What it is?
Program designed under written agreement between Department of the Navy and U.S. Department of Labor (Bureau of Apprenticeship
and Training)
What’s the Purpose of the Program?
Develop highly skilled journeymen who will continue to use their technical skills and knowledge while fulfilling their military obligation.
Receive journeyman status in component civilian occupation as recognized through Department of Labor.

Must have high school diploma or GED Must have approved apprenticeship trade Must be on military active duty and complete
while on active duty Must have formal classroom hours, military
schools will satisfy this requirement – examples “A” School, “C” School

Follow step-by-step procedures. When entering address information, do
not use periods, commas, hyphens, slashes, etc.
Remember to SAVE information at the end.
Once enrolled
The length of on-the-job training will vary from 1 to 4 years depending on the trade
Individuals are required to turn in hours every 6 months on the report form printed from the USMAP website.
Individuals who never report hours will be suspended from program. Two suspensions where service member is at fault will result in being dropped from the program permanently.
Do I have enough time?
If you are close to your EAOS, you probably don’t have enough time – unless you are reenlisting or extending.
Most occupations require 8000 hours, a few less. Do the math: If you work in your occupation an average of
50 hours per week for 52 weeks, that works out to 2600 hours per year.
You can only get a limited amount of credit retroactively – 1000 hours per each year, but no more than 50% of total.
Hours cannot be carried over and completed in civilian world.
Program cannot be completed in a Reserve status (Reservist activated for active duty is the exception).
Retroactive credit
For USN: Up to 1,000 hours per year spent working in rating, but only time spent in paygrades E-4 and above (paid as E-4, not frocked). No more than 50% of total hours required may be granted retroactively.

Submitting semi-annual reports Program is based on 40 hour week. Military may
justify more than 40 hours by including written explanation on log sheets. Must include explanation for acceptance of hours in excess of 40 hours.
True Story A few years ago three Sailors in the Engineman rating left the Navy at the
same time. All three were assigned to the same ship. An EN1 retired after completing a career. An EN2 separated with 10 years of service. An EN3 separated with 4 years of service. All three Sailors applied to one of the local shipyards. All three were hired. So far, so good – until a couple of weeks later. The former EN1 and former EN2 visited their former Career Counselor to see if they could retroactively complete USMAP. They were not happy about a new situation with their new employment. It seems the EN3 had completed USMAP during his enlistment. The Union Contract stated anyone who had completed a Department Labor Apprenticeship had to be hired at a higher level of pay and responsibility. The former EN3, who used to work for the former EN1 and former EN2, was now assigned as their foreman! What a turn of events. For our former EN1 and EN2, it was a case of “too bad, so sad.” There is no provision to retroactively complete USMAP once separated. Their only recourse was to complete the civilian version of the DOL apprenticeship program, which was going to take over 5 years. They could have completed it in 36 months while on active duty.
