1. Update from last meeting’s information, GPSC slides with

modifications

2. College Dean, Assistant Dean, Associate Dean, College Council

and committees. Will make choices on graduation requirements

and reports of changes will be spread down the chain

a. A new degree would be submitted to the college council

and committee then through chain back to the dean.

b. Right now rests with departments

3. Division coordinators are being paid as faculty doing more work.

Losing entire faculty managing the jobs of the chairs and directors.

One director gets reports from school heads. In charge of changes

through the divisions

a. Change in English would be voted on by philosophy and

other college members

i. Problem because it shifts administrative and social

choices outside of the allocated faculty

ii. Decision making processes are losing their

credibility because colleges will have less power

over their classes.

b. Any questions in difference of structure and what it would

do to your education

i. POI Lexi-What is the difference in administrative

control

Page 4: usg.rso.siu.edu€¦  · Web viewChange in English would be voted on by philosophy ... Would curriculum committee have a word in ... salukis getting young freshman and sophomores

ii. School college structure will change this

iii. POI Sam- fair point of director elected in

iv. Elected in from something, no administrative

faculty will vote for school director

v. Problem with non-tenured faculty. Less options or

power with these voting blocks

vi. More friendly toward individual needs and less of

the smaller programs

vii. POI Josh- how does this effect right now

viii. It doesn’t it depends on how fast this process

moves. The reaccreditation of the program is not

for all programs and not all programs will be

affected. Some will have greater power and focus

on the disciplinary department structures.

ix. My department- philosophy would lose

accreditation. Unable to have power in

restructuring. Drag enrollment down and mostly

grad level but also undergraduate.

x. Degree in an art science degree, viewed as another

program within another department.

Page 5 of 22/13/2018

i. Would curriculum committee have a word in

change

1. Not true now. College curriculum

committee, had grads or undergrads

available. They would now be able to

view/review the changes.

2. Not affirmative but there is precedent.

Faculty would have to fight for a say, YOU

GUYS have to fight for it. All governing

bodies will be able to review at the same

time and nothing would move forward until

approval is gained.

ii. Questions?

iii. To be clear if they jump the campus body

governing staff, you will get no say as a student

body, outside of your one allotted representative. I

would say you get one more rep, but that is up to

you guys to push, not me.

iv. Health and human services is adapting all of the

health services departments.

v. College of social sciences and media to move to

what was once the school of homeland security.

in an administrative limbo— moving to find out

what that means

vii. When this hits, units are shuffled and schools are

changed. This changes operational programs not

including GPSC these papers will remain

operating.

viii. GPSC survey coming out in about a month.

ix. HLC survey coming out and it is in red so you all

can value how seriously this survey is. Not relying

on quality but this meaningful input on structure

should be taken. Double degree double major thing

is an issue that the past five years is not available.

1. Form will come out to say two degrees or

two majors

a. Two majors one primary one

secondary

b. Two degrees all together does not

count as a default.

iii. POI Lexi- how to talk outside of email

1. Email is the best thing to communicate with

by now

iv. If USG can come together as a body and make a

recommendation that would help the decision as

well, if this comes down to having three separate

meetings I would love to do that.

g. Yard- has access willing to set up showings of the programs

I personally like the Its On Us option

h. It's on Us- least amount of commitment, gain access to these

programs, directly related to assault and harassment

i. Culture and Respect, campus wide

j. Multitiered Education Campus Wide Information, has zero

representation

k. Would love for the entire student body to have a voice in

this decision.

Page 15 of 22/13/2018

e. SB18-04- GPSC Activity Fee Reallocation Resolution

i. Peppers- this is to give the breakdown of several allegations. The

resolution is that GPSC does a lot of good work and runs out of money

faster than we do.

ii. This would change the percentage to 75:25 split which gives them 5%

more. This doesn’t hurt us and helps them a lot. We tend not to go into

detail about GPSC. These grads teach us and they need the professional

development. This would be funded by grad school and GPSC has taken

on the burden

iii. Emily- motions on floor

iv. POI Kinley- what is the percentage of the undergrad percentage through

the system,

v. Lexi- from the fees it's about 18%

vi. Johnathan- the percentage of the students fees for activities is a fee that is

capped. Other fees are structured similarly but it's the same amount. This

sifts every academic year. Difference in the amount allocated. Tuition and

fees to other undergraduates are differed through field and year. In

general this individual fee is the same but distribution is differed off of

the population.

vii. Tena- based off of last year's student numbers, no current student

enrollment, based off of last years.

viii. Dennis moves to approve the motion.

ix. POI Kinley- who is planning on going to grad school here at SIU

looked to better the community.

of them come from the constitution. (leaves with 43

seconds left)

4. Any more discussion?

5. POI Eric- We should forgive president Josh, because he will not be

making the same mistakes again. Give him a chance to better the

university

6. Yard- this is more than personal gain and vendetta. Does come

from the constitution regardless of hearsay on his business. I

personally feel that Josh Bowens is not doing his job.

7. Handrock- Agree with Yard that certain bills have not been signed

on time and that effects RSOs and their functionality. This is not

helping their productivity because of the lack of time.

a. Josh- to these funding bills you are speaking of, these bills

were messed up by the treasurer.

Page 18 of 22/13/2018

b. Talking about the documents specifically. Sign Papers as I

get them, parent and a student. Will not be there always

when you expect me to. They have office hours and they

try to be there when they say but other things come up. I'm

not better than anyone in here and don’t place myself

morally or ethically above. All people make mistakes. To

get technical, we can defiantly get technical. Senate bills

did not get sent to the accountant. Explained to Lexi that's

all she had to do also. If we want to talk about evidence. I

sent it to Tena IFC and have a time stamp. How many of

you can personally say that I do not provide assistance.

8. Peppers- Officers and secretaries, yes, have office hours but it's

about accountability. Not personal, putting blame on other

members of your exec and other organizations as a whole, that is

unacceptable. The lack of communication with these bills does not

come to the senate. Failure on the duties of the President.

9. POI Eric- two bills that were not signed by the president, I do

believe that it is not a problem caused by the president.

10. POI Lightle- has anyone addressed Bowen’s about his behavior

before, any senators?

11. Mitchell- yes, and it is all in the minutes. This is clear when he has

been centered during these meetings.

12. Dennis- moves to end discussion on SB18-51

a. No second

13. Any more discussion?

Page 19 of 22/13/2018

14. POI Lexi- I am not going to speak on behalf of the bill. If you want

to know my personal feelings you can ask me after, once it comes

to the floor it is no longer my responsibility. But I do my due

diligence.

15. Any more discussion? Motion for another discussion

16. Motion to end discussion? (Dennis, Kinley)

a. Motion passes

b. Floor now closed for discussion

17. Newlin- Moves to open the floor to open comments 5 minutes per

person, one minute per speaker

a. Second, Yard

i. Passes

18. Why is he being impeached?? Came in Late

a. Mitchell- allegations were brought to the committee stating

he violated the constitution multiple times.

19. Why are we having a discussion about chancellors and what we're

doing with the school if this started at the beginning of the school

year, now? What are you going to be doing to make sure that we

have a voice on the matter.

20. President of Saluki Rainbow Network, seeing the claims on

impeachment. Violated our constitution multiple times and that is

not okay, we need to be thinking about our students and students

only.

21. Trevor Williams- were warnings given to Josh Bowens telling him

that impeachment might be in the near future? Is this new

information to Josh?

22. Josh- 30 minutes before I got here.

23. Peppers- not on IFC but constitutionally they cannot spread

knowledge because it needs to be investigated. Separate from what

happened in the senate.

24. Williams- in the beginning was there a list of responsibilities of

what this entails.

25. Tena- stated in the constitution every roll of the position.

26. How is a person supposed to improve if there is no warning in the

actions.

27. Mitchell- he was censured, that tells about actions and attitude. His

list of duties is stated int he constitution.

28. We elected him so why is this so private and why is the student

body not in charge of making this decision of impeachment.

29. Dennis POI- we represent the students of the university and these

meetings are open to the public including student body.

30. Yard- have been supported by students to have a voice.

a. Motion to open floor, so moved

i. Floor open to public comments

b. Sam- This restructuring of the university is happening on his own accord, but the

basic structuring of the chairs has never been up for discussion. He planned all

of this, shared governments seems disingenuous at best. Student advocacy please

kick off a little bit and go there, student leaders should be prepared with things to

say.

c. POI- what are you all going to be doing from now on. Want to make sure you

guys are working for us. Voices are getting smaller, day by day. Please keep

advocating for us, we need it.

d. Josh- Thank you all its been amazing. You all know I love you to the moon and

back. I will give you guys the best smile. Do not let anybody in this world set

their reality for you. This was a learning experience for me. Thank you for

giving me the opportunity to get the chance to step up. That's my fault for not

communicating and getting to know all of you on a personal level, there are so

many of you all that it's hard to do. I want to come up and give you a hug and

say ‘hey, how you doing’ and that's just me being real.

e. Constituents not really knowing what's going on. You actually have to speak to

people and be able to tell them what's going on. I feel that there are private

governments doing on that people do not know about.

f. Johnathan- GPSC remains committed to bettering the campus. Any questions

just stop by on the third floor. Willing to meet and have conversation. GPSC

website is updated with new information.

g. Lauren- any questions about if your college had the amount of student

representatives it needs, stop by.
