Section.One: Command Composition and Organization

USS DUBUQUE i s a forward deployed amphibious transport dock (AUSTIN Class LPD) homeported i n Sasebo, Japan. USS DUBUQUE served as the f lagship f o r Amphibious Readiness Group Bravo, re ferred t o as Commander, Task Group 76.4, consist ing of a l l amphibious class ships homeported i n Sasebo, Japan. DUBUQUE1s immediate senior i n command was Commander, Naval Surface Group Western Pac i f i c (COMNAVSURFGRU WESTPAC) wi th COMPHIBGRU ONE act ing as operational commander. USS DUBUQlE's mission i s t o transport and land troops and t h e i r essential equipment and supplies by means o f embarked landing c r a f t or amphibious vehicles augmented by hel icopter l i f t . SECTION THREE HISTORICAL NARRATIVE

January f i r s t found USS DUBUQUE a t home port i n Sasebo, observing holiday rout ine i n honor of the New Year. RADM White, CHC, USN v i s i t ed the ship as a gesture of concern for those away from home during the holidays. Upkeep i n Sasebo continued, and Martin Luther King Jr. Day was also observed as a holiday, wi th a special service a t the Base Chapel commemorating h i s b i r t h . We remained i n Sasebo u n t i l 27 January when we got underway fo r Buckner Bay, Okinawa i n preparation f o r Refresher Training and Val iant Usher 90-4. After the onload a t White Beach, Okinawa USS DUBUQUE was underway fo r Subic Bay as CATF rendezvousing wi th USS TUSCALOOSA (LST-1187) on 30 January. During t h i s time we corrected TRE discrepancies and reviewed Refresher Training Exercises.

01 February saw hel icopters land and launch. DUBUQUE was enroute t o San Miguel and arr ived there 0400 on 2 February. We performed a precis ion anchorage and the helicopters l i f t e d off the Marines. There was a welldeck assault launch wi th the AAV1s. A reinforcement mission established an engineering platoon a t Capis Tarlac. 3 February brought a flawless t a c t i c a l withdrawal, wi th the backload being conducted i n the afternoon. The o f f load was completed 04 February a t Alava p ie r i n Subic Bay. Val iant Usher provided valuable t ra in ing and experience. BLT 2/7 and 4th Marines carr ied out the two day exercise.

5-22 February brought Refresher Training. Many d r i l l s were conducted during t h i s two week period. General Quarters, mass conflagration and t ra in ing fo r d i f f e ren t scenarios was given.

23 February USS DUBUQUE returned t o White Beach, Okinawa t o onload Marines and t h e i r equipment f o r Team S p i r i t 90. 26 February we were pierside and on 28 February we were enroute t o Pohang, a r r i v i ng there 05 March. We steamed wi th USS FORT FISHER, KNOX, ST LOUIS, MECINA KEA and WABASH i n the Eastern China Sea. During t h i s time we conducted General Quarters and abandon ship d r i l l s . On 2 March we joined wi th BLUE RIDGE as we headed toward Pohang, and we conducted f l i g h t quarters. 05-07 March we were a t Pier One i n Pohang, Korea. COMPHIBRON THREE embarked on 05 March. A Project Handclasp d i s t r i bu t i on was conducted on 06 March t o Dea Ja Won Orphanage, Ae Ga Won Mother/Child Home, and Sung Ae Won Orphanage/Senior Ci t izen 's Home. On 07 March we set s a i l from Pohang t o our modified location. We had a green deck and we entered a swept mine f i e ld . On 08 March we were underway headed fo r our Sea Echelon Area. 12 March we completed an underway replenishment wi th USS SPICA and USS WABASH and conducted f l i g h t operations. During Team S p i r i t USS DUBUQUE was CTG Seven Six Point Four. Exercise par t ic ipants included commanders i n sea, a i r and special forces. Destroyers and Cruisers supported the amphibious operations including advance force operations NGFS and overa l l defense o f the area of assault. Conduct integrated ATF operations wi th a CVGB against a simulated enemy were also performed. On 23 March a Community Relations Paint ing Project was performed by several DUBUQUE sa i l o rs a t Sin Rin Ae Yuk Won Orphanage i n Pohang, and l a t e r tha t day USS DUBUQUE was underway headed f o r White Beach, Okinawa. The of f load was conducted 26 March. Then we headed fo r Sasebo, Japan a r r i v i ng there 28 March.

01 A p r i l we were a t Berth 2 a t Ind ia Basin i n Sasebo, Japan. On 2 A p r i l we were underway and we anchored a t explosives anchorage 839. The

afternoon of 03 A p r i l we moved t o Akasaki Fuel Pier and on 04 A p r i l pumped JP-5 and DFM. 05 A p r i l we were moored a t Ind ia Basin #1 i n Sasebo. 06 A p r i l we sh i f ted t o Berth #7. 09 A p r i l our crew moved onboard a berthing barge, and on 14 A p r i l we were underway fo r SSK DRYDOCK #2. Ryo Orphanage i n Sasebo. USS SAMUEL GOMPERS arr ived i n Sasebo on 9 May and provided addit ional

assistance t o USS DUBUQUE. During t h i s time mainspace f i r e d r i l l s were conducted two times a week, a recreat ional fund audit board was conducted, and on 11 May a sh ip 's party was held i n Nimitz Park along wi th a Navy Relief Fund Drive. 25 May we conducted a Navy Rel ie f r a f f l e and on 29 May we had SAS team t ra in ing.

01 June we held Navy Relief Khaki elect ions and also had a mainspace f i r e d r i l l and a Zone Inspection. 06 June an Undocking B r i e f from SSK DRY DOCK #2 was held. Also on t h i s day several volunteers from USS DUBUQUE par t ic ipated i n the J.N. Darby-E.J. King F ie ld Day. 08 June we reenl is ted OS2 Stinson and 11-12 June Gun Qualif ications were held. On 09 June several USS DUBUQUE sa i lo rs helped renovate the Main Base Chi ld Development Center i n Sasebo. 12-14 June we had a CMS Standown. 15 June we had a Ship's p icn ic i n Nimitz Park. 13-15 June we also conducted our semi-annual physical f i tness t ra in ing. On 16 June several DUBUQUE sa i lo rs v i s i t e d Kodomo Noie Orphanage i n Omura, Japan. They painted the playground equipment and provided a cookout. 18-22 June PLOE I1 was held. Also on 18 June we completed LOE and we commenced combat systems testing. On 19 June a Courts Mar t ia l was held fo r BM3 . On 24 June the drydock was flooded and on 25 June we were underway from SSK DRYDOCK 112 and we headed deadstick t o Akasaki Fuel Pier. On 25 June we moved t o Ind ia Basin Berth Six starboard side 11. We remained there u n t i l 24 July. 26 June SMTT began and RADM Sackette vis i ted. Our Galley reopened on 27 June and on 3 July the LOE wr i t ten exam was given along w i th SAS training. 4 July was celebrated and 5- 7 July LOE was held. 08-14 July the sides o f the ship were painted. 10-11 July the TAV was conducted and steam testing. A medical and Dental Readiness Evaluation was conducted and both were found t o be i n top readiness. On 14 July we had a community re la t ions paint ing pro ject a t Tenshin Ryo Orphanage i n Sasebo. Also on 14 July we moved t o Akasaki Fuel Pier and pumped Mogas. 15-21 July we held an award's ceremony, painted the sides o f the ship, held a fas t cruise, safety standown, SRBOC Handling and sea t r i a l s . During the Fast Cruise o f 19 July we held General Quarters, man overboard, One Alpha, emergency egress, steering casualty, abandon ship and emergency destruction d r i l l s . We were underway fo r sea t r i a l s and then went t o ammunition anchorage 839 i n Sasebo. 24 July we held evening f i r e d r i l l s and saw the completion o f DSRA. During t h i s time SN received CFAS Volunteer o f the Month award from the Japanese-American Society. 26 July we were underway i n the morning t o Ind ia Basin fl, and then 30 July moved deadstick t o Berth 7. Friday 27 July was a f i e l d day, and Sat 28 July CAPT B .F. Boyce arrived. RADM Mauz (COMSEVENTHFLEET) also v i s i t ed the ship. 28-29 July the Westpac Subregional So f tba l l Tournament was held. 31 July RADM Conley v i s i t ed USS DUBUQUE and a change o f command rehearsal was held.

On 1 August p r iva te ly owned vehicles were onloaded t o the Landing Craf t Uni t 1665 i n preparation fo r a t r i p t o Yokosuka. 2 August saw the Change o f Command wi th CAPT Wetherell being rel ieved by CAPT Boyce. 3 August USS DUBUQUE was underway t o Yokosuka. While underway an SRBOC Loading Exercise was held along wi th F l i g h t Quarters a 3" 50 gun shoot and an EMCOM Exercise. Arr iv ing i n Yokosuka on 05 August, USS DUBUQUE moored t o USS PRARIE starboard side I1 a t P ie r 6 a f t e r performing North and South Degaussing Range runs. USS DUBUQUE sa i lo rs attended schools while d i f ferent inspections and v i s i t s took place. Schools attended included Bo i le r Water/Feed Water, JP-5 Fuels, PACFLT RT USERS, Shipboard A i r Conditioning and F i re Fighting, P-250 Workshop, Boi ler Water/Feed Water Supply, PRP Administration, CMS Custodian, EAP/SAS and Second Class Swimmer, CBR Basic, and ADAMS Class. Navy Rights and Responsibi l i t ies was held 08-09 August. On 06 August an A i r Assist V i s i t was performed and went well. From 06-10 August DUBUQUE received

a 3M Assist Visit.Other inspections and assists included ILO/SNAP 11, our P r i n t 'Shop (09-10 August) and MCA. During t h i s time s o f t b a l l games, a bowling league and other off time a c t i v i t i e s were held. 10 August saw a Zone Inspection. On 13 August a Mass Casualty Exercise was held. A NIXIE Inspection was held on the 15th, and a planned loss of e l e c t r i c a l power fo r cleaning switchboards was experienced overnight. 16 August NAVRESSO conducted an inspection aboard USS DUBUQUE.

Underway 17 August, USS DUBUQUE embarked the Landing Craf t Uni t and was underway t o Sasebo. 18 August we conducted a 3" 50 gun shoot and we arr ived a t Sasebo Ammunition Anchorage. Launching LCU 1665, we l a t e r moored a t Ind ia Basin Berth 2. After a deadstick move t o Akasaki Pier, USS DUBUQUE was underway f o r Okinawa on 21 August. Wed 22 August DUBUQUE moored a t White Beach a f te r conducting Guard Force Training and a 3" 50 gun shoot along the way. 23 August we embarked RLT-4 personnel, onloaded Marines wi th t h e i r equipment, embarking Larks, AAV1s and the LCU. Underway 0230 on 24 August wi th USS SCHENECTADY and SAN BERNARDINO we steamed t o Subic Bay and conducted DLQ1s and LVA1s wi th hel icopter landings and launches. Sunday 26 August we moored a t Alava Pier, Port Side I1 i n Subic Bay and CTF 73 v i s i t e d our ship. Monday 27 August we were underway for the North Arabian Sea. 27 August we conducted f l i g h t quarters. Exercises conducted during the time period from 26 August t o 13 September include bio-chemical attacks, ship handing, leap froging, f lashing l i g h t , challenge and reply, C I C Pubex, navigation i n an EW environment, radio-telephone d r i l l s , te letype c i r c u i t procedures, set Condition 3, Flag signaling, General Quarters and Quick Draw Gun Exercises. 31 August we sai led around Singapore. On 1 September USS DUBUQUE assumed command o f Task Group 76.4 consist ing o f USS SCHENECTIDY (LST-1185) AND USS SAN BERNARDINO (LST-1189). We conducted a l i g h t l i n e transfer and then t rans i ted through the Malacca Straights. 2 September atropine and 2-pam chloride were d is t r ibuted and a Condition 3 d r i l l was conducted. On Monday 3 September a MOPP Level progression was performed. 4 September saw a gun exercise wi th a U/W High Line transfer as we passed through the Bay o f Bengal. 6 September we conducted an underway replenishment wi th USS HASSAYAMPA (TAO-145) i n the Indian Ocean. HASSAYAMPA detached from our group 09 September. 11 September we entered the North Arabian Sea and performed a RAS wi th USS WHITE PLAINS. We also rendezvoused w i th ARG Alpha (MOD COC). Transi t ing the S t r a i t s o f Hormuz on 12 September we entered the Persian Gulf and moored a t A 1 Jubayl, Saudi Arabia a t Berth 12 on 13 September. Commencing the off load, 14 September a small crane tipped over near LCU 1665. 15 September USNAVCEN v i s i t ed USS DUBUQUE. Underway 16 September we went t o the Central Persian Gulf and anchored a t S i t rah Anchorage, Bahrain on the same day. 17 September we proceeded t o Bahrain Anchorage and we received mai l through f l i g h t quarters and a run from our Landing Craft Uni t 1665. 18 September we conducted a POW/MIA Service and on 19 September held a Rosh Hoshanah Jewish Service. 20 September we were underway t o Si t rah Anchorage, Bahrain. 20-21 September DUBUQUE sa i l o rs were able t o go on l i b e r t y . 21 September our new Chief Petty Of f icers MMC and EMC were i n i t i a t e d and a zone inspection was held. 22 September we were underway t o A 1 Masirah, Oman. 24 September we arr ived a t A 1 Masirah, and underwent f l i g h t quarters anchoring on 25 September. Along wi th f l i g h t quarters, EDD d r i l l s , a i r crash and salvage d r i l l s and f i r e d r i l l s were performed. 26 September we proceeded back t o Bahrain wi th CAPT Taylor o f COMPHIBRON 8, TACRON 21, Navy Medical and Dental personnel, Marines, a Seal Team and Special Boat Unit. 27 September we conducted f l i g h t quarters and 50 ca l iber small arms f i r e . 28 September we anchored a t Bahrain Bel l -Si t rah Anchorage a f t e r conducting f l i g h t quarters fo r the Desert Duck. A Yom Kippur Service was held. 29 September we were underway t o the North Arabian Sea.

Cofiducting f l i g h t operations (DLQ1s and NVG DLQ1s) 01-04 October, on 02 October we were underway again t o the Central Persian Gulf, steaming around Bahrain Bel l . 03 October we anchored a t S i t rah Anchorage i n the ear ly morning and l a t e r got underway t o steam around Bahrain. F l i g h t Operations were conducted 02-04 October wi th USS WHITE PLAINS and USS DUBUQUE anchored in Bahrain on 05 October. Saturday 06 October ammunition was staged on the f l i g h t deck and offloaded on Sunday 07 October i n A 1 Jabayl. On 08 October RADM Sutton v i s i t e d USS DUBUQUE while underway t o the North Arabian Sea enroute t o Phuket, Thailand. 09 October we conducted an A i r Crash F i r e D r i l l and l a t e r crossed the S t r a i t s of Hormuz. 10 October we conducted General Quarters, CBR and Abandon Ship d r i l l s along wi th conducting an equipment t ransfer wi th USS I W O JIMA. 11 October we conducted a RAS wi th USNS SPICA and an OOD board fo r LTJG . 12 October saw a C I C Watch Of f icer board fo r OS1 . On Sunday 14 October a leak i n the h u l l o f LCU (1665) from being battered i n the we l l deck precluded an operation wi th USS SAN BERNARDINO. We were able t o t ransfer 10,000 gallons o f water t o her, however, v i a l i n e t o l i n e transfer. Later that afternoon we had a s tee l beach p icn ic and a contest t o see who could dr ive a g o l f b a l l the farthest o f f o f the f l i g h t deck. Enroute t o Thailand wi th USS SAN BERNARDINO and USS SCHENECTADY, we conducted a safety standown on 17 October and on 18 October we moored t o Phuket Warf i n the morning. 20 October many USS DUBUQUE sa i l o rs par t ic ipated i n a community re la t ions paint ing pro ject t o a Nam Bor Elementary School. After a four day por t v i s i t t o Phuket, Thailand we were underway on 22 October t o Singapore, mooring t o Sembawang Warf on 24 October. The evening o f 24 October saw a Class C f i r e t o 2A SSTG C i rcu i t Breaker. There was a leak i n the fue l o i l service l i n e t o the ill boi ler . 28 October we were underway fo r Subic Bay, R.P. We passed through Palawa Passage t o avoid rough seas.

On 03 November a sh ip 's party was held a t the CPO Mess i n Subic Bay. 05 November we were underway t o Sasebo and we conducted NWAT/PTRI preparations along wi th a General Quarters D r i l l . F l i g h t Quarters were conducted wi th VC- 5 out o f Cubi Point. A Combined Federal Campaign Tournament was held 06-08 November fo r Spades, Cribbage and Chess. A Uni t Sweep urinalysis was also held. 07 November a swing ship evolution transpired along wi th continued t ra in ing f o r the Guard Force, DCTT and Repair Locker t raining. 08 November brought Channel Fever Night wi th pizza, i c e cream and Bingo. Manning the r a i l s , we arr ived safely home t o a warm reception i n Sasebo, Japan on Friday 09 November.

The three day Veteranls Day weekend was observed, wi th the ship back a t f u l l force Tuesday 13 November. The #2 c i r c u i t pump and 82 alpha feed pump were experiencing problems. An Equal Opportunity Reinspection also took place during t h i s time. The a f t l i n e handling room was being repainted and a l l boats were removed from the Boat Deck. On 16 November CFC contributions were being col lected and f i n a l preparations fo r the MTT I11 t ra in ing on 24 November were being conducted. On 17 November a Community Relations Barbecue a t Tenshin Ryo Orphanage was conducted. Several games were played, including so f tba l l . An Awards Ceremony was conducted 21 November and Thanksgiving was observed Thursday 22 November wi th many sa i lo rs being i nv i t ed t o homes i n Sasebo. Saturday 24 November a Bowling Tournament was held a t S i l ver Bowl i n Hario .

27 November USS DUBUQUE was underway for Yokosuka, Japan a f te r MTT f in ished hot checks. Arr iv ing inpor t Yokosuka on 29 November fo r Operational Propulsion Plant Examination (OPPE), there was an MTT debrief wi th COMPHIBGRU ONE on Saturday 01 December. Monday 03 December began the Industrial/Environmental Inspection, and repai r o f DUBUQUE1s engineering plants continued wi th SRF Yokosuka. 07 December a load t e s t o f our B&A Crane was performed and AIDS tes t ing along with tetanus, typhoid, PPD and yellow

fever .sho ts were given. On Saturday 08 December USS DUBUQUE sa i lo rs v i s i t e d Shunko Gakuen Orphanage i n Yokosuka, br inging candy and f r u i t . Games were played wi th the ch i ldren i n the afternoon. Sunday 09 December was holiday rout ine and on 09 December OPPE commenced. Unable t o get underway due t o ongoing casualties, USS DUBUQUE conducted d r i l l s and t ra in ing pierside. Friday 14 December RADM Conley embarked and f i r e f i g h t i n g t ra in ing was conducted. 2/3 Marines from an exercise AT Camp F u j i were onloaded, and

on Sunday 16 December USS DUBUQUE received permission t o get underway t o White Beach, Okinawa. On 17 December a main space f i r e d r i l l was conducted. Inpor t White Beach on 18 December, 2/3 Marines were offloaded and USS DUBUQUE was underway for Sasebo on 19 December and arr ived home on the 20th. On Saturday 22 December a Children's Christmas Party was held wi th Santa Claus a r r i v i ng onboard. On 23 December DUBUQUE held a Christmas party a t the Harbor View C ~ I J ~ , and hundreds o f do l la rs o f door prizes were given away. 24 December through 26 December were holiday standown. A special Christmas Candlelight Service was held i n the Library on 25 December and a special Christmas Dinner was served on the messdecks. On 28 December Tenshin Ryo Orphanage v i s i t e d USS DUBUQUE and were toured through the ship and presented wi th Project Handclasp materials. New Year's was observed as holiday rout ine and USS DUBUQUE remained i n Sasebo u n t i l 04 January 1991.
