensures the connection among the service provider, the bank and the cashiers, providing a communication mechanism by SSL channels or VPN connection.

CONSTANTA PORT

Access control filters for vehicles and pedestrians, interactive video surveillance system for the entire port perimeter, taut wire and optical fiber perimeter fence, information and communications security system, guarding and intervention services, all gathered in a Command and Control Center, as well as sub-systems maintenance, constitute the solution implemented by UTI to secure the Constanta Port.

This project is one the most important chapters in UTI’s evolution, the site wide scope requesting a technical concept and a specialised team to match the importance and the specificity of this critical infrastructure.

Constanta Port is the largest in Romania and one of the top 10 in Europe. It covers 3.182 hectares (land, bays and port docks), 14 gates for pedestrian and vehicles traffic and 5 gates for railway traffic.

The project was won in 2004 by public tender, and its owner is CN APM Constanta. In less than two years since the work had begun, on December 2007, the following sub-systems were already implemented: optical fiber detection system for the decorative fence and the wiring fence, taut wire system, pedestrian and vehicle access control, mobile and fixed cameras for perimeter video surveillance, plate registration number automatic recognition, communications system, intrusion detection for each access point based on infrared barriers and exterior motion detectors, power supply, command and monitoring centers.

In 2008 the Operational Command and Control Center became functional, integrating all the modules. Within only 60 days, UTI implemented a video surveillance system for the moorings in the north side of the Constanta Port. The system improved the security and safety of the Port’s commercial area.

Since January 2009, UTI has been providing service and maintenance for the equipment that is part of the Constanta Port Perimeter Security System.

One of the most revolutionary solutions implemented by the UTI specialists to secure the Constanta Port perimeter is the taut-wire system.

All the systems and equipment comply with the European standards in force for a high-risk site and state frontier. Our solutions preempt breaking the law within the port perimeter, offer reports and proof for the authorities in case of incidents and allow CN APM Constanta to manage the port operators’ activities more adequately.

AIRPORT MODERNIzATION CLUj NAPOCA INTERNATIONAL AIRPORT

The Cluj-Napoca International Airport was a complex and challenging project for our team, involving many UTI companies and extensive works. The installations and security concepts provided by our specialists for the Departures and Arrivals terminals were based on high technology equipment and innovative solutions. The Cluj-Napoca International Airport Departures Terminal allows processing over 1,500,000 passengers per year, while the Arrivals Terminal can facilitate access for more than 300 passengers per hour.

Our specialists implemented medium currents installations, exterior tracks, thermal, ventilation and plumbing installations, low currents, access control systems, fire detection and passenger information solutions. Within the Departures Terminal, UTI also installed baggage and passengers control systems, improving the security level within the airport.

We also set up a power station and erected the connection building between the two terminals.

Overall, the Cluj-Napoca International Airport project meant 880 days and sometimes nights of hard work, 50 kilometers of pipes, 180 kilometers of electrical cables and a 29,000sqm built and fully equipped surface.

This good collaboration will continue in the years to come, as UTI won a contract to build a parking lot and a hotel within the airport. The construction will be financed by UTI and represents an efficient public-private partnership.

URBAN REHABILITATIONMUNICIPALITY OF CRAIOVA

In the beginning, UTI was known for the security systems expertise, but, we have already started to be a reputable name in urban construction and landscaping.

The first impressive project is the modernization and rehabilitation of the civil center of the municipality of Craiova. Our task was a challenging one, as we had to preserve the city charm given by a mix of old buildings, parks, pedestrian walkways, cultural sites, restaurants, boutiques.

Started in 2006, the project was completed within a year and consisted of: artesian and laser fountains, street lighting, public information and addressing systems, water networks, landscaping.

The main attraction of the project is the artesian fountains assembly – the aquatic show is performed in 7 different colors, while video projections and lasers effects can be performed on the water screen. The show choreography is computer-operated and is accompanied by a soundtrack.

The system security concept integrates, besides the card security features, strong security features based on a PKI infrastructure (digital signature, data encryption) for the Back-Office processed data.

The Bucharest implementation in figures

• The largest implementation of a full contactless system in Eastern Europe, as RATB is one of the largest public transportation operators in Eastern Europe.

• Within five months, the number of cards sold in Bucharest exceeded 300,000 and currently more than 500,000 cards are in use.

• 7,500 validators were installed on 2,100 vehicles, in 22 depots, as well as in 45 underground stations.

• 103 card issuance centers were set up.• 200 sales kiosks are curently operating.• 10 cashier offices were estabilished.

Our collaboration continued and, after having successfully implemented the automated fare collection system and launched the Activ card for the public transportation company in Bucharest, in 2009 UTI developed a solution to recharge the Active cards on line or via ATMs.

UTI also developed a portal http://online.ratb.ro, based on state-of-the art technology and with a user-friendly and intuitive interface.

THE PUBLIC TRANSPORTATION COMPANY OF BUCHAREST (RATB)

UTI joined the local public transportation company in Bucharest in providing the citizens with better, more reliable and comfortable public transportation conditions.

Our contribution consisted of developing an automated fare collection system, able to integrate all the public transportation services in Bucharest. The main aim was to provide a flexible faring policy that meets the passengers’ needs.

Conceived as a multi-operator solution, it currently integrates the RATB vehicle with the Metrorex (the Underground Public Transportation Network) trains, but it also allows the integration of six other operators.

The decision brought more changes and evolution, as well as a further diversification of the UTI activities. The following two years were marked by continuous collaborations with important clients and by extending the contracts under development. In 2003 we developed the first major security information solutions project for Raiffeisen Bank. This project brought about recognition for UTI ‘s proprietary PKI-based information security solutions and products and for the young and dedicated team that developed them. This was the first step towards positioning UTI as the sole Romanian developer and provider of information security solutions, a position consolidated by subsequent projects. The same team provided the PKI-based infrastructure for the user authentication into the communication network of the Special Telecommunications Service. In 2004, UTI embarked on an ambitious project to secure the Port of Constanta, part of the Romanian border. The high-risk site needed state-of-the-art physical and information security solutions. UTI was able to provide all that in a very short time span, while one of UTI companies, namely UTI Communications Systems, became the telecommunications provider for the Port and the Port Authorities. Also in 2004 we started the collaboration with the reputed American company Lockheed Martin for the execution of the Gap Filler radar, a project still under development. The competencies of the information security department were once again acknowledged by the project developed for Mobifon, at present Vodafone. The Installations and Construction business line completed the installations for Charles de Gaulle Plaza, the biggest office building in Bucharest. 2005 was another milestone in our evolution as the prestigious AIG Global Emerging Markets Fund II considered that UTI was a strong and stable company with high development potential and decided to invest in our company. This allowed the company to invest in new business lines and to consolidate the existing ones. With respect to the technological projects, mention should be made of another innovative project: the Automated Fare Collection Systems for the Public Transportation Company of Bucharest. The software at the core of the entire system is developed by our specialists and can be customized to meet any request. Consequently to the ambitious projects developed for major players, in 2006 the top management made the decision to create a company dedicated to information security solutions, certSIGN. The decision proved to be an excellent one, as in the years to come the company embarked on innovative and daring projects: the provision of tachograph cards for the drivers in Romania (2007), Bulgaria (2008) and Ukraine (2010), the securing of the information and telecommunications network of the Romanian Ministry of Administration and Interior to comply with the Schengen regulations in force (2009-2010), the e-invoincing and e-archiving service for various institutions and companies (2009), the electronic vignette (2010), to name just a few. In 2007, Pro Engineering, a UTI company, was founded to take over the research and development competencies of all UTI business lines. The year 2007 was one of pioneering activities for UTI:, when two new business lines were created: urban centers design and rehabilitation – the first such project was developed for the Municipality of Craiova, traffic management solutions - a specialized traffic-solutions company (Rassco Traffic) was bought and transformed into UTI Traffic Management, that soon became national leader in its field. It also started developing the Bucharest Traffic Management System. The airport solutions business line bloomed, as we started projects for three important airports: The International Airport of Sibiu, the Traian Vuia International Airport of Cluj-Napoca and the Aurel Vlaicu International Airport of Baneasa. 2008 was a year of further internal reorganization: UTI took over the Institute of Research and Design for Production Facilities and turned it into an excellence center for military and security research and engineering. The Bucharest Traffic Management System was completed and is fully operational. We made another step towards urban modernization in Bucharest, as we started to develop another innovative project: NetCity – the underground metropolitan communications network, a project currently under development.

Today UTI has over 3,000 employees in Romania, most of them based at the main headquarters in Bucharest. UTI offers employment opportunities to qualified professionals and has a richly diverse workforce. UTI is privately held and there are plans for the company to go public, but not to change ownership. The company’s focus remains on producing excellent software and hardware solutions and delivering exceptional service to its clients. Our reputation is built on our technical knowledge, special people, and valuable expertise.
