    Meeting Proper:

    1) Emmanuel Miranda, the new Fine Arts Representative was introduced to the body. He will beinducted on the next Regular General Assembly scheduled on January 17, 2010.

    2) Election Date:Vice-Chairperson Agudo recommended that the Election Calendar be moved. According to Vice-ChairpersonAgudo, the calendar of Elections should be moved because of the following reasons:

    - It is set too early this year given the change of administration of the University this February 28 withthe appointment of the new UP President.

    - It is scheduled on the week of the midterms thus it may affect the campaign of the political partiesand the academic standing of candidates.

    - It will divide the much needed manpower of the USC given that besides the UP Fair and theUniversity Job Fair, the USC will be hands-on in campaigning and mobilizing that the students vote!

    - Besides this, the expenses incurred during the USC elections are usually taken from the trust fund.The expenses used for manpower, technical materials, poll watchers, food, etc, usually amount to

    100,000Php which is approximately 50%-60% of the total trust fund. Given that the UP Fair is

    approaching, the money in the trust fund is needed to help fund the expenses needed for the Fair as

    such if the money will be used during Elections, the Fair, along with other activities of the USC will be

    affected.

    At this point, Councilor Borja clarified as to why the UP Fair Committee, an adhoc committee who is

    supposedly self-generating, is allowed or is planning to use the trust fund money. Vice Chairperson Agudo

    noted that this has been the practice since last year and that the expenses taken by the UP Fair Committee

    from the trust fund only cover General Expenses of the USC. She also added, with regard to the Fair, that

    she would like to request that no party use the UP Fair as venue for campaigning during the USC

    Elections.

    The discussion that ensued after the proposed change of dates are as follows:

    Chairperson Sindayen first inquired on the administration schedule noting that if the Administrations

    term ends on the 28th of February and if the head of the University Electoral Board is the Vice-Chancellor

    for Student Affairs, Dr. Elizabeth Enriquez, then the calendar is going to be problematic given that the

    head of USEBs term is also ending.

    Vice-Chairperson Agudo noted that the USC could inquire if it is possible for Dr. Enriquez to continue

    heading the USEB even after her term.

    College of Law Representative Martirez inquired if the USC has the ascendancy to propose a calendar to

    USEB because, at least from her perspective, she noted that it would be more decadent if the USC would

    stay as a non-partisan institution this Elections, and leave the proposing of the moving of the dates to

    the political formations. She also inquired if the concern of the USC should not be forwarded to the

    student representative in the USEB instead.

    Vice-Chairperson Agudo clarified that the USCs opinion on matters are always taken into account

    especially this time when the fund that is being used for the Elections is that of the USCs. Besides this,

    Chairperson Sindayen noted that it really is the USC that should request for an extension given that the

    political parties have their own interests to forward.

    At this point, Councilor Borja also manifested that the proposed move of Election Date (February 9 to

    March 9) is too drastic. She expressed her doubt that such drastic move of date will be approved given

    that the consultation of the USC and the Administration regarding Elections has supposedly been going

    on the whole year yet the USC is only proposing these changes now. Besides this, College Representative

    Go said that he finds it inappropriate that the USC is meddling with the matter of Elections because if

    followed logically such move could be compared to the President of the Philippines requesting the

    COMELEC to change the date of election.

    Vice-Chairperson Agudo replied that the meeting with the Office of Student Affairs only happened once.

    The objection of the USC has been a continuing objection ever since the calendar has been proposed

    because of reasons stated above, however, it would appear that the objections of the USC were

    disregarded. She also added that she deems the discussion unnecessary because, in the end, the USC

    ewill only submit the proposal, the approval of the change date is still dependent on the USEB.

    College Representative Villar noted that her concern is only her constituents and when it would be best

    for them to vote. Meanwhile, Councilor David again manifested that the proposed election date is too

    far away from the original date besides the fact that by then, the Academic Calendar is already on its

    Finals Week. Thus, he moved that the instead of moving the Election date, the body should propose on

    moving the filing. No one seconded the motion however, Councilor Borja clarified that Councilor Davids

    proposal might be coming from Chairpersons Sindayens email regarding the moving of date whichstates the moving of the calendar would also increase participation in the student election given that it

    gives more time for the parties to complete their slate.

    According to Councilor Salinas, he doesnt mind when the Election date will be moved, his concern is

    only the composition of the USEB. He inquired on whether the composition will change after the change

    of administration. Vice-Chairperson Agudo responded that the USC will have to request that the USEB

    be retained until the USC elections finish.

    College Representative Martirez also requested that the issue of the Law Representative be included in

    the letter to be submitted to the USEB.3 She also clarified that, upon consultation with Dr. Oscar Ferrer

    of the Office of Student Affairs, the USEBs term automatically ends after the change of Administration.

    College Representative Dominguez requested that the USC just submit the proposal without getting into

    the details of it given that in the end, it is still the USEBs decision. College Representative Canlas

    resolution to amend the Election Code so that Law can still have its own representative amidst its graduate program status.

    objected questioning the USCs discretion to matters as the moving of the Election Date. She noted her

    concern with regard to politicizing the USC events should it happen during the Campaign period.

    College Representative Villar responded that it is not a matter of politicking whichever event however it

    is a matter of practicality for the USC given that all the activities of the USC and the University seem to

    be compressed in a few short weeks when there are still weeks left after the Fair.

    College Representative Martirez, to end the debate, concluded that should the USC want to submit,

    then there is no harm in trying. She agreed with College Representative Dominguezs manifestation that

    in the end the discussions are futile because it is the USEBs decision anyway. However, she continually

    noted that she believes that is beyond the USCs discretion already.

    Councilor Borja agreed with College Representative Martirez while still questioning the dates. She noted

    that if it is practicality with the manpower of the USC and the midterms that will be used as reasons to

    move the election dates, she sees no reason for the dates to be moved so drastically as to a one-month

    adjustment in the election calendar.

    Councilor Salinas also requested that the USC consult first with College Electoral Boards and College

    Political Parties because the College Elections usually follow the University Elections to minimize costs.

    College Representative Martirez proposed, in response to Councilor Borja, that the old election date

    which is usually the 3rd

    week of February every year- be retained for this year as well. Chairperson

    Sindayen repeated that since there is no harm in trying he would submit Vice Chairpersons proposed

    calendar instead so that the USEB may consider the Maximum proposal of the USC.

    Given that the point of the discussion seem to be centering on the idea that there is no harm in trying,

    College Representative Martirez once again motioned that the USC submit Vice-Chairperson Agudos

    proposal already. Councilor Borja seconded the motion. Chairperson Sindayen reinstated the reasons of

    the USC with regard to moving the Election Calendar.

    Councilor Salinas continuously manifested his dissent to the USC meddling with such matters seeing it as

    an issue of propriety.

    3) Other Announcementsa. Ways and Means:

    i. Project 01: Brand Sale reported by College Representative Go1. Option 1 from the Company: The Company is proposing a month-long

    sale leading to the Fair with a booth during the UP Fair for the BrandSale. The profit is 5% of the gross only + 7,000Php in cash + 20,000

    worth of X deals. The downside is- the profit from the brand sale is too

    small plus the USC is in charge of the manning of the items.

    2. Option 2 from the Company: They will only set a booth for one week,the USC members will man the booth but they will get a booth during

    the UP Fair- downside: The USC will still man the booth during the Fair.

    The body objected to this given the lack of manpower for the Fair.

    3. The Booths Committee of the Fair also noted that should the companiesfor the brand sale want a booth for the Fair, they would have to

    negotiate with the UP Fair Committee and go through the booth bidders

    screening process.

    4. The Final Proposal of the USC to be forwarded by Representative Go asthe project head of the Brand Sale is: The Company will have a 1 week

    brand sale, 5% profit to the USC + 7,000Php cash payment for the venue

    and Fair Booth + 20,000 X deals. The Company should send manpower

    to man the booth during the Fair. The venue of the Brand Sale will be at

    the USC Office along with the Shirt sale. College Representative Villar

    clarified that should they want two booth spaces, the company will pay

    14,000Php since one booth space amounts to 7,000Php.

    ii. Project 02: The Great UP RApple- Reported by Councilor Ibaviosa1. Duration: January 17 to March 18.2. Ticket Price: 50Php each.3. There will be 3 draws: 2 mini draw and 1 grand draw.4. Prices are Apple Items i.e. 2 Ipod nano, 1 8gig Ipod touch, 160g ipod

    classic, ipad, macbook, macbook air, etc.

    5. Upon canvassing, the prices would cost 175,000Php without Marketing.To break event, the USC needs to sell 8,000 tickets- break even at

    4,325Php. The Net Profit is expected to be at 145,000++.

    6. Need: Partner Organization and Maximum Ticket Sales Strategy.7. For the ticket sales, the organization will be given incentives such that

    for every raffle ticket they sell, they get 10Php per ticket if they sell a

    minimum of 500Php ticket. If less than 500Php, they only get 5Php per

    ticket. If they sell more than 500Php, they get a 2,000Php + incentive.

    For the dorms, exceeding the 500 minimum would equate to a

    5,000Php incentive.

    8. The USC members will not be allowed to participate in the RApple.9. 1 ticket = 1 price. All tickets will be included in every draw. If you get

    picked twice, you get to get the higher price and forfeit the lower price.

    10.According to W and M, a DTI Representative is not necessary given thatthere are no Media Publicity Materials such as a Billboard in EDSA or a

    TV/Radio Commercial

    11.The USC has been required to give one organization who will participatewith the ticket sales. Letters to be uploaded in the groups.

    b. ACLE: Reported by Councilor Davidi. The Proposed Theme of the ACLE is Six Will Fix: Investing in Education and

    Redeeming it From Ruin.- The GA thought that the title is too limiting and

    economical thus, the title was changed from Six Will Fix to Education in Despair

    for a more near and centralized theme with that of the UP Fair.

    ii. There will be no material requirements however the required events for theACLE are:

    iii. Organizations participating in the UP Fair as booth bidders will only be requiredto attend two events instead of four.

    iv. There will be an All Organizations Meeting on Wednesday, 5:30PM.c. University Job Fair

    i. Councilor Elago requested that everyone sign up on the manning schedule forthe University Job Fair.

    ii. She also requested members of the USC to submit resume to add to the UJF.iii. For College Representatives, she requested that the representatives invite

    Professors and Councils by giving letters to their colleges Graduate Committees.

    d. UP Fairi. Vice-Chairperson Agudo, UP Fair Committee Head, requested that the USC be

    active with the online publicity of the Fair.

    ii. She also requested that all USC members initiate in trying to help out with theUP Fair already given that the USC has three nights to worry about.

    iii. The UP Fair Committee requested a maximum of two hours for the UP FairReport for the next General Assembly.

    iv. The UP Fair Committee will have a Rummage Sale on the 22nd -23rd of January.v. They also presented in brief the total expenses of the Fair which is pegged at

    2.4M Php whereas the total money of the USC from the bidders is only

    600,000Php. This is due to the fact that three nights will be USC night. The UP

    Fair Committee deem it unwise to limit the number of days and break the

    tradition of a Week-Long Fair thus, they continued with the Week-Long UP Fair.

    vi. To help with the Financial Concerns of the Fair, she requested everyone to helpwith the soliticing and marketing for the Fair.

    4) Other Mattersa. College Representatives who are not forwarding the Projects of the USC in their College-

    the discussion of this will be included in the next agenda. The temporary solution is for

    the Secretariat Committee to coordinate with the College Council to inform them of the

    tasks of each College Representative in the USC.b. There will be a weekly USC GA to prepare for the UJF and the UP Fair.c. Invitation from Student Regent: Kasama sa UP National Council Meeting and meeting

    with UP President Alfredo Pascual on the 22nd and 23rd of January. Venue: TBA.

    d. Financial Concerns:

    i. Councilor Garcia manifested that Councilor Estrella has not been replying to themessages. She noted that the Oblation is currently on hold since the USC is

    unable to give the downpayment of 5,000 to the Printing Press.

    ii. Councilor Elago also requested that Councilor Estrella be reminded of thephotocopy debt with Ate Cynthia which still amounts to 9,000Php. Immediate

    payment of this is necessary so as the USC may be able to avail of the photocopy

    services downstairs again.

    The GA ended at 8:40PM.
