WB e-District Renewal of Partial Occupancy Certificate by NKDA

1 Introduction

1.1 Application Overview

e-District is the project that aims at electronic delivery of identified high volume citizen centricservices, at district and sub district level by utilizing the four pillars of infrastructure namely,SDCs, SWANs, SSDGs and CSCs, optimally to deliver public services electronically to citizens attheir door steps.

e-District has been envisaged by Government of West Bengal as automation of workflow andinternal processes of approving authorities for providing services to the citizens. This project is ofparamount importance to the State as it would help in moving towards electronic workflow systemfor the department and help in providing efficient services through Common Service Centres(CSCs) and Kiosk Centres, which would be the primary front end channels as envisaged in theproject.

1.2 Functional Scope of the System

The system is intended for electronification of the Online Application for Renewal of PartialOccupancy Certificate by NKDA process. Scope of the system mainly includes Registration,Approval, and Report Generation Process. The System also allows the status inquiry for theapplication Submitted and maintaining Electronic Register.

System will be accessed at following places for applying Renewal of Partial OccupancyCertificate by NKDA

1.4 Document Usage Description

This User Manual describes the step-wise registration of online application for Renewal of PartialOccupancy Certificate by NKDA in West Bengal e-District Application. It explains how the citizencan apply for the service by himself or with the help of CSC / Kiosk Operator and how the actorsapprove / reject or send back the application after verification.

WB e-District application notifies the applicant about the status of the application via SMS

and email. Similarly the approver gets notification from the system for the pending

applications.


3 Getting Started for West Bengal e-District Application

3.1 Login to the Application

In order to log in to the West Bengal e-District Application, the user should open an internet browser,type the URL in the address bar and press Enter. West Bengal e-District Application login pageappears as below:

The login page contains ‘Welcome’ message for the users of West Bengal e-District application. Loginoption is for Admin/ Kiosk User and Other User. The user can select the language (English/ Bengali)from the drop down. Enter User Name and Password. Press Login to enter the home page of theapplication.

If it is a new user, click New User to register in the system. If the user has forgotten the user name orpassword or both, click Forgot Password.

The citizen or CSC/ kiosk operator will log in to the system to apply for Renewal of Partial OccupancyCertificate by NKDA

3.2 Home Page

After login to West Bengal e-District, the Home page appears. It shows the comprehensive list ofservices under West Bengal e-District. The user can choose from the services as shown in thefollowing figure.

3.3 Menu Navigation

3.3.1 Home

This page has already been described. The page shows the entire menu listed below.

3.3.2 Apply to Services

This menu has been described in detail below.

3.3.3 View Status

The user can view the status of the application (Approved / Pending / Rejected / Sent for Revision)from this menu. On clicking the appropriate sub-menu, the list of applications becomes visible.

3.3.4 Downloads

This menu contains the manuals and the forms, from which the user can download the required ones.



3.3.5 About Services

This menu includes the list of different services. If the user clicks on a service name, it will display theinstructions for that service, such as eligibility criteria, required supporting documents, expectedtimeline, fees details etc.

3.3.6 User Profile

In this section the user has two options. He/She can either change password or he/she can edit profile.

3.4 Apply to Services

Click on ‘Apply to Services’ to view the list of services under different modules. Click on the specificservice name the user wants to apply for.

3.4.1 Apply for Renewal of Partial Occupancy Certificate by NKDA.

In order to apply for Renewal of Partial Occupancy Certificate by NKDA, click on the service name under ‘NKDA’ module.

It is also possible to apply for specific service by searching the service name in the search option.

After applying for the service ‘Eligibility Criteria' , 'Documents Required', Fee Details, 'CSC Fees' Requirements for Renewal of Partial Occupancy Certificate by NKDA page opens as below:

3.4.2 Filling up the Application Form

After the applicant selects 'Apply' , application form appears as below. The applicant must fill up therequired fields before submission. The mandatory fields are marked with *.

PIN:The applicant has to enter the PIN or the Approved Building Permit No.

POC Memo No: The applicant has to enter the POC Memo No.These two fields can be obtained from the Issuance of Partial Occupancy Certificate By NKDA'sapproved certificate.

Here in this screen the filled up data for applicant's Basic Information is shown above.



Address of the Building

Country:This is a mandatory drop-down field. Since, the permanent address of the firm can be within oroutside India, the Country field has two drop-down entities, India and Other. If the applicant selects‘Other’ as Country, there is no necessity to fill in the fields below up to Post Office.

State:This is a conditional mandatory drop-down field. If the applicant selects ‘India’ as Country, then onlyState field has to be filled in. Since, the permanent address of the applicant can be within or outsideWest Bengal, the State field has two drop-down entities, West Bengal and Other. If the applicantselects ‘Other’ as State, there is no necessity to fill in the fields below up to Post Office.

District:This is a conditional mandatory drop-down field. The applicant has to select the district from the drop-down list, only if the State field has been selected as West Bengal.

Sub-Division:This is a conditional mandatory drop-down field. The list appears as per the district selected. Theapplicant has to select the sub-division from the list.

Rural or Urban: This is a mandatory drop-down field. The applicant has to select either rural or urban from the list forthe present address.

Corporation / Municipality/ Industrial Township/Notified Area Authority:This is a mandatory drop-down field. The applicant has to select from the list for the present address.

Block/ Municipality/ Corporation Name: This is a conditional mandatory field. The list displays the names of block/ municipality/ corporation asper the sub-division selected. The applicant has to select the appropriate name from the list.



Village or Ward:This is an optional text box field. The applicant has to manually enter the name of the village / ward inthis text box.

Police Station:This is an optional text box field. The applicant has to manually enter the name of the Police Station inthis text box.

Post Office:This is an optional text box field. The applicant has to manually enter the name of the Post Office inthis text box.

Address Line1:This is a mandatory text box field. The applicant has to manually enter the Address line 1 in this textbox.

Address Line2:This is an optional text box field. The applicant has to manually enter the Address Line 2, if required.

Pin Code:This is a mandatory numeric field. The user has to manually enter the 6 digit pin code in this field.

Premises No: The applicant has to enter the valid NKDA premises No. Example:11-0107

Plot No:The applicant has to enter the valid NKDA plot No. Example:BD/3

Action Area: The applicant has to enter the action area from the list provided in the drop-down.

Reset : Allows the user to clear the form successfully.

Cancel: Closes the last application form after displaying a warning message to the applicant.

Save & Next: It allows the applicant to Proceed further with the application as shown below.

The fields are same as that of the address of the building. The applicant can click on same asprevious address option if this section has the same address as that of the previous section.

In this section all the fields are auto generated. The fields are filled with the information as provided in Sanctioned building plan.



Architect Details

In this section the Designation,Name,Enrolment No of the concerned architect is generated.

Civil or Structural Engineer Details

In this section the Designation,Name,Enrolment No of the concerned Civil or Structural Engineer is generated.

Geo Technical Engineer Details.

Urban Designer or Town Planner Details.

Electrical Engineer or Licensed Electrical Supervisor Details

In this section the building details for POC is automatically generated in Renewal of PartialOccupancy Certificate by NKDA. The applicant has no option to click on the ADD button to addthe building details for POC. The applicant also has no option to click on the DELETE button todelete any particular field.

Drawing Details (As Built)

In this section the Drawing Contents, Drawing No and Date of Drawing are auto generated.The applicant has no option to click on the ADD button to add the row. The applicant cannot clickon the DELETE and EDIT button to delete or edit the rows , since it is a renewal service.

Whether Mutation done? The applicant has to select from the drop-down provided.

Case No: The applicant has to enter the case no.

Changed project Name,if applicable: The applicant has to enter the changed project name ifapplicable.



• Declaration of Acceptance: The user has to click on the check box ‘I Accept’ to provide declaration that the information provided in the application form is true to the best of his/ her knowledge and belief.

• Reset: If the user wants to reset the data entered, it is required to click on ‘Reset’ button.

• Save Draft: Click on ‘Save Draft’ to save the entered details. User can access the drafted application from “Draft application’ section of the home page.

• Save and Next: If the user wants to save the data entered and proceed to the next step of application, he/ she will have to select ‘Save & Next’ button.

3.4.3 View Application Details

After the applicant fills up the application form and clicks Save & Next button, application detailsbecome visible. The applicant can either proceed further by attaching supporting documents, or cancancel it, or might take a print out of this page.

Attach Supporting Document:This button is to take the applicant to the next step, where the applicant can attach supportingdocuments.

Edit Basic Information:This button is for editing Applicant’s Basic Information.

Edit Application:This button is for editing other information entered in the application.

Print:This button is for taking the print out of the application view.

Cancel:This button is to cancel the application procedure.



3.4.4 Uploading Supporting Documents

When the applicant clicks on Attach Supporting Document button, following page opens:

The applicant can upload the supporting documents by clicking Upload button.

After uploading all the mandatory supporting documents, the applicant should click on Save & Next button to proceed further. The 'Modify' option is used to change any document if the applicant has accidentally uploaded wrong document.



3.4.5 Application Submission

The applicant can view the application details and supporting document list before the submission ofthe application form for Renewal of Partial Occupancy Certificate by NKDA.

Submit:Applicant should click this button for submitting the application.

Edit Basic Information:This button is for editing Applicant’s Basic Information.

Edit Application:This button is for editing other information entered in the application.

Edit Supporting Document:This button is for editing supporting documents attached with the application.

Print:The applicant will have to click this button to take a print out of the application.

Cancel: The applicant might click on this button to cancel the application procedure.



3.4.6 Application Acknowledgement

When the application is successfully submitted, the applicant receives an acknowledgement. Thiscontains the application summary and the contact details of the person to be contacted with for furtherqueries.

The applicant can either take a print out of the application acknowledgement by clicking ‘Print’ buttonor can click on ‘Finish’ button to complete the process.



4 Payment by Applicant When an application is accepted for payment, the applicant is automatically notified. In this case theapplicant (citizen/ CSC/ kiosk operator) will have to login to the system again by typing in the addressbar of an internet browser and entering correct user id and password. The Home Page appears asbelow. In order complete the payment procedure, the applicant will have to click on ‘Payment PendingApplication’.

‘List of Payment-Pending Application’ page opens as below. The user will have to click the proper service from the drop down list of ‘Please Select Service Name’ list-field. After the user has selected ‘Renewal of Partial Occupancy Certificate by NKDA’ service, he/ she will have to click on ‘Search’ button to view the list of payment pending application for that service.

The user will have to select the proper application from the list of payment pending applications for Renewal of Partial Occupancy Certificate by NKDA and click on the button under ‘Action’ column.

On clicking ‘Action’ for a specific application, ‘Payment Page’ appears as below. This page contains AIN of the application, Applicant’s Name and Remarks.

The applicant can pay the amount in two modes- online payment and offline payment. The applicant has to select the appropriate radio button to select the correct mode of payment. Presently only offlinemode is available(Bank Of Baroda)

If the applicant selects ‘Offline Payment’ mode,the applicant must upload the scanned receipt to get approval for the registration. The applicant will have to Choose File and Click ‘Upload’ button to upload the receipt for offline payment.

The message that ‘Payment Receipt Uploaded successfully’ appears as below. The applicant will have to click on ‘Submit’ button to submit the offline payment.

5 Getting the Renewal of Partial Occupancy Certificate by NKDA approved Certificate

In order to get the Renewal of Partial Occupancy Certificate by NKDA Certificate the applicant(Citizen/ CSC/ Kiosk Operator) will have to login to the system again by typing the URL in the addressbar of an internet browser and entering correct user id and password. The Home Page appears asbelow. In order to get the certificate, the applicant will have to click on ‘Approved Application’

The ‘List of Approved Applications’ page opens as below, where the applicant will have to selectthe service name from ‘Please Select Service Name’ list field.

After the applicant selects Renewal of Partial Occupancy Certificate by NKDA as service name and clicks on ‘Search’ button, the list of approved applications for the service will be displayed as below:

The user will have to click on the ‘Certificate’ icon for a particular application to get the certificate for ‘Renewal of Partial Occupancy Certificate by NKDA'
