OMATEK IN PERSPECTIVE
We are an Information Technology company based in Nigeria. The company started
business 21years ago and has grown to be one of the most reputable IT companies in
the country.
OMATEK is a fully indigenous Nigerian Computer Manufacturer with a Factory in
Lagos State and an IT solution provider specializing in the supply, installation,
training and maintenance of PC based computer systems. We are also active players in
the design of Local and Wide Area Networks. In addition, we provide bespoke
solutions tailored to meet specific requirements of our clients.
We have in our employ seasoned IBM/Compaq Technical Support Specialists who have
undergone several trainings at home and abroad. Through a unique combination ofskills and experience, we are able to offer data networking and IT services ranging
from consultancy to turn-key project implementation and operation. The company
recognizes and caters for the special needs of clients in various industries such as
Manufacturing, Education, Banking, Petroleum, Public Utilities and Security Services.
Our services enable clients to implement reliable IT infrastructure on which their
business operations can be dependent. The ability of an indigenous company to
provide IT services of international standards is of a strategic advantage in an
environment where excellence is only available at a premium.
The field of data networking and IT are characterized by the rapidly changing
technologies, which are leading increasingly to wide ranges of new applications and
greater efficiencies. It is this characteristic that fuels the demand for the above
services. Almost exclusively foreign-based companies had met the demand for such
services in Nigeria in the past.
The services rendered by these companies often do not address certain issues that
are pertinent to the country and the continent as a whole and which had hitherto
inhibited the development of information technology.
The end result of such services that are devoid of local inputs invariably does not
fully meet the clients’ needs. One of these problems is their inadequate knowledge of
the local environment as it affects the client’s problem. Another problem is their

inability to maintain a permanent presence of key technical staff that could be relied
upon for on the spot assistance in the event of sudden or unexpected problems.
As a systems company, we are dedicated to expanding and enhancing our business by
offering superior products with the level of quality and support unmatched in theindustry. Our greatest strength lies in the high calibre of our technical staff that
responds professionally and dependably to our clients’ needs.
We have access to the specialized skills of leading experts in data networking and IT
to enhance its capabilities and to supplement its resources as may be required by the
client’s problem.
SERVICES OFFERED BY OMATEK
The requirements for an information technology service vary widely from one clientto the other and from one type of information technology system to the other. For
this reason, OMATEK provides a full range of services designed to meet the
requirements of each client. Such services include:
• Computer manufacturers
• Sales/Supplies
• Maintenance

The increasing trend towards automation in business and industry has created an
explosion in the storage and processing of information in electronic form. In the wake
of this explosion is an increasing level of integration of information technology
systems. We have looked at this development as an opportunity to widen the scope of

our services. We have thus responded by investing in the development of a realistic
capability in information technology.
Through a bold vision and the determination to be a leader in the ICT industry within
Africa and beyond, Omatek has consistently sought partnerships with institutions and
corporative alike across the country for the operation of Resource Centers wherecapacity can be developed and transferred, Research and Development into new
products and services can be attained, and the creation of the critical mass of IT
executives and technicians can be a reality for a bourgeoning industry.
Today Omatek has in place a compact Memorandum of Understanding with several
Institutions of learning scattered across the country and in Ghana with Resource
Centers within their campus offering diverse expertise and also serving as an after-
sales-service-center for all Omatek brands of products.
As part of its effort to create brand visibility and well as equity, Omatek has
embarked on the situation and operation of Chains of Showrooms referred to as One-
Stop-Shops. These outlets will retail Omatek Brand of products either as a subset of
the Omatek Group or as Franchise Owners on behalf of the brand. Currently locations
across the country have been identified and are undergoing renovations befitting the
vision the company intend to create with the initiative.
Having successfully created brand equity and also pioneering the manufacturing
process from CKD parts, the company embarked on the first of a series of
repositioning in 2007. Subsequently Omatek embarked on a strategy designed to see
it exit the Joint Venture initiated under the Small & Medium Enterprises Investment
Scheme; ensured it raised required capital through Private Placement that saw it
raising over N5Billion; ensured it gets listed on the Nigerian Stock Exchange with
N2.9billion of the company’s share currently being traded. A new and publicly quoted
company emerged called Omatek Ventures Plc.
.Omatek Ventures Plc is currently a holding company comprising of:
• Omatek Ventures Distribution Limited

OMATEK MAINTENANANCE SERVICES
The benefits that accrue to any organisation as a result of a complete
computerisation Programme is indeed enormous and highly profitable in terms of an
enhanced business Processes and reduction in the cost of doing business. Same can be
said concerning this in Nigerian Educational Institutions. However, this investment
can only be guaranteed when you have a reliable and effective maintenance program in
Place.
Omatek recognizes the beauty of having a good maintenance culture. We believe that
any business organization that invests a huge sum in this kind of project like you are
about to do must have to put in place an excellent maintenance program in order to
optimize the use of such equipment.

Omatek provides two different types of Maintenance support viz: Ordinary
Preventive Maintenance (or Call Maintenance) and Comprehensive Preventive
Maintenance. The first involves quarterly preventive maintenance of the equipment
and response to call requests made by the customer. The Client pays for replaceable
parts or modules. The second involves the same frequency of maintenance but nopayment for replaceable parts or modules. The basic features of the general
preventive maintenance of systems include:
• Complete and total support of all equipment covered by the maintenance
agreement
• Reduction in downtime of faulty equipment and failure rate of working ones
• Backup strategies
• Software policies/security and Antivirus upgrades
•
Regular preventive maintenance exercise• Hardware/Software helpdesk support
• Disk Optimization
• Prompt and immediate response to service calls. To be based on the location
of unit
• Consistent availability of spares for replacement purposes
We have engineers who are competent qualified, experienced and dedicated to
provide your organisation with high quality maintenance support services. We shall
also attach a sufficient number of service engineers (software/hardware) to your
organisation to enable us achieve a short response time to faulty equipment calls.
This measure we believe will reduce equipment downtime and thereby enhance and
improve productivity at all times. We have a well-equipped service centre in our
Abuja office with sufficient tools and test equipment to provide maintenance support
services to your satisfaction. Upon receipt of a call/request for maintenance from
any user or through the Help Desk Support, OVL Engineers will:
• Make an initial assessment of the probable cause of the fault.
• Diagnose the fault and replace any faulty part.
• Upon completion of repair work reconfigure as necessary and test
equipment using the appropriate diagnostic tools in order to demonstrate
that the repair has been completed. Then, document the resolution.

• Obtain the user’s confirmation that the maintenance/repairs has been
carried out, using agreed procedures.
• Update the fault report and resolution records accordingly.
• In cases where the fault cannot be rectified immediately, a replacement
machine shall be installed for temporary use.
We will use the necessary tools, test equipment and materials to perform the
preventive maintenance service. Omatek will use the latest anti-virus scanning and
detection software programmes to scan through the computer memory and hard disk
drives. And if any viruses are detected the problem will be corrected immediately to
put the computer system in a functional status. Omatek will always consult your
organisation for a convenient time to carry out preventive maintenance schedule. We
will also use new diagnostic software programmes to resolve system malfunctionquickly.
REMEDIAL MAINTENANCE
Omatek will provide normal repairs, which we are obliged to carry out on computer
systems and other equipment on daily basis from Monday to Friday should any of the
equipment under maintenance agreement with your organisation breaks down.
If your organisation signs a comprehensive maintenance agreement contract with
Omatek, it means that all spare parts needed to put faulty systems in good workingcondition would be provided for by Omatek, irrespective of the cost involved.
We are also very much aware that time factor is crucial to providing maintenance
services, especially in a working environment. And for this reason therefore, we will
endeavour to always expedite action and resolve problems on equipment with
dexterity and dispatch. Omatek will also advise your organisation that all requests
for Saturdays/Holidays should be communicated to Omatek in Advance to enable our
service engineer’s in-charge of the account to prepare fully for such assignment.
REPLACEMENT AND PARTS AVAILABILITY
We would like to mention that for any maintenance service to be successful, the
service provider must procure genuine and high quality spare parts to fix equipment,

which will breakdown. Omatek wishes to inform you that we have in stock sufficient
quantities and high quality of the most frequent replaceable spare parts for the
equipment to be serviced.
We also want to mention here that the characteristics of open systems today havemade it easier to use computer parts and components almost in every system. The
compatibility and interchange ability of these parts have also helped the maintenance
of these systems at all levels.
MINIMUM REPAIR TIME
Our team of service engineers have been involved with Servers and PC-Desktop
maintenance, Local Area Network support services at our clients’ locations for over
the past ten years. For the past ten years, we have been engaged in resolving end-user problems relating to faulty, improperly configured or reconfigured servers,
LAN/WAN installation and PC desktop systems, Notebooks, PC peripherals such as
printers, scanners, plotters etc, and all associate hardware connectors, cables and
interfaces. Omatek will use these experiences to deploy scalable solutions on this
assignment.
We wish to state that we provide instant replacement unit for any fault we are not
able to resolve immediately where repair time exceeds 6 hours. The equipment will be
returned to its location after the repair is satisfactorily affected. This is an aspect
of our services that has earned us recommendations from our clients. We wish to do
the same with your organisation. We have been able to live-up to this expectation
because of our high stock level profile within the rest of the computer companies in
Nigeria. This is an achievement only very few of our competitors can accomplish.
In general, we follow the procedure highlighted below in rendering the support
services:
• Investigate the technicalities of the hardware fault
• Determine if the fault or request can be solved directly or if equipment
needs to be taken to the workshop
• Arrange for loan equipment if faulty equipment needs to be taken away and
the equipment cannot be repaired.

• Upon completion of repair work, reconfigure as necessary and test
equipment using the appropriate diagnostic tools in order to demonstrate
that the repair has been completed.
• Obtain the user’s certification that the fault is fixed.
PROBLEM ESCALATION
In view of our strong relation with our business partners, OVDL maintains a direct
link with the various partner channels throughout the world on problem escalation and
resolution. Our Engineers often network with ICT experts around the world to
resolve critical problems that cannot be resolved within the shortest possible time,
locally.
We would also assure you that the efficiency, effectiveness and strength of ourmaintenance service engineers would be on alert and made available at any point in
time for routine maintenance.
SYSTEMS INTEGRATION/NETWORK SERVICES
The landscape of IT is changing at ever-increasing pace. Computing power is
increasing so rapidly that the obsolescence of some platforms is now measured in
months not years. The need to share information and resources has led to the linking
of computer systems and peripherals devices in a layout called a network.
A Computer Network is simply a connection of devices that can store or manipulate
electronic data, interconnected in such a way that users can query, store, retrieve
and share information with each other. This network delivers information
consistently and reliably without the corruption of data. In short, the basic goal of
networking is to ensure that data is shared quickly, reliably and accurately. It enables
communication, device, data and application sharing and eliminates running from
machine to machine to transfer data and program using floppy disks.
Every computer network is subdivided into two – physical and logical network. The
physical part is the hardware, which comprises the wiring, network cards, computers,
hubs and all the other components that allows the network to function. The logical
network is the organization of hardware that results from the network software.
Simply put, it is anything that is not hardware. Examples are logical network
protocols. These are special ways computers have to communicate with each other,

just like a language. A properly implemented network can result in both increased
productivity and overall lower costs.

E-LEARNING PLATFORM FOR NIGERIAN SCHOOLS ACCESS PROGRAMME
INITIATIVE
An overview of the Omatek E-learning Initiative
Omatek e-learning scheme provides a platform to ensure that Information and
Communication Technology tools are deployed to schools/class rooms under a
carefully structured learning environment equipped with internet connectivity to
create a virtual connection between students and teachers.
This also involves the deployment of a robust content/curriculum as well as monitoring and
evaluation to ensure continuity/ seamless implementation.
The Omatek e-Learning scheme has been divided into modules for ease ofimlementatin and impact assessment.
These modules clearly define well thought out processes creating a homogenous
platform where the practice of teaching and learning can enjoy intervention by the
8/3/2019 Uspf Technical Poposal 550 Schools

OMATEK VENTURES DISTRIBUTION LIMITED
introduction of IT tools required to create an e-learning environment across schools.
Components that will make up the modules will include but not limited to the flowing:
1. Hardware
2. Software
3. Content4. Training
5. Monitoring & Evaluation
6. Connectivity
7. Establishment of Resource Centres/Capacity Building
A typical school deployment will involve the introduction of the above outlined basic
elements effectively creating an e-learning experience that will serve to further
deepen teaching and learning engagements while reducing concurrent costs of
managing materials and resources allocated to schools.
The 8”and 10” smartbooks specially designed for students and teachers in the
educational sector are equipped with robust Wi-Fi coverage of over 50 meters,
120/160GB hard disk space,512 and 1gb RAM respectively. They are equally portable
and come in various attractive colors. An alternative computer is the 15.4” laptop for
teachers/lecturers
Also available is the Omatek all-in-one compact PC which comes with a 15-17” flat
screen and has the CPU and monitor built into one. It is ideal for schools,
computer/ICT laboratories .The advantages of the Omatek Compact computer apart
from space conservation is that it has an option of being a touch screen irrespective
of the regular flat screen model. The Omatek Compact comes with 80GB HDD ,
Combined PC and CPU, Wireless Mouse, WiFi ready and its equipped with DVD writer
and it is for multipurpose use.
The internet connectivity via the V-SAT technology will provide hot spots around the
schools thus creating an enabling environment for teachers and students to deploy
their Wi-Fi for connectivity.
The Platform advised is Linux equipped with e-learning curriculum. Another
alternative is the Microsoft Starter Pack.

The Teach the Teacher training is a significant part of the scheme. However, the
need for central monitoring and evaluation cannot be overemphasized.
A storage room will be required in each location, equipped with Omatek Power
Inverter for recharging purposes. It is pertinent to note however, that students andteachers with the Omatek 8” & 10” smartbooks equipped with GPRS cards will enjoy
the benefit of internet connectivity anytime, anywhere.
This proposal will serve to outline synergies required to deploy that unique learning
environment while defining the relationships of all actors within the institution that
will have significant bearing on the operability of the e-learning platform.
Omatek is equipped for the initiative with funding arrangement with our bankers
structured under the e-Xpress initiative which we believe has not been fully utilizedbased on the various options of facilities available to be explored.
The Omatek factories in Nigeria and Ghana will guarantee quality production,
empower the youths, create employment opportunities; encourage technology
transfer/Research & Development.

Under the scheme, the Head of Service in each state of the federation signs an
undertaking to make monthly salary deductions from Civil/Public Servants,
Teachers /Lecturers and remit a check-off payment to Omatek. However, the
government will be required to pay on behalf of the schools.
Students also have the opportunity of making installmental payments based on
guarantee by their parents or by spreading the cost of rentals on their school fees
over a period of two years/sessions
Omatek is committed to bridging the digital divide in Nigeria and this initiative is a
demonstration of our strong support for the future of the country’s educational
sector.

CONTENT DEPLOYMENT OVERVIEW
The emergence of distant/e-Learning in the mid 1970's has revolutionized the way
and method courses are been delivered today. However, issues such as delivery
platforms, educational contents, pedagogical and epistemological concerns were notproperly addressed. Today’s e-Learning course management platforms have come a
long way to address some of these pertinent issues.
For the Nigerian schools access program initiative, Omatek will design, build, deploy
and maintain a flexible, scaleable and comprehensive e-learning solution for Nigerian
schools (Primary/JSS/SSS). This in addition will augment the face to face type of
interaction (Teacher/Student)
This solution will be driven on Omatek laptops and Mission Critical Servers as
specified. (Nigerian Primary/Secondary educational contents fully integrated into it).
Omatek e-learning solution will fully address pedagogical and epistemological issues as
it relates to children’s learning styles. Omatek solution will be based on social
constructionist pedagogy. It takes into account different learning styles and the
Introversion and Extroversion of children. Collaboration among students is a key
feature in this solution.
Fully integrated, the solution will allow teachers to track and fully control what
students see and do. Here are some of the features and benefits:
•
Broadcast and share any screen to the whole classroom
• Allow or deny the use of appointed applications
• Formulate and enforce policies to control use of the internet
• Lock workstations
• Distribute and collect documents
• Perform online and offline tests with instant feed back
• Track students performance in class

The Patriot single and dual optics antennas are excellent for VSAT applications and
hold an Intelsat Type-Approval. With a past history of use in high quality SNG
(Satellite News Gathering) applications, the 1.8m antenna provides a level of surfaceaccuracy, rugged stiffness, and precision not often found in similarly priced
products. The stamping process that produces the solid metal reflector results in
superior surface accuracy and repeatability. The steel back structure adds strength
and stability to the system and keeps the installation process simple.
The Navigator Style Azimuth and Elevation cap reduces pointing errors during
installation, allowing more accurate boresighting on the satellite. Increased pointing
accuracy leads to greater link availability. Special packaging techniques are
employed for every system shipped to protect the surface of the dish.
LinkStar Satellite Modem.
LinkStar™ is the highest performance, star-based VSAT system for service
providers, ISPs, and corporate network managers who are seeking a system based on
DVB standards. LinkStar's edge is in its dynamic bandwidth allocation that makes it
more efficient and faster than other TDMA systems. Terminals can transmit data to
the network hub at speeds up to 1.15 Mbps, with data downloads of up to 60 Mbps,
satisfying bandwidth-intensive applications using IP data.
LinkStar offers several benefits:
• The highest return channel rate on the market

The School Guardian
Integrated Firewall and Web Content Filtering Solution
How Guardian Works
School Guardian is installed between the Internet router and the school network to
protect from external attack, filter all web traffic and control what Internet
services can be accessed by students and staff.
8/3/2019 Uspf Technical Poposal 550 Schools
http://slidepdf.com/reader/full/uspf-technical-poposal-550-schools 39/46
OMATEK VENTURES DISTRIBUTION LIMITED
With today's web consisting of tens of billions of pages, content-based filtering is
the only reliable way to protect against the unexpected. Guardian employs a widerange of intelligent content-based filtering techniques to control web access and
protect users. The diagram below illustrates how these different techniques
interact with each other - and your policy settings to accurately block all undesired
material.
Dynamic Content Analysis™ technology is used to screen the content, context and
construction of web pages in detail. In this way, all inappropriate, objectionable and
dangerous content can be detected and blocked, as well as the Anonymous Web
Proxies that students often use to circumvent web filters. Sites are classified into
categories and then blocked or allowed based on your policy settings. All thishappens instantaneously, thanks to an intelligent algorithm that is capable of
scanning an entire encyclopedia in just a fraction of a second.
URL Filtering
Guardian's intelligent filtering technology is backed up by URL blocklists, which
incorporate content from the Internet Watch Foundation database and are
updated on a daily basis. Blocklists can be configured to operate in Whitelist mode
where a Group of Users can be restricted to only being able to view a pre-
configured list of web sites.MIME File Type and Extension Checking
Every file can be identified from its MIME type property, allowing Guardian to
block the download of music, video and executable files from web sites. This is a
far more reliable technique than checking the file extension which is often forged

to disguise dangerous files containing Spyware or Trojan Horse programs.
Anti-Virus Scanning
Files downloaded from web sites are not scanned by most anti-virus software, which
provide email rather than web security. Guardian will anti-virus scan all suchdownloads, using either its inbuilt ClamAV engine or any ICAP compliant anti-virus
engine running on an external system.
Malicious Code
Guardian detects and removes in-page executable code from web pages, such as
Active-X controls, Java Applets and Scripts. Such executable code is not
recognized by traditional anti-virus software, yet is often used to install spyware,
viruses and Trojan horse software on user PCs. Sites that legitimately use
executable code, (such as Microsoft's use of ActiveX in their Windows Update
facility), are catered for by the provision of a Trusted Sites list which can be
maintained by the system administrator.
Exploit Detection
When security vulnerabilities are discovered in web components like Microsoft's
Internet Explorer browser, there is a window in time between discovery and fix
when everybody is extremely vulnerable to attack. Guardian closes this vulnerability
window by detecting and blocking such browser exploits, protecting systems until
the security updates are available.
Mailicious URL Detection (Anti-Phishing)
Malicious URL detection helps to prevent users falling victim to phishing scams,
where they are directed to bogus websites by emails containing spoof URLs that
appear to come from banks and other legitimate senders.
PICS Code Checking
The Guardian software checks all received web pages for the presence of PICS
codes (Platform for Internet Content Selection). Many websites include PICS codes
in their web pages to indicate the nature and severity of the content. Guardianchecks for sixteen different PICS categories, including "Sexual language", "Illegal
drugs", "Violence", "Chat" and "Gambling".
Filter Groups
Multiple filtering categories and rule sets can be used to allocate different access

rights and restrictions to different groups of users, for example teaching staff,
administrative staff, junior and senior students. Filter rules can be time-controlled
(e.g. different rules for lunchtime) and particular users can be configured to not be
subject to any filtering.
User Authentication
Guardian's User Authentication integrates with existing authentication systems
such as Microsoft Active Directory®, Novell eDirectory™, LDAP and RADIUS to
determine user identity and thus set appropriate filtering policies. User
authentication also makes reports much more useful by the inclusion of user names
rather that just workstation IP addresses, for both user and group activity
reporting.
Reporting and Logging
All web browsing activity is recorded to an SQL database that can be either be
viewed on screen or exported for external analysis. Instantaneous activity
(including Instant Messaging applications) is monitored in real time using AJAX logs
and traffic graphs. An extensive range of detailed report templates can be utilized
to show anything from 'most visited domains' and 'top blocked categories' to time
spent browsing and bandwidth utilization. Where authentication is enabled, reports
can also be customized by user or group so that the worst offending students (in
terms of requesting pages that were blocked by Guardian) can be quickly identified.
Reports can be automatically scheduled and stored in familiar formats (PDF, HTML
and Excel) or exported to Crystal Reports®
Proxy Cache
The Web Proxy Cache reduces Internet bandwidth utilization by storing and
retrieving frequently accessed web pages from local disk storage. Configuration
options allow the cache performance to be optimized for the environment in which
it is being used, along with the facility to prevent particular domains from being
cached, either because they are subject to frequent change or for security
reasons. The logic remembers "clean" pages (i.e. pages that have already been
checked by Guardian) for 15 minutes so that if somebody else asks for the samepage again then Guardian does not need to re-scan the page.
The "Site Blocked" Page
The "Site Blocked" page can be customized with your own message and if necessary
can include buttons to unblock the page, either permanently or on a temporary
