    w The C4 Department is responsible for planning, directing, coordinating, and

    overseeing Information Technology (IT) capabilities that support the war

    ghting functions. The Department inuences the combat development

    process by establishing policies and standards for developing the enterprise

    architecture. The intent is to achieve joint and combined interoperability.

    Admin (C4A) Mission

    w Provide various administrative, scal, and personnel/physical security

    services to Marines, Civilian Service Personnel, and other support

    personnel within the C4 Department.

    Network Plans & Policy (CP) Mission

    w Direct and coordinate the information management activities for the

    Marine Corps through internal matrixed relationships and the Joint Staff.

    Provide policy and advice to ensure that information technology is

    acquired and information resources are efciently managed. Develop,

    implement, and communicate the Marine Corps information strategies

    and plans that support major functions and processes.

    Information Assurance (IA) Missionw Marine Corps IA ensures end-to-end capability to deliver secure information

    at the right time, to the right place, and in a usable format, allowing

    commanders to exercise command and communication, regardless of

    proximity to their assigned forces.

    w The Marine Corps specic objective for achieving IA is to employ stateof-

    the-art technology, provide awareness training to all users, and to deploycomputer network defense tools across the enterprise. This is achieved by

    deploying a defense in depth strategy integrating the capabilities of people,

    sound procedures, and technology to achieve strong, effective, multi-layer

    and multi-dimensional protection.

    w The goals of the Marine Corps IA division include condentiality, integrity,

    wWhen preparing a speech or brief for the Director, the LD (AO) not onlyprepares the speech/brief, but also follow-through after it is approved to

    ensure copies and media get to the appropriate forum. Also, the same

    holds true to ensure that appropriate C4 read-aheads are provided to

    DMCS for CMC and ACMC.

    C4 Portal

    The C4 Portal is a virtual information-sharing environment for all personnel

    within and selected personnel external to the Department. Designed to

    improve the ow of information by attening and removing barriers, we

    recommend that all users login daily to remain abreast of issues affecting

    the Department. Some information currently available includes:

    wMCATS Taskers. A replica of taskers listed in the Marine Corps ActionTracking System (MCATS) assigned to C4. Designed for information

    purposes, do not answer taskers on this site. Instead, answer taskers by

    logging-in to [email protected].

    wC4 Calendar of Events. List of upcoming events that require C4

    representation/visibility.

    wNMCI Shared Forum. Created for Principal G-6s and Commanding

    Ofcers, which allows exchange of dialogue and direct communication withthe Director, C4 on issues impacting the C4 Community. Allows the Director

    rsthand-account of issues and concerns around the operating forces.

    Placement of information on this site is strictly limited to Principal G6s,

    Commanding Ofcers and C4 Division Chiefs, others are limited to read-only.

    wTop 10 List. Due 1200, each Friday, the Top-10 List is submitted to the

    Director. The report is written at the executive level and details the 10 most

    signicant issues from each Division.Note: The EA extracts the most signicant issues (compelling enough

    for the CMCs attention) from the Top 10 report for inclusion into the CMC

    Twice Monthly report. The CMC Twice Monthly report is submitted the rst

    and last Wednesday of each month.

    wC4 Conference Room Schedule. Conference room reservations are

    made directly by the requestor. In the event the Director or Chief

    Technology Advisor requires use of the conference room when reserved,

    the POC will be contacted so that alternate reservations can be made.

    Since a senior executive frequently uses the conference room, the POC isresponsible for the cleanliness of the conference room. Specically, the

    POC is responsible for the following:

    FEnsure trash is placed in receptacles.

    FReport any malfunction/inoperable media devices and computer

    equipment to C4 Admin.

    FWhen meetings involve classied information, notify the Security

    Manager or the Assistant Security Manager, at 693-3464.

    wC4 Internal Taskers. Separate from MCATS, this site is used by the

    Director, Chief Technology Advisor and Executive Assistant to assign

    taskers to Division Chiefs and action ofcer.

    w Ordering Ofce Supplies. All supply request will be submitted on the C4

    portal. To place a supply request, go to C4 Admin Resources Link, (left

    hand Quick Launch column), select Ofce Supply Requests, create a

    new item, and ll out the form. If you need something not on the list, look it

    up in the catalog and enter it in. Once a supply request is placed in the

    portal, it will remain in the active view until the item(s) are received. C4 will

    notify each division when the order arrives. It is the responsibility of the

    division to retrieve supplies from C4 Admin. However, due to limited space

    in Admin, supplies must be signed for and picked-up within 48 hours after

    notication. Supplies are ordered on the rst Tuesday of each month.

    Essentially, each division has until the last day of the month to place an

    order for purchase on the following month. For examples, during the month

    of Sep, all supply items listed in the portal received by COB, 31 Aug (last

    day of the month) will be requisitioned on Tuesday, 5 Sep. All requests

    received on 1 Sep through 29 Sep will be ordered the following month.

    Generally, supplies are received within 7-days.

    w Awards Processing. Per SECNAVINST 1650.1G. All awardrecommendations will be processed through the electronic awards system

    at the following link: https://kuwait.manpower.usmc.mil/manpower/mm/

    mmma/awards.nsf/ C4 awards must be routed via:

    (1) Mr. Don Sanders, C4 Admin Manager for review. Upon review, the

    award will be forwarded to the Executive Assistant prior to nal approval by

    the Director, C4.

    purpose of the trip and reason for attendance.

    w TAD request in DTS must be completed 5 working days before traveling.

    w Completed Travel

    F Travel Claim must be submitted into DTS no later than 3 business

    days.

    F Upon completion of travel have the Admin Ofce scan all receipts so

    they can be attached to the claim.

    F Once claim is completed correctly, the turn around time is normally

    7 business days.w See Administrative Chief for more information.

    Security Policies

    wClassied Access. Once you complete forms HQ 512, SF 312 and

    approved by HQMC Security Manager, you will be given access to

    classied information. DO NOT ASSUME YOU HAVE ACCESS toclassied information until notied by C4 Admin/Security.

    wBuilding Badge. Request access through C4 Admin. Must be worn by

    employees and visitors at all times. Report lost passes immediately to the

    Security Coordinator.

    wEscorts. When escorting visitor(s), do not leave the visitor(s) unattended.

    Confront and/or report unescorted visitors to AR Security at 703-614-2320.

    wIncoming Classied. Incoming classied documents will be immediately

    turned-in for proper control and disposition to C4 Admin/Security. All

    classied documents will be signed over to a Safe Custodian for custodyand control.

    wCourier. Classied documents may not be removed from the Navy Annex

    without a valid courier card (DD Form 2501, Courier Authorization).

    Courier cards may be restricted to prevent transport of classied material

    outside the National Capital Region. Check with the Security Manager prior

    to transport to ensure you are properly cleared. Classied material must be

    properly wrapped and safeguarded when carried outside the ofce/building.

    wDisposal. All classied material will be turned over to Admin/Security for

    proper destruction and documenting.

    wSafes. Store classied information in an approved safe or room approved

    for open storage of classied material. Do not keep combinations in wallets

    or desks.

    wTelephone and Mobile Telephones

    F Do not discuss classied information over unsecured telephone

    lines or mobile telephones. Use approved secure telephone for all

    classied calls.

    F Discussion of classied information is authorized in cleared spaces

    only. Do not discuss classied information in hallways, cafeteria,

    shops, restrooms, the gym, etc.

    wFaxes. Do not send classied documents over unclassied fax lines.

    Use secure fax Admin/Security, or send using registered mail.

    wComputers/PDAs. Use approved computers for processing classied

    information. Personal computers or PDAs such as Blackberries and Palm

    Pilots may never be used for processing classied material.

    F Personal PDAs and computers are not authorized to be connected

    to the unclassied network.

    wPhotocopiers. Copier in C4 Admin/Security is the only machine authorized

    for reproducing classied information.

    Clearances Investigations

    w Inbound Personnel. All C4 billets require an up-to-date security

    clearance. Incoming personnel should ensure their Periodic Reinvestigation

    (PR) are current before arrival to HQMC. If clearance expires within six

    months from check-in date, complete a PR. Consult your security managerfor completion instructions.

    FSCI (Sensitive Compartment Information) Recommend incoming

    personnel with SCI complete a transfer-in-status request. This

    will enable you to have SCI access upon your arrival to HQMC.

    Consult your SSO for details.

    wC4 Personnel. Periodic reinvestigation (PR) should be initiated six monthsprior to expiration of security clearance. PRs are initiated by preparing and

    submitting a SF 86 (Request for Security Clearance). An electronic version

    of the SF 86 may be accessed on your computer by clicking on start,

    select programs then misc, and nally EPSQ. All instructions are on

    the forms, and in SECNAVINST 5510.30A.

    FPersonnel authorized a top secret clearance must provide

    background information that covers the last ve years.

    FPersonnel authorized a secret clearance, provide background

    information that covers the last 10 years.

    wOnce completed, download forms to a 3.5 inch diskette and submit to the

    Dir, ARAB, room 1124 along with a printed copy. Upon review by ARAB, the

    forms will be submitted to the Ofce of Personnel Management (OPM).

    wMandatory NSPS Training Requirements. All newly joined civilians and

    appointed military rating ofcials must complete the following NSPS training:

    1. NSPS 101: Access this web-based course at the following link:

    http://www.cpms.osd.mil/nsps/nspsl01/nsps/index.htm. After completing the

    course, print and complete the course completion certicate, and fax or deliver

    a copy to the Human Resources and Organizational Management Branch (H

    ROM), Organizational Management and Development Section (ARHB),

    ATTN: HQMC NSPS Trng Coord, fax (703) 614-4965, voice (703) 614-

    2409/4111, Navy Annex, Room 1111. Individuals must complete this course

    prior to attending the Performance Management course.

    2. Performance Management: This is a one-day classroom-based

    course provided at the Navy Annex and at Quantico. The course includes de-

    tailed guidance on the NSPS performance management system and practical

    exercises in writing S.M.A.R.T. job objectives. It is designed for both supervi-

    sory and nonsupervisory personnel. Performance Management classes will

    be offered as follows (all classes are from 0800 to 1600). Please see C4 HR

    Coordinator, Mr. Don Sanders, for specic class dates.

    3. Supervisors who do not complete requisite training are prohibited

    from rating civilian personnel.

    wMandatory Annual Security Training for Everyone.

    HQMC Security Manager Note 2-06 requires all personnel assigned to

    Headquarters, Marine Corps to complete annual security training. The

    training consists of three areas: Information and Personnel Security;

    Anti-Terrorism and Force Protection and Counterespionage Awareness.

    Computer-based training can be accessed by clicking on the following linkhttp://hqinet001.hqmc.usmc.mil/marinesecurity/index.htm.

    FOnce logged-in, click on training followed by Annual Security

    Training. At this point, you are ready to begin. The training is

    self-paced and has short, multiple-choice questions at the end of

    each module. You will receive a Certicate of Completion at the

    conclusion of the test. Please provide a copy (email or PDF is

    acceptable) of each Certicate to C4 Admin. C4 must have 100%personnel compliance to successfully pass the training phase of

    the Annual Security Inspection. Personnel who do not complete the

    training risk losing access to classied material. Refer to Security

    Managers Guidance for established completion deadline.

    wMandatory Emergency Escape Mask Training.

    Emergency Escape Mask Training is required of all personnel as

    signed to the Annex. Training is available at the Navy Annex on

    Mondays at 0900, 1000, 1100, 1300 and 1400. Emergency Escape

    Mask Training must be completed within 3 days of reporting to the

    Annex. Please contact C4 Ofce of the Director, Command,

    Control, Communications, and Computers to schedule an

    appointment.

    F Lot 4 - Designated parking for authorized visitors and any valid

    FOB#2 C permits.

    F Lot 5 - Designated parking for authorized C permit holders

    F Lot 6 - Designated parking for authorized C permit holders

    w Flood Lot Parking. Open to all HQMC personnel with a valid Military or

    Dependent ID Card. C4 personnel who does not possess a Mil/Dep ID

    cards must apply for a Common Access Card (CAC) through C4 Admin.

    * Permits holders are cautioned to promptly return parking passes to C4

    Admin when no longer required, receiving metro/bus/car pool subsidies or

    transferring/terminating employment. Under no circumstances are infor-

    mal transfer of permits authorized.

    UniformsMarines are required to wear the service uniform during prescribed working

    hours while assigned to the Washington, DC area.

    w Seasonal uniform changes occur:

    F Winter Uniform of the Day - First Monday in November

    F Summer Uniform - First Monday in April

    w Full uniform requirements and regulations are outlined in the

    current Battalion Order 102.1. Some points of interest are:

    F Barracks Cover. Marines possessing the barracks cover are

    encouraged to wear it while in the Service A uniform, and its wear

    is mandatory while attending functions at Marine Barracks, 8th & I.

    F Tanker Jacket. The tanker jacket will be worn zipped up to at least

    the top of the slash pocket.

    F Service Sweater. The long sleeve shirt and service sweater are

    authorized for wear in work spaces, leave and liberty.

    F Slacks. Female Marines may wear slacks off base, leave or liberty,

    and for travel via government/commercial means, as the

    situation dictates.

    F Flight Jacket. Flight jackets are not authorized for wear in the

    Washington, DC area, except when en route to, or in the

    performance of ying duties.

    F All-Weather-Coat. During the winter uniform season, black gloves

    must be worn or carried when wearing the All-Weather-Coat.

    F Utility Uniform. Not authorized for leave or liberty. However, may

    be worn off-base under certain circumstance as delineated below.

    All off-base stops will be brief.

    w Examples of authorized stops:

    q To and from residence including Temporary Lodging Facilities.

    q Dropping-off /picking-up children from daycare centers or

    schools.

    q Drive-through fast food windows where exiting the vehicleis not required.

    q In the performance of ofcial duties or ceremonies.

    w Examples of unauthorized stops:

    q Restaurants

    q Drive-up ATMs

    q To engage in dialogue with law enforcement ofcials, police

    station, courthouse, attorney ofce, etc.q Attending classes, activities or conducting business at education

    facility.

    q Commercial airports, bus and train station for travel or pick-up

    or drop off passengers.

    q At retail, rental stores, shopping malls or grocery stores.

    w Prohibited Civilian Clothing.

    F Clothing that has been altered, cut or is otherwise worn in a mannerto present a sexually promiscuous appearance.

    w Working hours will be as promulgated/announced by the Ofce of

    Personnel management (OPM). OPM will provide the local news

    media with one of the following announcements regarding the

    status of Federal agencies in the Washington, DC area. Civilianemployees should monitor the local news media to determine if,

    or when, they should report for work.

    w Various announcements for CIVILIAN personnel are:

    F Federal agencies are OPEN; employees are expected to

    report to work on time. (Means Federal agencies will open

    on time, and employees are expected to work as scheduled.)

    F Federal agencies are operating under an UNSCHEDULED

    LEAVE policy, employees may take leave without prior approval.

    (Means Federal agencies will open on time, but employees not designated

    as emergency employees may take annual leave or leave without pay

    employees should adjust their normal departure time consistent with

    the announcement, and non-emergency personnel employees who

    arrive late will be excused without loss of pay or charge to leave. For

    example, if an employee who normally arrives for work at 7 a.m. and

    is directed to delay departure for 2 hours, the individual would not

    leave for work until 9 a.m. This employee would be granted excused

    absence from the time he/she arrives normally at work until the time

    he/she actually arrives at work.)
